  • Recovery of rainwater cycle is vital to be sustainable development. This means that LID design process is necessary for the urban regeneration. First of all, this study investigated and analyzed the existing LID design process. The existing LID design processes have many limitations to be applied to proper LID facilities because it is not considered in site conditions and water flow of the site. To solve the limitations of the existing LID design process, this study present the improved LID design process to be considered in hydrographic analysis through GIS analysis and finding points to install proper LID facilities. Through these considerations, this study present the improved LID design process to be applied to urban regeneration.

E-Government Practice, Challenges and Future Prospects in Developing Countries: the Case of Ethiopia

  • This article explored the status of E-Government initiative in developing countries by taking the case of Ethiopia. The study had analyzed the practice, challenges and the future prospect of the E-Government initiative in the country. The paper had used both secondary and primary sources of data. In identifying the practice and future prospects of the E-Government imitative, related works in the area were reviewed and appraised. In ascertaining the major challenges, structured and semi-structured interviews were carried out with selected stakeholders from the government office and the private sector. The result of the study had shown that the country had registered a promising progress in E-Government index in the past four years ranking at 157th in the year 2014, which was standing at 172nd in the year 2012. Above all, high- level political commitment and the design of specific actions plans that are linked to the national sustainable development priorities were the key success factors. Nevertheless, there are still enormous challenges that have to be tackled for citizens to drive the benefits arising from the implementation of E-Government initiative. The study had identified limited cross-sectoral connectivity, lack of intra-organizational connectivity, low human resource capacity, language barrier, lack of awareness and absence of appropriate legal and regulatory framework as major challenges. Finally, the study forwarded constructive suggestion that can be adopted in the way forward of the E-Government initiative.

Calling for Collaboration to Cope with Climate Change in Ethiopia: Focus on Forestry

  • In Ethiopia, climate change and deforestation are major issues hindering sustainable development. Local Ethiopian communities commonly perceive an increase in temperature and a decrease in rainfall. Meteorological data shows that rainfall has declined in southern Ethiopia, and spring droughts have occurred more frequently during the last 10-15 years. The frequently occurring droughts have seriously affected the agriculture-dominated Ethiopian economy. Forests can play an important role in coping with climate change. However, deforestation is alarmingly high in Ethiopia, and this is attributed mainly to agricultural expansion and fuel wood extraction. Deforestation has led to a decrease in various benefits from forest ecosystem services, and increased ecological and environmental problems including loss of biodiversity. To resolve the issues effectively, it is crucial to enhance climate change resilience through reforestation and various international collaborations are urgently needed. To continue collaboration activities for resolving these issues, it is first necessary to address fundamental questions on the nature of collaboration: does collaboration aim for a support-benefit or a mutual benefit situation; dividing the workload or sharing the workload; an advanced technology or an appropriate technology; and short-term and intensive or long-term and extensive?. Potential collaboration activities were identified by sectors: in the governmental sector, advancing governmental structure and policy, enhancing international collaborations and negotiations, and capacity building for forest restoration and management; in the research and education sector, identifying and filling gaps in forestry and climate change education, capacity building for reforestation and climate change resilience research, and developing bioenergy and feed stocks; and in the business and industry sector, supporting conservation based forestry businesses and industries, while promoting collaboration with the research and education sectors. It is envisaged that international collaboration for enhancing climate change resilience through reforestation will provide a strong platform for resolving climate change and deforestation issues, and achieving sustainable development in Ethiopia.

