This study analyzed the effectiveness of China's policy to reduce of sulfur dioxide. China's $12^{th}$ Five-year plan on national economic and social development emphasized environmental protection and low-carbon economic development. Sulfur dioxide was one of the major gases to affect air pollution and climate change and its control became a key policy agenda in the environment and energy sector. As the absolute amount of sulfur dioxide emissions in China came from the industrial sector, the control of the coal-based energy was especially urgent. This study analyzed the factors that influenced the sulfur dioxide emissions and the policy effects to reduce sulfur dioxide in China from 2003 to 2012 based on regional data. The air pollution treatment investments showed the biggest impact together with energy conservation policy in reducing sulfur dioxide emissions. However, pollutant emissions charge did not show a relevant policy effectiveness in all regions as the amount of charge would be smaller than economic benefit from non-compliance. Rationalizing pollutant emissions charge is, therefore, a key policy task for further reduction of sulfur dioxide emissions.
Marine diesel engines with high thermal efficiency and fuel diversity used for propulsive power have been taking charge of important position on marine transport. However, marine environment has recently focused on emissions such as nitrogen oxide and sulfur oxide which is generated from combustion of low grade fuels. EGR(Exhaust gas recirculation) system is one of effective methods to reduce the nitrogen oxide emission from marine diesel engines. In general, it is considered that recirculating gas influences fuel combustion and emissions in diesel engines. However, along with positive effects of EGR, the EGR system using fuels of including high sulfur concentration should be considered about re-combustion and activation of sulfur dioxide in recirculating gas. Therefore, in experimental study, an author investigates effects of sulfur dioxide mixture concentration in intake air on combustion and exhaust emission characteristics in a direct injection diesel engine. In results, change of sulfur dioxide concentrations in intake air had negligible impact on combustion chamber pressure, rate of heat release and emissions compared with effects of oxygen decreasing and carbon dioxide increasing of EGR.
Under the new environmental regulations announced by the government, utilities will have to cut their sulfur dioxide emissions by 60% from 1991 levels by the year of 1999. Sulfur dioxide emissions can be reduced prior to combustion by physical, chemical or biological coal cleaning. The new technology of high gradient magnetic separation (HGMS) offers the potential of economic separatoins of a variety of fine, weakly magnetic minerals including inorganic sulfur and many ash-forming minerals from coals. In the present paper, magnetic separation tests have been conducted on Korean anthracite and high-sulfur Chinese coal to investigate the feasibility of these techniques for reducing sulfur content from coals. In wet magnetic separation, the studied operating parameters include particle size, pH, matrix types, feed solids content, feed rate, number of cleaning stages and etc. The results shows that for wet separation, 60~70% of total sulfur was removed from coals with over 80% combustible recovery, on the other hand, for dry separation, 47.6% of total sulfur was removed from coals with 75% recovery.
This study introduces a new method of combining Imaging Differential Optical Absorption Spectroscopy (Imaging-DOAS) data and plume dispersion formulas for power plant emissions to determine the three-dimensional structure of a dispersing pollution plume and the spatial distributions of trace gas volume mixing ratios (VMRs) under conditions of negligible water droplet and aerosol effects on radiative transfer within the plume. This novel remote-sensing method, applied to a power plant stack plume, was used to calculate the two-dimensional distributions of sulfur dioxide ($SO_2$) and nitrogen dioxide ($NO_2$) VMRs in stack emissions for the first time. High $SO_2$ VMRs were observed only near the emission source, whereas high $NO_2$ VMRs were observed at locations several hundreds of meters away from the initial emission. The results of this study demonstrate the capability of this new method as a tool for estimating plume dimensions and trace gas VMRs in power plant emissions.
Imaging Differential Optical Absorption Spectroscopy (Imaging-DOAS) has been utilized in recent years to provide slant column density (SCD) distributions of several trace gas species in the plume. The present study introduces a new method using Imaging-DOAS data to determine two-dimensional plume structure from the plume emissions of power plant in conditions of negligible aerosol effects on radiative transfer within the plume. We demonstrates for the first time that two-dimensional distributions of sulfur dioxide ($SO_2$) and nitrogen dioxide ($NO_2$) in power plant emissions can be determined simultaneously in terms of SCD distribution. The $SO_2$ SCD values generally decreased with increasing distance from the stack and with distance from the center of the plume. Meanwhile, high $NO_2$ SCD was observed at locations several hundred meters away from the first stack due to the ratio change of NO to $NO_2$ in NOx concentration, attributed to the NO oxidation by $O_3$. The results of this study show the capability of the Imaging-DOAS technique as a tool to estimate plume dimensions in power plant emissions.
