수계 오염총량관리제와 환경영향평가제도의 통합운영방안 (Integration of Total Pollution Load Management System and Environmental Impact Assessment related System)

  • The total pollution load management system of watershed has been implemented upon Special Law pertaining to the Han River Watershed Water Quality Improvement and Residents Support, Special Law pertaining to the Nakdong River Watershed Water Management and Residents Support, Special Law pertaining to the Youngsan River Watershed Water Management and Residents Support, and Special Law pertaining to the Seomjin River Watershed Water Management and Residents Support in Korea since 2002. But many other similar systems with total pollution load management system of watershed are being operated separately or independently, even though its purpose is nearly same with those of the total maximum pollutants load management in Law on Water Quality Environmental Protection, environmental impact assessment(EIA) in Law of Impact Assessment on Environment, Transportation and Disaster and Pre-environmental assessment of Environmental Policy Act. Therefore the contents of total pollution load management system of watershed and many other related systems could be overlapped and at some times have inconsistency among them. This study suggests first the integrated operation of total pollution load management system of watershed, EIA, pre-environmental assessment, urban planning, and sewage planning and secondly EIA system development by integration of EIA and pre-environmental assessment and strategic environmental assessment(SEA).

해양도시권 관광교통 통합지원체계 구축방향 연구 - 여수시권과 Bay Area의 비교연구를 중심으로 - (Establishing an integrated support system for tourism transportation in a marine city area - A comparison of Yeosu and the Bay Area -)

  • 본 연구는 여수시권의 해양관광교통체계 구축 방향을 강구하였다. 우리나라 남해안의 해양관광을 활성화시키기 위해서는 중심에 위치한 여수시의 효율적인 관광교통체계 구축이 필요하기 때문이다. 연구의 진행은 여수시권의 해양관광교통체계의 문제점을 분석하고, 이를 미국의 베이지역(Bay Area)과 비교하여 개선방안을 도출하였다. 연구 과정에서 여수시권의 해양관광 지원 교통체계는 광역교통과 도시교통 및 교통정보 체계 등에서 베이지역에 비해 미흡하게 평가되었다. 이에 따라 본 연구는 광역교통수단과 도시교통수단을 해양관광교통수단과 연계시키는 지원교통체계의 구축방향을 제시하였고, 추가적으로 여수시 인접지역과의 해양관광 공조 지원교통체계 구축방향도 다루었다. 또한 해양관광 지원 통합교통정보 제공방향도 제안하였다. 이 같은 해양관광교통 통합지원체계 구축을 통해서 교통비용과 통행시간의 절감이 가능하게 된다.

  • The research team for the virtual construction development was established with the support of Korea Ministry of Construction and Transportation, and KICTEP (Korea Institute of Construction and Transportation Technology Evaluation and Planning). Its aims are to develop system that is to improve productivity & quality, to create a higher value-added business, and to cultivate international competitiveness in the construction industry. The virtual construction system is a design, engineering, and construction management information system that allows the project participants to effectively share the information throughout the construction life cycle with the support of 3D and design information. To achieve this, the research team focuses on developing several systems. First, the team focuses on developing for the pre-planning, the structural engineering, MEP, and the 3D based estimation system. Second, they focus on developing a simulation system for the construction process planning and feasibility study with help of the virtual reality technologies. Third, they focus on developing the CPLM (Construction Project Life-cycle Management) system for managing construction project data, and the decision support system that makes the collaboration among the project participants based on 3D technologies and information. We also focus on developing the SDAI (Standard Data Access Interface), the localized guideline for 3D design, and a training program. In addition, we focus on developing the undeveloped area of the commercial system and building an environment that can support the communication and collaboration in the construction life-cycle rather than developing the existing and commercialized system.

