  • The article notes that one of the reasons for the crisis in education was the sharp discrepancy between the emerging new forms and content and the model of macro-management that has developed over the decades. The level of management of the educational system did not emerge as a specific activity characterized by its own mechanisms and processes, just as qualified carriers of this activity - professionals - managers - did not appear. At the same time, there is practically no theoretical and methodological model of the macrolevel of education management, that is, management of the educational system as an integral structure.

This kind of "formatting" industry had begun in the States, then the Europeans have taken the inactive from 1990s. Since then, it has been settled firmly by the "super-formats". It now has the assumed value of 31 hundred million Euro per year. Especially after 2000s, England has been the center of world broadcasting format industry, and its case has lots of suggestions to Koreans trying to foster the cultural content industry. • In this paper, we propose a prototype system of digital data broadcasting system based on the ATSC data broadcasting standard. This prototype system uses data piping as a mechanism for delivery of arbitrary user-defined data inserted directly into the payload part of the MPEG-2 Transport Stream packets. This data type includes URL or HTML content. After the contents are inserted into the MPEG-2 Transport Stream, they can be delivered through the broadcasting to the DTV set-top receiver. The 75 packets received in real-time during the TV broadcast are used to start display or switch content. This prototype system describes how to achieve common design goals and integrating digital TV and web pages based on the ATSC data broadcasting standard. The prototype system can be used to display digital data contents - HTML, images-on existing TV or digital TV set-tops.

  • This study investigated the differences between active and inactive TV watching groups, in terms of residential characteristics, of class-oriented drama viewing rate. We compared Flow and Social Comparison Theories to explain the relationship between class-oriented contents in the drama and viewing rate. We collected 110,000 TV viewers data of 4 class-oriented and the other 4 dramas, aired between Feb. 2016 and March 2019, through D-Live local cable service provider. Controlling gender ratio and income level which may affect viewing rate, we found that class-oriented content significantly and positively affects viewing rate in active watching group while the same content significantly and negatively affects viewing rate in inactive watching group. These results imply that Flow and Social Comparison Theories may apply in opposite directions in different watching groups.

  • The purpose of this study is to clarify the meaning and characteristics of re-organized shortform contents, which is centered on media companies to edit and service existing broadcast content. For this, KBS, MBC, SBS, JTBC, and tvN's entire drama videos and representative entertainment programs opened on the Naver TV platform from 2014 to 2021 were selected for analysis and a synchronic and diachronic approach was conducted at the same time. As a result of the analysis, quantitative and qualitative expansion was made, with the number and form of videos provided by both dramas and entertainment programs diversifying from a synchronic approach. In particular, in the case of special videos, the meaning as independent content was also strengthened, such as sequencing centered on characters, themes, and materials. It was confirmed that thumbnails and titles were also formalized as tags as paratexts that act as curation for searches. From a diachronic point of view, it was found that re-organized shortform contents is considered to be character-oriented contents and independent viewing context through comparison with real-time views and original videos. This study is significant as an attempt to capture the meaning and phase change of shortform contents, which was considered incidental.

  • Since the inception of Internet Protocol TV's real-time service on January, 2009, technological challenges and lack of content diversity of IPTV have been cited as problem areas. While past researches focused on IPTV's technological, industrial and policy facets, this research surveyed the viewers' viewing and usage patterns, and the level of service satisfaction among actual audiences of MegaTV, SKBroadband, and LGTV since January. The results show that subscription fee and content types were the two dominant determinants in audience's choice of a particular IPTV company. The high users of IPTV were on average aged between 30-39, and women tended to be heavier users than men. The surveyed audience also regarded IPTV to be more similar to the Internet than any other medium such as Cable TV and Satellite TV. IPTV audience cited 'lifestyle service' and 'additional service' offerings to be highly relevant to their usage and satisfaction; interactive service and educational service also showed high correlation to usage and satisfaction. The most watched contents on IPTV were domestic TV series, followed by foreign movies and variety shows. 'Fees for additional features,' 'lack of real-time terrestrial TV service', and 'lack of content variety' were the major areas of concern for IPTV viewers. They answered that the monthly fee was the most important factor in the selection of IPTV. Use of pay-per-view contents and add-on interactive service fees were also seen as problematic. With regards to future usage, the IPTV audience revealed that they were very sensitive and reluctant to pay for additional services. While existing researches concentrated on IPTV's technological problems and lack of content diversity, this study illuminated the more pragmatical side of the viewers, namely, the importance of price in audience's selection of an IPTV service provider. From these results, it is recommended that, before doing anything else, the service providers try to meet the audience's expected price points in order to garner the full potential of IPTV and the attendant mass audience.
