A Case Study on the Violation of the WTO-TRIMs Agreement in the China - Focusing on the Auto Parts Case- (중국의 WTO.TRIMs 협정 위반 분쟁사례에 관한 연구 - 자동차 부품 사례를 중심으로 -)

  • The purpose of this study aims to analyse the case on the violation of the Agreement on WTO-TRIMs in the China with auto parts case. The Agreement on Trade Related Investment Measures(TRIMs) are rules that apply to the domestic regulations, a country applies to foreign investors, often as part of an industrial policy. The agreement was agreed upon by all members of the WTO. The TRIMs Agreement bans any laws, policies or administrative regulations favouring domestic products. This includes government incentives to encourage corporations to use domestically made products as a way of creating or protecting local jobs. The Agreement on TRIMs is only one such restriction within the broader WTO regime. Policies such as local content requirements and trade balancing rules that have traditionally been used to both promote the interests of domestic industries and combat restrictive business practices are now banned. In many ways the Agreement on WTO-TRIMs is less significant than the WTO agreements on services, etc. The TRIMs Agreement does not involve any new rules or disciplines, referring only to the existing provisions under the GATT. However, by enforcing GATT provisions on 'national treatment', this short and simple agreement has had farreaching effects on auto parts, etc. Meanwhile, China has been members of the WTO late 2001, once the measures imposed high-rate tariff for import parts was intended to regulate importer of auto parts in order to avoid the high-rate tariff.

Development of the Lightweight Multi-layered Board with High Stiffness for Automotive Interior Trims (자동차 내장트림용 고강성 경량 다층보드 개발)

  • Lightweight multi-layered boards with high stiffness for the automotive interior trims were developed, which were composed of a single material. The boards were constructed in the form of substrate/core/substrate with newly developed materials. The materials which have high tensile strength and elongation were selected for the substrate materials, and those which have high compressive strength and low density were selected for the core materials. 25 types of multi-layered boards were fabricated using the selected substrate and core materials. The compatibility with the skin materials, the formability and the tensile strength and flexural strength of the specimens were evaluated. The results show that three types of multi-layered boards(Kenboard/EPP foam/Kenboard, Twintex/PP honeycomb/Twintex, Curv sheet/EPP foam/Curv sheet) are appropriate for the automotive interior trims. Considering the ease of materials supply and the economical aspect, Kenboard/EPP foam/Kenboard is thought to be the most realistic alternative.

Study of Comparison in Sewing Techniques of Skirts by Brands (브랜드별 스커트 봉제방법에 관한 비교 연구)

  • Sewing is an important process in clothes-making. It is directly or indirectly connected to a factor of fitness, as is the case of pattern making and design. The purpose of this study is to compare and analyze the sewing methods for tight skirts currently being sold by twelve clothing companies on the market. For the purpose, the skirts, which was released in 2002 Fall season, was physically disassembled and then every sewing detail was closely investigated. The major findings are as follows: All sorts of the skirts show different sewing methods in hemlines, back slits, and zipper. Hemlines and zippers, hand-sewn, are often used by high-price brands. Brands that emphasize trends usually use machine sewing. Specifically, the sewing methods applied in the allowances at the upper part of the back slit show significant differences among brands. One method leaves allowances enough in both sides for the stability of the skirts, another trims both allowances very closely, and the other trims only left-side allowance down to the edge of the back slit. This study findings will be helpful not only in understanding sewing techniques for skirts and improving its quality, but also in offering more comfortable and superior clothes for consumers.

  • 차량의 주요 소음원부터 실내 탑승자의 귀의 위치까지 도달되는 소음의 전달에 대한 전체적인 경로 및 주파수특성에 대한 해석은 차량의 구조-음향적인 특성이 복잡하므로 매우 어렵다. 그러나, 중-고주파수에 대한 대책에 있어서는 흡차음재가 유용함은 이미 알려진 사실이다. 차실 벽면에 사용된 흡/차음재는 소음레벨에 부분적인 기여를 함은 물론이고 음질에도 영향을 미친다. 소음 레벨에 있어서는 수백 Hz 이하의 저주파수 성분이 주요하며, 음질에는 중-고주파수 대역의 소음특성이 큰 영향을 미친다[1]. 본 논문에서는, 실험적으로 측정된 소음원의 특성을 수치해석 모델에 이용하여 소음레벨 저감과 음질개선을 위한 흡/차음재의 개선방향을 모색하였다.

