생태기반형 도시재생의 계획지표 및 특성에 관한 연구 -독일 함부르크와 덴마크 코펜하겐 사례를 중심으로 (Indicators and Planning Features of Ecologically Based Urban Regeneration -Cases from Hamburg, Germany and Copenhagen, Denmark)

  • 도시재개발과 달리 도시재생은 개발대상지에 대해 보완이 아닌 보존, 복원, 관리를 통해 해결하는 과정이다. 특히 생태기반형 도시재생이란 생태환경을 고려한 지역의 삶의 질 개선, 안정적 정주 공간 구축, 그리고 지역 경제활성화를 위한 시도이다. 본 연구의 목적은 생태기반형 도시재생의 이론적 개념을 정리하고 성공적인 평가를 받고 있는 해외 선진 사례를 분석하여 국내 기성시가지의 물리 환경적 재생과 함께 사회 경제적 재생의 방향성을 제안하고자 한다. 본 연구를 통해 도출한 결과는 첫째, 교통정체를 해소하고 미세먼지를 감소시키는 자전거에 대한 중요성과 지속가능한 통근체계를 고려하여 대중교통 노선인 버스, 지하철 등에 대한 연계방안의 필요성을 도출하였다. 둘째, 기존의 자연환경의 맥락을 유지하면서 다양한 규모의 공원 및 수변산책로에 대한 계획과 전기자동차 도입 및 풍력발전시스템 등 자연요소의 활용의 중요성을 발견하였다. 셋째, 에너지효율성을 제고하는 도시재생을 실행하기 위해서 건물 배치 및 밀도 등 건축계획적 측면과 대체에너지 이용, 폐기물 관리 등의 건축설비적 측면에 대한 고려가 필요하였다. 넷째, 시민들이 쉽게 접근할 수 있도록 교육과 연구가 필요하며, 재생 과정에서 시민들에게 적극적인 홍보와 참여관찰 등 민관 파트너쉽이 요구되었다.

  • 벤처기업은 새로운 아이디어와 기술을 가지고 새로운 사업에 도전하는 고수익과 고위험을 특징으로 하는 기술 집약적 신생기업을 말한다. 이러한 벤처기업은 국가산업 경쟁력에 미치는 파급효과가 크고, 저성장의 어려움을 극복할 수 있는 새로운 산업으로 부각되었으며, 지역개발전략에도 중요한 요소로서 도시경제 활성화 뿐 아니라 낙후된 도시의 재생과 활성화에 큰 영향으로 그 중요성을 인정받고 있다. 본 연구는 안양시 도시개발의 활성화를 위하여 벤처기업의 입지 요인을 바탕으로 안양시 도시개발전략을 매개로 만족도에 미치는 영향을 규명하고, 경험적으로 벤처기업의 입지요인이 만족도와의 관계에서 안양시 도시개발전략의 조절효과를 분석하고자 한다. 분석방법은 설문지를 배포하여 SPSS통계프로그램을 사용하여 분석하였으며, 그 결과는 다음과 같다. 벤처기업의 입지요인은 정부의 지원, 교통의 접근성, 벤처집적요인, 지원시설요인의 4개 요인으로 나타났으며, 분석결과 벤처기업입지요인은 만족도에 정(+)적인 영향을 미치는 것으로 나타났다. 둘째, 매개효과를 검증하기 위해 3단계 회귀분석을 사용한 결과 안양시 도시개발전략은 정(+)적인 영향을 미침으로서 조절효과가 규명되었다. 이러한 결과는 안양시의 만족도를 증가시키기 위해서는 물리적인 환경요소뿐 아니라 도시개발전략을 세우는 것이 필요하다.

지속가능한 스마트 도시 추진방안 (Implementation Measures for Sustainable Smart City)

  • 본 연구의 목적은 지속가능한 발전의 개념이 적용된 지속가능한 스마트 도시 추진방안을 제시하는 데 있다. 이를 위해 지속가능한 발전, 스마트 도시 관련 이론 및 두 개념 간의 관계를 검토하고 국내외 사례를 조사 분석하였다. 다음으로 지속가능한 스마트 도시의 개념을 정의한 후 경제, 사회, 환경부문의 목적을 도출하고 부문별 전략을 구상하였다. 마지막으로 지속가능한 스마트 도시가 추구해야 할 통합적인 추진방안을 제안하였다. 지속가능한 스마트 도시 추진 방안은 '4차 산업혁명시대 지속가능한 스마트 도시로의 전환'이라는 비전을 바탕으로 (1) 지속가능한 스마트 도시 조성, (2) 스마트 인프라 구축 및 유지관리, (3) 스마트 도시재생 등 3가지 전략 및 전략 부문 별 17개 주요 기술로 구성되었다.

