수변지역 소규모 개발사업의 유형별 환경평가 기준에 관한 연구 (Study on the Evaluation Criteria of Environment Assessment for the Various Type of Small-Scale Development Projects in the Riparian Areas)

  • 수변지역은 하천의 수질 및 수생태계의 보전과 수변경관의 훼손 방지 특히, 안정적인 상수원의 확보를 위하여 다양한 정책과 계획이 수립되어 왔다. 그럼에도 불구하고 상수원보호구역과 수변구역 등 특정지역을 제외한 수변지역은 소규모 개발사업이 무분별하게 입지하게 되면서 하천의 수질 및 경관을 훼손되고 있다. 본 연구에서는 사업유형별로 동 식물, 지형 지질, 경관, 수질 등의 측면에서 예상되는 환경영향을 분석하고, 환경적 영향 정도에 따라 3-12점까지의 환경점수를 부여하여 중점검토사업과 일반검토사업, 간이검토사업 등으로 구분하였다. 마지막으로 사업유형별로 예상되는 환경영향을 회피하거나 최소화할 수 있도록 평가항목별로 평가기준을 마련하여, 수변지역의 소규모 개발사업을 합리적으로 규제하여 친환경적 개발이 이루어질 수 있도록 하였다.

지속가능발전목표(SDGs) 성취를 위한 의생활 자유학기제 주제선택활동 프로그램 개발 (Development of a Theme-Selection Activity in 'Clothing Life' in Relation to SDGs for the Free Semester Program)

  • 본 논문의 목적은 지속가능발전목표(SDGs)를 위한 의생활 자유학기제 주제선택활동 프로그램을 개발하는 데 있다. 이에 따라 중학교 가정 교과서 의생활영역 내용을 지속가능발전목표(SDGs)를 기준으로 분석하여 내용 체계 및 학습 목표를 설정한 후, 의생활 자유학기제 주제선택활동 프로그램을 개발하여 실행 가능성 및 타당성을 검증하였다. 교과서분석 결과 지속가능발전목표(SDGs)로 비추어 본 가정 교과서 의생활 영역의 내용은 사회발전, 경제성장, 환경보존차원을 모두 포함하고 있었으나 각 영역 속 일부 1-2가지 목표에 집중되어있는 것을 확인하였다. 분석 결과를 토대로 '의(義)로운 의(衣)생활' 프로그램을 개발하였다. 프로그램은 SDG12를 중심으로 한 '모두가 꿈꾸는 미래'와 SDG1, SDG5, SDG8, SDG10을 중심으로 한 '패스트 패션의 두 얼굴', SDG13을 중심으로 한 '호모클리마투스로 살아가기', 마지막으로 SDG9, SDG12를 중심으로 한 '우리가 만드는 미래'로 구성된 총 8차시의 교수·학습과정안과 교수·학습활동 자료이다. 이에 대한 전문가 평가과정을 통하여 프로그램의 교수·학습 적절성과 현장 실행 가능성을 검토하고, 피드백 의견을 적극적으로 반영하여 프로그램을 수정 및 보완하였다. 이 논문을 통해 가정교과가 지속가능한 삶을 실천하는 시민을 양성하는 교과이자, 지속가능발전교육의 중추적인 교과로 자리 잡을 수 있는 토대 마련에 기여할 것으로 기대한다.

지방자치단체 환경영향평가 조례 비교 연구 (A Comparative Study on the Local Governments' Environmental Impact Assessment Regulations in Korea)

  • This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

서울지역 구립 공공도서관 중장기 발전계획 수립에 관한 연구 (A Research on Mid-term and Long-term Development Plan for Nowon-gu Public Libraries in Seoul)

  • 본 연구는 서울시 노원구립도서관의 중장기 발전계획 수립을 위한 기초연구이다. 본 연구는 노원구의 특징과 지역 여건을 조사하고, 공공도서관 현황을 파악하였다. 기초자료를 바탕으로 도서관의 발전을 도모할 수 있는 지역 특성, 도서관의 시설 현황과 장서, 인력, 프로그램을 분석하였다. 설문조사를 통해 지역주민들의 도서관 이용 빈도와 목적, 만족도, 장서개발에 대한 의견, 기대하는 도서관의 역할과 정책 방향 등을 조사하였다. SWOT 분석을 기반으로 하여 노원구립도서관 중장기발전계획을 위한 미션과 전략을 도출하였다. 연구 결과를 기반으로 미래 교육 강화, 더불어 읽는 독서문화, 지속 가능한 환경도서관, 노원구 문화 플랫폼이라는 노원구립도서관의 발전 과제를 선정하여 제시하였다.

