본 논문에서는 Multi-Step Time Series의 세 가지 전략을 비교 분석하기 위해 LGBM, MLP, LSTM, GRU를 사용하여 농산물 중장기 가격 예측에 대한 최적의 모형을 제안한다. 제안 모형은 다각도로 전략을 선택하여 모델과 전략간 최적의 조합을 찾도록 설계되었다. 기존 농산물 가격 예측 연구에서는 전통 계량경제 모델인 ARIMA를 비롯하여 LSTM 계열 모델이 주로 사용된 반면 Multi-Step Time Series 관련 농산물 가격 예측 연구는 매우 제한적이다. 본 연구에서는 농산물 가격의 변동성 정도에 따라 두 개의 기간으로 나누어 실험을 진행하였으며, Direct, Hybrid, Multiple Outputs 등 세 전략의 중장기 가격 예측 결과 Hybrid 접근법이 상대적으로 우수한 성능을 보였다.본 연구 결과는 중장기 일별 가격 예측을 고도화할 수 있는 효과적인 대안을 제시한다는 측면에서 학술적, 실무적 의의를 갖는다.

The International Maritime Organization (IMO) Marine Environmental Protection Committee (MEPC) may adopt actions after completing impact assessments and reviewing results in accordance with the original strategy and impact assessment procedure (MEPC.1/Circ.885). The assessment of the impact of greenhouse gas (GHG) reduction measures is an important step in determining whether to implement GHG regulations. This study identifies and proposes improvements in the impact assessment procedure for future mid- and long-term measures. Improvements for future measures should start with a review of "the procedure for assessing impacts on states of candidate measures" and "the actual process of the comprehensive impact assessment for short-term measures in 2021." The procedural improvements were largely derived from the order and period of task performance, the clear definition of terms, and the review of task results through lessons learned, analysis, and expert workshops. The impact assessment of future mid- and long-term measures should be procedurally improved to ensure uniformity and consistency, which will provide objective results for Member States and industries to help smooth the adoption of measures.

The purpose of this study was to make a mid- and long-term development plan on the business incubator center after interviewing five startups that currently being occupied in or already left the center and reviewing benchmark on business incubator centers in developed countries such as USA, Sweden, and Israel. For the interview, the three startups currently being occupied in the center and the two companies already left the center were participated. The main strengths of the center from all of these five companies were easy accessibility to the equipment and space and at the same time trustworthy from the outside vendors and/or government, etc. USA is a leading country who has long history for the startups but mostly the private companies/organizations/individuals have supported the startups in terms of funding or consulting. Also, there are countless local governments nationwide who provide funding, education, and/or space for the small businesses. Mainly based on the interview and the benchmarking, the mid- and long-term development plan for the business incubator center was made. All six themes such as consortium for investment or a local network plan were derived for the development plan which was described in this study.

서산 대산항은 서해 중부권의 거점항만으로 31개 무역항 중 전체화물 처리량 6위, 유류화물 처리량 3위를 차지하고 있다. 지역의 거점항만으로 액체화물 뿐만 아니라, 벌크, 컨테이너 화물 등의 처리 그리고 향후 여객의 수송까지 담당하며 서산시의 새로운 부가가치산업으로 인식되고 있는 중요성에도 불구하고 부산항, 인천항, 광양항 등에 비해 체계적인 연구가 부족하며, 특히 중장기적 관점에서 서산 대산항의 발전전략 방향을 제시한 연구가 전무한 상황이다. 이에 본 연구는 급변하는 미래를 대비하여 서산 대산항의 역할을 진단하고, 단 중기와 장기의 두 가지 측면에서 발전전략을 제시하였다. AHP분석기법을 이용하여 발전전략을 크게 운영 활성화, 인프라 구축, 정책 지원으로 설정하고, 항만이용자, 학자, 정책입안자 등 전문가 집단을 대상으로 설문조사를 수행하였다. 그 결과, 단 중기적 관점에서는 '운영 활성화'(0.493)가 가장 중요한 요소로 선정된 반면, 장기적 관점에서는 '인프라 구축'(0.437)이 더 중요하게 인식되었다. 세부 항목별로는 단 중기의 경우 지속가능한 컨테이너 화물 유치, 다목적 부두 건설, 대산항 관리부두 건설, 대중국 국제여객선 정기항로개설의 순으로 중요하게 인식되었다. 한편 장기적 관점에서는 항만배후단지 조성, 석유화학산업 클러스터 구축, 자동차산업 클러스터 구축, 항만관리체계 개선의 순으로 중요하게 평가되었다. 본 연구의 결과는 서산 대산항의 정책 수립을 위한 기초자료로 활용될 수 있을 것으로 기대된다. 향후 각 전략별 단계별 이해관계자별로 세부적 실천계획이 수립되어야 하며, 협력 네트워크 구축을 통해 지속적 협력 강화 방안을 모색해야 할 것이다.

