The cold surge is an important extreme weather in East Asia during winter, and is largely affected by behavior of the Siberian high Arctic Oscillation, which represents undulation of large-scale pressure pattern in the Arctic region. Recent studies also revealed that the synoptic low pressure system developing in the eastern boundary of the Asian continent is sensitive to sea surface temperature (SST) and plays an important role in strengthening the cold advection over the Korean Peninsula during cold surges. In this study, we analyzed the Arctic Oscillation affecting the large-scale background of cold surge in East Asia, and the sea surface temperature in the coast of East Asia is examined focusing on its role on synoptic low-inducing cold advection. For the analysis, the days with the bottom 3% of the average daily temperature, measured at five surface stations in Korean Peninsula during 49 years (1969/70-2017/18), were used for the cold surge cases. During the negative phase of the Arctic Oscillation, a strong trough is observed over East Asia, and the inflow of cold air from the polar region is strengthened, which lead to frequent cold surges. In addition, anomalously high SST in the eastern coast of Asia increases sensible and latent heat release from the ocean, therefore, it enlarges the likelihood of synoptic low-inducing extreme cold surges.

Accurate quantitative forecasting of rainfall for basins with a short response time is essential to predict streamflow and flash floods. Previously, neural networks were used to develop a Quantitative Precipitation Forecasting (QPF) model that highly improved forecasting skill at specific locations in Pennsylvania, using both Numerical Weather Prediction (NWP) output and rainfall and radiosonde data. The objective of this study was to improve an existing artificial neural network model and incorporate the evolving structure and frequency of intense weather systems in the mid-Atlantic region of the United States for improved flood forecasting. Besides using radiosonde and rainfall data, the model also used the satellite-derived characteristics of storm systems such as tropical cyclones, mesoscale convective complex systems and convective cloud clusters as input. The convective classification and tracking system (CCATS) was used to identify and quantify storm properties such as life time, area, eccentricity, and track. As in standard expert prediction systems, the fundamental structure of the neural network model was learned from the hydroclimatology of the relationships between weather system, rainfall production and streamflow response in the study area. The new Quantitative Flood Forecasting (QFF) model was applied to predict streamflow peaks with lead-times of 18 and 24 hours over a five year period in 4 watersheds on the leeward side of the Appalachian mountains in the mid-Atlantic region. Threat scores consistently above .6 and close to 0.8 ∼ 0.9 were obtained fur 18 hour lead-time forecasts, and skill scores of at least 4% and up to 6% were attained for the 24 hour lead-time forecasts. This work demonstrates that multisensor data cast into an expert information system such as neural networks, if built upon scientific understanding of regional hydrometeorology, can lead to significant gains in the forecast skill of extreme rainfall and associated floods. In particular, this study validates our hypothesis that accurate and extended flood forecast lead-times can be attained by taking into consideration the synoptic evolution of atmospheric conditions extracted from the analysis of large-area remotely sensed imagery While physically-based numerical weather prediction and river routing models cannot accurately depict complex natural non-linear processes, and thus have difficulty in simulating extreme events such as heavy rainfall and floods, data-driven approaches should be viewed as a strong alternative in operational hydrology. This is especially more pertinent at a time when the diversity of sensors in satellites and ground-based operational weather monitoring systems provide large volumes of data on a real-time basis.
This paper describes the detailed characteristics of heavy rainfall events occurred in Chungcheong province on 15 and 16 April and from 6 to 8 August 2002 based on the analysis of raingauge rainfall rate and radar reflectivity from the METRI's X-band Weather Radar located in Cheongju. A synoptic analysis of the case is carried out, first, and then the analysis is devoted to seeing how the radar observes the case and how much information we obtain. The highly resolved radar reflectivity of horizontal and vertical resolutions of 1 km and 500 m, respectively shows a three-dimensional structure of the precipitating system, in a similar sequence with the ground rainfall rate. The radar echo classification algorithm for convective/stratiform cloud is applied. In the convectively-classified area, the radar reflectivity pattern shows a fair agreement with that of the surface rainfall rate. This kind of classification using radar reflectivity is considered to be useful for the precipitation forecasting. Another noteworthy aspect of the case includes the effect of topography on the precipitating system, following the analysis of the surface rainfall rate, topography, and precipitating system. The results from this case study offer a unique opportunity of the usefulness of weather radar for better understanding of structural and variable characteristics of flash flood-producing heavy rainfall events, in particular for their improved forecasting.