Critical Factors Affecting the Innovation Activities of Businesses: Evidence from Binh Dinh Province, Vietnam

  • The study investigates the factors influencing the innovation activities in the enterprises in the Binh Dinh Province, Vietnam. By employing the dataset from a survey in 200 typical enterprises in Binh Dinh and using the Exploratory Factor Analysis and regression analysis, we found that there are eight factor groups affecting the innovation activities of enterprises. They include management of innovation promotion; market research capacity; leadership inspiring innovation; culture of innovation; human resources for implementing innovation; network connection; disseminating/sharing knowledge; and impact of producing/serving technology. All these factors strongly affect the innovation activities, which plays an important role in promoting the sustainable development of the Vietnamese enterprises, with the statistical significance level at 1%. Moreover, findings also show that, among these factors, the market research capacity is the strongest determinant of the innovation activity in the enterprise. An increase of 1 point of capacity of market research will increase the innovation activities in the enterprise by 0.114 point. It is followed by the management of promoting innovation, leadership inspiring innovation, and disseminating and sharing knowledge, with 0.104, 0.103 and 0.102 score, respectively. On the other hand, network connection is the weakest factor, with the score of 0.07 point.

  • This work aims to highlight the importance and role of the theme and message of BIE exhibitions in the 21th century, and to suggest essential points concerning the preparation of the Expo 2012 Yeosu which would focus on the theme and urban development. After the Expo '98 Lisbon, the theme and message of Expo has been changed from focusing on the progress of technology itself to rethinking of progress itself and focusing on the future of the globe. This change also reflects the need to solve the problems of global environment problem in today's human society and to pursue the new technology which enable to make sure sustainable development. Because the Expo Yeosu, whose theme is the sea and coast, is compared to case of Expo Lisbon whose theme is ocean, we need to make a benchmarking the case of the Expo Lisbon and to make efforts to differenciate the case of the Expo Lisbon. This article suggests concerning the theme and urban development plan of the Expo Yeosu as follows: First, to propose current and future cutting edge technology to utilize the resources of the ocean and the coast and to propose the Yeosu Project, a capacity-building program designed to address various challenges confronting developing countries. Second, to propose a different urban redevelopment plan of capital Lisbon, ie to propose sea port cities network to link the advent of the Namhaeansidae.

A Sociological Approach to the Destruction of Ecosystem (생태계 파괴에 대한 사회학적 접근)

  • 본 연구는 오늘날 범지구적 차원에서 심각한 수준에 있는 생태계 파괴에 대한 사회학적 함의를 정립하는 데 목적이 있다. 이를 위해 먼저 생태계의 개념과 구조를 살펴보고, 다음으로 인간활동으로 인한 생태계 파괴의 메커니즘을 분석하고, 마지막으로 그 메커니즘에 기초하여 생태계 파괴에 대한 사회학적 함의를 정립하였다. 생태계로서의 자연은 인간 없이 존재할 수 있지만 인간은 자연 없이는 생존할 수 없다. 따라서 생계위기는 곧 인간의 위기다. 그럼에도 불구하고 18세기 산업혁명 이후 풍요성과 편리성 추구를 위한 인간의 활동 결과 지구는 점용환경용량을 2.5배 초과되었다. 이것은 인간이 범한 모순이다. 이 모순을 해결하면서 사회발전을 추진하자는 이념으로 1987년 지속가능발전이 제창되었고, 지속가능발전은 1990년대 중반에 지속가능사회로 대치되었고, 2000년대에 와서는 지속가능사회가 생태적 근대화로 대체되었다. 18세기 산업혁명 이후 풍요성과 편리성 증대를 위한 인간의 활동으로 생태계가 파괴되기 시작한 후, 생태계를 보전하면서 사회발전을 추진하자는 생태적 근대화 이념이 출현까지의 역사적 과정은 정(正)-반(反)-합(合)의 변증법 과정으로 이론화될 수 있다. 산업혁명 이전의 농업사회 때는 인간의 활동이 점용환경용량 범위 안에서 이루어졌기 때문에 환경문제가 없었다. 이 시대는 생태적 지속가능성이 유지되었기 때문에 생태적 합(合)의 상태라고 할 수 있다. 산업혁명 이후 인간의 활동이 생태계의 점용환경용량을 초월시킨 것은 생태계에 반(反)이 작용한 것이다. 따라서 범지구적 차원에서 환경문제의 심각성을 인식하고 지속가능발전을 위한 정책이 도입되기 이전까지 생태계는 정(正)과 반(反)이 대립상태에서 공존하였다. 1990년대 이후 생태적 지속가능성을 위한 각종 지속가능발전정책의 도입은 정(正)과 반(反)의 대립을 통해 다시 생태학적 합(合)의 상태를 지향하는 과정이라고 할 수 있다.

