A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea (숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례)

  • This paper is to analyse the case of citizen participation employed in the local government, Buk-gu (Northern District) in the city of Ulsan, Korea. A kind of deliberative type of citizen participation named' citizen jury' was exercised to resolve an environmental conflict between Buk-gu government and its residents. The conflict was caused by the construction of a food waste recycling facility near by some residential areas in Buk-gu. Theoretically this paper makes a typology of citizen participation methods. Two criteria are employed. First of all, lay citizens are the primary participant or not? Secondly, interactive communication is feasible or not among participants in the process of citizen participation. Four generic types of citizen participation are sorted out: technocratic, pluralist, direct/participatory, and deliberative type. Especially deliberative type of citizen participation is based on an idea of deliberative democracy. This paper argues that the case of citizen participation employed in Buk-gu belongs to deliberative type of citizen participation. The argument is based on the following reasons. Firstly, primary participants in deliberation process can be considered as lay citizens though they are selected form local NGOs and religious groups. According to a survey, most of participants said that they would participate in the process of deliberation in the capacity of lay citizens though they were selected by their own groups. Secondly, the citizen participation process was deliberately designed and implemented to facilitate competence of primary participants and fairness in the deliberation. Viewed from this analysis, this Buk-gu case can be safely considered an innovative method of citizen participation which is also very successful in resolving intractable environmental conflict in the local government.

  • In recent years, as the population of ear and aged villages has increased, the problem of conflict between rural residents and urban-to-rural migrants has been widespread. For successful rural community, such conflict resolution is more important than anything else. However, if we look at previous studies. It is true that there are many studies that focus on people who are not rural residents or urban-to-rural migrants. This study was conducted to find out the difference of strategies for conflict resolution between rural residents and urban-to-rural migrants. This study derives the factors of conflict based on the contents of previous studies, To see the difference, five strategies were used from the response strategies that were used in the 'Computer Prisoner's Dilemma Contest' held by Axelrod (2009). I would like to know what kind of strategies of rural residents and urban-to-rural migrants. All analyzes were done using SPSS 22.0 for Windows, and the results of each conflict resolution analysis showed that the indigenous conflicts were low All. Among the causes of conflict, the highest level of conflict was caused by the 'rural residents who did not understand urban culture'. The strategy is the most used, followed by tit for tat Strategy, and all-c strategy, in that order. However, It is not uncommon for employers to use a work-type strategy, and it can be seen that the strategy changes depending on the cause. As can be seen from the above results, The conflict resolution strategies are almost similar strategies. It can be seen that conflict resolution strategy is used differently according to personality. The purpose of this study is to investigate the differences in conflicts in the rural areas. In particular, it is meaningful to examine the choice of solution strategies based on game theory through reviewing prior research and eliciting actual conflict factors in the field. Successful rural settlement can be achieved not through stakeholder competition but through mutual cooperation by gaining cooperation to the other side. Mutual cooperation is more profitable than betrayal in various conflict situations. The secret to maintaining and communicating smoothly is not to use the other person to fill his or her selfish interests, but to reject it for profit, but to draw cooperation from the other party.

The Development of the Stress Measurement Tool for Staff Nurses working in the Hospital (간호원이 근무중에 경험하는 스트레스 측정을 위한 도구개발 연구)

  • The purpose of this study is to propose the baseline data for developing the stress measurement tool for staff nurses working in the hospital. Two hundred and fifteen stan nurses in Seoul National University Hospital were participated during the period from Feb. 28 to Mar. 10, 1984. Though the pretest and literature review a questionnaire was constructed with 63 stressors which were experienced by the nurses in the hospital. Subjects were given instruction to rate 1∼6 likert type scale according to the level of stress experienced by each stressor described. Reliability of the tool was tested by Cronbach's Alpha, and the result was α=0.94871. Factor analysis was applied to organize 63 items together. As the result, 15 factors were obtained and these factors explained 66.3% of variance. The 15 factors were: 1) Work overload 2) Role conflict as a profession 3) Lack of professional knowledge and skill 4) Interpersonal problem 5) Conflict in nurse doctor relationship 6) Work conflict with doctors 7) Emotional burden due to the limitation of medicine 8) Poor treatment 9) Unsatisfactory relationship with supervisor 10) Low reward 11) Unsatisfactory relationship with subordinate 12) Poor physical environment of unit 13)Responsibility for extra affairs 14)Unfamiliar situation 15)Night duty.

