It is the fact that crime has always co-existed with human history;that preventive measures have always been taken while it has been transformed and developed in some forms. We, in the meantime;should not be negligent in the matter that our preventive measures are rather short sighted, and non strategic in many ways. Now then, would we be able to question, if our modern crime preventive measures have been modernized and become more strategic? Certain point has been raised to myself;especially regarding (community oriented policing cop); this has been one of the strategic crime preventive measures co-performed by the central police;Jeju-special independent province maybe an appropriate example; which has become special self rule province in July, 2007; establishing not only independant police but also have established police station addition to already existing police stations. To proof my opinion; I have tried to compare and contrast the statistics of the crime rates and types of the Jeju area before and after the establishment of the self police and police station; also to see how patterns changed.(if there has been any.) I have also tried to analyse if there is any special type of crime statistics in Jeju province, by analysing current crimes in accordance to populations. Altough it has not much reached my initial expectations, I hope it still is meaningful to have been able to show some ways to prevent crimes in Jeju-strategically.

'SMART Police' means collecting, analyzing and utilizing the police database such as crime statistics, reflecting 'strategic management', 'analysis and research', 'science technology' do. In recent years, the number of sex offenses has more than doubled based on the 'crime analysis' of the Supreme Prosecutors' In this trend, we started to build a sex crime prevention program for women 's relief special 3.0 which is suitable for regional characteristics. However, it was not enough for the women to have low publicity and utilization results, and to show the practical effect. In the future, we propose a crime prevention system which can safely take home safeguarding with autonomous driving car or drone by applying ICT to the future police system. Although it is difficult to operate autonomous vehicles and drones in the surrounding environment such as narrow alleys and power lines for application to this system, it is thought that the artificial intelligence technology can be sufficiently overcome to operate.

The shortcomings of the previous Crime Prevention Through Environmental Design (CPTED) theory in practice have led to the limitations of the conventional crime prevention design process. The purpose of this study is to analyze the graftability of the third generation CPTED theoretical framework and the Double Diamond design process from a design perspective. Thus, the third generation CPTED visualization design process is proposed to be grafted with the Double Diamond design process. In the study, the propositions, goals, strategic approaches, and liveability principles of the third-generation theoretical framework are clarified according to the relevant studies by scholars. In addition, the study identifies the limitations of conventional crime prevention design processes in terms of practicality and effectiveness, based on corrections from research in different scientific fields. On this basis, the Framework of Innovation of the British Design Council was used to clarify the benchmarks and foundations for the grafting of the third-generation theoretical framework and the Double Diamond design process. In addition, the details of the grafting are analyzed and explained in terms of phase outputs and phase activities. The significance of the study is that the third-generation CPTED visualization design process, which is grafted to the Double Diamond design process, can help residents to implement behaviors that reflect their self-worth and create a state of engagement. As well, it can inform the collaboration between design and non-design staff in CPTED projects.

In the era of the 4th Industrial Revolution, the importance of data is intensifying, but there are many cases where it is not easy to use data due to personal information protection. Although criminal justice information is expected to have various useful values such as crime prediction and prevention, scientific investigation of criminal investigations, and rationalization of sentencing, the use of criminal justice information is currently limited as a matter of legal interpretation related to privacy protection and criminal justice information. This study proposed to convert criminal justice information into 'crime data' and use it as big data through the structuralization and categorization of criminal justice information. And when using "crime data," legal issues, value in use, considerations for data generation and use were verified by experts, and future strategic development plans were identified. Finally we found that 'crime data' seems to have solved the privacy problem, but it is necessary to specify in the criminal justice information related law and it is urgent to be organized in a standardized form for analysis to use big data. Future directions are to derive data elements, construct a dictionary thesaurus, define and classify personal sensitive information for data grading, and develop algorithms for shaping unstructured data.

Recently, with the sudden changes in the security environment, expectations towards the police and fear towards safety are increasing. Thus, the local community police operation, which creates a mutually cooperative relationship between the police and local residents, is coming to the fore as the paradigm of the nationwide police operation. The police operation in Korea has also gone through change, and as part of the local community police operation, Korea has implemented a community police system since 2003. Recently, the system has been going through change in that the operations are centralizing around not only prevention of crime including the safe city program, protection of multicultural families, response to foreign crime, protection of the socially disadvantaged but also life security of the citizens. Along these lines, this study seeks to examine conditions of the three elements of local community police operation - Strategic Oriented Policing (SOP), Neighborhood Oriented Policing (NOP), Problem Oriented Policing (POP) - and policy suggestions accordingly.