A Study on Major Publishing and Learning Effects of College Student Authors (대학생 저자 전공서적 출판과 학습효과에 대한 연구)

  • In the case of book writing and publishing written by students, it has been implemented in the category of very few students. Even if it is limited to the minimum case, the detailed analysis of the effects will show that the education and learning effects are infinite, the maximum positive effect based on diversity and the effect of education and learning that can be extended to the continuation of sustainable capacity building. In this paper, I attempted to publish basic and intermediate major books on two occasions for first and second grade ordinary students majoring in IT. In addition to the basic satisfaction of education and learning, the book publishing performance of college student authors is excellent in various fields such as expansion of business based business, enlargement of major identity due to upward satisfaction, maximization of various late effects, securing sustainable development tendency. In the future, we plan to suggest ways to induce the general application of learning effect by conducting research that can achieve the same effect for middle and low level students.

Development Plan of Rural Village Based on Rural Forum - Cases Bong-whang Region - (농촌현장포럼을 적용한 마을발전계획 수립 방안 - 충주시 봉황권역 사례 -)

  • This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.

State-of-arts in Multiscale Simulation for Process Development (공정개발을 위한 다규모 모사에서의 연구현황)

  • The state-of-arts of multiscale simulation (MSS) in science and engineering is briefly presented and MSS for process development (PD-MSS) is proposed to effectively apply the MSS to the process development. The four-level PD-MSS is composed of PLS (process-level simulation), FLS (fluid-level simulation), mFLS (microfluid-level simulation) and MLS (molecular-level simulation). Characteristics and methods of each level, as well as connectivity between the four levels are described. For example in PD-MSS, absorption column, fluidized-bed reactor, and adsorption process are introduced. For successful MSS, it is necessary to understand the multiscale nature in chemical engineering problems, to develop models representing physical phenomena at each scale and between scales, to develop softwares implementing mathematical models on computer, and to have strong computing facilities. MSS should be performed within acceptable accuracy of simulation results, available computation capacity, and reasonable efficiency of calculation. Macroscopic and microscopic scale simulations have been developed relatively well but mesoscale simulation shows a bottleneck in MSS. Therefore, advances on mesoscale models and simulation tools are required to accurately and reliably predict physical phenomena. PD-MSS will find its way into a sustainable technology being able to shorten the duration and to reduce the cost for process development.

Recognition and Improvement of Rural Landscape Management System (농촌경관관리의 인식 및 농촌정관관리 발전방안)

  • Land development policy in Korea, characterized by its supply-oriented policy, has driven rapid economic development. However, it has a negative impact on the natural environment across the country. Especially, as the introduction of quashi-farmland system with the deregulation of agricultural land development in the late 1990s, numerous unfavorable landscape features such as road, motels and apartment have emerged in the rural area. As those interfered irreversible rural landscapes have been expanded, the demand for well preserved rural landscapes have been increased. The objectives of this study, thus, is to suggest the mitigations between the land development and conservation of natural landscape. As such, this study examines the recognition of current rural landscape management status through 118 students with two groups of landscape architecture majored (50 people) and non-landscape majored (68). Both group express the negative impression of current rural landscape management system in general and they pointed out the major landscape problems are caused from inappropriate land use. However, in detail those two groups respond differently, for example, the first group selected the damaged landscape is the second cause of the landscape problem, while the other group selected the poorly maintained settlements. Based on the analysis of the survey, this study suggests 3 recommendations in order to improve the sustainable rural landscape as establishing the proper rural land use planning system, building local governments' capacity to actively participate in the rural landscape management, and preparing the landscape management plans considering area distinctive characteristics.
