The environment of Information and Telecommunication industry has rapidly changed. This is leading the growth of the world economy. Because of the characteristic of the information and communication, the standardization plays a important role in this market. The company that owns the standardization in its industry has dominant power like Microsoft in personal computer software, and Qualcomm in digital cellular phone system. Therefore, to take advantage of this standardization power, it is important to find which technology will be set up as a new standard. This paper presents how to capitalize the standardization as a market strategy. To perform this strategy, we take two steps. The first step is to strategically choose the most important technology or service which would lead the information and telecommunication market. We used modified AHP(Analytic Hierarchy Process) to set the priorities among the various standard related technologies and services, We interviewed with the information and telecommunication experts to find out some criteria and the weights of them. The second step is to select the standard to realize the technology. Actually, this is very hard to decide which technology we should select, because there are lots of alternative standards to develop the technology. In this step, we use a strategic framework for choosing the standard. This framework provides how the research institution and company do to get a maximum benefit from the standardization strategy, Finally, we applied these to Korea's situation simply in order to show how to take advantage of the framework.

최근 정보통신 산업에서 일어나고 있는 기업 및 국가 간 기술(제품) 경쟁은 표준화 경쟁이라고 해도 과언이 아닐 정도로 표준은 시장을 선점하기 위한 핵심 요소로 정보통신 기술 변화의 흐름은 표준화를 지향하고 있다. 더욱이 WTO TBT의 발효로 범세계적으로 하나의 표준을 지향해 나아감에 따라 국제 표준의 중요성은 크게 증대되고 있다. 이에 따라 각 국가는 표준을 생존과 성장을 위한 핵심 전략으로 인식하고, 다양한 전략적 접근을 통하여 표준 획득을 위한 치열한 경쟁을 하고 있다. 이에 본고에서는 정보통신 표준화 경쟁의 대표적 유형에 대하여 살펴보고, 최근 정보통신 분야에서 일어나고 있는 주요 표준화 경쟁의 사례를 분석해 보고자 한다.

"Artificial Intelligence+" is a key strategic direction that has garnered the attention of several global medical device manufacturers and internet companies. Large hospitals are actively involved in different types of medical AI research and cooperation projects. Medical AI is expected to create numerous opportunities and advancements in areas such as medical imaging, computer aided diagnostics and clinical decision support, new drug development, personal healthcare, pathology analysis, and genetic disease prediction. On the contrary, some studies on the limitations and problems in current conditions such as lack of clinical validation, difficulty in performance comparison, lack of interoperability, adversarial attacks, and computational manipulations are being published. Overall, the medical AI field is in a paradigm shift. Regarding international standardization, the work on the top 10 standardization issues is witnessing rapid progress and the competition for standard development has become fierce.

Urban transit is a large scaled complex system which combines rolling stocks, power supply, signal communications, tracks & stations etc. KRRI develops nine key devices since July, 2007 as a part of the second phase of project on the standardization of urban rail transit system, which include information-communication system, station facilities, AC-DC current electric power system in urban transit. We promote the project under two directions, i.e. user-customer oriented standardization and strategic standardization for leading technologies in urban transit. In this paper, we present development plan of these key systems in view of system life cycle based on system engineering standards KSX ISO/IEC 15288 which supplies the common fundamental frame to describe the life cycle of artificial systems. System engineering process of KSX ISO/IEC 15288 are helpful to efficiently develop those key devices, although it is difficult to apply the standard identically to the key devices with the varieties and characteristics.

Purpose - This study analyzes how Hanssem, which ranks first in domestic market in the furniture industry, responds to the expansion of IKEA, a large overseas furniture maker, and investigates the recent strategic changes of Hanssem and IKEA. Research design, data, and methodology - As a research method, a general method of case studies, literature research, is carried out through academic research results, reports, articles, and statistics. In addition, methods such as field observation and interview with stakeholder were performed to collect in-depth understanding and information about the companies. Results - Along with its core competences, Hanssem has pursued strategic changes to compensate for its weaknesses. IKEA has also used a variety of strategies changes to match the situation in Korea. Conclusion - Both companies have properly balanced localization elements and standardization strategies that value the needs of local consumers. In particular, Hanssem has implemented various strategies based on its core competence in response to IKEA's strategy. In addition, Hanssem and IKEA are actively managing and have good performance not only in Korea but also in foreign markets.

BLUs are major component in LCD industry which occupies 90% or more of FPD market worldwide and BLU market is expected to be expanded continuously according to the trend of miniaturization, slimness, low power consumption and low weight. The larger the BLU market scale, the more important standardization of performance evaluation techniques to clearly prescribe the product specification. Currently the government is promoting the establishment of related laws and coincidence with international standards to cope with agreements such as WTO/TBT, but the nongovernmental standardization activities are not enough to be actualized. Furthermore, BLU related components such as CCFL, EEFL, inverter and reflector are already developed for localization to substitute imports with home products but collective standardization, national standardization, and international standardization are still not done. So, performance specifications and evaluation methods for normal fluorescent lamps or industrial lamps are being adopted and used as national standards and safety certification standards instead. Making these standards enables to prepare a chance to penetrate into global market and to promote world best products. Also, by making this collective standard, it provides chances to take part in international standardization activities, to protect domestic industries and technologies, to obtain the trend of advanced technologies, and to be predominant over other countries. That is to say, CCFL standardization helps raise 21st century national strategic technology policy and go ahead of globalization of core technologies.

