API-581에 의한 정량적 위험기반검사에서 취성파괴에 의한 사고발생 가능성 해석 (Analysis of Likelihood of Failure for the Brittle Fracture through Quantitative Risk Based Inspection using API-581)

  • 압력설비를 안전하고 효율적으로 사용하기 위하여 본 연구에서는 API-581 절차에 의한 위험기반검사에서 취성파괴에 의한 사고발생 가능성을 정량적으로 해석하였다. 그 결과, 낮은 온도/낮은 인성파괴와 뜨임취성에서는 A 충격곡선이고. 낮은 온도와 열처리 전인 상태에서 기술종속계수(TMSF)가 큰 값을 나타내었고, $855^{\circ}F$ 취성에서는 위험도가 무시할 수 있었으나, 시그마상 취성에서는 낮은 온도의 고 시그마인 경우에 TMSF가 큰 값을 나타내어 사고발생 가능성이 매우 높았다.

연근해 수소추진선박의 벙커링 안전구역 설정에 관한 연구 (A Study on the Establishment of Bunkering Safety Zone for Hydrogen Propulsion Ships in Coastal Area)

  • This study aims to establish safety zones for bunkering operations of hydrogen propulsion ships in coastal areas through risk assessment and evaluate their validity. Using a 350 kW-class ferry operating in Busan Port as the subject of analysis, with quantitative risk assessment based on accident consequence and frequency analysis, along with a social risk assessment considering population density. The results of the risk assessment indicate that all scenarios were within acceptable risk criteria and ALARP region. The most critical accident scenarios involve complete hose rupture during bunkering, resulting in jet flames (Frequency: 2.76E-06, Fatalities: 9.81) and vapor cloud explosions (Frequency: 1.33E-08, Fatalities: 14.24). For the recommended safety zone criteria in the 6% hose cross-sectional area leakage scenario, It could be appropriate criteria considering overall risk level and safety zones criteria for hydrogen vehicle refueling stations. This research contributes to establishing safety zone for bunkering operations of hydrogen propulsion ships through risk assessment and provides valuable technical guidelines.

동승석 에어백 핵심 성능 인자 및 상해위험도 예측 기법 개발에 대한 연구 (A Study on the Key Performance Factors of Passenger Airbag and Injury Risk Prediction Technique Development)

  • Until now, passenger airbag design is based on the referred car design and many repetitive crash tests have been done to meet the crash performance. In this paper, it was suggested a new design process of passenger airbag. First, key performance factors were determined by analyzing the injury risk effectiveness of each performance factor. And it was made a relationship between injury risk and performance factor by using the response surface model. By using this one, it can be predicted the injury risk of head and neck. Predicted injury risk of optimal design was obtained through this injury risk prediction model and it was verified by FE analysis result within 18% error of head and 9% error of neck. It was shown that a target crash performance can be met by controlling the key performance factors only.

연안활동장소의 위험도 평가체계 수립 연구 (A Study on Evaluation System of Risk Assessment at Coastal Activity Areas)

  • 연안안전사고는 인적과실이 차지하는 비율이 매우 높고 같은 요인에 의한 사고가 반복적으로 발생하는 특징이 나타나고 있다. 이들 장소를 중심으로 관리기관에서는 사고 예방을 위한 각종 대비책을 마련하여 시행하고 있으나 제한된 예산에 따른 안전시설물 및 안전관리 인력의 부족과 기상청 기상특보에 의존하고 있는 연안안전사고 위험예보제 운용체계의 한계 등으로 선제적·능동적 대응력이 많이 떨어지는 것이 현실이다. 본 연구에서는 연안안전사고 발생 이후의 수습 중심 안전관리체계에서 안전사고 발생 이전에 사고 유발요소의 관리와 위험도 예측·평가, 사고발생 이후의 대응 및 경감대책을 시행할 수 있는 선제적, 능동적 연안안전 관리체계 구축기반 마련의 일환으로 연안활동장소의 위험도 평가체계를 수립·제안하였다. 2017년 이후의 연안안전사고 현황 분석을 통해 연안활동장소별 안전사고를 유발하는 주요 위험요인을 식별하였으며, 이를 기반으로 위험도 평가를 위한 주요 평가인자 및 지표를 설정하였다. 제안된 위험도 평가 방법론은 해양경찰청에서 지정·관리되고 있는 주요 40개 위험구역을 대상으로 적용하였다.

