  • Increasing peak load is one of the major concerns about operation of urban railroad systems. Since ESSs (Energy Storage Systems) have a great potential for shaving the peak load, there has been a growing interest in the use of ESS for peak load reduction. Also, ESS can be optimally scheduled to minimize the electricity purchasing cost under a given ToU (Time-of-Use) tariff by taking advantage of electricity price difference between peak and off-peak time. This paper presents a Mixed Integer Programming (MIP)-based ESS scheduling method to minimize the electricity purchasing cost under a ToU tariff for an urban railroad system.

  • This paper is aimed at surveying the method that supports logical and theoretical back grounds of electricity service pricing, to investigate whether the ESPM can reflect comprehensively the various interests of parties and persons concerned with electricity supply and demand, and analyzing the practical applicability of the model in short-term perspectives. The major findings of this study can be summarized as fellows. First, the ESPM explains what process the equilibrium price is attained through, which is the essential concept and object in evaluating the value of public enterprises or utilities and the price of electricity Second, the ESPM provides the logics and methods that can objectify the discrete price by each electricity user. Third, the ESPM presents theoretical logics and practical methods that can calculate the basic price and the variable price per electricity unit which are key concepts in the two-part tariff. Fourth, the ESPM has powerful practical applicabilities in the reasonable electricity pricing and in the explanation for the balance between parties and persons interested with electricity supply and demand.

  • For a proper valuation of wind power project, it is necessary to consider volatilities of key parameters such as annual energy production, electricity sales price, and long term interest rate. Real option methodology allows to calculate option values of these parameters. Volatilities to be considered in wind project valuation are 1) annual energy production (AEP) estimation due to meteorological variation and estimation errors in wind speed distribution, 2) changes in system marginal price (SMP), and 3) interest rate fluctuation of project financing which provides refinancing option to be exercised during a loan tenor for commercial scale projects. Real option valuation turns out to be more than half of the sales value based on a case study for a FIT scheme wind project that was sold to a financial investor.

  • According to the TRQ system created by WTO agreement on agriculture, Korea notified the WTO of the application of tariff rate quotas for 67 agricultural commodities(now, 63 commodities). Among these government administrate state-operated trade for 17 commodities. However, WTO/DDA negotiation will bring about lowering tariffs and increasing quantities of tariff quota. This study suggest the development programs corresponding WTO/DDA agriculture negotiation. First, from the viewpoint of the protection of domestic agriculture & improving transparency of agricultural import administration, the administration system of the state-operated trade will be necessary to be transformed for market oriented methods. Second, the administration system of the state-operated trade will be necessary to be rendered unified organization also. The current system of the state-operated trade shows the phenomena og many divergency. And third, The quantities of market access of FTA between Korea and Chile will be desirable to be administrate by state-operated trade. Because, according to diffusion of FTA treaties, the amount of market access quantities of FTA increase rapidly henceforth.

  • Recently, International electronic commerce has been rapidly increasing. Over the past decade, e-commerce on the business foundation of the Internet compound has entered extensive areas of international trade and social activity. This paper focuses on the system establishment of customs duties of import goods in Global e-Commerce. Today, USA, EU and some major countries, International Organization insisted to Tariff-free woe in customs duty. This study also will discuss the effect of imposition of import duties. In order to impose customs duties, it needs to establish a system scheme, especially, because international payment of BtoC Commerce occur by the Credit Card. This study deals with Customs duties of import goods in Global e-Commerce.

Clustering non-stationary advanced metering infrastructure data

  • In this paper, we propose a clustering method for advanced metering infrastructure (AMI) data in Korea. As AMI data presents non-stationarity, we consider time-dependent frequency domain principal components analysis, which is a proper method for locally stationary time series data. We develop a new clustering method based on time-varying eigenvectors, and our method provides a meaningful result that is different from the clustering results obtained by employing conventional methods, such as K-means and K-centres functional clustering. Simulation study demonstrates the superiority of the proposed approach. We further apply the clustering results to the evaluation of the electricity price system in South Korea, and validate the reform of the progressive electricity tariff system.

  • The Korean tariff rate for fishery products is a single tax rate of 10% for live fish and frozen seafood, and 20% for all others. Since FTAs have been concluded with several countries, the tariffs is not an appropriate means to protect domestic fishery producers. The differential tariff rate according to the scientific name (genus) of the fishery products, which was implemented 30 years ago to protect fishery products produced in the Korean coastal waters has lost its original purpose. It seems that future fishery trade policy should focus on IUU prevention, hygiene and safety of consumers rather than protecting fishery producers through customs tariffs. This paper suggest that a paradigm shift in the fishery producers protection policies such as direct financial support from the state, protection and development of fishery resources, and support for fostering the 6th industry rather than indirect protection through tariffs.

  • This paper is designed to investigate the dynamic structure of optimal tariff imposed by the oil importing country from OPEC when OPEC increases the oil reserves through exploration and development. For this purpose, we used a Stckelberg differential game modeling approach, and tried to analyze two cases such that the one is the extraction cost is dependent on the oil reserves and the other is the extraction cost is independent of it. On the basis of this analysis, we propose that the importing contry has to impose dynamically inconsistent tariffs if the extraction cost is dependent on the oil reserves. Otherwise, she should impose dynamically consistent tariffs announced at initial time. In addition, we found that whether or not the exporting country uses some portion of oil produced for domestic consumption does not affect our policy proposition stated above.

An Economic Evaluation under Thailand Feed in Tariff of Residential Roof Top Photovoltaic Grid Connected System with Energy Storage for Voltage Stability Improving

  • In this paper, Residential roof top photovoltaic system with 9.9 kW design is proposed. The system composed of 200 Watts solar array 33 panels connecting in series 10 strings and parallels 3 strings which have maximum voltage and current are 350 V and 23.8 A. The 10 kW sinusoidal grid-connected inverter with window voltage about 270-350 is selected to convert and transfer DC Power to AC Power at PCC (Point of Common Coupling) of power system following to utility standard. However the impact of fluctuation and uncertainty of weather condition of PV may decrease the voltage stability and voltage collapse of power system. In order to solve this problem the energy storage such 120 V 1200 Ah battery bank and 30 kVAR capacitor are designed for voltage stability control. The other expensed for installing the system such battery charger, cable, accessories and maintenance cost are concerned. The economic analysis by using investment from money loan with interest about 7% and use own money which loss income of deposit about 3% are calculated as 671,844 and 547,044 for PV system with energy storage and non energy storage respectively. The solar energy from PV is about 101,616 Bath per year which evaluated by using the value of $5kWh/m^2/day$ from average peak sun hour (PSH) of the Thailand and 6.96 Bath/kWh of Feed in Tariff Incentive. The payback periods of four scenarios are proposed follow as i) PV system with energy storage and use loan money is 15 years ii) PV system with no energy storage and use loan money is 10 years iii) PV system with energy storage and use deposit money is 9 years iv) PV system with energy storage and use deposit money is 7 years. In addition, the other scenarios of economic analysis such no FIT support and other type of economic analysis such NPV and IRR are proposed in this paper.
