An Empirical Analysis on the Relationship among Innovation Cycle, Investment Cycle and Business Cycle in Frequency Domain (혁신주기, 투자주기 그리고 경기변동에 관한 실증분석)

  • This study is try to do the empirical tests on the relationship among innovation cycle, investment cycle, and business cycle suggested in recent economic growth models. We apply co-spectra analysis to estimate dynamic correlations in the extraction HP filtered variables and first difference filtered variables in our data set. Our empirical results are; (i) an existing asynchronization between innovation cycle and investment cycle, (ii) in the long frequency, an existing positive correlation between innovation cycle and business cycle, (iii) in the short frequency, however, a finding the high negative correlation between the two cycle. Our empirical findings support the recent growth through cycle models and suggest some economic policy implementations for economic stabilization during a severe business cycle.

  • Recently, the government has emphasized the importance of establishing an innovation system for SMEs as part of an innovative growth strategy for national economic development. SMEs in Korea are experiencing many difficulties due to the loss of industrial competitiveness due to the powerful wave of the 4th industrial revolution along with the pandemic of COVID-19 that started in 2020. In relation to environmental changes, it is emerging as an important issue for SMEs to pursue open innovation for survival and growth, as well as to possess excellent technological innovation capabilities. In accordance with the need for such research, this study analyzed the factors that affect business performance or technological performance of small and medium-sized manufacturers, and identified the relationship between these influencing factors and corporate performance. The results of this study suggest that it is important for SMEs to effectively utilize R&D services and technology innovation capabilities and resources possessed by SMEs to secure a competitive advantage. The results of this stu dy are considered to be able to provide basic data and information necessary for SMEs to secu re a competitive edge and enhance industrial competitiveness through government support systems and open innovation.

An Empirical Study of Organizational Innovation Practice in Electronic and Electrical Industry in the Greater Pearl River Delta (GPRD)

  • Innovation fuels organizations evolving them to withstand rapid changes in markets and challenges from competition. While diversified concepts of innovation are examined, a generic framework for managing organizational innovation is established to portray the notion in a methodical approach. Substantiation of the determinants for organizational innovation is carried out in order to examine the framework against the practical situation. Subsequently, expectations and actual accomplishments of the determinants for organizational innovation from the industry are determined so as to understand the industrial view towards the framework. This paper summarizes the empirical findings of a survey of organizational innovation with a sample of 208 electronic and electrical manufacturing companies in the Greater Pearl River Delta (GPRD), China. On one hand, the survey findings confirm the readiness of the generic framework from the practical perspective of the industry. On the other hand, rankings are obtained for the expected importance and company accomplishment of the determinants for organizational innovation, namely in the areas of management leadership and commitment, employee capability and attitude and strategy development for innovation. The improvement area is also verified by the shortcomings of the expectation in comparison to the company accomplishment in each determinant. Meanwhile, it is believed that a directional attitude towards the determinants can facilitate the accomplishment of the determinants of organizational innovation. Further results will be generated from a more in-depth analysis of variables. The confirmed framework will be further developed into an assessment system for organizational innovation with the support of best practices in each determinant.

The Determinants of IT Assimilation and Its Effect on Organizational Performance : An Innovation Diffusion Theory Perspective (정보기술동화의 결정요인 및 기업성과에 미치는 영향 : 혁신확산이론의 관점)

  • Many organizations have introduced information technology (IT) as an innovation to gain competitive advantages as business environments have become increasingly complex and rapidly changing. Despite the large investment of IT, there have been mixed results about whether IT creates business values. Considering that IT assimilation may play an important role in explaining IT productivity paradox, this study examines the formation of IT assimilation and its effect on the organizational performance. To do so, this study suggests a research model based on Innovation Diffusion Theory by incorporating organization system, communication channel, change acceptability, and innovation factors, and then attempts to empirically explore the role of IT assimilation for enhanced organizational performance using data collected at the organizational level. Structural equation analysis using AMOS provides significant support for part of proposed relationships. Specifically, we have found encouraging results on the role of IT assimilation by identifying its mediating effect on the organizational performance. Theoretical and practical implications of the findings are discussed accordingly.

Development of School Health System and Projects in Korea from 1945 to 2010 (우리나라의 학교보건제도와 학교보건사업의 발달: 1945~2010년)

  • Purpose: The purpose of this study was to review the academic development of school health system and projects implemented in Korea since 1945. Methods: This study analyzed and reviewed literatures to find out the process of the development of school health system and projects implemented in Korea. Results: The history of school health in Korea since 1945 could be divided into three periods according to the development of school health system and projects; countermeasure period (1945-1969), support period (1970-1999), and innovation period (2000~). The major school health system and projects were focused on the health screening and prevention, health management and support, and health promotion for each period. Conclusion: School health system in Korea has been set successfully due to school health law(1967) and school meal law(1981), and various countermeasure, support, and innovation projects had implemented during last 60 years.