  • 본 연구는 시 도교육청 및 유치원 차원에서 유아통합교육의 행 재정 지원체제 시스템 구축을 위한 인식을 알아보는 것이었다. 이에 대한 구체적인 연구결론은 다음과 같다. 첫째, 교원 개인의 차원, 직위별에 따른 인식의 차이에서는 법과 제도, 교육과정, 행 재정 지원, 평가 영역 등에서, 교육경력별에 따른 인식의 차이에서는 법과 제도, 교육과정, 장학 영역 등에서, 통합교육 경력별에 따른 인식의 차이에서는 법과 제도, 행 재정 지원, 평가 영역 등에서 집단 간 유의한 차이가 있는 것으로 나타났다. 둘째, 유치원 기관의 차원에서, 설립별에 따른 인식의 차이에서는 법과 제도, 교육과정, 교수-학습, 행 재정 지원, 평가 영역 등에서, 규모별에 따른 차이에서는 법과 제도, 교육과정, 장학, 행 재정 지원, 평가 영역 등에서 집단 간 유의한 차이가 있는 것으로 나타났다.

중소기업성장지원 OLAP 데이터베이스 시스템 구축 -중소기업기술개발지원사업을 중심으로- (Development of an OLAP Database System for SME Growth Support -Centering around the Small Business R&D Support Project-)

  • 본 연구에서는 중소기업성장을 지원할 OLAP 데이터베이스 시스템을 구축하는 것을 목적으로 하고 있다. 본 연구의 특징은 중소기업의 크기를 측정할 모델을 작성하는 것이다. 이 모델은 고용인력, 매출액, 수출액, 기술보유, 매출액 대비 기술개발투자비 비율 등의 5가지 기업크기 측정지표로 구성된다. 또한 단계적 기술개발자금 지원을 가능케 할 FREQUENCY 차원 테이블을 설계하는 것이다. FREQUENCY 차원을 포함한 3개 차원과 기업크기 측정모델을 사용하여 OLAP 데이터베이스 시스템을 구축한 것이다. 그리고 이 OLAP 데이터베이스 시스템을 이용하여 기 시행된 중소기업기술개발지원사업의 적정성을 평가해 보고 있다.

격자지보의 터널지보재로서의 현장 적용성 평가 (Evaluation on the Applicability of a Lattice Girder for a Support System in Tunnelling)

  • 터널 굴착 방법 중 NATM에서는 숏크리트, 록볼트, 강지보재 등이 주요 지보재로 사용되고 있다. 강지보재 중에서 격자지보(Lattice Girder)라 불리는새로운 지보재가유럽에서 개발되어 기존의 H형강 지보재를 대체하여 사용되고 있다. 격자지보는 강봉을 삼각형태로 용접하여 만든 것으로 가벼워 시공이 빠르고, 또한 숏크리트와의 결합특성이 좋아 앞으로 NATM 터널에 널리 사용될 전망이다. 본 연구에서는 국내 터널에 있어서 격자지보의 현장 적용성을 평가하기 위하여 대단면 고속철도 터널에서 현장시험시공을 실시하였으며, 기존의 H형강 지보재와 비교분석 하였다. 현장시험 결과 격자지보는 터널굴착 후의 지반하중을 충분히 지지할 수 있으며 지반변위를 효과적으로 억제할 수 있음을 알 수 있었다.

A Web-based CBR System for e-Mail Response

  • Due to the rapid growth of Internet, means of communication with customers in a traditional customer support environment such as telephone calls are being replaced by mainly e-mail in a Web-based customer support system. Although such a Web-based support is efficient and promises potential benefits for firms, including reduced transaction costs, reduced time, and high quality of support, there are some difficulties associated with responding to many types of customer’s inbound e-mails appropriately .As many types of e-mail are received, considerable attention is being paid to methods for increasing the efficiency of managing and responding e-mails. This research proposes an intelligent system for managing customer’s inbound e-mails in organizations by applying case based reasoning technique for responding to various customers' inbound e-mails more effectively. In this approach, a case is represented as a frame-typed data structure corresponding to an inbound e-mail, keywords, and its reply e-mail. In the retrieval procedure, keywords and affinity set is developed to index a case, and then the case is represented as a vector, a case vector. Also, cosines value is calculated to measure the similarity between a new inbound e-mail and the cases in the case base. In the adaptation procedure, we provide several adaptation strategies to adapt and modify the retrieved case. The strategies guide to make an outbound e-mail using product databases, databases for customer support, etc. Additionally, the Web-based system architecture is proposed to implement our methodology. The proposed methodology and system will be helpful for developing more efficient Web-based customer support.

