  • The paper aims to apply a model of continuous quality improvement (CQI) to Taiwan provincial Pin Ton hospital. Tools of quality control were used both total quality management (TQM) and quality control circle (QCC) in order to approach the objective of ${\ulcorner}$higher quality, higher efficiency, lower cost${\lrcorner}$. During two years, this hospital has organized thirteen QC circles that were classified three categories according to that objective: four circles work for higher quality; the other four circles work for higher efficiency; five circles for lower cost. After implementation, several results were found from two viewpoints. From viewpoint of tangibility, one of the most outcomes is to reduce labor cost from 56 persons to 28 persons of temporary employees. From viewpoint of intangibility, the result was evaluated using radar chart to compare the difference after improvement. This paper is going to report the process of CQI for the hospital management because it is a new issue in Taiwan since 1997

  • Needless to say, the importance of the quality of observed values shall be emphasized in the field of 'TQM', because, the first step of 'TQM' should be some data - observed values. Usually, meaning of the quality of observed values should be, a) accuracy (trueness and precision), b) detection limit, c) cost and so on. However, the authors will describe mainly on b), in this paper. The definitions of technical terms related to 'Detection Limit' are defined in ISO l1843-1 Capability of detection - Part1:Terms and definitions (1998). The most important terms extracted from the above standard are shown in the following table. The application of the 'Detection Limit' to the actual measurement is discussed in this paper.

말콤볼드리지 국가품질상과 일본경영품질상의 특성 비교분석 - 전략계획 범주를 중심으로 - (A Comparative Study on the Characteristics of Malcolm Baldrige National Quality Award and Japanese Quality Award)

  • MBNQA(Malcolm Baldrige National Quality Award) was established in 1987 in order to promote the spread of TQM in U.S. Likewise, JQA(Japanese Quality Award) was set up in 1995 in order to upgrade the level of TQM activities in Japan. MBNQA and JQA are quite the same in their basic concepts, values, and the process of the examination, but they differ in the contents of the criteria. The objective of this study is to Identify the differences between MBNQA and JQA in terms of strategy planning category, Therefore, in this paper, strategy planning category is analyzed, especially its theoretical validity is examined by literature review. The major differences are as follows: JQA emphasizes strongly the evaluation process than MBNQA by requiring the measuring of the level of strategic achievement. On the other hand, in MBNQA, strategic objectives must be estimated by decision analysts techniques, scenario tools, and other statistical methodologies.

효과적인 종합적 품질경영(TQM)교육 실행의 성공요인에 관한 연구 (An Empirical Study on Factors for Effective Total Quality Management Education)

  • In this paper, we studied the four stages of quality related education and training and identified alignment factors that have influence on successful TQM education and training. Based on extensive literature reviews the four stages are extracted such as quality concepts training, quality tools training, special topics training, and leadership training. Also we determine the alignment factors. A framewok of research model including above factors is developed and tested statistically. The perceived data are collected from managers of quality departments of 140 Korean firms through survey. The results show that alignment factors which achieve success in Quality related education training are using relevant examples and implementing training at the top in quality concepts training, providing time and opportunity to master skills in quality tools training, organizing courses into a logical curriculum in special topics training, and providing ongoing feedback in leadership training. We also offered numerous suggestions that can help organizations develop effective training programs to meet their objectives.

East Meets West: A Critical Analysis on The Evolution, Growth and Transfer of QFD from Japan to The West

  • This paper describes the origins, evolution of Quality Function Deployment and its transfer to the West. Following a comprehensive review of the literature and how QFD has been defined, and applied, the paper analyses the critical factors which impinge on QFD implementation success. A discussion which covers the enabling criteria found to be inherent in Japanese applications is contrasted with the Western approaches documented hitherto. In particular the Company Wide Quality Control (CWQC) approach in Japan versus the emerging concept of Total Quality Management and their impact on QFD implementation. A critical analysis of the main differences isolated from the review of the literature and which characterise the Japanese method of QFD implementation which is leading, and The Western approaches which appear to be lagging is included in the paper, together with some useful conclusions:

  • This paper investigates the effect of introducing MBNQA Model, a representative execution system of TQM with strong management innovation capability, and its Korean version, Korean Quality Award Model, to the Korean companies and analyzes the effect to find out whether the application has improved companies' management quality. The empirical result of this study not only provides the company planning to adopt those management innovation models to enhance their management quality with practical guidelines but also suggest a direction to the first class company.

  • 하도급관리는 하도급업체를 전문화, 계열화하여 성공적인 건설프로젝트를 수행하는데 있다. 품질관리에서 하도급관리는 하도급업체의 ISO9000시리즈의 품질시스템의 도입에서 그치는 것이 아니라 활성화가 이루어질 수 있도록 하여 효율화를 기하고 체질 개선을 하는 것이 필요하다. 따라서 본 연구에서는 하도급자가 ISO9000시리즈의 풀질시스템을 유지하는데 저해 요인을 TQM(Total Quality Management)의 개념을 응용한 설문조사로 분석하여, 개선을 위하여 하도급관리자인 원사업자의 역할을 모색해 보았다.

  • 디지털도서관의 도입은 앞으로 정보의 창출 및 확산, 이응과 관련된 사람들에게 지대한 영향을 미치게 될 것이다. 따라서 본 연구자서는 디지털도서관의 특성과 함께 디지털도서관 환경 하에서의 정보의 공급과 수요의 변화요인 등을 분석하였다. 즉 지식의 증가와 출판시스템을 살펴보았고, 공급과 수요 측면의 불균형의 요인이 되고 있는 도서관의 재정자원, 그리고 이를 위한 비용분석 방법론을 제시하였다. 또한 전자출판과 데이터베이스의 유형을 비교하고, 마지막으로 혁신적인 경영기법인 TQM과 리엔지니어링을 통해 도서관 조직의 혁신의 필요성을 논하였다.