  • 본 논문에서는 블루투스 비콘을 이용해 고소 작업장 등의 위험지역에서 작업자 추적 및 확인과 안전 벨트고리를 체결했는지 여부와 작업자의 행동에 따른 데이터를 추가로 수집하여 작업자의 행동 패턴을 분석하였다. IoT 국제 표준인 oneM2M을 기반으로 IoT Device와 Application을 연결하는 중간 매개체로 모비우스 플랫폼을 사용해 시스템을 구축하였다. 또한, 본 연구팀의 선행 연구에서 작업자 위험 행동분류 시스템을 개선할 수 있는 연구 결과를 비교하였다.

냉동제조 시설의 암모니아 누출사고 위험 분석 (Risk Analysis of Ammonia Leak in the Refrigeration Manufacturing Facilities)

  • 국내 냉동제조시설에서 암모니아 누출사고가 여전히 발생하고 있음을 볼 수가 있다. 암모니아는 가연성가스 및 독성가스이므로 사고 발생할 때 인체와 생태계에 큰 피해를 일으킬 수 있다. 국내 냉동제조시설의 암모니아 사고유형을 파악한 후 사고시나리오를 선정하여 피해범위를 산정하고 사고 빈도와 위험도를 분석하여 사고 피해를 최소화하는 대책 수립이 필요하다. 본 연구에서는 정량적 위험성 평가(QRA: quantitative risk assessment)의 분석 방법에 따라 암모니아 냉동시스템의 리시버 탱크에 대한 위험도를 분석하였다. 시나리오 분석 조건은 화학물질관리법에서 정하는 '사고시나리오 선정에 관한 기술지침' 및 미국 화학공정안전센터(CCPS: center for chemical process safety)의 가이드라인에 따라 정하였다. DVN사의 SAFETI 프로그램을 활용하여 시나리오에서 선정된 모든 사고 영향범위를 산정하고 빈도 분석을 통하여 리시버 탱크에 대한 위험도를 도출하였다. 빈도 값은 사건수 분석(ETA: event tree analysis)기법과 Part count 기법을 활용하였다. 연구 결과 암모니아 냉동시스템의 개인적 위험도는 7.71E-04/yr으로 도출되었으며, 사회적 위험도 1.17E-03/yr으로 도출되었다. 도출된 위험도는 국제 화재방지협회 (NFPA: national fire protection association)의 ALARP (as low as reasonably practicable) 범위를 적용하여 위험도의 적합성을 확인하였으며, 본 연구에서 제안한 위험도 산정 방법이 사고 피해 최소화 방안을 모색하는데 활용된다면 보다 좋은 결과가 도출될 것으로 판단된다.

Investigation on site conditions for seismic stations in Romania using H/V spectral ratio

  • This research evaluates the soil conditions for seismic stations situated in Romania using the horizontal-to-vertical spectral ratio (HVSR). The strong ground motion database assembled for this study consists of 179 analogue and digital strong ground motion recordings from four intermediate-depth Vrancea seismic events with $M_w{\geq}6.0$. In the first step of the analysis, the influence of the earthquake magnitude and source-to-site distance on the H/V curves is evaluated. Significant influences from both the earthquake magnitude and hypocentral distance are found especially for soil class A sites. Next, a site classification method proposed in the literature is applied for each seismic station and the soil classes are compared with those obtained from borehole data and from the topographic slope method. In addition, the success and error rates of this method are computed and compared with other studies from the literature. A more in-depth analysis of the H/V results is performed using data from seismic stations in Bucharest and a comparison of the free-field and borehole H/V curves is done for three seismic stations. The results show large differences between the free-field and the borehole curves. As a conclusion, the results from this study represent an intermediary step in the evaluation of the soil conditions for seismic stations in Romania and the need to perform more detailed soil classification analysis is highly emphasized.