Studied was a strategy of technology development for railway system in terms of railway network. First, The successful launch of the Korean HST system has not only decreased logistics burden but also significantly transformed the Korean trunk-line railway network, revolutionizing the logistics and technology sectors and reinvigorating the Korean railway industry in one century. Korean railway industry sector is now investing to develop many different types of railway system(G7, Post G7, tilting train...) so that these kinds of various railway system development should be integrated with the National Inter-modal Transportation Network Plan. To secure sufficient capacity that is required by the National Railroad Plan, the railway industry needs to establish mid- and long-term train purchase and operation strategies in compliance with railway construction and operation policies. During a railway construction planning, train operators, based on their train operation strategies, should come up with measures to closely cooperate with project operators from the planning stage through to the opening of a railway system. To be more precise, train operators should establish long-term train procurement plans reflecting both long-term national railroad network plans and plans for each railway line in order to suggest appropriate roles and schedules for each line. Also, based on the long-term railway plan, directions should be decided concerning the research and development of trains in advance.

국가 연구망(National Research Network)은 각국의 첨단과학기술을 지원하기 위해 존재한다. 국가 연구망은 각 분야의 과학기술에 대한 요구사항을 충족하여야 하며, 지속적으로 변해가는 주변 환경에 대해서 끊임없이 발전해 나가야 한다. 최근 데이터 중심의 과학기술 연구형태에 따른 수요가 증가하고 있으며, 이러한 수요에 대응하기 위해 선진 국가 연구망들은 중장기적인 전략을 수립하고 있다. 본 논문에서는 선진 연구망에 대한 현황과 국가 연구망 동향 및 요구사항을 연구망환경의 변화, 과학/기술의 변화, 산업과 삶의 변화의 관점에서 분석하였다. 또한 분석한 요구사항에 대응하기 위해 미래형 네트워크 백본 구축, 사용자 중심의 협업 연구 환경 제공, 글로벌 협업 네트워크 서비스 제공, 첨단과학기술 연구데이터 정보 보호 서비스 제공 등에 관해 중장기 발전 방향 및 방안을 제시한다.

Recently, started to apply a strategy of selection and concentration in the construction and transportation R&D for the effective utilization of limited R&D resources. The department of construction and transportation planned the construction and transportation R&D innovative road map by the future 10 years technical requirement under the first year on the innovation of the construction and transportation technology from last year. The innovative road map which is a strategic and long term master plan integrated a construction and transportation suggested a vision as value createar for a improvement of living quality in the future. And made a specific goal that is the seventh construction technology level and the fifth transportation technology level in the world. The department of construction and transportation is planning a mid- long range planing of the construction and transportation R&D as following measurement of innovative road map. KICTEP and KISTEP planned a mid- long range R&D planing of the transportation system, logistics, aviation, railway for the last year. Introducing a methodology used a mid- long range plan and main results of the future railway R&D plan. And suggesting a politic comments for the effectively propelling railway R&D projects.

