Priority Determination of the Projects for Ecological Restoration of the Stream : Case Study for Han River Estuary (생태하천 복원사업 우선순위 선정에 대한 연구: 한강하구를 중심으로)

  • Before 2022, there was a lot of confusion in the process of planning and implementing the projects for ecological restoration of the stream due to dualization the principal agent of stream management. Because the Ministry of Environment took charge of the project in 2022, securing the health of aquatic ecosystem of stream became an essential factor in the project. Therefore, in this study, the streams that require the project for ecological restoration was selected in Han River estuary, where it is essential to secure the health of the stream aquatic ecosystem as blackish water zone and Ramsar wetland are located. Physical, chemical, spatial/humanistic, health of aquatic ecosystems evaluation indexes were calculated based on the detailed facts and figures of the project for ecological restoration of the stream in the beginning. Ranking, re-scaling, z-score, and t-score normalization methods were applied to the calculated evaluation index, and the values were compared and analyzed. After that, the entropy weight method was applied to each evaluation index. Through this process, the streams(Mokgamcheon, Anyangcheon etc.) that require the project for ecological restoration were selected for the purpose of securing the health of the aquatic ecosystem in Han River estuary. The result of this study can be used as basic research data in the process of selecting the priority determination of the projects for ecological restoration of the stream.

Water Environment Characteristics and Efficient Basin Management of Song Stream (송천유역의 수질환경특성 및 효율적 유역관리)

  • Song stream is located in the upstream of the Namhan River. Normal times, the stream flows down to the east sea through the drainage pipe but at rainy season, it flows to the Namhan River. There are large stock farm, leisure town and cultivated land in this basin. The pollutants from these contamination source cause eutrophication at lake Doam and deterioration of water quality in namdai stream. In this case, this study was carried out to evaluate water quality and environmental capacity as well as economical efficiency of each industry. The basin shape factor of subject stream was 0.315, slope is higher than usual basin. The BOD, T-N and T-P productive contamination loading from each contamination source was 2,690, 974 and 194 kg/day, respectively, and major contamination source was stock farm and cultivated land. Annual BOD, T-N, T-P distribution(median value) of Song stream showed 1.0~2.2 mg/L, 3.16~5.85 mg/L and 0.024~0.197 mg/L Doam lake showed 1.1~1.9, 2.51~3.89 and 0.042~0.114 mg/L, respectively. Being compared of water quality at main stream between past and present, it showed that the water quality has improved since last five years. BOD improvement rate was 8~50%. Run off loading of BOD, T-N, T-P was 366, 1129, 17.2 kg/day, and run off rate was 13.6%, 86.2%, 11.3% respectively. Finally, the result of productivity survey of each industry, leisure town, cultivated land and large stock farm was 118, 46, 50 billion won, per T-P 1kg productive, and productivity portion was 100, 39, 42% respectively, and the highest economical efficiency industry was leisure facilities.

Seasonal Community Structure of Aquatic Insects and Biological Assessment of Water Quality at the Jungneung and Gokneung Streams in the Mountain Bukhan (북한산 정릉천과 곡릉천에 서식하는 수서곤충의 계절적 군집구조와 생물학적 수질평가)

  • The present study was accomplished from October, 1992 to June, 1993 in order to examine the seasonal community structure of aquatic insects and the biological estimation of water quality by the aquatic insects of the Jungneung and Gokneung streams in the Mt. Bukhan. The obtained results are as follows: 1. The total taxa of aquatic insects appeared as 77 species, 45 genera, 28 families in 7 orders. 2. Seasonal occurrence species numbers showed the highest in the autumn of the Jungneung stream (19 species) and in the spring of the Gokneung stream (41 species). Seasonal occurrence individual numbers showed the highest in the summer of the Jungneung and Gokneung streams (5,901, 3,180 individuals) and the lowest in the autumn of Jungneung stream (612 individuals) and in the winter of the Gokneung stream (1,764 individuals). 3. Annual dominance indices showed 0.52 (stJ1)~1.00 (st.J3) range in the Jungneung stream, and 0.47 (st. G1)~0.76 (G2) range in the Gokneung stream. 4. Seasonal species diversity indices showed 0.00 (st J3, whole seasons)~3.12 (st.J1, Spring) range in the Jungneung stream and 0.69 (st. G2, summer) ~3.10 (st. G4, spring) in the Gokneung stream. 5. Biological saprobic system based on species diversity indices of aquatic insects appeared as oligosaprobic area: site J3, $\alpha$-mesosaprobic area: site J2, G2, G3 and $\beta$-mesosaprobic area: site J1, G1, G4.

