디지털 방송시대에 새롭게 등장하는 다양한 방송수신메체를 통해 이제 방송 수신은 TV뿐만 아니라 PC, DMB 수신기, DMB 수신이 가능한 휴대폰, PDA, 네비게이션 등 다양한 방식으로 확대되었다. 이러한 방송환경의 변화는 그간 우리 방송법에 따라, 우리나라 공영방송의 주요 제작재원 및 운영자금으로 부과되어 온 방송수신료에 대한 새로운 해석을 요한다. 그럼에도 2008년 우리 헌법재판소는 일부 국민이 제기한 수신료 부과처분에 대한 헌법소원심판에서 새로운 방송수신 매체를 통해 방송을 수신할 수 있음에도 불구, TV수상기 소지자에게만 방송수신료를 부과하는 현 방식이 평등의 원칙에 반하는 것이 아니라고 주장하며, 일부 국민의 청구를 기각하였다. 이 논문은 공영방송의 기능과 방송수신료의 헌법적 의미에 비추어 볼 때, 새로운 수신 매체에 대한 수신료 부과와 관련한 위의 헌법재판소 결정례는 방송수신료의 법적 성격에만 집착한 나머지 방송수신료의 헌법적 의미에 관하여 진지한 질문과 대답이 결여되어 있고, 새로운 방송수신매체간의 차이점에 대한 세심한 분석을 결하였으며, 이론적으로는 수신료를 부가하는 것이 타당한 매체까지도 면제대상에 포함시킨 시행령을 너무 쉽게 정당한 것으로 인정하고 정책적 측면에서 면제할 필요성의 검토를 소홀히 하였다. 나아가 새로운 방송수신 매체 중 방송수신 기능이 부가적이더라도, 부가적인 한도에서 제한적으로 수신료를 지불하는 것에 대하여 검토했더라면 더욱 설득력 있는 결정이 되었을 것이라고 비판하였다.

This paper is designed to study how public values of viewers impact on the necessity of public service broadcasters and the willingness to payment of TV license fee based on the public-opinion survey regarding raising KBS TV license fee which was submitted to the National Assembly in 2013. To investigate this influence, seven main projects presented by KBS are classified into five public values of public (service) broadcasters such as quality, diversity, universality, social value and global value. The seven key performance tasks were presented by KBS. The study results are summarized as follows. Firstly, the survey group who selected the digital welfare enlargement by free terrestrial multi-channel broadcasting among public values recognized as highest the necessity of public service broadcasting as the most highly. Secondly, regarding the question of raising license fee, 72.4 percent of respondents were in favor of 1,000 won and 43.9 percent of respondents were in favor of 1,500 won. The result of this study shows that public service broadcasting has the possibility of securing the legitimacy of license fee policy when public service broadcasters faithfully carry out the five public values as above.

The public broadcasting in Korea are currently financed primarily through license fees paid by anyone who holds a TV set. This paper aimed for other options; How can we have a stable cash flow for public broadcasting account for right incentives, lack of sufficient government intervention, efficiency and quality? As this paper shows, bringing taxes more efficient and fairer, while a solid foundation for the public broadcasting finance; combined with an incentive based payment system this may be a sensible alternative to the forthcoming poll tax.

This study identified what children's TV program model should KBS offer to the realization of the value of children audience. Results demonstrated that educational and norm, content diversity & children's interest, cultural diversity, and program accessibility were derived as the characteristics of children's programs pursued by parents bringing up children. This study further expects the efforts of KBS to provide children's programs that people want may serve as a key mechanism for enhancing awareness of the need for public broadcasting and contributing to the realization of normalizing TV license fees.

This study investigated the news report tendency and frame by three major Korean television networks(KBS, MBC, and SBS) in their news reports on issues involving their own interests and considering in social level. The three issues chosen for this study are 'advertising regulations for total amount', 'the reallocation of 700MHz spectrum' and 'raising TV license fee'(this issue applicable only to KBS). By using content analysis method, this study identified extremely weighted tendency toward themselves by the network television channels. They have used highly biased tone and sources to reinforce their private interests in news reports about the three controversial issues. In terms of story content, the news reports have used attribution of responsibility frame dominantly in 'advertising regulations for total amount' issue, whereas the moral frame was dominant in the other two issues.