  • Urban landscape represents a city's internal identity as well as external form. Therefore, urban landscape and image planning has to involve marketing strategies to deliver the economic growth and regional revitalization through recreating the environmental and cultural value of the city. This study intends to develop practical city image management programs as city marketing tools which consider opinions of local authorities, related experts, and residents. To achieve this purpose conjoint analysis was applied on three components which symbolically reflects features of assets and resources in Anseong. This study can be summarized as follows: 1. The first consideration for Lake Geumgwang is to develop farm experience Programs on waterside fields. 2. The rot consideration for Bauduki Festival is to make efforts for public relations(PR) to be able to merchandise festival-related goods and develop unique products. 3. The first consideration for Anseong Grapes is to build leisure-oriented theme parks for local farm products. This study is meaningful to develop the efficient and quantitative management method of city image for marketing. The integrated approach to the management programs to reflect opinions of local policies, experts and citizens is expected to become a useful foundation in studying city images and marketing.

생물권보전지역에 대한 지역민 의식조사 연구 -광릉숲 생물권보전지역을 사례로- (Results of An Awareness Survey of Local Residents Regarding Biosphere Reserves -A Case Study of the Gwangneung Forest Biosphere Reserve-)

  • Since the Industrial Age, economic activities have raised environmental concerns, emphasizing the importance of biodiversity conservation areas. However, a fundamental contradiction exists between conservation and utilization, leading to conflicting interests. In light of these issues, the aim of this study was to propose efficient operational strategies for future urban biodiversity conservation areas, while also promoting local community economic development. Accordingly, the focus was the Gwangneung Forest Biosphere Reserve as a case study. The findings reveal the following. First, all local residents recognize the importance of the biosphere reserve and hold a high regard for its direct role in conservation. Second, developing and promoting brands appears to have a more positive impact on local economic activation than activating projects linked to the biosphere reserve. Simultaneously, local residents have expressed negative evaluations of indiscriminate facility development, fearing reckless expansion. Third, if governance is promoted in the future, community participation will likely increase, leading to a strengthening of conservation awareness and the establishment of a framework among local residents and those in adjacent areas. Findings of this study are expected to serve as fundamental data for establishing effective communication among local residents in protected areas facing similar challenges, thus facilitating efficient decision-making processes.

도시 문화자원 확보수준의 적정성에 관한 연구 -중소도시 전시공간을 중심으로- (A Study on Optimum Level of Exhibition Space for Cultural city focused on the Medium sized-Cities)

  • 현대도시에서 문화공간은 곧 도시생활의 중심역할을 하는 곳이라고 할 수 있다. 문화공간은 삶의 질을 높이고, 가치의 폭을 넓히는 거점인 것이다. 이러한 점에서 문화공간이 대도시 지역에 집중된 현실은 문화적 수혜의 불평등을 초래하고 있으므로, 각 지역의 기능적, 공간적인 중심인 중소도시에 문화공간과 시설을 확보해야 할것이다. 이러한 시대적 과제를 수행하기 위해 선결되어야 하는 것이 그 확보의 적정수준을 모색하는 것이며, 이릉 위해 본 논문에서는 국내의 현황을 분석하고 선진사례의 비교분석을 기반으로 확보의 필요성을 확인하고 적정한 확보의 수준을 모색해 보고자 하였다.

우리 나라의 환경정책 방향 (Environmental Health Strategies in Korea)

  • Since 1960's along with industrialization and urbanization, economic growth has been . achieved, however, at the same time, environmental condition has been seriously deteriorated. . Currently, volume of wastewater has been increasing at annual rate of 7% in sewage and 20% in industrial wastewater. However, the nation's sewage treatment serves only 33% of the municipal wastewater as of 1991. Major portion of air pollutants comes from combustion of oil and coal which comprise 81% of total energy use and emission gases from motor vehicles increasing at an accelerated rate. It is known that Korea generates the highest amount of waste per capta. Nevertheless, it is not sufficient to reduce the volume of waste by means of resources recovery and recycling. Recognizing the importance of global environmental problems such as ozone layer depletion, global warming and acid rain, international society has been making various efforts since the 1972 Stockholm conference. In particular, it is expected that the Rio conference which has adopted the Rio declaration and Agenda 21 will form a crucial turning point of the emerging new world order after the Cold War confrontation. To cope with such issues as domestic pollution and global environmental problems, the fundamental national policy aims at harmonizing "environmental protection and sustainable development". The Ministry of Environment has recently set up a mid-term comprehensive plan which includes annual targets for environmental protection. According to the government plan, gradual improvement of various environmental conditions and specific measures to achieve them is planned in time frame. Additional sewage treatment plants will be constructed in urban areas with the target to treat 65% of the nation's municipal sewage by 1996. Supply of clean fuels such as LNG will also be expanded starting from large cities as a cleaner substitute energy for coal and oil. In parallel with expansion of LNG, emphasis will be placed on installation of stack monitoring system. Due to the relatively limited land, government's basic policy for solid waste treatment is to develop large scale landfill facilities rather than small sized ones. Thirty three regional areas have been designated for the purpose of waste management. For each of these regions, big scale landfill site is going to be developed. To increase the rate of waste recycling the government is planning to reinforce separate collection system and to provide industries with economic incentives. As a part of meeting the changing situation on global environmental problems after UNCED, and accommodation regulatory measures stipulated in the global environmental conventions and protocols, national policy will try to alter industrial and economic structure so as to mitigate the increasing trends of energy consumption, by encouraging energy conservation and efficiency. In this regard, more attention will be given to the policy on the development of the cleaner technology. Ultimately, these policies and programs will contribute greatly to improving the current state of national public health.