Inter-Rater Reliability of Stroke Rehabilitation Assessment of Movement for Patients With Stroke (뇌졸중 환자 평가를 위한 Stroke Rehabilitation Assessment of Movement의 측정자간 신뢰도)

  • The aim of this study was performed to determine the inter-rater reliability of the Stroke Rehabilitation Assessment of Movement (STREAM) translated in Korean. This was a new clinical measurement tool for evaluating the recovery of voluntary movement and basic mobility following stroke. A direct-observation reliability study was conducted on 20 patients who had strokes and were in a rehabilitation setting. Subjects were assessed by two physical therapists. The reliability of the STREAM scores was demonstrated by weighted kappa statistics for inter-rater agreement on scores for individual items ranged from .83 to 1.0, intraclass correlation coefficients for total score was .99, and for subscale scores was ranged from .96 to .99. The internal consistency of the STREAM scores was demonstrated by Cronbach alphas of greater than .99 on the subscales and overall. These high levels of reliability support the use of the STREAM translated in Korean instrument for the measurement of motor recovery following stroke.

Ecosystem Diagnosis and Evaluations Using Various Stream Ecosystem Models (다양한 하천생태모델을 이용한 생태계 진단 및 평가)

  • The objective of this research was to diagnose integrative ecological health in Bansuk Stream, one of the tributaries of Gap Stream, using the fish assemblage during July 2006${\sim}$April 2006. For this research, we selected six sampling sites and applied some approaches such as the Index of Biological Integrity (IBI), Qualitative Habitat Evaluation Index (QHEI), and necropsy-based Health Assessment Index (HAI). The stream health condition, based on the IBI values, averaged 24 (n= 18, range: $10{\sim}46$), indicating "poor${\sim}$fair" condition according to the criteria of US EPA (1993). Physical habitat condition, based on the QHEI, averaged 116 (n=6, range: $77{\sim}139$), indicating "fair${\sim}$good" condition. Values of IBI were more correlated with 3 metrics of instream cover ($M_1$, r=0.553, p=0.017, n=18), flow/velocity ($M_3$, r=0.627, p=0.005, n=18), and riffes/bends ($M_7$, r=0.631, p=0.005, n=18) than other metrics. Value of HAI in the control was zero (i.e., excellent condition), while the values in the T1 and T2 treatments were 5 (range: 0${\sim}$30) and 50 (range: 40${\sim}$80), respectively. The maximum values of IBI (46) were coincided with zero of HAI. Thus, these approaches seem to be a good tool for a diagnosis and evaluations of stream ecosystem health.

  • The growth of using smartphone and tablet pc has enabled variety kinds of realtime applications. In these applications, the data which we called data stream is multidimensional, continuous, rapid, and time-varying. However the traditional Database Management System (DBMS) suffers from processing the real time and complex application, in this paper we proposed the framework for CCR Data Stream Server's design and implementation that compiled with Data Stream Database Management System (DSMS) and DBMS in EMR system. The system enables users not only to query stored CCR information from DBMS, but also to execute continues query for the real-time CCR Data Stream.

