The development of land classification and soil productivity rating systems (SPR) are examined for their application to valuation of agricultural land in South Dakota, USA. For current and impending environmental and agricultural land issues, there is virtually no hard data available. Therefore, the study works with government and private sector clients to identify needs, and develop and apply a variety of techniques to mine data and carry out appropriate assessment methods. The application of SPR data to land valuation work conducted by real estate appraisers, tax assessors, and economists are discussed along with an assessment of its benefits and limitations. However, the actual value of the agricultural land can be determined by fulfilling the agricultural's vision of protecting and improving the environment by agricultural activities besides the safe food production. Therefore, it is increasingly important that we understand the impacts of farming and forestry on land, water and air.

Despite its universal coverage of health insurance, the rural health insurance program(RHIP) stands at the crossroads in Korea. The RHIP has weaknesses in stability of financing, problems of inequities in the provision of health services and has suffered from high cost of running the program. The author has analyzed these problems from the perspective of health insurance policy and presented several options for improvement. First of all, this study urged the importance of a firm Governmental commitment of RHIP with the 50% subsidization of contributions as the Government had promised, instead of the current 40%. This can be justified from the 20% subsidization by the Government for the contributions of private school teachers and their dependents, who belong to richer segments of the population. Second, various cost containment measures ought to be sought curbing the rising demand for medical through strengthening health education and increasing individual responsibility, and tightening the claim review process. Third, this study requires the Government to run a demonstration project on the introduction of case payment system for primary health care. Fourth introducing an income-related cost sharing scheme is another possibility. Reforming the cost sharing formula for large medical expenditures is recommendable for a beginning. This measure can take the form of tax credit for medical expenditures of the poor. Fifth, the degree of financial adjustment among health insurance plans should be levelled up for enhancing stability of RHIP and social solidarity. Sixth, health policy should be redirected toward development of rural health resources and higher priority should be put on relieving difficulties in access to care. Seventh. the insurance plan owned-hospital needs to be developed or provision of health services in the medically underserved areas, and the need of such facilities is particularly acute for geriatric care, rehabilitation and renal dialysis, etc. Eighth, more generous insurance benefits are required of the elderly who are suffering the most : elimination of the maximum 180 days of benefit period and provision of glasses and artificial dentures, etc. Ninth. the economies of scale principle is working for the operating expenses of regional self-employed insurance plan. Thus, measures should be instituted to pursue an optimum size of health insurance plans. Lastly, excessive dependence on exclusion items is an evil so that some radical remedies are urgently required to cut them.

The purpose of this study was to explore the effective policy on secondary childbirth encouragement of married women. The design for this study is a cross-sectional descriptive study. Samples were collected from 322 women who have one child younger than 6 years old. The instruments for this study was a questionnaire consisted of items about policy on childbirth encouragement. The data were analyzed by chi-square test, Mann-whitney's U test, and logistic regression with SPSS 17.0 program. The results showed that the employed women's intention of having a second child was affected by the age, working day per week, and policy on childbirth. But, in case of unemployed women, both of demographic and policy variables were not statistically significant. These findings suggest that different policy on support of birth, work-family life balance, and various tax benefits be developed to satisfy the needs of the employed women and the unemployed women.
The government is working out the development of a venture enterprise through a venture certification system. The broad effects of its policies are anticipated by the government and revealed in the 'The Survey on Actual Condition of Venture Enterprises 2010'. These benefits include the revitalization of start-up, promotion of technological innovation, progress in marketing ability, improvement in corporate image, financing and investment, and benefit from tax reduction & exemption. However, with the estimation of production function and sales function, which both uses capital and labor as a basic elements, it was found that only 'financing and ease of investment' produces a statistically significant effect on production and sales. An addition, this study looks into whether venture-supporting system are helpful to the eradication of technical inefficiency. The policies brought about positive changes in reduction of technical inefficiencies except with regard to the ease of start-up where it was found that an increase in inefficiencies was the result.
This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.
As our society and industry develop, disputes are becoming ever more complicated and diversified to the point that it is alleged that dispute resolution by court proceedings has certain limits and setbacks. Therefore, it is commonly suggested that mediation by a qualified mediator should come as an alternative method, and there have been many attempts to establish and provide mediation service in the courts and government authorities. To comply with a party's autonomy, which is the essential basis of mediation, and to promote the use of mediation, it is highly recommended that private mediation, rather than court-driven or administrative mediation, shall take the initiative. In the meantime, despite a number of academic research and attempts to increase the awareness and use of mediation nationwide, we have not yet seen meaningful developments due to the longstanding misunderstanding and discredit of mediation. In contrast, Italy has begun to revitalize mediation by enacting 'Legislative Decree No. 28/2020' following the 'Directive 2008/52EC' of the European Parliament and encouraging the so-called via-mediation policy. It is acknowledged to have significantly contributed to the development of private mediation in Italy and the increased use of mediation as a dispute resolution method. It shall be particularly noted that Italy's mediation proceedings have certain traits, including preliminary mediation meetings, mandatory involvement of legal counsel, and tax benefits for the settled cases by mediation. Italy's efforts would provide people with meaningful lessons and perspectives. As society strives to promote private mediation to distribute and utilize the judicial resources' inefficient ways, institutions need to develop practical measures to increase the number of civil and commercial disputes in the mediation proceedings. To that end, legislative efforts to enact relevant laws necessary to provide incentives to disputing parties and establish integrated education and certification programs to train qualified mediators need to start soon.
This paper is to critically review the economic reasoning of non-sustainability of welfare state due to its intrinsic incentive problems and to see how the nordic welfare state responds to them. The welfare state as a political design of state to pursue equality has social insurance as its main economic function. It survives market failure of private insurance to contribute to human capital investment and industrial restructuring. The universal tax-financed welfare state, however, has the problem of tragedy of commons such as reduced work incentive and work ethics. But, the existing nordic welfare state overcomes it through employment-focused policy arrangements, maintenance of work ethics and benefits moral, incentive mechanism of wage-compression, public educational investment and its complementation with social security. The Nordic model shows that problems of incentive and moral are not about those of theory and reasoning, but about their reality which policies and institutions could respond to.