This study focuses on one of the most typical energy-intensive industries, the steel industry. The two-fold purpose of the study is to develop a model to assess measures to alleviate sulfur dioxide($SO_2$) emissions from the steel industry and to propose a concrete $SO_2$ emission reduction measure from the steel industry. This study partially employed and modified AIM(Asia-Pacific Integrated Model) developed by Japan National Environmental Research Institute to develop AIM/KOREA SULFUR model for simulation. In the study, a base scenario, which is BAU(Business As Usual) scenario, and mitigation scenarios(a use of low-sulfur contain fuel, fuel conversion to cleaner energy, an induction of desulfurization systems, and energy saving) were employed. The results of the simulation are summarized below: The sulphur dioxide emission from the steel industry in 1992 was estimated to be 252,000 metric tons; however, according to BAU scenario, sulphur dioxide emission is expected to be increased to 586,000 metric tons, which is 2.3 times greater than that in 1992 by year 2020. To alleviate such increasement, simulation results under various 7scenarios proved that some degrees of reduction may be possible by an induction of desulfurization systems although there may be numerous ways to interpretate the simulation results; however, the bottom line is that it appears to be difficult to achieve the Korean Ministry of Environment's policy goal-a mitigation of sulphur dioxide concentration to 0.01ppm.
For 65 national forest areas in 1993 to 2008, the ambient sulfur dioxide ($SO_2$) concentrations were measured monthly using passive samplers and compared to the those of urban areas in order to investigate the characteristics of temporal and spatial distribution. In the forest areas, annual average concentration of sulfur dioxide gradually decreased from the beginning year of monitoring to 1997 and then had no significant change, such as the annual trend in urban areas monitored by Ministry of Environment. For the monitoring term, average concentration of sulfur dioxide in the forest areas was 5.6ppb, which was lower than the 10.1ppb in the urban areas and the EC ecological standard level (7.6 ppb). Seasonally, both in forest areas and urban areas the monthly average concentrations were much higher in winter and spring due to much more heating fuel consumption, and lowest in summer. Regional comparison to other regions of Gyeongbuk and Gyeonggi province showed that the concentration of sulfur dioxide was the highest during year. A significant positive correlation between sulfur oxides' emissions and sulfur dioxide concentration by province was observed, reflecting that the size and proximity of sources of atmospheric sulfur oxides could be important factors in determination.
This paper investigates whether an inverted U relationship between pollution and economic development could be found in the Seoul metropolitan region using a panel data for the period of 1985~1999. We uses a model with a more flexible random coefficients specification which allows for a greater degree of regional heterogeneity. The emissions of sulfur dioxidetotal($SO_2$), suspended particulates(TSP), nitrogen dioxide($NO_2$), and carbon monoxide(CO) were selected as four major pollutants. We found that the emissions of these pollutants per capita except sulfur dioxidetotal exhibited inverted U shapes with per capita gross regional domestic product (GRDP). We also noted that the turning points for Seoul metropolitan region occured at a range of incomes, from $3,000 to $5,000 per capita.

National investment was performed in the research and development of renewable energy because of climate change by air pollution, exhaustion of energy sources, energy security, and so on. Biodiesel fuel of the renewable energy is highlighted as friendly environment energy, it is possible to operate in regular diesel engines when it is blended with invariable ratios without making any changes. Emission factors have been estimated for commercial ship from various research institutes; however, it is difficult to develop emission factors for military vessels. In this work, biodiesel blended fuel emission factors for sulfur dioxide and carbon dioxide were quantitatively estimated from propulsive diesel engine installed on naval vessel using fuel property analysis. In addition, exhaust emissions were quantitatively calculated on the basis of fuel consumption rate with biodiesel content by percentage.
