The meters for low voltage customer presently being used in Korea are all mechanical type and there is strict limitation on applying various customized tariff structure. Recently low voltage solid state meter is under development by several makers of the watt hour meter in Korea. Also, KEPCO has a plan to use the solid state meter for low voltage customer to reduce peak power. So, this paper suggests the needed function of low voltage solid state meter considering electricity tariff policy.

Due to the reinforcement of government's DSM(Demand Side Management) policy. Solid State Meter was introduced in Korea since 1993 and it is applied to the high voltage customer exceeding 100kW in order to equalize daily load curve. In recent days, KEPCO has a Plan to use the Solid State Meter which has a data recording and remote meter-reading function for low voltage customer to introduce the real-time pricing system and reduce peak power in the near future. So, this paper suggests the specification and function of Solid State Meter.

The existing underwater vehicle controller design is applied by linearizing the nonlinear dynamics model to a specific motion section. Since the linear controller has unstable control performance in a transient state, various studies have been conducted to overcome this problem. Recently, there have been studies to improve the control performance in the transient state by using reinforcement learning. Reinforcement learning can be largely divided into value-based reinforcement learning and policy-based reinforcement learning. In this paper, we propose the roll controller of underwater vehicle based on Deep Deterministic Policy Gradient(DDPG) that learns the control policy and can show stable control performance in various situations and environments. The performance of the proposed DDPG based roll controller was verified through simulation and compared with the existing PID and DQN with Normalized Advantage Functions based roll controllers.

This article substantiates the scientific provisions for modelling the level of Ukraine's public financial security taking into account the impact of budget policy, in the process of which identified indicators of budget policy that significantly affect the public financial security and the factors of budget policy based on regression analysis do not interact closely with each other. A seven-factor regression equation is constructed, which is statistically significant, reliable, economically logical, and devoid of autocorrelation. The objective function of maximizing the level of public financial security is constructed and strategic guidelines of budget policy in the context of Ukraine's public financial security are developed, in particular: optimization of the structure of budget revenues through the expansion of the resource base; reduction of the budget deficit while ensuring faster growth rates of state and local budget revenues compared to their expenditures; optimization of debt serviced from the budget through raising funds from the sale of domestic government bonds, mainly on a long-term basis; minimization of budgetary risks and existing threats to the public financial security by ensuring long-term stability of budgets etc.

Winter migratory birds gather in paddy rice fields to feed shed rice grains. The Korean Ministry of Environment has practiced a policy program Contract on Paddy Field Management (CPFM) during winter fallow since 2002. This program starts with a contract between local governments and farmers, and the government pays a differential subsidy to farmers who finish spreading rice straw, cultivating barley, letting the whole rice plant without harvest, and submerging paddy fields for winter migratory birds. As more local governments have operated CPFM program, the total area on the contract and subsidy budget has increased yearly since 2002. This program could have its stable position as a successful policy by giving profits to farmers. With the program extended, the population of winter migratory birds has been greatly. For the evaluation of environmental performance of a policy, we analyzed this CPFM program by introducing some indicators in the form of Driving Force-State-Response Framework. The indicators were composed of 3 categorized indicators; the area of paddy land contracted under this program as 'driving force' indicator, population of birds, the number of bird species and the amount of feces as 'state' indicators, and the size of monetary support, the number of farmers or local governments participating, and public perception as 'response' indicators. The contract area of paddy field under CPFM could be a good biodiversity indicator reflecting potential performance of this policy measure in the light of its linkage to the population of winter migratory birds. And the share of CPFM land of the whole agricultural land might also be used as a useful indicator of policy evaluation for improvement of wildlife diversity. The 'state' indicators such as population of birds and the number of bird species could be matched to 'driving force' indicator, but the total CPFM area of each site could not reflect the effect of areas under different management practices. However, the amount of bird feces could reflect differences in environmental performance with management practices as 'state' indicators. The development of indicators indicating 'response' such as farmers' behavior, public perception, and policy makers' willingness is also needed to support a successful implementation and improvement of this policy measure with the development of 'performance' indicators integrating all these indicators.

The integrated global economic system have intensed Liberalization, dereguration, privatization. National states were subordinated in global economic system. To save social costs and to encourage the national competition power, the globalized market tends to reduce the domestic social expention. Truely anxious things are not the defectiveness of capitalism itself but neo-liberal measures of each national states. So neo-liberal globalization beat welfare states. Welfare and growth, accumulation and justice are inter-conflict elements, and these confliction is well explained in context of globalization. Stratigies of growth pursuing economic benefits subordinate social policy in economic policy. Globalization did not always reduce the power of national state, but each national states purposely reduce the power of state and state participations. Thus Globalization can be overcome and must be overcome, eventually, the history of social welfare in korea differ frome that of European states. Their's social welfare retrenchment have based on the excessly expeneded welfare provision, but the frame of social welfare in korea is not yet established in history. Fundamentally historic experiences between European and korean social welfare are different. So "the third way" in korea must be in carefull approaches and the social welfare policy in korea must purchase "anti-market policy" and the equal distribution.
