미국의 SEMATECH와 한국의 VLSI 프로그램 비교 분석 : 기술시스템의 관점에서

  • Technological systems are defined as network(s) consisting of technological infrastructure, industrial organization, and institutional infrastructure. This paper reviews SEMATECH in the U.S. and VLSI Program in Korea as a technological system for semiconductor, which is an advanced technology. Several issues are addressed : how did they get started\ulcorner ; how have they been evolved\ulcorner ; how have the actors and institutions within the system interacted\ulcorner ; what role has the government played in that process\ulcorner Both systems were created by their government, respectively, and they have been evaluated as successful. However, while SEMATECH became complete eough in terms of technological infrastructure, industrial organization, and institutional infrastructure to generate sufficient increasing returns to develop in a self-reinforcing way, a series of VLSI program in Korea is still operated discontinuously under the government subsidy. SEMATECH is more flexible and stable than Korea's VLSI program in that the system has a centralized structure and has been managed and staffed by industry substantially. In addition, both cases show that a technological system may evolve having connections with foreign technological systems and local sub-systems beyond nations, regions and industries. Many other similarities, contrasts, and insights for technological policy from each country's experiences are presented.

An Empirical Study on Venture & Inno-biz Enterprises' Technological Innovation from Resource-Based View (자원기반관점의 벤처·이노비즈기업 기술혁신성에 대한 실증 연구)

  • This study aims to investigate the effects of venture & inno-biz companies' technological innovation competences on technological performances and economic competitive advantage, using VRIO framework. The empirical data for this study were based on the technology assessment results of Korea Technology Finance Corporation (KOTEC) on 3,462 venture & inno-biz companies and the following 2 years' financial data. Sample companies with technological innovation resources, such as technology management strategy(Value), differentiation of technology(Rarity), imitation difficulty of technology(Imitability) and technical organization capability(Organization), made efforts to expand their intellectual property rights, technological development and commercialization of new products, thereby ensuring technological competitive advantage. Furthermore, technological competitive advantage were proved to improve sales growth, increase in operating revenue, and financial soundness. Compared with four VRIO factors' influence on business performance, imitation difficulty of technology(Imitability) and organization technological capability(Organization) had much more influence than any other internal resources or capabilities respectively.

  • Under uncertain environments it is necessary for world-class technological capacity to obtain for making the important role in a national development and industrial infrastructure. For strengthening technological capacity based on R&D excellence we have an exploratory study on the cases of excellent technology and excellent organization of public R&D institutes. What consistently revealed in the whole cases of public R&D institutes is to obtain the technological capacity in the world-class level and we could verify it in the cases of global leading technology, flagship project, world innovative technology, world class laboratory, global top group and so on. For enhancing the technological capacity of R&D objects we could consider prospecting sustainedly for the technological capacity of the organizations in order to appear the excellent technological performance, industrializing it as a R&D program or a new growth engine, and forming the organizational consensus of recognizing its technology or organization they selected as the world-class level.

  • Job is a basic factor which ties individual employee and organization, and it affects employee satisfaction and organizational effectiveness. It is usually found that the relationship between individual and organizational interests does not coincide each other in short-term. When job is being performed, it is important to have a job which satisfies individual interest and maximizes organizational goals in order to have an organizational effectiveness. The purposes of the study were designed to investigate the variations of the job characteristics and job attitude across technological classification, to examine the relationship of job attitude to the job characteristics employed by both socio-technological and job design approaches to organizational change, to find the job characteristics which characterized technological classification, and to test the moderating effects of demographic characteristics in korea organizations.