A Comparative Study on the Prohibition of Performance Requirements in International Investment Agreements (국제투자협정에서 「이행요건」 부과금지에 관한 비교연구)

  • Since imposing Performance Requirements (PRs) on investors have been conducted as a means to protect a host state's domestic industry in the short run, with its effect on improving the international balance of payments, it has been implemented mostly in developing countries. From the viewpoint of investors, however, PRs hinder free competition and investment activities and have the effect of distorting international trade activities; therefore, they are expected to bring detrimental effects on the host state's economic development in the long run. PRs provided by International Investment Agreements (IIAs) and WTO-TRIMs, too, included many abstract regulations which are grounded on the host state's economic efficiency in the past; however, those PRs are gradually being more concretely specified, shifting to a form of prohibition with the goals of increasing the protection on investors and realizing investment liberalization. Accordingly, when Korea freshly concludes IIAs or revises them afterwards, one should focus more on following the points regarding PRs. First, to protect Korean companies' investment activities, it is advantageous to list the contents of prohibited PRs extensively and concretely and create a stipulation. Second, it is necessary to list the contents of the PRs prohibited and add the phrases for prohibiting "any other similar requirements" explicitly, as well so as to cover the PRs that can appear newly. Third, as in the cases associated with PRs, issuable matters are mostly either the range of applying PRs or the conditions of applying them (relevance or detrimental effects); therefore, it is necessary to classify the cases accumulated by issues and analyze them thoroughly. In conclusion, as this study has analyzed the theoretical characteristics of PRs provided in IIAs and related cases and suggests exquisite theory regarding PRs, it not only lays fundamental grounds for follow-up research but also gives useful and practical guidelines for the parties concerned and the arbitrators according to the ISDS procedure.

Optimization of Multi-component Injection Molding Process Based on Core-back System (코어백 방식을 이용한 동시사출 성형 공정 최적화 연구)

  • Injection molding have been used for manufacturing various fields of automotive interior trims for years. The demands on the injection molding technique are grown with the further development of the automobile technique and the design presentations for cost reduction and environment-friendly. This paper shows that multi-component injection conditions are different from general injection, also shows how to optimize part design and mold design and how to manufacturing through the efficient use of multi-component injection in development process using core back system. To fulfill this purpose, all influential process parameters related to the quality of automobile parts were analyzed in terms of the correlation between them. Base on that, a innovative process will be developed by injection engineers to implement it in practice.

A Study on Optimization of Board Molding Process with GMPU Technology (GMPU 공법을 이용한 보드 성형 공정 최적화 연구)

  • Lightweight board has been used for manufacturing various fields of automotive interior trims for years. The GMPU board was constructed with glass fiber mat, honeycomb and polyurethane foamed using polyol and isocyanate materials which were sprayed by robot that is interlocked foaming machine. For more lightweight and cost reduction this paper shows how to optimize GMPU process parameters that related to foaming condition, robot position and robot velocity for polyurethane weight. The results show that flexural strength and modulus of board's specimens were evaluated by robot velocity and moving pattern. Based on that, a innovative process was developed for more lightweight and cost reduction.

Sequential Paging under Delay Bound for Next Generation Mobile Systems (차세대 이동통신에서의 지연을 고려한 순차적 페이징)

  • To reduce the signaling tost of paging in mobile communication, sequential paging schemes are proposed by partitioning a location area into several paging areas such that each area is paged sequentially. Necessary conditions for the optimal partition of cells with delay bound are examined by considering the mobiles location probability at each cell. The Optimal Cell Partitioning (OCP) is proposed based on the necessary conditions and the fathoming rule which trims off the unnecessary solution space and expedite the search process. Two Heuristics, BSG and BNC are also presented to further increase the computational efficiency in real-world paging scheme for the next generation mobile systems. The effectiveness of the 1)reposed paging schemes is illustrated with computational results. The Heuristic BSG that performs the search in the most promising solution group outperforms the best existing procedure with the 6-69% gain in paging cost in problems with 100 cells.

  • Originally, the thermoforming method has been developed to produce the plastic parts which have simple geometric characteristics such as door trims and wrapping materials within the short time. But the thermoformed parts have non-uniform thickness distributions over the surface according to the material characteristics, set-up angle and geometry of the parts. But, only few analysis methods have been developed so far, due to the difficulties of the selection of important factors, and contribution of each factor in the simulation. So, to guarantee the dimensional accuracy and mechanical properties of crucial points in the thermoformed parts, it is necessary to develop the thickness prediction method. This research suggests a new approaching methodology to predict the thermoformed parts by modulating the control points of the NURBS curve. The newly developed method makes it possible not only to choose the suitable thickness of polymer sheets but also to induce data modification for vacuum forming.

  • In order to study the problem on form factor of hull form, towing test of a full ship model was carried out for different initial trims under both full and half load conditions. The results were fully discussed on the mutual relations among initial trim, mean sinkage and trim change in run, and form factor. There exists optimum initial trim in regard to form factor. Mean sinkage and trim change in run can be expressed in a uninominal approximation in the form of $k_i{\cdot}{F_n}^{2.2}$. The coefficients of this approxmation are related linearly with the initial trim. Form factor changes according to Froude number. It is considered that the trim change in run is a main reason of the fact.
