  • Cruiser Dmitri Donskoi was constructed in 1895. During the Russo-Japanese War (1904-1905), she was damaged in an attack by Japanese destroyers at the battle of Tsushima, and scuttled in the east sea of Ulleungdo, Korea Peninsula on the 29th May 1905. In 2003, Dmitri Donskoi was found at the distance of 2 km off the east coast of Ulleung Island and at the depth of 400 m. Archival research was performed as the preliminary study for investigating the sunken ship.

A Study on the Improvement of Risk Assessment Items and Index for Sunken Ship (침몰선박 위해도 평가항목 및 평가지수 개선에 관한 연구)

  • In this study, we have conducted a survey of AHP technique through the ocean experts to derive new items and revise assessment items and indices for risk of sunken ships based on the survey results. As a result of the survey, two new items such as accident cause and tidal current are derived. And it shows that existing items such as toxic liquid substance, remaining oil and explosive gas which were evaluated as one group are desirable to be evaluated respectively. Accordingly, we analyze the indices of the new eleven assessment items adjusted from the existing seven assessment items. As a result, the indices are ordered by toxic liquid substance, possibility of leaking, explosive gas, carrying capacity of fuel oil, sensitivity of sea environment, marine traffic environment, cause of accident, tidal current, keel clearance, ship type, and ship size. Especially, as compared with the indices of existing assessment items, the indices of sensitivity of sea environment and possibility of leaking are higher and the index of keel clearance is lower.

A Study on the Characteristics of the Flow around a Sunken Vessel (침선어초 주위의 유동특성에 관한 연구)

  • This paper deals with the numerical and experimental study on the characteristics of the flow around a sunken vessel. Numerical simulation of the two dimensional steady flow on the midship section are carried out by the CFD code which is developed by using finite volume method and which includes the standard $textsc{k}$-$\varepsilon$ model with standard wall function. A experimental study is also carried out for the 1/100 scale model in circulating water channel. A velocity fields around the ship are measuremed by using particle image velocimetry technique. And the fluid forces acting on the ship hull by uniform current are measured by two axis load cell. The computed and measured velocity fields on the midship section are compared with each other in the view point of velocity dstribution and reattachement length, which shows good agreement in quality. The drag force on the vessel also showed the same tendency in both computational and experimental results. However, the quantitative disagreements are shown due to the three dimensional effect of the experiment. The result are used to determine the functional efficiency and stability of the vessel as a artificial reef.

  • This paper surveys a number of remotely operated recovery techniques and their recent applications in the removal of the toxic liquid from sunken ships, and suggests the appropriate recovery technique for our ocean environment, especially, in view of its cost and efficiency. Authors also give the technical requirements for the suggested remotely operated recovery system and the basic design result which is well-matched with such requirements.

  • Sunken vessels on major fairways can cause many problems in terms of maritime safety and the marine environment. In order to prevent secondary marine pollution accidents caused by sunken vessels, information on sunken vessels has been collected, a risk assessment has been conducted, and the relevant vessels are being managed according to the results of each assessment. However, there is still a demand for improvements. The most important of the improvement plans is a paradigm shift. In other words, the management of sunken vessels needs to be transformed according to a new paradigm to manage all sunken vessels within three years from the time of sinking. Legislative improvements are also needed for the reporting system for sunken vessels, risk assessment tools, the implementation of risk mitigation measures, and criteria for the implementation cost of risk mitigation measures. In addition, close coordination between marine pollution response and sunken vessel management efforts is needed. As the division of duties between the Korea Coast Guard and the Ministry of Oceans and Fisheries is vague, collaboration between the two ministries is required. Close collaboration is also needed between the departments of navigation safety management and sunken vessel management. Therefore, it is necessary to more clearly establish the relationship between the two systems and create a synergy effect between the two administrative operations using the results of the risk assessment in the Marine Environment Management Act to determine the navigational risk posed by obstacles with regard to the Maritime Safety Act.

  • In this study, We modeled the deck house of the container ship like the representative bluff body and made the model ship. By using the PIV technique, the exhaust gas anti-reflux effect of the deck house backward according to open and close of the Sunken Deck and installation of the deflector in deck house side were measured in circulating water channel. The experiment system consists of hi-speed camera, laser, image board, host computer. The mean velocity vector and time mean axial velocity were found in deck house backward and the results were compared each case.

A study on applying of the ITC-Hulls & ISM Code for the Accident of Foundering Ship (선박침몰사고에 따른 ITC약관 및 ISM Code 적용에 관한 연구)

  • This paper was provided to apply the ITC-Hulls Clauses & ISM Code for the accident of sunken ship which was occurred by seamen's barratry. For the causes of the sunken accident, the underwriter insisted that shipowner submerged the vessel intentionally for the purpose of the insured amounts, while shipowner protests that the ship was submerged because of crews faults. In this connection, the judge sentenced that this accident was caused by humans errors as the Provisions of 6.2.4 of ITC-Hulls, however shipowner is responsible for hiring onboard qualified seafarers and carrying out the due diligence for performing ISM Code for ensuring ship's safety and seaworthiness.