With the digital technical development, the German public broadcasting system has enlarged their online services with the rapid growth of internet population and digital channels. In the debate on online services of public broadcasting systems the major issue is that broadcasting fees finance their broadcast, though they are intended to support mass communication only. Therefore the German private broadcasting claimed to the European Union, that broadcasting fee of the German public had to be regarded as state aid concerning fair competition. Due to the autonomy of the German public broadcasting systems, guaranteed by the German Constitutional Law, a public value test was proposed to the EU and was accepted domestically. The cut in rise of broadcasting fees was stated unconstitutional by the German Constitional Court in 2007, when online services were consolidated as the third media amongst TV and radio with regard to basic provision. This with the public value tests of the public and the accept of the EU's Audio Visual Media Services Directive was constituted in the 12th amendment of the State Contract of Broadcasting. This three-dimensional legislative process could be instructive for the korean process, because Korea too is on the verge of constituting a regulatory system of convergence media.

The Conditional Access System is a complete system for ensuring that broadcasting services be accessible to only those who are entitled to receive them. Secure key management and efficient delivery mechanism are very important design factors to this system. In this paper, we propose secure and efficient protocols which would be well fitted to a Pay TV system including the satellite DMB. Further. by applying our protocol to the existing conditional access system, we propose a new system that properly enables the control of conditional access to the Pay TV in satellite DMB environment.

DTV는 방송 서비스 운영에 가입자 개념을 추가하여 무료방송 외에 정당한 수신료를 지불하는 사람만이 프로그램을 시청할 수 있도록 하며, 그러한 수익을 이용하여 보다 양질의 서비스를 제공할 수 있게 되었다. 가입자간의 구분을 가능하게 해주기 위한 방법이 제한수신시스템(CAS: Conditional Access System)이다. IPTV는 웹 브라우저를 기반으로 동작하며, 방송 콘텐츠라는 기본 TV기능에서 벗어나 T-commerce, E-commerce 등의 다른 도메인으로 사용자의 요구에 따라 자유롭게 이동하며 사용자인증이 요구되기 때문에 기존의 제한수신시스템으로는 그 기능을 다 하기 힘들어졌다. Single-Sign-On은 사용자가 단한번의 인증을 통하여 추가적으로 인증할 필요가 있는 다른 서비스로의 자동적인 인증을 제공한다. 다수의 사용자가 다수의 서비스를 제공받기를 원하는 IPTV환경에서는 단순한 사용자 인증과 접근제어의 기능을 가진 제한수신시스템과 빈번한 사용자인증의 번거로움을 해결할 수 있는 편의성을 제공하는 SSO의 융합은 필연적이라 할 수 있다. 그러므로 Single-Sign-On은 사용자의 요구에 따라 이동하기 쉬운 IPTV 환경에 매우 적합하다. 이 논문에서는 제한수신시스템, SSO, IPTV에 대해 설명하고 제한수신시스템과 SSO의 기능을 통합하여 IPTV환경에 적합한 새로운 인증방안을 제안한다.

IPTV is an emerging technology that combines both broadcasting and tele-communication technologies, and provides various multi-media contents to the service subscribers. In general, IPTV broadcasters transmit scrambled signals (multi-media contents) to the paying subscribers, and the users within the acknowledged network descramble the signals using the smart-card. That is, users are verified through communication between STB (Set-Top Box) and smart-card. In 2004, Jiang et al. proposed a secure protocol regarding the verification process. The method has been modified and enhanced by several following research works. However, all the methods that have been proposed so far required modular exponentiation operations which may raise the smart-card costs. In this paper, we propose a new efficient mutual authentication and session-key establishment protocol using only hash functions and exclusive-or operations, and show that the proposed protocol is still secure under various security attacks.

This study covers the economic effects generated by historical dramas of NHK, which is the Japanese Public Broadcasting company, The Study shows that NHK historical dramas have significantly contributed to the development of Japan's local economy. According to the analyses conducted by the Bank of Japan, "Ryomaden" brought an economic effect of 6.127 billion Korean Won to Kochi and Nagasaki where the dramas were filmed, because the number of tourists increased dramatically as the dramas became very popular. The NHK historical dramas also had a very positive influence on the manufacturing and service sectors. NHK's production of historical dramas has been regarded as an effort to maximize the public service of the broadcasting.