The direct-runoff of South Korea's representative dams (Soyanggang, Chungju, Andong, Daecheong, and Seomjingang) and precipitation were analyzed mainly with the evenly distributed spring rainfall events across the country for the last five years. For precipitation, an increasing was presented during the period 2008-2011, but did not continue to increasing 2012. The average precipitation of the five dams displayed a similar trend. Except for Chungju and Andong Dams, the trend of runoff was similar to the one shown in the precipitation. Despite the precipitation of 2009 increased, the runoff volume decreased for Andong and Chungju Dams. In addition, Chungju Dam remarkably showed a bigger runoff volume compared to other dams. As for the Sumjingang Dam, the runoff volume was the smallest, and the difference is as great as over 15-fold when compared to other runoff values. After the result of analyzing the relation between a single runoff event and synoptic weather patterns, pattern 4 contributed to the greatest impact on this event and weather patterns. The total runoff volume of the five dams for spring rain event for the last five years that exhibited this characteristic was estimated at 5.68 billion tons($10^6m^3$). Lastly, the value of this estimation was assessed as approximately 273.1 billion KRW.

New Jersey Institute of Technology (NJIT), in collaboration with the University of Hawaii (UH), is upgrading Big Bear Solar Observatory (BBSO) by replacing its principal, 65 cm aperture telescope with a modern, off-axis 1.6 m clear aperture instrument from a 1.7 m blank. The new telescope offers a significant incremental improvement in ground-based infrared and high angular resolution capabilities, and enhances our continuing program to understand photospheric magneto-convection and chromospheric dynamics. These are the drivers for what is broadly called space weather - an important problem, which impacts human technologies and life on earth. This New Solar Telescope (NST) will use the existing BBSO pedestal, pier and observatory building, which will be modified to accept the larger open telescope structure. It will be operated together with our 10 inch (for larger field-of-view vector magnetograms, Ca II K and Ha observations) and Singer-Link (full disk H$\alpha$, Ca II K and white light) synoptic telescopes. The NST optical and software control design will be similar to the existing SOLARC (UH) and the planned Advanced Technology Solar Telescope (ATST) facility led by the National Solar Observatory (NSO) - all three are off-axis designs. The NST will be available to guest observers and will continue BBSO's open data policy. The polishing of the primary will be done in partnership with the University of Arizona Mirror Lab, where their proof-of-concept for figuring 8 m pieces of 20 m nighttime telescopes will be the NST's primary mirror. We plan for the NST's first light in late 2005. This new telescope will be the largest aperture solar telescope, and the largest aperture off-axis telescope, located in one of the best observing sites. It will enable new, cutting edge science. The scientific results will be extremely important to space weather and global climate change research.

The source and transport of the severe Asian dust event (ADE) recently observed in the Korean peninsula were analyzed based on observations (surface weather charts and satellite data) and modeling study (WRF-CMAQ modeling systems). The ADE occurred on 20-21 March 2010 in South Korea with very high $PM_{10}$ concentrations (up to approximately $3,000{\mu}g/m^3$ in Daegu and Jeju). The dominant meteorological conditions affecting the dust outbreak and transport processes were found to be associated with the two synoptic features: (1) strong airflows (i.e., westerlies) induced by a strong pressure gradient resulting from a dense isobar pattern (west-high and east-low) between Tuva Republic and Mongolia and (2) a rapid movement of the strong westerlies merged with airflows generated near Gobi Desert and Inner Mongolia. The merged strong westerlies with a low pressure played a pivotal role in the huge amount of AD and its transport height of 5-8 km. The time and location of dust emissions calculated in the source regions were similar to those observed in the weather charts and satellite image. The ADE simulation mostly showed agreement in the patterns and the concentration levels of modeled dust (including $PM_{10}$) with those of the observations.
Wind information is one of the major inputs for the prediction of urban air flow using computational fluid dynamic (CFD) models. Therefore, the numerical characteristics of the wind data formed at their mother domains should be clarified to predict the urban air flow more precisely. In this study, the formation characteristics of the wind data in the Seoul region were used as the inlet wind information for a CFD based simulation and were analyzed using numerical weather prediction models for weather research and forecasting (WRF). Because air flow over the central part of the Korean peninsula is often controlled not only by synoptic scale westerly winds but also by the westerly sea breeze induced from the Yellow Sea, the westerly wind often dominates the entire Seoul region. Although simulations of wind speed and air temperature gave results that were slightly high and low, respectively, their temporal variation patterns agreed well with the observations. In the analysis of the vertical cross section, the variation of wind speed along the western boundary of Seoul is simpler in a large domain with the highest horizontal resolution as compared to a small domain with the same resolution. A strong convergence of the sea breeze due to precise topography leads to the simplification of the wind pattern. The same tendency was shown in the average vertical profiles of the wind speed. The difference in the simulated wind pattern of two different domains is greater during the night than in the daytime because of atmospheric stability and topographically induced mesoscale forcing.