Purpose: During 2015-2019, the average amount of political donation to the national assembly members in Korea was 1,000 won per person. Despite its benefits such as receiving tax credits, the donation system has not been actively practiced. This paper aims to promote political donations by suggesting a recommendation system of national assembly members by analysing the bills they proposed. Methods: In this paper, we propose a recommendation system based on two aspects: how similar the newly proposed or ammended bills are to the sponsors' interest (similarity index) and how much effort national assembly members put into those bills (intensity index). More than 25,000 bills were used to measure the recommendation quality index consisted with both the similarity and the intensity indices. Word2vec was used to calculate the similarity index of the bills proposed by the national assembly member to the sponsor's interest. The intensity index is calculated by diving the number of newly proposed or entirely revised bills with the number of senators who took part in those bills. Subsequently, we multiply the similarity index by the intensity index to obtain the recommendation quality index that can assist sponsors to identify potential assembly members for their donation. Results: We apply the proposed recommendation system to personas for illustration. The recommendation system showed an average f1 score about 0.69. The analysis results provide insights in recommendation for donation. Conclusion: n this study, the recommendation system was proposed to promote a political donation for national assembly members by creating the recommendation quality index based on the similarity and the intensity indices. We expect that the system presented in this paper will lower user barriers to political information, thereby boosting political sponsorship and increasing political participation.
Purpose - The primary objective of this study is to investigate the impact of employee characteristics on employees' preference towards corporate pension products. This study can provide a guidance for maximization of benefits for employees and their affiliated corporation. Employee characteristics include average length of labour, wage system of annual salary, age, types of interest rates and size of corporation. Existing research generally concentrate on vitalizations of corporate pension product raising an imperfection, improvements, tax benefit analysis and legal consideration. Thus, this study intensively analyses the effect of employee attributes on firms' decision for corporate pension products, such as DB(defined benefit) and DC(defined contribution) type. Research design, data, and methodology - The data were collected using self-administrated questionnaire survey on corporate pension products from CEOs or HR directors 250 foreign-invested companies', purchasing pension plans in practice with domestic financial trustees (insurance companies, banks and security companies). Hypotheses testing was conducted using Logistic Regression analysis with SPSS/PC+ 21.0. Results - The findings of the study are as follows. Employees with the long length of labour are more likely to have DB plan; more likely to prefer DC plan with the dividend distribution product regarding the types of interest rate. SMEs(less than 100 employees) are more likely to select DC plan whereas high fluctuation in wage with annual salary has no impacts. In addition, the ages has no significant effect on the preference. Conclusions - This study has examined with the empirical testing that employees' variable attributes and qualities are one of the vital factors for corporation pension plan selection. Currently, majority employees are highly likely to join DB plan and Defined interest types. Corporation with less than 10 employees prefer IRP scheme while most of corporation are intended to join DC plan. In a very near future, corporation more than 300 employees will be required to purchase mandatory plan under national regulation. For maximization of employees' contentment to corporation pension insurance and for complementing the flaws of existing plans, the future studies shall also research in a perspective of employee benefit.
This paper examines the differences between the Korean and American stock markets using the Kospi and S&P 500 indices and discusses policy implications through them. To this end, in addition to the existing time series analysis method, a deep learning method was used to compare markets, and the comparison was made in terms of stock price forecasting ability and data generation ability. In monthly data, the difference between time series was not large, and in daily data, the difference in terms of stability was weak, and there was no significant difference in predictive power or simulation data generation. As shown in the results of this study, if there is not much difference in market price movement patterns between Korea and the United States, tax benefits for long-term stocks investment will be effective against the side effects of short selling.