An Exploratory Development of Mathematical Programming Model for the Railway Conflict Resolution Problem on a Single Line Track (단선구간 열차경합해소 문제를 위한 수리계획 모형의 기본설계)

  • This paper is designed to help train dispatcher resolve railway conflicts in rent-time. We developed a mixed integer programming model to optimize the train schedule that determines the best overtaking or crossing positions, The objective of the model is to minimize the maximum lateness of the trains and reduce the total sum of the lateness, while satisfying the field constraints associated with the difference between passenger trains and freight trains, and the limited number of sidings. We applied the model on a portion of a single line track, Joong-Ang Line to ascertain the efficiency of the model, and showed how the model can be used to resolve the railway conflicts. The results indicates that our model can provide useful results in terms of optimal schedule for the test problem. This type of modeling approach would be useful for a train dispatcher to make a real-time railway conflict resolution.

An Operation and Safety Assessment Study of Roundabout Types (회전교차로 형태별 운영 및 안전성 평가에 관한 연구)

  • PURPOSES: The aim of this study is to analyze and compare the operational effectiveness and safety of three different types of roundabout found in the literatures using a VISSIM and SSAM program. METHODS : The three types roundabout tested are the 2-lane roundabout (2R), the Turbo roundabout (TR), and the Flower roundabout (FR). For each scenario, three roundabout types and traffic conditions such as traffic volume and movement ratio were applied to VISSIM in order to compute the average delays. In addition the total conflict was calculated through SSAM by using trajectory data from VISSIM. RESULTS: From the analysis results, the average delay in TR and FR type was higher than the 2R. Regardless of the roundabout types, the average delay was reduced as the right-turn vehicles increased. The total conflict in TR was fewer than 2R for all traffic conditions. CONCLUSIONS : The results of this study can be used in the planning and design process of roundabout deployment. The data also provides some numerical justifications in transition from at-grade intersection to roundabout.

Factors Influencing Closeness in Family with an Elderly Member (노인의 가족화목도와 관련요인)

  • The purpose of this study was to determine factors influencing family closeness in family with an elderly members. The study was conducted with 1,904 subjects during 3 months from 1st March to 30,May. 2006. The results were as follows. 1. Family closeness of subjects was significantly associated with age, sex, marital status, monthly allowance, education level, occupation, the number of family members living together, health state, stress, and emotional conflict with children. 2. Emotional conflict with children was significantly associated with age, sex, religion, the number of family members living together, occupation, health state, stress, family closeness. 3. Stress was significantly associated with age, sex, religion, the number of family members living together, occupation, stress, family closeness. Finaly, Family closeness in family with an elderly member was positively related to family type(living with a spouse), monthly allowance, occupation but negatively related to emotional conflict with children and stress levels. The government, social service units and experts need to pay more attention to factors influencing family closeness and devise effective policy and programs for healthier family relations.

A Study on the Postpartum Depression Experience : Q-Methodological Approach (산후 우울 경험에 관한 연구 -Q 방법론적 접근-)

  • The purpose of this study is to explore types of postpartum depression and to understand the nature and structure of the postpartum depression by using Q-methodological approach. As a way of research, 55 statements concerning postpartum depression were selected through individual interviews with postpartum mothers and literature review. 30 women were chosen as a subject group for the study, with opinions shown in 55 statements divided into 9 scales by forced distribution. PC QUANL Program was used for analysis and Q-factors were analyzed by using principal component analysis. As a result, postpartum depression experience was classified into 5 types. There are "Role-Strain Type", "Unattributional Depression Type", "Psychosomatic Symptoms Type", "Self-Compassion Type", and "Role-Crisis Type". Type I was named "Role-Strain Type", referring to the strain generally experienced by mothers with regard to the new role as a mother and as a social member. Type II was named "Unattributional Depression Type", referring to the symptom experienced by people who were in a state of vanity and a sense of loss. They often break into tears for no specific reasons. In case of Type III, people in a state of "Psychosomatic Symptoms Type" develop physical symptoms after suffering from inherent emotional conflict. Type IV was named "Self-Compassion Type" refers to the symptom shown by those who feel pity for their children and for themselves. And they show inability to cope with the reality properly. Type V was named "Role -Crisis Type", which is experienced by people who have a burden and a severe fear of their own job and their children in their mind, also showing serious conflict with maternal role. Futhermore, it was carried out to examine structure of postpartum depression in terms of degree of depression and adjustment ability. Type I showed mild degree of depression and relatively good adjustment ability. Type II showed broad range of degree in depression and moderate adjustment ability. Type III showed moderate depression and relatively low adjustment ability. Type IV revealed relatively serious degree of depression and the lowest adjustment ability. Type V revealed very serious degree of depression and the lowest adjustment ability. As a result, considering the structure of postpartum depression. Type I is considered to be a normal depression sympton which most mothers generally experience, followed by Type II, Type III, Type IV and Type V, each of which show increasingly worse degree of depression and lower adjustment ability. In conclusion, it seems to be it is necessary to understand distinct symptoms of postpartum depression and to examine the characteristics and structure of those types, so that it could lead to more individual nursing approach.cteristics and structure of those types, so that it could lead to more individual nursing approach.