In order to determine the prediction possibility of heavy rainfall, a variety of analyses was conducted by using three-dimensional data obtained from Korea Local Analysis and Prediction System (KLAPS) re-analysis data. Strong moisture convergence occurring around the time of the heavy rainfall is consistent with the results of previous studies on such continuous production. Heavy rainfall occurred in the cloud system with a thick convective clouds. The moisture convergence, temperature and potential temperature advection showed increase into the heavy rainfall occurrence area. The distribution of integrated liquid water content tended to decrease as rainfall increased and was characterized by accelerated convective instability along with increased buoyant energy. In addition, changes were noted in the various characteristics of instability indices such as K-index (KI), Showalter Stability Index (SSI), and lifted index (LI). The meteorological variables used in the analysis showed clear increases or decreases according to the changes in rainfall amount. These rapid changes as well as the meteorological variables changes are attributed to the surrounding and meteorological conditions. Thus, we verified that heavy rainfall can be predicted according to such increase, decrease, or changes. This study focused on quantitative values and change characteristics of diagnostic variables calculated by using numerical models rather than by focusing on synoptic analysis at the time of the heavy rainfall occurrence, thereby utilizing them as prognostic variables in the study of the predictability of heavy rainfall. These results can contribute to the identification of production and development mechanisms of heavy rainfall and can be used in applied research for prediction of such precipitation. In the analysis of various case studies of heavy rainfall in the future, our study result can be utilized to show the development of the prediction of severe weather.
To elucidate the mechanism associated with the development of heavy precipitation system, a field experiment was carried out in Jejudo (or Jeju Island) and Marado, Korea from 22 June to 12 July 2006. The synoptic atmospheric conditions were analyzed using the National Centers for Environmental Prediction-National Center for Atmospheric Research's (NCEP/NCAR) reanalyzed data, weather maps, and sounding data. The kinematic characteristics of each precipitation system were investigated by dual Doppler radar analysis. During the field experiment, data of four precipitation events with more than 20 mm rainfall were collected. In F case (frontal precipitation), a typical Changma front was dominant and the observation field was fully saturated. However there was no convective instability near the surface. LF case (low pressure accompanied with Changma front) showed strong convective instability near the surface, while a strong convergence corresponded to the low pressure from China accompanied with Changma front. In FT case (Changma front indirectly influenced by typhoon), the presence of a convective instability indicated the transport of near surface, strong additional moisture from the typhoon 'EWINIAR'. The convergence wind field was ground to be located at a low level. The convective instability was not significant in T case (precipitation of the typhoon 'EWINIAR'), since the typhoon passed through Jejudo and the Changma front was disappeared toward the northeastern region of the Korean peninsula. The kinematic (convergence and divergence) characteristics of wind fields, convective instability, and additional moisture inflow played important roles in the formation and development of heavy precipitation.
Thermodynamic conditions related with localized torrential rainfall in the middle west region of Korean peninsula are examined using radar rain rate and radiosonde observational data. Localized torrential rainfall events in this study are defined by three criteria base on 1) any one of Automated Synoptic Observing System (ASOS) hourly rainfall exceeds $30mmhr^{-1}$ around Osan, 2) the rain (> $1mmhr^{-1}$) area estimated from radar reflectivity is less than $20,000km^2$, and 3) the rain (> $10mmhr^{-1}$) cell is detected clearly and duration is short than 24 hr. As a result, 13 cases were selected during the summer season of 10 years (2004-13). It was found that the duration, the maximum rain area, and the maximum volumetric rain rate of convective cells (> $30mmhr^{-1}$) are less than 9hr, smaller than $1,000km^2$, and $15,000{\sim}60,000m^3s^{-1}$ in these cases. And a majority of cases shows the following thermodynamic characteristics: 1) Convective Available Potential Energy (CAPE) > $800Jkg^{-1}$, 2) Convective Inhibition (CIN) < $40Jkg^{-1}$, 3) Total Precipitable Water (TPW) ${\approx}$ 55 mm, and 4) Storm Relative Helicity (SRH) < $120m^2s^{-2}$. These cases mostly occurred in the afternoon. These thermodynamic conditions indicated that these cases were caused by strong atmospheric instability, lifting to overcome CIN, and sufficient moisture. The localized torrential rainfall occurred with deep moisture convection result from the instability caused by convective heating.