외국인 근로자의 산업안전보건 지원체계 (Support System on the Occupational Safety and Health for Migrant Workers)

  • Purpose: To provide concretely for support system to occupational health management grasped the present condition about the private support organizations for the migrant workers. Method: The subjects were 30 organizations to support migrant workers with the healthy and medical problem. The organizations were investigated by the internet search, and the visiting and telephone interview. Then a expert advisory conference and researchers' regular meeting were held. Result: The support organizations for the migrant workers played multiple activities, but the medical treatment and education regarding the occupational safety & health were scarcely accomplished. The government constructs a network between the organizations. A health problem of a worker should be requested to the medical centers which cooperated with the private support organizations, it makes business expand to the existing organizations which take charge of the health business of a small-scale workplace rather than it constitutes new organizations. The organizations which can manage which build the online network which can grasp all the information concerning the migrant worker from whom the government became a principal axis. Conclusion: Support system on the occupational safety and health for migrant workers that it will be help to the occupational disease prevention and occupational safety and health management, is needed.

Study on Measures to Activate Technology Startup through National R&D Support Project

  • Purpose- The purpose of this study is to increase the effect of public technology transfer through government R&D support to secure the competitiveness of public technology startups. The government's R&D budget in 2019 is over 20 trillion won, and there is a legitimate need to increase the performance of technology startups through such R&D results. Research design, data, and methodology- In this paper, we comprehensively analyzed the current status of public research institutes and R&D support projects suitable for founders and analyzed and presented cases of follow-up research conducted by the Institute of Science and Technology Jobs to analyze actual performance cases of R&D support institutes. Results- In this conclusion, a developmental model of public technology entrepreneurship was proposed to increase the performance of public technology commercialization with the scalability of research institutions. In order to create a public technology information system between consumers and suppliers, a Steinweiss-type technology commercialization model for public technology commercialization, and a job-creating enterprise-type linkage R&D support business model were presented to create the results of R&D support organizations. Conclusions- Through the results of this study, it is meaningful to analyze the performance cases of technology commercialization of R&D support institutions, which have not been studied so far, to build competitiveness of research institutions and to present a growth model for the spread of technology startups. This study has implications in terms of suggesting a way to build competitiveness in technology commercialization between market demanders and suppliers by linking existing public technology startups, which deviated from the simple commercialization support system, with job creation by expanding the R&D support system.

숏크리트용 섬유 그물망 일체형 터널 지보시스템의 지보 성능 평가 (Evaluation of Support Performance of Fiber-Net Integrated Shotcrete in Tunnel Support System)

  • 본 연구에서는 터널 지보재로서의 역학적 성능을 충분히 발휘하면서 시공성 및 안정성을 보다 향상시키기 위한 목적으로 개발된 숏크리트용 섬유 그물망 일체형 터널 지보시스템의 지보 성능을 4점 굽힘 시험, 2차원 유한요소해석 및 단면 해석을 통해 평가하였다. 4점 굽힘 시험을 통한 휨 성능 평가 결과, 섬유 그물망 보강 숏크리트의 경우, 강섬유 보강 숏크리트와는 달리 섬유 그물망의 인장 성능이 발휘되면서 균열 이후에도 하중이 지속적으로 증가하는 결과가 나타났다. 또한, 지반 조건에 대한 터널 단면 구조 해석, 섬유 그물망 및 강섬유 보강 숏크리트의 단면 해석 결과, 섬유 그물망 보강 숏크리트의 타설 두께를 기존에 비해 감소시켜도 충분한 지보 성능이 발휘될 수 있는 것으로 나타났다. 추가적으로, 이와 같은 결과를 종합하여, 암반등급 3등급 지반 중 보다 높은 안정성을 요구하는 시공 구간에 효율적으로 적용될 수 있는 숏크리트용 섬유 그물망 일체형 터널 지보시스템의 지보패턴이 제안되었다.