A Study on the policy decision-making for the pilot project of herbal decoctions coverage in the National Health Insurance in 2012 (2012년 첩약 건강보험 급여화 시범사업 정책 결정에 관한 연구)

  • Backgrounds : To reduce the patients' economic burden of herbal decoctions use, in 2012, Korean government decided to implement the pilot project of herbal decoctions coverage in the National Health Insurance. Objectives : This study aimed to analyze the policy decision-making process for the pilot insurance project in 2012. Methods : Official documents, research papers, statistical reports, and news articles, etc. on the coverage of herbal decoctions were searched and collected. We used the Kingdon's Policy Stream Model to analyze how the policy of pilot project of herbal decoctions coverage was decided, and who were the main activists for the decision-making process. Results : Components to be included in the 'Problem stream' were the decline in the profits of Korean Medicine institutions, the contraction of the herbal decoctions use, and the fiscal surplus of National Health Insurance. In the 'Policy stream', there were several model studies for herbal decoctions coverage, and examples of herbal benefits in other social insurances. In the 'Political stream', there were the legislative initiatives by member of the National Assembly and the promotion of insurance coverage by the Association of Korean Medicine(AKOM), etc. Policy window for herbal decoctions coverage was opened by the combination of these three streams with the efforts of policy activists, such as the executives of AKOM, and policy researchers. Conclusions : The policy decision process for health insurance coverage of herbal decoctions was analyzed using Kingdon's model, and the analysis shows that the combination of political streams and entrepreneurs' competencies can be an important driving force in policy decision making.

The Establishment of Ecological Landscape Conservation and Restoration Sections for Urban Stream - Case studies of Jeonjucheon and Samcheon in Jeonju-si - (도시하천의 생태경관 보전 및 복원구역 설정에 관한 연구 - 전주시 전주천과 삼천을 중심으로 -)

  • The purpose of this study is to establish the conservation and restoration areas for sustainable stream management by reflecting the ecological health, cultural characteristics, and the citizens' needs for stream uses. Therefore, we extended spatial ranges of stream evaluation to riparian areas in addition to stream sections. The evaluation indexes are stream naturalness, availability, biota assessment, and riparian characteristics such as land uses and legally protected areas. The grading system was unified with five classes. The spatial evaluation units for stream section are classified as right and left for laterally and 500m for longitudinally. For riparian areas, 30m and 100m of distance from the edge of stream are applied as spatial evaluation units. The six types of stream sections for management are conservation sections(priority/general) and restoration sections(priority/general) for ecological landscape and core and general sections for cultural landscape. The established system for evaluation and designating areas for stream management was applied to Jeonjucheon and Samcheon in Jeonju-si, and the conservation and restoration areas were designated reflecting the characteristics of urban and non-urban areas and left and right of stream sections. The results of this study will provide detailed guidelines for designating stream sections and practical management strategies for sustainable urban stream management.

Assessment of the Water Quality of Jungnang Stream by Flow Conditions Using Load Duration Curve (부하지속곡선을 이용한 중랑천의 유량 조건별 수질특성 평가)

  • Objective: The objective of this study was to suggest a method through which load duration curve was used to assess the achievement of water quality targets in accordance with the criteria for pollutant load depending on flow rate variation. Methods: The stage-discharge curve and flow duration curve of Jungnang Stream were deduced. Using water quality targets and measurement of the stream, the flow duration curve was also drawn. Based on these, the feasibility of achievement of water quality targets in respect to flow rate was assessed. Results: In terms of the load duration curve of the stream, it was observed that excess of criteria for concentrations of $BOD_5$, $COD_{Mn}$ and SS frequently occurred. On the other hand, when the flow rate was low, the concentrations of T-N and T-P exceeded the criteria. Conclusions: Through the load duration curve, the overall water quality of Jungnang Stream was understood. When the flow rate is high, management of point source of $BOD_5$, $COD_{Mn}$ and SS is needed to achieve water quality targets for Jungnang Stream. On the other hand, when the flow rate is low, the management of non-point source T-N and T-P is necessary to attain the water quality goal.
