Policy Network Analysis of Green Growth Policy in Korea (녹색성장 정책의 변화: 정책네트워크 분석을 중심으로)

  • This study applies policy network theory to examine the main policy actors and their relations in the green growth policy making process. Also the development of and changes in South Korean government's green growth strategy are analyzed. The results demonstrate that the president and the presidential council were the key players to introduce and to push green growth policy in a short time. Policy influence and key roles were concentrated on them. The development of green growth policy were initiated from the president's change in perceived problems and preferences. He set green growth policy on the government's top priority. These changes lead to another changes in strategies, rules, norms and resources within the network. As a result, the president-led green growth policy established new laws, environmental regulations and governmental structures to facilitate the policy implementation. Green growth policy, however, was almost stopped after new presidential election in 2013. Because new government has a different national agenda, the previous governmental agenda lost its status as national priority. In addition, this study shows that government-led green growth in Korea has policy consistency problem after administration was changed by presidential election. Former president-led green growth policy making under the situation of the lack of policy participation from the private sector led to discontinuities in policy after a presidential term was over.

  • This study introduces the marketing case of KT NESPOT, the new product marketing strategy of hi-tech communication services. Hi-tech products have different characteristics and the marketing strategy from introduction to growth stage is particularly important for the success of such products. This case explored the characteristics of hi-tech products, analyzed the marketing environments, and suggested how such new products can succeed in marketing.

An Analysis of Sasa Borealis' Growth Properties and Positional Environmental Factors in Jirisan National Park (조릿대의 생장특성 및 입지환경요인 분석)

  • The present study elucidated the growth properties of Sasa borealis communities distributed in the lower layer of deciduous broadleaf forests in temperate zones and analyzed the correlation between the growth properties of S. borealis and positional environmental factors. The higher the culm height of S. borealis was, the higher the values of the leaf number, leaf area, and foliage layer thickness became. This might be because as the culm height of S. borealis increased, the acquisition of light sources became easier so that the biomass of leaves increased simultaneously for smooth anabolism. S. borealis seem to change their growth mode for smooth acquisition of light resources. The culm density of S. borealis and the leaf number, leaf area and foliage layer thickness of S. borealis did not show any clear correlation. The values of the culm height, leaf number, leaf area, and foliage layer thickness of S. borealis as the above altitude of the location of S. borealis increased. It seems like that growth conditions such as temperatures and winds are deteriorated as the above altitude of the location of S. borealis increased so that S. borealis becomes smaller. No clear correlations were shown between the physiochemical properties of soil and S. borealis' growth properties. It seems like that the growth of S. borealis complexly intertwined with diverse environmental factors and that due to the physiological integration of S. borealis, certain physiochemical properties do not unilaterally affect S. borealis' growth properties.

  • Industrial agglomeration policy is a strategy that is expected to accelerate economic growth to transform an impoverished region into a prosperous one. However, industrial agglomeration also has the potential to exacerbate development inequality due to the concentration of economic development activities in certain areas. Therefore, this study aims to investigate what strategies are best to minimize the adverse effects of industrial agglomeration. This study uses econometric analysis with panel data covering 38 districts/cities in East Java during the 2011-2019 period. The results showed that the combination of industrial agglomeration policies coupled with accelerated sectoral growth, hard infrastructure development, and soft infrastructure provided the best policy outcome, improving regional inequality and accelerating economic growth in East Java. Based on the analysis, we find that East Java's economic growth characteristics are convergent but relatively long. Therefore, the East Java economic development policy during 2010-2019 should be reviewed due to the relatively long convergence period. Furthermore, this study also found that industrial agglomeration slows down the convergence and economic growth of East Java. In the future, the deployment of Industrial Development Centers (PPI) outside the existing eight districts/cities is needed to accelerate the spread of economic activity in East Java.

