The Role of Operational Absorptive Capacity on Supply Chain Risk

  • As the business environment becomes more rapid and unpredictable change, greater diversity, increased complexity, and intensified competitive pressures, supply chain risk management has been growing attention over the past several decades. However, little of known about how absorptive capacity can mitigate supply chain risk for improving operational performance despite its important role in responding to supply chain risk. Therefore, we aim to examine the role of organizational-level absorptive capacity on operational performance, and further identify how the interplay of individual-level and organizational-level absorptive capacity results in operational performance. Our results represent not only direct but also indirect effects of supply chain risk on operational performance, mediated by organizational-level absorptive capacity. Furthermore, this study reveals that individual-level absorptive capacity enhances the effect of organizational-level absorptive capacity on operational performance.

A Solution for Sourcing Decisions under Supply Capacity Risk (공급능력 리스크를 고려한 최적 구매계획 해법)

  • This paper proposes a mathematical model-based solution for sourcing decisions with an objective of minimizing the manufacturer's total cost in the two-echelon supply chain with supply capacity risk. The risk impact is represented by uniform, beta, and triangular distributions. For the mathematical model, the probability vector of normal, risk, and recovery statuses are developed by using the status transition probability matrix and the equations for estimating the supply capacity under risk and recovery statuses are derived for each of the three probability distributions. Those formulas derived are validated using the sampling method. The results of the simulation study on the test problem show that the sourcing decisions using the proposed solution reduce the total cost by 1.6~3.7%, compared with the ones without a consideration of supply capacity risk. The total cost reduction increases approximately in a linear fashion as the probability of risk occurrence or reduction rate of supply capacity due to risk events is increased.

  • Water supply capacity and operational capability in agricultural reservoirs are expressed differently in the limited storage due to seasonal and local variation of precipitation. Since agricultural water supply and demand basically assumes the uncertainty of hydrological phenomena, it is necessary to improve probabilistic approach for potential risk assessment of water supply capacity in reservoir for enhanced operational storage management. Here, it was introduced the irrigation vulnerability characteristic curves to represent the water supply capacity corresponding to probability distribution of the water demand from the paddy field and water supply in agricultural reservoir. Irrigation vulnerability probability was formulated using reliability analysis method based on water supply and demand probability distribution. The lower duration of irrigation vulnerability probability defined as the time period requiring intensive water management, and it will be considered to assessment tools as a risk mitigated water supply planning in decision making with a limited reservoir storage.

Drought risk assessment considering regional socio-economic factors and water supply system (지역의 사회·경제적 인자와 용수공급체계를 고려한 가뭄 위험도 평가)

  • Although drought is a natural phenomenon, its damage occurs in combination with regional physical and social factors. Especially, related to the supply and demand of various waters, drought causes great socio-economic damage. Even meteorological droughts occur with similar severity, its impact varies depending on the regional characteristics and water supply system. Therefore, this study assessed regional drought risk considering regional socio-economic factors and water supply system. Drought hazard was assessed by grading the joint drought management index (JDMI) which represents water shortage. Drought vulnerability was assessed by weighted averaging 10 socio-economic factors using Entropy, Principal Component Analysis (PCA), and Gaussian Mixture Model (GMM). Drought response capacity that represents regional water supply factors was assessed by employing Bayesian networks. Drought risk was determined by multiplying a cubic root of the hazard, vulnerability, and response capacity. For the drought hazard meaning the possibility of failure to supply water, Goesan-gun was the highest at 0.81. For the drought vulnerability, Daejeon was most vulnerable at 0.61. Considering the regional water supply system, Sejong had the lowest drought response capacity. Finally, the drought risk was the highest in Cheongju-si. This study identified the regional drought risk and vulnerable causes of drought, which is useful in preparing drought mitigation policy considering the regional characteristics in the future.

Evaluation of Water Supply and Selection of Deficient Districts in Gunwigun Farmland for Drought Response (가뭄대책 수립을 위한 군위군 경작지의 용수공급 평가와 부족지구의 선정)

  • In this study, the capacity of supplying agricultural water to 13 districts was analyzed by calculating the necessary water supply for the arable land of Gunwi-gun and examining the capacity of supplying water to reservoirs, streams, pumping stations, collection sites, and groundwater wells in Gunwi-gun. As a result, among the 13 districts the second district was found to be short of water by 1.2×106 tons/year. In general, local governments establish drought measures by selecting drought disaster risk zones. While selecting drought-risk areas, some water-poor areas that do not have water sources should be selected, even if the entire area has a sufficient water supply. The water-supply evaluation at the regional level was insufficient for locating areas without water sources, but most areas with water sources, such as streams, reservoirs, and pumping stations, were found to have no shortage of water. To locate water shortage areas without water sources, GIS analysis conducted a field survey of areas with a distance of 4 or less than that of water sources analyzed by GIS analysis. Sixty-nine sites in 13 districts were selected for the on-site survey and six areas of water shortage were identified in areas other than the second district.