An Exploratory Study on the Circular Causal-Relationship of Downsizing and Technological Innovation in Organization.: System Thinking Approach (다운사이징과 기술혁신의 순환적 인과관계에 대한 탐색적 연구: 시스템 사고에 의한 접근)

  • This study aims to conceptually identify the circular causal-relationship which is structured between downsizing and technological innovation in organization. First, through the literature review concerning downsizing and (technological) innovations, we have outlined the conceptual building blocks and research boundaries in this field. Second, we used system thinking method to accomplish our research purpose. The research findings are as follows. First, the promotion of financial resources by downsizing have trade-off relations that have negative of effects in short terms, but positive effects in long time. Second, workforce reduction by downsizing usually has negative influence on employees. Third, capital reduction by downsizing generates not only the climates of cost-cut but also the fact that although the climates may increase economic performance in short terms, it may interrupt technological innovations in long terms. In conclusion, this theses suggests that the relationship of downsizing and technological innovations have complex causal and feedback structures. Therefore, the results of this thesis propose that the argument or practices of downsizing with partial emphasis is very dangerous. Finally some limitations are also discussed.

On the Design of Technological Knowledge Management System Based on Sectoral Characteristics of R&D Organization (산업별 연구조직특성에 의한 기술지식관리시스템의 설계)

  • Recently, knowledge management(KM) has attracted increasing attention from academicians and practitioners alike. Amongst others, technological knowledge(TK) is considered principal asset of KM and R,&D organization of private firms selves as primary actor of KM. It is also noted that the notion of sectoral pattern of innovation highlights idiosyncratic differences across industrial sectors in terms of TK management. That is, knowledge contents, knowledge generation and How pattern are considerably different among industries. This paper first analyzes the correlation between structural of R&D organization and industrial(sectoral) type to identify the dominant structure of R&D organization for each industry. Second, sector-specific architectures of TK management system are proposed. According to structural characteristic of R&D-organization type, test-practice forms of TK management system are suggested in terms of such factors as knowledge contents(technology information), knowledge generation activities, and knowledge storage/retrieval modes.

  • To improve cooperative performance, organizations are increasingly developing its technology capabilities to maintain performance and satisfaction with its collative partners. The data for 143 collaboration experiences from domestic manufacturing firms were used to test hierarchical regression model with trust moderating between technology capabilities and collaborative performance and satisfaction. The result suggests that technological human resources, technological organization, technological leadership are the most important factors to affect positively collaborative performance and satisfaction, and there are interaction effects of trust on technological assets and technological organization with collaborative performance and satisfaction.

  • This paper analyzes the intra-organizational characteristics of the Japanese firm, Kaisha. We want to know how they have been related to the successful story of the Japanese economy, especially to their capability to make a rapid technological breakthrough during the past half century. Intra-firm characteristics will be dealt with from four different but mutually interrelated aspects, which include production organization at the workshop level, incentive system, labor-management relations, and corporate governance. Each will be discussed in turn.

  • This paper presents the results of a statistical analysis and its research findings focusing on the learning aspect in the process of international joint ventures (IJVs). The contents of this paper is derived from a sample of 96 field cases based on a proposed conceptual model of effective learning for international construction joint ventures (ICJVs). The paper presents a brief review on the conceptual model with hypotheses and summarized the key results of statistical analysis including factor and multiple regression analysis for the testing of the validity of the proposed conceptual model and its associated research hypotheses. Among other research findings, the research confirms that ICJVs provides an excellent platform of in-action learning for construction organization and suggests that good outcomes in learning could be reaped by a company who has a clear learning intent from the beginning and subsequently take corresponding learning actions during the full process of the joint venture.

  • Interest in EA has been Increasing recently, however, with the coming into effect from July 2006 of the 'Information Technology Architecture Act' which requires the public sector to adopt EA. Until now, the study of EA has been focused on concepts and methodologies for the adoption of EA. The fundamental issue, however, the study on the factors affecting the adoption of EA, has rarely been explored. This thesis therefore surveyed which factors have affected the adoption of EA. The analysis found that the adoption of EA was affected by the external environmental characteristics such as rules or regulations and the level of competition in the Industry concerned, and by the organization's information technology level. However, technological aspects such as perceived usefulness or perceived ease of use - traditionally considered as critical factors in adopting information technology - were found to be less influential. These results show that in Korea we still do not regard EA as a method of optimizing the IT resources of a company. In order for EA to be widely adopted, therefore, we should Put primary emphasis on efforts to properly appreciate its technological aspects, such as its technological usefulness or convenience.
