Study on the Measures to resolve the difference in standardization of South and North Korea's TV broadcasting technology (남북한 TV방송기술의 표준화 격차 해소 방안)

  • All the while due to the adoption of different TV broadcasting standards by South and North Korea, difficulties may ensue when promoting media exchange or media liberalization. Among the many media areas this paper compared the ground-wave TV broadcasting and digital TV broadcasting environments of South and North Korea, and analyzed the rapidly developing field of digital TV broadcasting technology. Afterwards, this paper offers several measures to resolve the difference in the South and North broadcasting standards. Through this paper, there is hope for joint development of South and North TV broadcasting technologies.

  • In this paper, the changes of broadcasting loudness before and after are measured for the major broadcasting channels according to the amendment of broadcasting law and enforcement of digital television broadcasting loudness technology standards. Before the implementation of digital television broadcasting loudness technology standards. all the channels to be measured were broadcast at a higher volume level than the technical standards. However, after the implementation, most of the channels to be measured were maintained at a loudness level suitable for the technical standards. However, some programs are inadequate to meet technical standards, requiring corrective action, and the need for additional research to improve the measurement method.

TV-Anytime metadata delivery method based on object carousel for unidirectional personalized broadcasting environment (단방향 맞춤형 방송 환경에서의 객체 캐루젤(Object Carousel) 기반의 TV-Anytime Metadata 전송 기법)

  • TV-Anytime specification provides metadata standards for personalized broadcasting service. For personalized broadcasting service, the metadata is transmitted through the specific way to the employed broadcasting system. In an MPEG-2 environment. the metadata can be transmitted using Sections, objects within a DSM-CC Object Carousel or modules within a DSM-CC Data Carousel. In this paper, we introduce a TV-Anytime metadata delivery method within Object Carousel which is used in ATSC-ACAP and DVB-MHP, We describe an actual example of unidirectional personalized broadcasting which is implemented on an ATSC-ACAP data broadcasting receiver, where the metadata is delivered as objects within a DSM-CC Object Carousel.

  • Digital Broadcasting serves a variety of broadcasting services for satisfying the requirement of customers. One of main factors for new broadcasting environment is interoperability between providers and consumers. For this interoperability, metadata standards are proposed for the digital broadcasting and TV-Anytime metadata is one of these standards. On the one hand, there are some researches for efficiently managing the broadcasting metadata on Set-Top Box. This paper proposes the metadata management system for efficiently managing the broadcasting metadata based on the STB which is low-cost and low-setting. Our system consists of a storage engine to store the metadata and an XQuery engine to search the stored metadata and uses special index for storing and searching. We expect that our system will keep the interoperability amongst a variety of applications for broadcasting because we adopts the XQuery for searching the metadata and the XQuery is a standard language for searching XML data.

  • In this paper, designed scheme and the performance results of implemented Grand alliance DTV RF up-converter are described. It can generate all channel band (ch.2-ch.60) of Korean broadcasting channel band. The experiment result shows the implemented RF up-converter satisfy the ATSC standards.

  • In this paper, we present an interactive data broadcasting system compliant with the Advanced Television Systems Committee (ATSC) standards. The proposed system provides users not only with various data broadcasting services but also remote interactive services. For various data broadcasting services, we have adopted a synchronized data injector that calculates the transmission time of synchronized data accurately and multiplexes synchronized data with the data of an MPEG-2 audio-visual program according to the calculated transmission time. To support remote interactive services, we designed and implemented a return channel server connected on a bi-directional interaction channel. Test results show that the proposed system provides both an asynchronous and synchronized data broadcasting service and remote interactive service appropriately.

  • The purpose of this study is to confirm violence regulation of television. Television programs that infringed the standards of violence and were sanctioned, were analyzed in terms of broadcasting violence standards and the level of sanction imposed, according to network and cable television. The results show that both network and cable television were mainly imposed on sanction of caution and recommendation. And violation of article 36 was most. But there were differences in violation of articles 36, 39, 51 between network and cable television.

  • In this paper, we design and implement verification and interface application for interactive data broadcasting middleware. This application implements ACAP and OCAP verification item according to their types (format, protocol. resource, presentation). Therefore, using this application, we can verify whether digital settop-boxes used in digital terrestrial television and digital cable television conforms to the ACAP and OCAP standards. In this paper, we evaluate our proposed application using TVPLUSiTM verifier which can verify interactive TV application in real broadcasting environment. Through performance evaluation, we show that the DTB-H650F set-top-box supports OCAP and ACAP standard 80% and 95%, respectively.

  • This study aims to suggest ways to improve the dissemination of TV for the blind and deaf in the convergence environment of broadcasting and communication. As candidates for improvement of the project, it presents three alternatives: ①built-in set-top box in the TV, ②converting to a smart TV, and ③the development of specialized functions for the disabled in the set-top box. Through interviews with pay-TV and TV industry experts and disability experts, their opinions on each alternative were collected. To promote alternatives, this study suggests: collaboration between governments and companies, provision of incentives for participating companies, and revision related law and broadcasting technology standards.