Study on Application of Superconducting Fault Current Limiter Considering Risk of Circuit Breaker Short-Circuit Capacity in a Loop Network System

  • This paper suggests an application method for a superconducting fault current limiter (SFCL) using an evaluation index to estimate the risk regarding the short-circuit capacity of the circuit breaker (CB). Recently, power distribution systems have become more complex to ensure that supply continuously keeps pace with the growth of demand. However, the mesh or loop network power systems suffer from a problem in which the fault current exceeds the short-circuit capacity of the CBs when a fault occurs. Most case studies on the application of the SFCL have focused on its development and performance in limiting fault current. In this study, an analysis of the application method of an SFCL considering the risk of the CB's short-circuit capacitor was carried out in situations when a fault occurs in a loop network power system, where each line connected with the fault point carries a different current that is above or below the short-circuit capacitor of the CB. A loop network power system using PSCAD/EMTDC was modeled to investigate the risk ratio of the CB and the effect of the SFCL on the reduction of fault current through various case studies. Through the risk evaluations of the simulation results, the estimation of the risk ratio is adequate to apply the SFCL and demonstrate the fault current limiting effect.

  • Recently, Korea's electric industry is in the midst of a period of profound changes in the structure and function, including the introduction of market competition in the generation sector. Therefore, it is difficult to promote long-term capacity planning and new generating capacity construction which have been driven by KEPCO so far, after the introduction of market competition, so new generating capacity construction and security of reserve margin is needed through self·regulation plan of private generation producers by market mechanism. According to the competition in the generation sector, a new paradigm is necessary to the long-term capacity planning driven by the Government. This paper analyzes the plan and the incentive level able to guide the new generation capacity construction considering the uncertainty risk in a period of introduction of competition. In addition, this paper analyzes the plan able to guide the new capacity construction by market function at the stage which market become established and Government's role to solve the anxiety about the capacity supply and demand.

Asymmetric Interdependence and the Selective Diversification of Supply Chains

  • The COVID-19 pandemic has highlighted the risks of an over-concentration of supply chains in one country. It has motivated stakeholders to pursue diversification strategies. However, a paradox exists. Stakeholders have shied away from a complete decoupling and preferring to selectively enhance economic ties with China. This article explores this paradox by examining supply chain concentration in China as a form of asymmetric interdependence and the countermeasures from the U.S., Japan, Australia, and India to minimize vulnerabilities. It argues that while the COVID-19 disruptions have brought to light the risk of supply chain overconcentration in China, countermeasures are also driven by coercive diplomacy and the deepening U.S.-China rivalry. The paper also examines the feasibility of diversification efforts by focusing on the capacity and capabilities of alternative supply chain hubs. It finds that while states are actively seeking ways to prevent China from using asymmetric interdependence of supply chains and trade to gain political leverage, there are structural limits to the degree of diversification in the short to mid-term.

  • The samll-medium sized cities do not have enough infrastructure for the construction work, especially in terms of concrete supply. This research surveyed the capacity of remicon companies in Gunsan related with production and delivery. Their production capacity is bigger than the daily quantity required, however the delivery capacity is not enough to supply the daily quantity required and it is inevitable to use the several remicon using different admixture. It might cause the harm to the structure. This research studied the way to remove the quality risk when using different admixture at the same time.

  • It is necessary to manage risk of metals which are has rigid supply structures and expected demand expansion, considering to industry structure and resource securing capacity of each country. Countries conducted various criticality analyses and selected mainly rare metals as critical materials(or Critical metals or Critical raw materials). This study examined cases of metals risk evaluation and management which are based on technology changes and imbalance supply-demand. EU and U.S.A evaluated risk on metals needed as supply expansion of renewable energy. Japan forecasted demand of rare metals needed in Japan's growth engine industry. U.K analyzed criticality of metals, considering environmental burden occurred from mining to refining. Critical materials has features such as weak price signal, inelastic supply structure, demand volatility in technology change.