온라인 자료의 납본 시행 7년차를 맞이하여 체계적인 수집을 위해 동향조사, 법·제도 개선, 온라인 자료 중장기 수집 전략계획 마련이 요구되고 있다. 이에 본 연구에서는 온라인 자원을 국가 지식문화유산으로 수집·보존하여 후대에 전승하기 위한 온라인 자료 수집 전략 및 중장기 로드맵을 수립해서 제안하고자 하였다. 이를 위해 국내외 도서관의 현황, 관련 법·제도, 온라인 자료의 유형 및 수집현황을 분석하고, 이에 기반하여 실질적인 수집 기준과 방안을 제시하였다. 최종적으로 중장기 로드맵 및 실행 계획을 제안하였다. 온라인 자료 수집과 관련한 중장기 발전계획을 수립하여, 단계별로 구체적인 실행 계획을 제안하였다. 이는 온라인 자료 수집의 기반 조성부터 시작하여 확산 단계, 그리고 최종적으로는 성숙 단계에 이르는 과정을 포함한다.

지능정보사회 전환에 따라 급격한 삶의 모습과 환경 변화가 예상되고 있으며, 과학기술부와 국가과학기술연구회는 기존의 3년 단위의 과학기술계 출연연구원의 기관평가를 중장기 관점으로 5년 단위의 기관 사업계획과 평가를 도입하였다. 따라서 지질자원 분야에 대해서도 공공적 관점으로 중장기 연구개발 주제 도출이 시급하다. 본 연구는 국외 지질자원 관련 공공 연구기관의 중장기 전략 수집, 국외 대학 및 연구기관의 전문가 서면 조사, 국외 시장정보 보고서 분석을 통해 산·학·연 분야를 두루 포함한 국외 벤치마킹 정보를 수집한다. 영국지질조사소, 일본산업기술종합연구소, 미국지질조사소는 중장기 계획에서 3차원 국가 지질정보, 화산/지진/토양 침식/산사태 등 지질환경재해 예측, 저탄소 경제 전환 및 4차 산업혁명 시대에 중요한 금속/소재 광물자원 개발 등을 제시했다. 프랑스 IPGP-CNRS와 핀란드 지질조사소 등의 국외 연구소 및 대학의 전문가 조사를 통해서 중장기계획으로 지질정보에 대한 기초·기반연구를 강조하고 있으며, 세부 연구 주제로 지구 핵에서부터 표면에까지 지구/지진의 변형 과정 연구, 최신 지질 정보 생산을 살펴볼 수 있었다. 광업자동화 및 디지털 지도 분야 시장 분석으로 시장에서 요구하는 공공연구기관의 역할이 기대되는 분야를 도출할 수 있었다. 육상·공중에서 데이터 수집 및 모바일/3차원 정보 제작, 자연스럽고 빠르며 실시간의 지도 제공, 주문제작 지도 설계, 여러 플랫폼에 적용가능한 지도 제작 지원, 지질환경재해 위험평가/재난관리 정보 및 지도 제공에 대한 지질자원 분야의 중장기적인 연구개발이 요구된다.

Purpose - In this paper, we provide recommendations for Korea's long-term direction and strategic measures to attract inward foreign direct investment (FDI) in response to Japan's export regulations. In doing so, we analyze the current situation and characteristics of trade between Korea and Japan, focusing on the parts and materials industry, which is particularly affected by Japan's trade regulations. Design/methodology - Based on the analysis of five successful inward FDI cases (e.g. Toray, IGK, Delkor, GlobalWafers, DuPont) and statistic trend review in the parts and materials industry, we consider various factors pertaining to successful inward FDI in Korea and propose valuable investment attraction strategies. Findings - For a successful investment attraction strategy, we studied some statistical trends in the internal and external environments of the parts and materials industry and successful investment attraction cases in Korea. We have found that in order to increase the probability of success in attracting investment, we need a mid-to long-term strategy considering multiple factors such as "Production-oriented, Demand-linked, Global Value Chain (VGC) linked, and Policy-linked investment attraction." Originality/value - We suggest several specific measures and important strategic implications for the Korean government and firm's managers to attract inward FDI successfully.
