A Study on Technical Measures and their Application (기술척도 적용 연구)

  • Technical Measures includes Measures of Effectiveness(MOEs), Key Performance Parameters(KPPs), Measures of Performance(MOPs) and/or Technical Performance Measures(TPMs). Technical measurement is the set of measurement activities used to provide supplier and/ or acquirer insight into progress in the definition and development of the technical solution, ongoing assessment of the associated risks and issues. This paper describes how technical measures can be applied, using the measurement process described in the previous study and shows the relationship between the various types of technical measures.

  • To enhance success probability of a system development project, its overall risk level should be minimized through systematically managing schedules, costs, and technical performances. However, Attempts to manage technical performance compared to numerous efforts to control costs and schedules in such projects are deficient. Particularly, a space launch vehicle, a large complex system, development project is much less likely to meet its technical performance objectives due to its technological difficulty, along with schedule delay and cost overrun. The technical performance management (TPM) is a method for tracking and managing technical progress in order to achieve technical performance targets within schedule and budget. In this paper, we investigate applications of the TPM in several space launch vehicle development projects. Then we propose and validate the TPM process to achieve a successful mission in such projects.

A Study on Performance Risk Measurement for the Defense R&D Program (국방연구개발사업 수행위험 측정방안 연구)

  • The risk management is a method to identify and to handle risk factors. In this paper, we introduce a methodology that can be used to measure of system's performance risk by combining system's TPM(technical performance measures) in the R&D(research and development) program for defense acquisition. By applying the suggested procedure, we can monitor risk trends in R&D program by calculation of system's overall TPM and find out where management should target to reduce or remove the system's performance risk.

  • Most real world design evaluation and risk-based decision support combine quantitative and qualitative (linguistic) variables. Decision-making based on conventional mathematics that combines qualitative and quantitative concepts always exhibit difficulty in modelling actual problems. The successful selection process for choosing a design/procurement proposal is based on a high degree of technical integrity, safety levels and low costs in construction, corrective measures, maintenance, operation, inspection and preventive measures. However, the objectives of maximising the degree of technical performance, maximising the safety levels and minimising the costs incurred are usually in conflict, and the evaluation of the technical performance, safety and costs is always associated with uncertainties, especially for a novel system at the initial concept design stage. In this paper, a design-decision support framework using a composite structure methodology grounded in approximate reasoning approach and evidential reasoning method is suggested for design evaluation of machinery space of a ship engine room at the initial stages. It is a Multiple Attribute Decision-Making (MADM) or Multiple Criteria Decision Making (MCDM) framework, which provides a juxtaposition of cost, safety and technical performance of a system during evaluation to assist decision makers in selecting the winning design/procurement proposal that best satisfies the requirement in hand. An illustrative example is used to demonstrate the application of the proposed framework.

Mediating effect of appropriation between non-technical innovation and business performance (비 기술혁신과 기업의 경영성과 사이에서 전유성의 매개효과)

  • In this study, in addition to non-technical innovation activities such as organizational innovation and marketing innovation, the purpose of this study was to verify through empirical analysis what mechanism appropriation affects the business performance of a company. Data were collected from the 2018 Korean Business Innovation Survey: Manufacturing Sector and used as analysis data. As a result of the analysis, it was verified through empirical analysis that non-technical innovation improves management performance, appropriability is affected by non-technical innovation, and acts as a mediating factor between management performance. Through this empirical analysis, it was derived that considering appropriation along with non-technical innovation on the recently studied non-technical innovation can be a meaningful study, and since securing such appropriation is an important factor in determining the business performance of a company. Companies need insight into the strategic use of technology protection measures to secure appropriation. As a limitation, it was limited to studies that verify that it has a mediating effect of non-technical innovation and appropriation, and it is considered that it is possible to develop a study that affects the management performance of a company through more various verification methods for future studies.

Effects of Simulated Interdisciplinary Communication Training for Nursing Students on Self-confidence in Communication, Communication Behavior and Technical Skill Performance (학제간 의사소통을 포함한 시뮬레이션 교육이 간호대학생의 의사소통 자신감, 의사소통 행위, 기술적 술기 수행에 미치는 효과)