  • There is no denying that computing power has been a crucial driving force behind the development of artificial intelligence today. In addition, artificial intelligence (AI) semiconductors and computing systems are perceived to have promising industrial value in the market along with rapid technological advances. Therefore, success in this field is also meaningful to the nation's growth and competitiveness. In this context, ETRI's AI strategy proposes implementation directions and tasks with the aim of strengthening the technological competitiveness of AI semiconductors and computing systems. The paper contains a brief background of ETRI's AI Strategy #2, research and development trends, and key tasks in four major areas: 1) AI processors, 2) AI computing systems, 3) neuromorphic computing, and 4) quantum computing.

  • The Chinese government portrays the One Belt One Road Initiative (BRI) and South Korea President Park Geun-hae's Eurasia Initiative as a win-win opportunity which will hurt nobody's interests, but some South Korean commentators have interpreted it as much more than just a trade and development deal: they focus on the geopolitical implications and the possibility that the balance of power in Asia will be disturbed. South Korea depends upon its maritime-oriented Sea Lanes of Communication (SLOC) in focusing on its alliance with the US to deter North Korean threats and explore its export-based economic growth and development, and yet cannot afford to be left out of these initiatives which could transform the economic and logistical linkage between South Korea and Europe. Given its negative reception by the some pundits, however, South Korea should be more precautious for expressing only full-fledged supports for the BRI and Eurasia Initiative. Opponents of these two initiatives doubt that its putative benefits can be realized, at least in the short term, arguing that creating the necessary rail interconnections may be too costly.

Promotion strategy of Economic Base through Employment Growth Analysis (고용성장율 시차분석을 통한 산업기반의 확충방안 - 충남지역의 사례 -)

  • This paper primarily aims to analyze the growth rate differentials of the economic activities in chung-Nam area. The research has been undertaken to find out the potentials of the economic activities and economic bases in the area. To analyze the economic potentials of the industries, the study employed the economic Growth Rate Differential Analysis by Henderson which is revised form of Shift-Share Analysis Methods. The research employed the employment data according to the standardized two-digit-classification-system during the period of 10 years from 1981 through 1991. The Growth Rate Differential Analysis calculates Total Growth Differentials which are dicomposed into two parts: Weight Part and Rate Part. Total Growth Differential can be calculated as the difference between national growth rate and regional growth rate by industry. The foundings are as follows: First, the economic bases of Chung-Nam area were found to be very weak, largely depending on primary industries such as agriculture and fisheries. Second, there was a great decline in urban industries in Tae Joeon, Cheon An and other cities over period of 1971-1981. It is strongly recommended that the planned items and products of each industrial complex must be reorgnized in a fashion to match those with high competitive power found in this research.

  • This study investigates the current status of the green growth policies of Korean public corporations and proposes some potential improvement ideas. A set of twenty global green trends are first elicited by using classified macro trends of environmental changes. The green trends are categorized into four key issues based on which domestic and international research efforts are compared. The management performance reports of Korean public corporations are then throughly analyzed to evaluate the validity of their strategic green tasks in relevant to the global green trends. Finally, we suggest some potential government policies for enhancing the existing green growth businesses of public corporations.

  • In these days global energy policy is changed from "supply" to "demand". In this regards, there are needs to analysis on effect of policy such as energy efficiency strategy, electricity rates. This study examines the relationship between energy consumption reduced by new energy policy and GDP growth for each industrial sector for Korea from 1970 to 2013. With respect to the direction of causality, energy use of 1th industry like agriculture and mining leads to GDP growth. On the other hand, GDP growth of 2nd industry, manufacturing, leads to energy use. And there is bidirectional causality in 3rd industry, service sector. These findings imply that the government policies aimed at reducing electricity consumptions and increasing energy efficiency should be progressed cautiously depend on status of each industry condition.

  • The usage level of SMEs' win-win payment system is still lower than originally expected. In order to find the answer, we studied SMEs' usage performance of win-win payment system and analyzed the influencing factors of SMEs' usage level of win-win payment system. This study found that the more SMEs utilize win-win payment system, the higher they achieve the desired performance in finance, customer, process, learning and growth perspective. And this study found that usage level of win-win payment system is high in order of large corporations' pressure, government policy, and SMEs' readiness. This study is expected to improve win-win growth by increasing usage level of win-win payment system between large corporations and SMEs, while establishing desirable ecosystems.
