Transition Studies and Post Catch-up (전환연구와 탈추격론의 확장)

  • The purpose of this article is to re-interpretate 'Post Catch-up Studies' on the Korean innovation system with the framework of 'Transition Studies'. The viewpoints of the vision, research area and system innovation process of Post Catch-up studies are reviewed and reconfigurated. The Transition Studies concepts of Sustainability, Coevolution of industry and society, and transition management are introduced into the Post-catch up Studies and discussed. It is suggested that Post catch-up studies should support sustainability system transition and make use of transition management tools for the sustainable post catch-up innovation and policy.

  • This study deals with the changes in the government-funded research institutes (GRI) in terms of 'responding to social challenges and turning to the institutes that are pursuing sustainability transition'. The newly established societal problem-solving R&D projects in GRIs are core experiments for the transition. In order to discuss about the prospect of transition of GRIs, this study used focus group interview approach. In the interview, the GRIs's stance on the societal problem-solving R&D projects, and its process, problems and the policy direction had been discussed. It is suggested that the necessity of transition is discussed and transition experiments are proceeding on a small scale, but experiments are still underway in the existing framework. In order to facilitate the transition in GRIs, it is necessary to carry out the experiment and the vision making work from the inside the GRI.

  • Transition studies have been gaining attention among innovation researchers from the early 1990's mainly influenced by emerging global agendas on sustainability. In this paper, we review research issues and trends focusing on four prominent transition theories - Technological innovation systems, Multi-level perspective, Transition management and Strategic niche management. After reviewing main characteristics, research trends and debates of each theory from established literatures, we conduct comparative analysis of these theories and suggest integrated framework that can be considered when modeling transition policy. This integrated framework is applied to the case study on smart-grid policy of Korea.

  • Transition toward sustainablity being in progress in a variety of areas including climate, energy, household, transportation. This study analyzed system transition and backcasting of its management with case of sustainable transportation, foods, household system transition in the Netherlands. Backcasting has become a popular approach for sustainability taking a more reflexive perspective and looking back to the participatory experiments. In the Netherlands, participatory backcasting utilized as s innovative approach for long-term strategy for sustainability, based on stakeholder involvement, construction of normative sustainable futures, stakeholder leaning. In this study, we can be understood that transition management requires the participation and contribution of business, government, research and the public & public interest groups and backcating is tool leading to a sustainable future vision, stakeholder involvement. To create a new path toward sustainablity, it requires integrated consideration of related policy perspectives and participatory backcasting aiming at system innovations for influencing transitions.

Luxury, sustainability and the future - The case study of Burberry -

  • Climate change and global warming are the biggest challenges of the current generation. Every industry has contributed to the climate change and global warming. Even the apparel industry cannot avoid the criticism regarding fast fashion and its contribution to the pollution. The transition to the decarbonized economy is in progress. All aspects of business functions are influenced by climate change. Sustainable development and climate change are closely linked, and business plays the key role in addressing and finding solutions to the challenges of climate change. Luxury brands are the trendsetters and tastemakers. They are the leaders in the fashion industry and therefore responsible for improving on sustainability as well. Even luxury business cannot avoid environmental issues. The relation between luxury and sustainability is explored with the Burberry case based on the Triple Bottom Line (TBL) framework. There are various ways for luxury brands to excel in sustainability and affect other companies' practices. The companies can incorporate the concept of sustainability in their brand stories as part of the branding process. They can also improve demand planning accuracy and produce upcycled goods. Centering on Burberry's case, this paper aims to explore the current sustainable practices of luxury business along with its future direction toward sustainable development. Its contribution and directions for both researchers and business practitioners are discussed.