위해성평가의 불확실도 분석과 활용방안 고찰 (Uncertainty Analysis and Application to Risk Assessment)

  • Objectives: Risk assessment is a tool for predicting and reducing uncertainty related to the effects of future activities. Probability approaches are the main elements in risk assessment, but confusion about the interpretation and use of assessment factors often undermines the message of the analyses. The aim of this study is to provide a guideline for systematic reduction plans regarding uncertainty in risk assessment. Methods: Articles and reports were collected online using the key words "uncertainty analysis" on risk assessment. Uncertainty analysis was conducted based on reports focusing on procedures for analysis methods by the World Health Organization (WHO) and U.S. Environmental Protection Agency (USEPA). In addition, case studies were performed in order to verify suggested methods qualitatively and quantitatively with exposure data, including measured data on toluene and styrene in residential spaces and multi-use facilities. Results: Based on an analysis of the data on uncertainty, three major factors including scenario, model, and parameters were identified as the main sources of uncertainty, and tiered approaches were determined. In the case study, the risk of toluene and styrene was evaluated and the most influential factors were also determined. Five reduction plans were presented: providing standard guidelines, using reliable exposure factors, possessing quality controls for analysis and scientific expertise, and introducing a peer review system. Conclusion: In this study, we established a method for reducing uncertainty by taking into account the major factors. Also, we showed a method for uncertainty analysis with tiered approaches. However, uncertainties are difficult to define because they are generated by many factors. Therefore, further studies are needed for the development of technical guidelines based on the representative scenario, model, and parameters developed in this study.

NOTECHS이 안전운항(安全運航)에 미치는 영향(影響) (The Effect of the Non-Technical Skills on the Rotorcraft Flight Safety)

  • Rotorcraft operating in the domestic aviation safety techniques are applied CRM training is conducted but, aircraft accidents caused by human factors has not shown a declining trend. Thus, knowledge of aviation safety and human factors for the spread of awareness of improved rotorcraft flight operations department managers to understand the complexity of nature and culture, and to perform high-risk mission helicopter pilot study of local activation and enhance safety awareness research was conducted in order to. In this study, the development direction of CRM training studies in order to identify the leading NOTECHS (Non-Technical Skills; non-technical pilot skills) of the four categories as the independent variable and the dependent variable corresponding to the resulting effect on the key variables awareness of the differences were studied. In addition, the direction and strength of the relationship were analyzed to determine the relationship of each independent variable to assess the impact on the dependent variable regression analysis was performed. Pilot training and evaluation of non-technical skills related to the teaching reflected in the CRM training and assessment must be carried out with 5 star rating scale was preferred. Therefore, to meet our country rotorcraft operating environment 'NOTECHS' aviation safety by developing training programs reflected in the educational process, implementation, and periodic training and assessment is done in future research on this analysis and feedback is done to reflect the specific performance expect.

  • A Renewable Portfolio Standard(RPS) is a regulation that requires the increased generation of energy from renewable energy sources such as solar, wind, fuel cell, small hydro, biomass and geothermal. By environmental, technical and these regulatory reasons, the amount of renewable energy sources will be increased in a network. However, it is hard to assess risk of a transmission network with large scale renewable energy sources because the output characteristics of renewable energies are intermittent. This paper evaluates effects of a transmission system with supplemental large scale renewable energies into the existing system. To evaluate these effects, a methodology for risk level of components in a network is proposed considering steady state and contingency N-1 in this paper. We consider line current and bus voltage in each state of a network.