공공도서관의 코로나 이후 지속가능한 운영 방향 모색 연구 - 제3차 도서관발전종합계획의 추진실적 및 시행계획 중심으로 - (A Study on the Development of Sustainable Operating Direction of Library after Corona: Focusing on the Implementation Performance and Implementation Plan of the 3rd Library Development Plan)

  • 현 코로나 시대 속에도 실제 도서관들은 어떠한 영향을 받고 있으며, 또 이를 극복하기 위한 방안들로 무엇을 계획하고 활동하고 있을까? 이러한 질문을 바탕으로 본 연구에서는 도서관발전종합계획 2020년도 시행계획 추진실적, 2021년도 시행계획 내 코로나 관련 동향을 분석하여 공공도서관들의 코로나에 따른 영향 및 변화, 코로나 대응 방향을 분석하고자 하였다. 2020년도 공공도서관들의 추진상의 문제점들은 크게 코로나19의 전염성으로 인한 도서관 휴관 또는 축소 운영, 예산 삭감 및 예산 한계, 이용자들의 관심 및 참여 저하 문제, 급격한 서비스 변화에 따른 인프라 한계 및 운영상의 한계 등으로 나타났다. 이러한 한계점에 대한 개선조치 및 향후 추진계획으로는 1) 비대면 프로그램 개발 및 제공, 2) 온라인 기반 서비스 개발 및 제공, 3) 정보자료 및 인프라 확대 및 안정화, 4) 수요 대응을 위한 예산 확충, 5) 코로나 대비 공간 마련, 6) 협업 확대 등으로 구분할 수 있다. 아울러 향후 공공도서관에서는 체계적으로 코로나19를 대응하기 위해서는 첫째, 하이브리드 형태의 프로그램과 서비스 운영, 둘째, 온라인 및 비대면 서비스를 위한 인프라 확보, 셋째, 예산 활용의 유연성 확보가 필요할 것으로 전망된다.

도시개발사업 내 토양 오염 현황과 개선 방안 고찰 (Examination of Soil Contamination Status and Improvement Strategies within Urban Development Projects)

  • Heavy metals emitted from urban development do not decompose in the soil and remain for long periods, continually impacting the environment. Since the mid-1990s, there has been increasing societal concern in South Korea regarding soil contamination, prompting various legislative revisions to reduce pollution. This study utilizes the Environmental Impact Assessment Support System (EIASS) to investigate projects in the metropolitan area that have exceeded the Ministry of Environment's soil contamination concern levels from 1989 to 2022 and to examine improvements in the environmental impact assessment (EIA) process. The results reveal that the average concentrations of nine contaminants-cadmium (Cd), copper (Cu), arsenic (As), mercury (Hg), lead (Pb), hexavalent chromium (Cr6+), zinc (Zn), nickel (Ni), and fluoride (F)-have all increased over the years. Among these, Zn had the highest relative proportion, with 37.5% of the 40 sites exceeding environmental concern levels. Investigation of 19 specific projects at these exceedance sites showed that only 7 had documented analyses of contamination causes and remediation plans, and just one had contracted additional remediation services, though results from these efforts were found to be lacking. Furthermore, since 2019, a significant proportion of these sites were involved in residential developments, likely due to government initiatives in new city development and extensive housing supply plans. This research emphasizes the importance of public disclosure of the processes and outcomes of remediation efforts on historically contaminated soils prior to project development. It discusses improvements to the EIA by reviewing current legislation and international examples. The findings of this study are expected to heighten public awareness about heavy metal contamination and enhance transparency in soil remediation efforts, contributing to sustainable environmental management and development.

