Policy Network Analysis on the Legislation Process of Bioethics in Korea, $1997\sim2003$ (생명윤리 입법과정에 관한 정책네트워크 분석, $1997\sim2003$)

  • This article examines the legislation process of bioethics from 1997 to 2003 in Korea through three phases from a policy network point of view. In the first phase, assemblymen proposed laws concerning bioethics and various policy agenda were shaped. In the second phase, MOHW(Ministry of Health & Welfare) and MOST(Ministry of Science & Technology) introduced bills separately and policy conflicts were increasingly deepened. In the third phase, after groping for policy coordination a single bill based on MOHW's proposal was deliberated and enacted. During these processes, actors in policy network were more enlarged, conflicting interactions were dominated, and the structure of policy network was alternated by centralized form and distributed form.

  • Ageing induces huge dramatic change of society and economy rather than simple change of population structure. Ageing causes the decrease of working age population and production capable population, thus this brings growth slowness and long-term stagnation. In addition, progress in ageing decreases saving rate, consequently low saving rate brings about the decrease of country-wide investment resources. This ageing problem which is progressive rapidly needs core competence and implementation of human resource professionals to overcome this kind of environment change. First of all, it needs turnover in thinking way toward talents. Secondly, we need innovation one team to pursue innovation and creativity. Thirdly, it should be considered in a new way with the number of workers and efficiency of personnel expenses. Fourthly, employees should make effort for self-advancement. Under the environment with newly change human resource personnels' function and role should be emphasized to maintain sustainable growth and overcome the change of management environment. Therefore, human resources should be emphasized to become competitive personnel and organization with leading the change master and creating the value of the organization.

  • In the early 1990s, as Korean automobile industry has made rapid progress due to favorable trend in domestic demand and steady increase of export it is very important to analyze the extents of competitiveness and the trends of change in the field of production. In this dissertation, the current situation of our competitiveness and its changes in the field of production are synthetically reviewed through examining productivity and quality, that is output, as well as other overall factors related in the process of production. And this analysis reassures that first of all, our prior tasks lie in the quality and volume of production, and we should develope competitiveness through multilateral innovation of management Now in order to meet these prior tasks, we must secure our own technology design and ability for innovaton ; enlarge overseas local production technical tie-up with leading companies and develop M&A for globalization ; improve price competitiveness, construct cooperation of labor and capital, and improve the structure of finance for innovation of management saving the cost ; establish the new method of production for the preparation of increasing overseas investment in near future.

  • This is the review of 2,500 cases on the trend analysis of technology and market. We find the fact that the patterns of trend analysis are defined by the purpose and size of the series and analysis, not by the difference of experience, educational background, country or organization. Based on these facts, we define 14 types of the analysis of technology and market. Also we conceptualize several patterns of the analysis in methodology, techniques, analytical index, structure, information source and the value by types of trend analysis.

  • Recent trend of rapid growth in the basic research activities in East-Asian newly industrialized countries bring about the change in the world knowledge production structure. Particularly, Korea showed the changing patterns not only in the number of publication, but also in the aspect of structural change of basic research activities. The stylized facts of basic research activities in Korea can be summarized in three aspects; first, selective development patterns, second, reverse pattern of evolution, and finally, the rapid growth of basic research activities in major firms. This paper analyse the evolutionary patterns of basic research activities in empirical base and propose the policy implication for supporting basic research activity in newly industrializing countries.

  • This paper aims to develop methodology and indicators to review effective competition in Korean mobile telecommunication market. After examining strengths and weaknesses of other countries' experiences, we proposed several indicators for the assessment of competition. Developed from criteria such as transparency, regulation cost, policy objectives, proposed indicators comprise market structure, behaviour of sellers and consumers, and consumer benefits. These indicators are applied to the Korean mobile market. During the period 2001-2004, 'the competition assessment index' increased steadily, meaning the state of competition was aggravated during this period.

  • This study examines the underlying properties of compensation structures and empirically test the difference in a various aspects of the compensation structures of Korean technology imports. In particular, this study looks into the trends of technology licensing from abroad in Korea and analyze the patterns of compensation structures in terms of compensation type, contract period and royalty rate by licensor country, group of licensor countries, size of licensee companies and area of licensed technologies. By doing so, this paper investigates how compensation structures in international technology transactions are determined in Korea and draw implications from the process of discussion.

  • In this paper, we examine the necessity and the role of technology transfer/diffusion in the frame of national technology innovation system. On the base of this, we present a construction plan of technology transfer/diffusion system to make the national electric industry for 21st century to possess the competitive power. To achieve above purpose, we examine the relations between theory of technology transfer/diffusion structure and policy. Furthermore, we try to find the necessity for construction of technology transfer & diffusion system and a driving plan. Then, it is analyzed that expected design requirements for the construction of electric technology transfer & diffusion system. Finally, construction and activation plan for electric technology transfer & diffusion system are presented, which would strengthen the national technology competitiveness.

  • This Paper examines analytic studies of the evaluation system used for evaluating government-supported R&D Institutes (GSRIs), and designs a new model for analyzing the evaluation system's effectiveness. The analytic models in existing studies use the meta evaluation and balanced scorecard (BSC) models. However, theses studies focused on the structure and elements of the evaluation system for examples, the appropriateness of the elements within the evaluation system and the balance of the evaluation index. Accordingly, the effectiveness of the GSRI evaluation system, that is, the evaluation's influence on GSRI performance improvement was not analyzed. This study uses the institution theory and contingency theory perspectives as related to government organization management to develop an analytical model of GSRI evaluation system effectiveness. The new model proposes an analytical approach for improving the effectiveness of the GSRI evaluation system in an institutionalized environment.

  • This paper aims to link the basic structure of the revolution to skill needs and further to education, although there are risks of thin discussion in each domain. Many writings describe or analyze the job characteristics related to the $4^{th}$ Industrial Revolution without discussing the interlinkage of the revolution. It attempts to give better understanding the whole features of the revolution and further discuss about challenge for innovative HRD. It overviews the technological competition in the $4^{th}$ IR, the change of work with skills need and the new labor and the change of education focusing on new competence. After that, it brings the challenges for innovative HRD.