이러닝 표준은 국가 주도의 정책 사업(사이버가정학습 & 디지털교과서)에 적용함으로써 엄청난 예산 절감 효과를 거둔 바 있으며, 중복 개발 방지를 통한 CO2 발생 감소에도 기여할 수 있어 최근 주목받고 있는 그린 패러다임에도 부합하는 분야이다. 특히, 21세기로 접어들어 융합 즉, 컨버전스가 화두로 떠오르며, 그 자체로써 교육과 기술의 융합인 이러닝 표준화 분야는 지속적인 성장이 이루어질 것으로 전망되고 있다. 따라서 본 연구는 이러닝 표준화 분야의 전문가들을 대상으로 델파이 조사를 실시하여 중장기(5개년) 로드맵을 개발함으로써, 향후 표준화 정책 추진을 위한 방향성 도출과 더불어 국제 표준에 대한 전략적인 대응 방안을 마련하고자 하는 목적으로 추진하였다. 아울러, 표준화에 대한 인식 제고를 통해 저변 확대 및 보급 활성화 기반을 조성하는데 기여하고자 하였다.

본 연구는 국제표준화에서의 성공 결정요인을 도출하고 요인간의 관계를 파악하기 위하여 문헌연구를 통하여 결정요인을 파악하고 설문조사에 기반을 둔 구조방정식 분석을 통하여 요인간의 관계를 추정하였다. 탐색적 요인 분석과 확인적 요인분석을 통하여 6개의 요인, 즉 '정부의 지원(직접)', '정부의 지원(간접)', '표준기구 활용', '표준화 전략', '시장지배력 확보', 그리고 '국제표준채택'이 추출 및 설정되었다. 분석결과 첫째, 정부의 직간접적 지원은 국제표준 채택에 직접적인 효과를 나타내지 않지만 시장지배력 확보와 같은 중간 매개요인을 통하여 국제표준 채택에 간접적으로 영향을 나타내고 있다. 둘째, 시장지배력 확보는 국제표준 채택에 가장 중요한 효과를 끼치므로 정부는 대상 표준의 연관 시장지배력을 확보하도록 선도적 시장진출, 고품질의 표준개발을 통한 시장의 만족도 증가, 잠김효과(lock-in effect)의 확대, 그리고 유사수직통합 시스템 구축을 통한 시장지배력 확보에 대한 적극적 전략을 구사해야 한다. 셋째, 공식표준화기구에서의 국제표준 채택을 위해서는 정부의 직접지원이 가장 중요하며, 사실상표준화기구에서의 국제표준 채택은 표준화기구 자체의 전략적 활용이 중요하다.

표준화의 목적은 생산, 소비, 유통 등 여러 분야에 있어 능률 증진 및 경제성 향상을 도모하는 것을 기본 목적으로 한다. 즉, 표준화 분야는 표준의 생산뿐만 아니라, 지속적인 활용 및 유지 관리가 지속적으로 순환될 수 있는 순환체계의 구축이 요구되는 분야이다. 이에 정부는 2011년 국가공간정보 표준화 연구를 통해 공간정보 표준의 활성화 및 체계적인 표준화 활동 추진을 위해 공간정보 표준 선순환체계의 구축을 제안하였다. 그러나 현행 공간정보 표준체계 분석 결과, 국내 공간정보 표준화 활동은 별도의 적합성 평가 인증 활동 없이 표준의 생산만을 반복하여 표준의 중복제정 등 여러 가지 문제점을 야기하고 있는 것으로 나타났다. 이에 본 연구에서는 표준의 생산 및 활용, 유지 관리 활동이 지속적으로 순환될 수 있는 표준 선순환체계의 구축을 위하여, 순환의 특징에 따라 표준 순환체계의 구조와 공간정보 표준 순환체계를 재정립하고 이에 따라 요구되는 각 구성요소들에 대한 개선방안을 제시하였다. 이를 통해 공간정보 표준의 선순환을 위한 거시적 관점에서의 전략적 방향성을 도출할 수 있었으며, 이는 향후 국가공간정보 표준체계 정비에 관한 중장기 로드맵 수립 시 유용하게 활용할 수 있을 것으로 판단된다.

국제 표준화 기구인 ITU, ISO/IEC/JTCl를 비롯해 지역 표준화기구인 ETSI, 국가기구인 committee T1, 한국정보통신기술협회 (TTA) 둥은 표준의 신속한 제정 및 적기의 공급을 위해, 각각의 표준화 절차에 기반한 전자적 문서처리(EDH: Electronic Document Handling) 시스템을 구축하고, 이를 통해 표준화 진행에 관련된 각종 정보를 효율적으로 처리할 수 있는 전자적 환경을 구축하는데 많은 노력을 기울이고 있다. 본 논문에서는 국제기구인 ITU-T, JTCl, 유럽의 ETSI, 미국의 Committee T1 그리고 지난해 7월 조직개편을 단행한 한국정보통신기술협회를 대상으로, 최근 인터넷관련 각종 정보처리기술을 이용하여, 이를 표준화 절차에 활용하고 있는 전자적 작업방법 및 이와 관련된 지침을 조사 ·분석하였다. 또한, 향후 전개될 EDH방법에 대해 논하고 한국의 대응방향 및 차세대 표준정보유통망의 운용구조를 제시한다.