Environmentally Sound and Sustainable Dam Construction in Asia (Hantan River Dam in Korea)

  • Theses days, there are 3 prerequisites for dam building in Korea: First one is how to build the dam safe and stable from the technical points of view. Second one is how to design and construct the dam environmentally sound with the minimum change of the surrounding area of the dam site. Third one is how to activate the local economy of the surrounding area of the dam site in order to make the dam construction sustainable from the social and economical points of view. As far as technical aspects far dam building, there are hardly any problems in dam design and construction in our country. However, there are a little difficulty according to the location of the dam site. In order to fulfill the second option it is believed that a lot of effort should be made to accomplish the second task not only because that fairly large area shall be inundated with water after impounding but also because that ecological environments shall be changed due to change of water environment. Therefore, thoughtful investigation and assessment of the environmental features of the local regions have to be preceded before starting of the dam building. In order to overcome these difficulties Hantan river dam has been declared as an Eco-dam with 3 strategies and 9 activities plan at the design stage after sufficient consideration of the local identities of these region and coupled national plans for surrounding areas. Finally, Eco-tourism with the several coupled network-wise touristic courses, namely PERTH model, has been proposed after thorough analysis of the local identities by the Jahari window to make local economy being activated. Detailed descriptions for 3 strategies and 9 activities plan for declaration of Eco-dam and proposal of Eco-tourism with the network-wise touristic courses will be mentioned in the main content.

  • Currently, there are researches about environment-friendly road construction plans led by the Ministry of Construction and Transportation in progress. Therefore, in order to create the revegetation techniques of thin layer-soil combination media hydroseeding measures by actively using native herbs and native woody plants instead of using imported foreign grasses as a concept of sustainable environment-friendly land development, this thesis is going to identify problems that can appear when applying the thin- layer-soil-media hydroseeding measures by the suggested in the "Slope revegetation design and guidelines" proposed by the Ministry of Construction and Transportation, and to propose improvement plans for the problems.To this aim, a seeding mixture selection test was conducted by the goal of slope restoration, and a test group for artificial slope was created. As for a test for June sowing, it was intended to identify appropriate combination quantity by conducting a test that differentiates the combination quantity, and as for a test for September sowing, an artificial slope test was conducted by creating an artificial bank for earth and soil and applying 1~2cm and 3~4cm thickness after differentiating the seed combination volume and slope aspects.

  • Nanotechnology is a leading branch of technology and is expected to improve national industrial competitiveness. For maintaining a sustainable growth in nanotechnology, Korean government has set up specific plans from a long-term perspective. One of these plans is tracking and promoting certain potential technologies called Future 30 Nanotechnologies. This study aims to develop an analysis framework for comprehending the Future 30 Nanotechnologies. We applied this framework to the carbon nanomaterials field. Through co-authorship and keyword network analysis, we identified the research trends of three countries (i.e., Korea, US, and China.). This research framework could be utilized in the development of a nanotechnology policy.

  • The objective of this study was to introduce the current status and development strategy for an environmental restoration of stream side in Japan, and to consider a methodology which could be effectively applied for the environmental restoration of stream side in Korea. 1. In order to change the recent direction of the forest conservation and erosion control projects which are focused on the restoration of stream side ecology, we have to quit the past erosion control policy such as water control purpose, and establish new plans regarding on the forest conservation and erosion control which is considered the regional environmental restoration of watershed. 2. When we restore stream side and river side ecosystem, we should establish restoration plans which can keep the original nature of stream and river. 3. The forest conservation and erosion control construction projects for the restoration of stream and river ecosystem should be planned for the perfect restoration of their ecosystem by way of sustainable maintenance and management. 4. The restoration direction of stream and river ecosystem needs to be planned to restore the diversity of small geographies such as waterway, shoal and puddles rather than flattening of stream bed. 5. The main principle in the restoration of stream and river ecosystem is to accomplish forest conservation and erosion control construction projects which can conserve the existing stream and river ecosystem.