The relationship between Customized SMEs R&D Support and Job Creation

  • Purpose - Major countries in the world continue to grow up without employment by the economy opening, more investment in foreign countries and technical innovation. Nevertheless, SMEs have job creation continuously. As this result, support for SMEs that is the source of job creation has increased attention. However, previous research between SMEs and job-creating is limited to the job creation effect of comparing with large companies, and R&D investment effect including government support. Also, many research provides the different result of correlation with technology innovation and job creation. Therefore, previous research has insufficient to explain job creation by which in the technology commercialization stage and the job-specific workforce. Research design, data, and Methodology - This study investigated the impact of customized R&D support upon job creation by using questionnaires of SMEs R&D service of K-Institution from 2009 to 2013. In detail, we analyzed the relationship between the technology commercialization stage and the usefulness of customized R&D support. Also, we added the analyzed the relationship between the usefulness of customized R&D support and the job-specific workforce. Results - Research result, Job creation had a significant relation to the usefulness of customized R&D support in product design stage and mass production stage. Also, R&D worker and production worker correlated with the usefulness of customized R&D support. These results indicate the importance of hiring R&D workers and production workers at the higher technology readiness. Conclusions -Therefore, this study suggests some implications for the government's SMEs support policy and the solve employment problems such as youth unemployment.

An Empirical Study on Adoption of Open Technological Innovation for SMEs based on Information and Technology (국내 IT중소기업의 개방형 기술혁신 수용에 관한 실증연구)

  • Recently, with the diffusion of a new paradigm named as the creative economy, the government's interests and efforts regarding support of SMEs' R&D have been concentrated. In particular, due to the dominant perception that the fundamental science and original technology from government-funded research institutes can further enhance the capabilities of SMEs' R&D, the importance of performance's diffusion on national R&D is further emphasized. In fact, the domestic SMEs don't have enough budget and workforce, so that all of self-contained technologies, product's competitiveness as well as the R&D capabilities, are very vulnerable, and thereby SMEs' commercialization is very likely to fail. For this end, SMEs need to adopt the concept of open innovation as the use of external R&D resources by licensing. In this study, we conducted a survey on a total of 286 domestic IT SMEs, and analyzed empirically to compare the degree of their acceptance on technological innovation between two groups divided by open/not-open innovation. As a result, we drew some of the key factors influencing the acceptance of the SMEs' open technological innovation, and found a variety of implications through them.

Direct Support vs. Indirect Support : Exploration of Policy Mix for R&D Investment o f SMEs (직접지원 vs 간접지원: 중소기업 R&D투자 촉진을 위한 정책조합 모색)

  • The significance of SMEs (small and medium-sized enterprises) is gradually highlighted as we have entered the age of "New Normal." The South Korean government support these enterprises to boost economic growth and create more jobs. It also releases numerous policies such as national R&D projects and expanding tax incentive services particularly aiming at promoting dramatic investment in R&D and technological innovation. There is a sharp contrast regarding the efficiency of direct or indirect supports for encouraging R&D investment launched by SMEs depending on researchers. However, there has been little attempt to explore the optimal combination of two policy tools. Amid promoting affiliated governmental departments in charge of SMEs policies and constantly growing R&D investment, it is an appropriate time to discuss the medium and long-term direction for the optimal policy mix of direct and indirect supports. In this study, the author obtained 32 relevant studies published earlier in the domestic journals, explored literatures more systematically, and further conducted a meta-analysis. It is dedicated to summarizing relevant controversies and organizes them empirically beyond merely verifying whether policy support stimulates private R&D investment by SMEs. The meta-analysis showed that it would be effective to support as tax for large enterprises, while subsidiary support for SMEs. However, indirect support needs to be progressively increased as direct support primarily accounts for the entire R&D support for South Korean SMEs.

  • The article deals with problems of innovation development on a network basis, which require effective mechanisms of innovation communications. In research the organizational aspects of ICT infrastructure development for innovation networks sustainable development based on cooperative marketing principles is considered. The proposed research idea is based on the idea that ICT implementation is based not only on the operational approach for innovation management as a factor of efficiency of internal communications, but also on knowledge economy and post-industrial economy trends. Therefore, the purpose of study is to develop an ICT model of innovation infrastructure to improve its effectiveness (strategic character) and efficiency (operative character) through increasing the efficiency of network communication interactions. Creation of information space and communication tools to support innovation network sustainable development and cooperation activities in research is proposed to be solved with the help of specialized ICT platform. It is shown, that ICT platform of innovation cooperation innovation network is important tool for common work of participants. ICT platform is considered as an integrated information system designed to automate business processes related to the sustainable development of innovation network, segment management and integration with HEI information systems and industrial cooperation. The main factors that determine the need to use a special ICT platform for innovation network cooperation were considered. The main issues of concurrent engineering (C-technology) application in high-technology industries and innovation cooperation for integrated product development were studied.

Integrated Platform on the Basis of Heterogeneous Data to Support the Establishment of an Innovative Ecosystem for National High-Performance Computing: Focusing on Life Science & Public Health Area (국가 초고성능컴퓨팅 혁신 생태계 구축 지원을 위한 이종데이터 기반 통합 플랫폼: 생명·보건분야를 중심으로)

  • To secure national future competitiveness, the Korean government announced the 『National Ultra-High Performance Computing (HPC) Innovation Strategy (2021.5.28.)』 and set three innovation strategy goals throughout establishing an innovation ecosystem. This study presented a heterogenous data-based strategic support framework that allowed to understand both the current status of domestic & foreign R&D areas and domestic industrial economy areas in terms of strategic fields related to ultra-high performance computing, and the empirical research was conducted in the life science and public health area. The HPC innovation ecosystem platform based on the connection of heterogeneous data (domestic R&D project-technology-industry-overseas R&D project) presented in this study provided useful and essential information that allowed establishing a specific action plan for the national HPC innovation strategy and contributing to vitalizing the innovation ecosystem. Since the evidence-based policy assumes that a more reasonable consensus is reached through a non-biased decision- making process among stakeholders, the proposed platform may contribute to enhancing policy momentum by increasing legitimacy and trust of planning of the national HPC strategy.