Latent Transition Analysis of the Work-Family Balance of Working Mothers with a Child in Elementary School: Focus on the Effect of Antecedents on both Work-Family Balance Typology and Transition between Typologies (초등학생 자녀를 둔 취업모의 일-가정 균형의 잠재전이분석: 일-가정 균형의 유형 및 유형 간 전이의 예측요인 검증을 중심으로)

  • The purpose of the study was to apply latent transition analysis to the work-family balance of working mothers with a child in elementary school by focusing on the effect of antecedents on both work-family balance typology and the transition between typologies. Data from 400 working mothers who participated in the eighth and eleventh waves of the Panel Study on Korean Children were used. The results can be summarized as follows. First, the latent profile analysis of working mothers whose children were in the first grade classified the work-family balance types as 'contradictory' or 'beneficial' and of working mothers whose children were in the fourth grade as 'conflictual', 'contradictory', 'high beneficial', 'low beneficial' or 'beneficial'. Second, working mothers whose work-family balance was 'contradictory' or 'beneficial' when their children were in the first grade mostly had, respectively, a 'low beneficial' or a 'high beneficial' balance when their children were in the fourth grade. Third, the probability of being classified into each type differed according to subjective happiness and marital conflict in the first grade, and marital conflict and social support in the fourth grade. Moreover, marital conflict and social support were significant in the transition between the types of work-family balance. The study showed that the types of work-family balance differed for each time point for individual working mothers. The study also highlighted the importance of parenting-related personal, family and social factors in determining the work-family balance type and transition between types.

  • The purpose of this study was to analyze the characteristics of elementary school students' prediction changes by the suggestion types in a multiple anomalous situation. We investigated the responses, the rate and time of changing prediction, and cognitive conflicts of the students when repeated anomalous situation was suggested in experimental or logical way in science classes focused on buoyancy. As the anomalous situation was repeated, the students to change the prediction increased in number and also the rates to choose the correct prediction became higher. The group who was exposed in experimental way changed their prediction more than in logical way. In addition, when we classified the students to change the prediction by types, the group in experimental way showed higher rate of NM, MM type and FFT type. With anomalous situation repeated, cognitive conflicts of the students has been gradually declining in both groups. But it seemed that the group in experimental way experienced higher mental conflicts. In particular, as students changed the prediction more and arrived at the correct answer after changing their prediction, all the more so. It is concluded that the degree of students' changing prediction and experiencing cognitive conflict can be different according to the suggestion types for situation. Therefore the correlation with cognitive conflict factors can be also observed with the types of students' reactions.

The Effect of Objective and Subjective Social Isolation and Interpersonal Conflict Type on the Probability of Cognitive Impairment by Age Group in Old Age (노년기 연령집단별 객관적·주관적 사회적 고립과 대인관계갈등 유형이 인지기능에 미치는 영향)

  • Social relations and cognitive function in old age are closely related to each other, and social relation is classified into structural characteristics and qualitative characteristics reflecting cognitive and emotional evaluation. The concept of social isolation is the focus of attention in relation to the social relations of old age. Social isolation has a multidimensional theoretical structure that is divided into objective dimension such as social network, type of furniture, social participation, and subjective dimension such as lack of perceived social support and loneliness. There is also a close relationship between cognitive function and interpersonal conflict in old age. In this study, we examined the effect of subjective social isolation, which shows the structural characteristics of social relations, and subjective social isolation and interpersonal conflict on the dementia occurrence by age group in the elderly. The data were analyzed by applying a random effect panel logit model using 1,740 panel data from the first year to the third year of KSHAP. The results of the analysis are summarized as follows. First, the cognitive impairment increased sharply with age. Objective and subjective social isolation were both U-shaped distribution with an inflection point of 80 years old. Second, the main effect on the probability of cognitive impairment was statistically significant with objective and subjective social isolation, but the type of interpersonal conflict did not appear to be significant. Third, the results of two-way interaction effect analysis on the probability of cognitive impairment are as follows. The relationship between subjective social isolation and the probability of occurrence of cognitive impairment was significantly different according to the level of conflict with spouse. In addition, the higher the subjective social isolation, the higher the probability of cognitive impairment in the elderly(over 85) than in the young-old(65~74). In addition, as the level of conflict with spouses increases, the probability of cognitive impairment of the oldest-old(aged 85 or older) is drastically lower than that of the young-old(aged 65~74). Based on the results of this study, policy and practical implications for reducing the cognitive impairment of the elderly age group were suggested, and limitations of the study and suggestions for future research were discussed.