Rainfed Areas and Animal Agriculture in Asia: The Wanting Agenda for Transforming Productivity Growth and Rural Poverty

  • The importance of rainfed areas and animal agriculture on productivity enhancement and food security for economic rural growth in Asia is discussed in the context of opportunities for increasing potential contribution from them. The extent of the rainfed area of about 223 million hectares and the biophysical attributes are described. They have been variously referred to inter alia as fragile, marginal, dry, waste, problem, threatened, range, less favoured, low potential lands, forests and woodlands, including lowlands and uplands. Of these, the terms less favoured areas (LFAs), and low or high potential are quite widely used. The LFAs are characterised by four key features: i) very variable biophysical elements, notably poor soil quality, rainfall, length of growing season and dry periods, ii) extreme poverty and very poor people who continuously face hunger and vulnerability, iii) presence of large populations of ruminant animals (buffaloes, cattle, goats and sheep), and iv) have had minimum development attention and an unfinished wanting agenda. The rainfed humid/sub-humid areas found mainly in South East Asia (99 million ha), and arid/semi-arid tropical systems found in South Asia (116 million ha) are priority agro-ecological zones (AEZs). In India for example, the ecosystem occupies 68% of the total cultivated area and supports 40% of the human and 65% of the livestock populations. The area also produces 4% of food requirements. The biophysical and typical household characteristics, agricultural diversification, patterns of mixed farming and cropping systems are also described. Concerning animals, their role and economic importance, relevance of ownership, nomadic movements, and more importantly their potential value as the entry point for the development of LFAs is discussed. Two examples of demonstrated success concern increasing buffalo production for milk and their expanded use in semi-arid AEZs in India, and the integration of cattle and goats with oil palm in Malaysia. Revitalised development of the LFAs is justified by the demand for agricultural land to meet human needs e.g. housing, recreation and industrialisation; use of arable land to expand crop production to ceiling levels; increasing and very high animal densities; increased urbanisation and pressure on the use of available land; growing environmental concerns of very intensive crop production e.g. acidification and salinisation with rice cultivation; and human health risks due to expanding peri-urban poultry and pig production. The strategies for promoting productivity growth will require concerted R and D on improved use of LFAs, application of systems perspectives for technology delivery, increased investments, a policy framework and improved farmer-researcher-extension linkages. These challenges and their resolution in rainfed areas can forcefully impact on increased productivity, improved livelihoods and human welfare, and environmental sustainability in the future.

침강지 시설이 조성된 LID 시설의 환경적 영향평가 (Comparative assessment of urban stormwater low impact strategies equipped with pre-treatment zones)

  • 최근 강우유출수를 비용효율적으로 관리하기 위해 저영향개발 (Low Impact Development, LID)과 자연기반해법(Nature-based solution, NBS)를 도입하고 있다. 본 연구에서는 LID 시설 중 도심지 내 적용가능하고 유입부에 침강지가 조성된 침투도랑(IT)과 소규모 인공습지(SCW) 등 2개의 시설에 대해 효율성을 평가하였다. 효율성 평가는 장기간의 모니터링을 통한 자료를 이용하여 수행하였다. 분석결과 하절기 기간은 식생의 흡입 등의 생물학적 활동으로 인하여 SCW의 효율이 더 높았으나, 동절기 기간에는 식물의 고사로 인하여 IT의 효율이 더 높은것으로 분석되었다. 침강지 내 퇴적물의 분석결과 SCW 침강지 내 식생에 의한 정화작용 및 미생물등의 생물학적 처리기작으로 인하여 COD와 TN의 저감효율이 높은것으로 분석되었다. 본 연구에서는 침강지 시설을 조성한 LID 시설에 대해 비교하였으며, 자연과 유사한 자연기반해법을 LID 시설에 적용할 경우 기존 시설보다 처리효율이 우수한것으로 나타났다.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.