Towards Sustainable Agriculture in Korea : Theoretical Backgrounds and Practical Challenges (지속가능한 농업으로의 전환: 실천을 위한 이론과 과제)

  • This study argues that expanding the multifunctionality of agriculture (MFA) may mitigate existing agricultural problems. To do that this study redefines the concept and scope of the MFA and presents practical tasks to achieve it. Theorizing the MFA begins with the theory of sustainability and first identifies the link between sustainability and MFA. Later, considering the limitations of the existing sustainability theories, we examined where the false linkages leading to the destruction of environmental and social relations originated, and employed the (Re)productivity [(Re)produktivitat] theory in order to obtain alternatives. Research shows that welfare effects of the MFA on humans and the environment are not less than those derived from the agricultural products supplied to the real market, but the values are not recognized. The absence of proper care and compensation is the basis of agricultural problems in Korea. Therefore, this study acknowledges that the MFA is as much worthy as real agricultural production, and insists that appropriate compensation and care should be given to humans (farmers) and nature (agricultural ecosystem) in order to maintain and expand the MFA. In other words, a virtuous cycle between sustainability and the MFA means that the process spreads sustainable farming methods to expand the MFA, forms social consensus on it, and pays fair remuneration for agriculture from the public sector. Transition to such a virtuous cycle requires re-establishing the definition and scope of the MFA, implementing targeting policy, motivating policy targets, strengthening human capacity, and arranging maturity time.

UK Case Study for Sustainable Forest Biomass Policy Development of South Korea (지속가능한 산림바이오매스 정책개발을 위한 영국사례 연구)

  • This study investigated the reference case in the UK where legality and sustainability were systematically established for forest biomass represented by wood pellets. The UK is the country that best utilizes the trade value of wood pellets based on sustainability, with bioenergy accounting for 31% of total renewable energy production. The UK imported wood pellet, estimated 8,697 thousand tons in 2019. The UK government has continuously improved the renewable generation policy system to ensure the sustainability of wood pellets. The weighted average greenhouse gas emissions of a UK biomass power plant that received a Renewable Obligation Certificate (ROC) in 2018-19 was 26.71 gCO2e/MJ. These power plants are expected to meet the upper limit of 72.2 gCO2e/MJ by 2025. To issue an ROC, the biomass power plant must demonstrate that 70% of its total biofuel usage is sustainable. The UK uses the Sustainable Biomass Program (SBP) certification system, which is gradually expanding to other European countries, to prove the sustainability of biomass energy fuels. Global wood pellet production with SBP certification in 2019 was 10.5 Mt. This trend has significant implications for introducing additional sustainability into the wood pellet policy of South Korea.

Typology of Policy Governance for Socio-technical Transitions (지속가능한 사회-기술 전환을 위한 정책 거버넌스 유형에 관한 연구)

  • Socio-technical systems are receiving growing attention as a core concept in the process of searching for proper solutions to sustainable growth. In this paper, we review the way for governing socio-technical transitions from a governmental perspective. Based upon the governance studies and transition research, we set social coordination and locus of transition pressures as transition contexts to differentiate transition policy governance. We propose four types of policy governance for sustainable socio-technical transitions: leading, facilitative, coordinative and persuasive. Analysis on four case based upon this typology shows different transition polices of each transition pathway in analytical aspect. It provides basic criteria for policy makers to design effective transition policies in normative aspect. Also, this paper can contribute to closing the gap between transition research and governance studies.

A Study on the Disclosure Method of Major Topics in Response to the ESG Management Disclosure Transition-Focused on the Oil and Gas Industry (ESG경영 공시전환에 대응하는 중대토픽 공시방법 연구-석유와 가스산업 중심으로)

  • Recently, due to the change to SASB(Sustainability Accounting Standards Board) and GRI(Global Reporting Initiative) Standards 2021, the paradigm for non-financial information disclosure is changing significantly, with the number of ESG topics and indicators that must be disclosed by industry from an autonomous material topic selection method. This study revealed that the number of compulsory topics in the oil and gas industry by GRI standards 2021 is up to 2.4 times higher than the average number of material topics disclosed when domestic companies publish sustainability reports using GRI Standards 2020. In the oil and gas industry, I analyzed the similarities and differences between the GRI standards 2021 and the ESG topics covered by SASB by environmental, social, economic, and governance areas. In addition, the materiality test process, which is different in GRI standards 2021, is introduced, and the issues included in the following 10 representative ESG-related initiatives are summarized into 62 and suggested improvement plans for materiality test used in the topic pool.