  • Purpose: Ineffective communication between healthcare professionals leads to medical errors and puts patients at risk of harm. The aim of this study was to examine the effects of interdisciplinary communication training in simulated settings on self-confidence in communication, observed communication behavior, and technical skill performances of nursing students. Methods: A repeated measures design with one group was conducted. Data was collected from 92 nursing students through a self-administered questionnaire and an observed behavior checklist. Data analysis was performed using descriptive statistics, a paired t-test, the Wilcoxon signed rank test, the Friedmann test, a Repeated Measures ANOVA, and the Spearman correlation coefficient. Results: Self-confidence in communication, observed Identification-Situation-Background-Assessment-Recommendation-Read Back communication behavior, and technical skill performances of nursing students were significantly improved. In observed communication behavior, the performance of Assessment and Read Back communication significantly improved. However, communication of Background, Assessment, and Recommendation did not improve to a satisfactory level. Observed communication behavior was not correlated with the overall technical skill performance. Conclusion: These results indicate that interdisciplinary communication training in simulated settings was effective in improving nursing students' confidence and communication skills with physicians. Longitudinal studies with larger samples are recommended in order to verify the effects of interdisciplinary communication training on clinical outcomes as well as communication competence.

Institutional and Technical Improvement Measures to Facilitate the Use of Smart Construction Safety Technology (스마트 건설안전 기술 도입 촉진을 위한 제도적⋅기술적 개선 방안에 관한 연구)

  • Efforts to reduce on-site safety incidents have expanded, leading to active research in this domain. However, a systematic analysis to improve the utility of technology is lacking. In this study, we conducted a survey on the various institutional and technical improvement measures to promote the application of smart construction safety technology over three years after the implementation of the "Smart Safety Equipment Support Project." The results showed that financial constraint was the primary obstacle in the adoption of this innovation. Fostering a flexible environment in the utilization of management fees and financial support of projects was determined to aid in the extensive application of the technology. Ensuring cost efficiency and user-friendliness were principally necessary for technical enhancements in the smart construction safety technology. Technologies, such as VR/AR safety education, real-time location tracking, wearable devices, and innovation on streamlining safety-related work efficiency, had been anticipated to contribute to on-site safety. Operating a smart safety control center was expected to be beneficial in the systematic securing of data and reduction of safety blind spots. Effective methods had been suggested to overcome the barriers that hindered the development and application of smart construction safety technology. This study facilitates in the technological improvements in this field.

Prediction of pressure equalization performance of rainscreen walls

  • In recent years, rainscreen walls based on the pressure equalization principle are often used in building construction. To improve the understanding of the influence of several design parameters on the pressure equalization performance of such wall systems, a theoretical consideration of the problem may be more appropriate. On this basis, this paper presents two theoretical models, one based on mass balance and the other based on the Helmholtz resonator theory, for the prediction of cavity pressure in rigid rainscreen walls. New measures to assess the degree of pressure equalization of rainscreen walls are also suggested. The results show that the model based on mass balance is sufficiently accurate and efficient in predicting the cavity pressure variations. Further, the performance of the proposed model is evaluated utilizing the data obtained from full-scale tests and the results are discussed in detail.

  • Mobile operators are considering a variety of technical measures to cope with the explosion of data while reducing TCO(Total Cost of Ownership) of their networks. In this paper, to investigate the possibility about one of such technical measures, system level simulation to evaluate the performance of the capacity and mobility was performed in cloud base station structure to apply coordinated multi-point transmission and reception. As a result, we find out that system capacity and mobility performance may be improved according to the scale and application area of cloud base station with the operation of coordinated multi-point transmission and reception, and these mutual causality can provide practical guidelines to mobile network's operation.

  • In Article 311 of the Regulation on Occupational Safety and Health Standards requires the use of Korean Industrial Standards Act in accordance with the Industrial Standardization Act. However, the classification, inspection, maintenance, design, selection, and installation of explosion hazard locations for explosion and explosion prevention and internalization of 'safety' in the performance maintenance phase of electrical machinery and equipment There is no technical and institutional management plan for remodeling and alteration. Analysis of actual conditions and problems related to the installation, use, and maintenance of explosion-proof equipment, comparative analysis of domestic and international technical standards and systems, technical, institutional and administrative systems and systems related to installation, use, and maintenance of explosion-proof equipment, technical personnel and qualifications, etc. It is to propose legislation, system improvement, and technical standard establishment related to the maintenance of explosion-proof facility performance through improvement of the necessity and feasibility study for establishment of the legal status of the management site and management plan. As technical measures, KS standard revision (draft), KOSHA guide (draft) and explosion-proof facility performance maintenance manual were presented. In addition, the institutional management plan proposed the revised rule on occupational safety and health standards, the revised rule on the restriction of employment of hazardous work, and the manpower training program related to the maintenance of explosion-proof facilities and the qualification plan. Enhance safety at the installation, use, and maintenance stage of explosion-proof structured electrical machinery. It is expected to be used to classify explosion hazards, select related equipment, and to update and standardize standards related to installation, use and maintenance.
