『의정부 약방 식례』 연구 (A study of the Manual for Medical Officials of State Council (議政府藥房式例))

  • 'Medical officials of State Council' (議政府藥房) (MOSC) were bureaucrats who was part of a State Council and provided regular medical care to the State Council's bureaucracy. The Manual for Medical Officials of State Council (議政府藥房式例) (MMOSC) is a rare resource that records the actual work of the MOSC in the 19th century. This paper examines the changing history of the title of 'medical official' (藥房, yakbang) in the Joseon Dynasty and analyzes the role of MOSC by examining the contents of MMOSC. It argues: 1) The MOSC system was established before other similar medical office systems. Subsequently, the Medical Office of Ritual Minister (禮曹藥房) and Medical Office of Patriots and Veterans Minister (忠勳府藥房) were established, followed by Medical Office of General Office (都總府藥房) and Medical Office of Managing Royal Family (宗親府藥房). 2) The MMOSC was first written in 1812 and was augmented in 1832 and 1840. This timeline can be verified through written seal at the end of the literature. 3) In addition to the medicine-related work, the medical office also did the administrative work of the government office.

이승만시기 국무회의록과 정부부처 기록의 연관구조 분석에 기반한 역사 컨텐츠 설계 방안 (Development of Historical Contents Based on Relational Structure of Minutes of State Council and Records of Ministries in the Period of Rhee Regime)

  • 국무회의록은 국정 전반의 의사결정 내용을 종합적으로 보여주는 최고위 기록이며, 특히 이승만 시기의 국무회의록은 사안의 중요성과 상대적인 충실성에 있어서 다른 시기에 비해 남다른 가치를 지닌다. 본 연구는 공공기록으로서 국무회의록을 대상으로 연구자는 물론 일반 독자들도 쉽게 역사적 사실에 접근하고 이를 구조적으로 이해할 수 있는 역사컨텐츠 개발을 위한 방법론을 제시하는 것이다. 이를 위해 첫째. 이승만 시기 국무회의록의 내용을 재구성하고 회의 안건들을 위한 DB 설계방법을 제안하였다. 둘째, 안건들을 분석하여 이를 주제사안 분류체계와 연계하고, 각 주제사안별로 부처기록을 연계할 수 있는 방안을 제안하였다. 셋째, 이를 토대로 각 주제사안 별로 역사적 사실을 해석하여 이를 컨텐츠로 개발하는 절차를 제안하였다. 이러한 컨텐츠 방법론은 앞으로 공공기록의 활용범위를 확장하고, 아울러 정치, 경제, 사회 각 영역에 걸친 당대의 정책 사안들을 실증적으로 연구하고 해석할 수 있는 기록정보컨텐츠 개발에 일조할 수 있을 것이다.

헌법상 국무위원 부서(副署)제도의 개선방안 연구 (A study on the Improving Effectiveness of the related State Councilor's Countersignature by the Constitution)

  • 대한민국헌법 제82조에 따라 대통령이 문서로 하는 국법상 행위에 국무총리와 '관계' 국무위원이 부서(副署) 하는 제도는 대통령의 독단 방지와 국무회의 구성원들이 연대 책임을 지는 중요한 의미가 있다. 그러나 '관계' 국무위원의 부서행위가 헌법 규정과 달리 운영되고 있다. 이는 국무위원으로 보하지 않는 처와 행정위원회 등 일부 중앙행정기관의 사무에 대하여는 법령상 부여된 업무와 무관한 행정자치부장관이 "정부조직법" 제34조 제2항을 근거로 형식적으로 부서토록 한 법제처 지침을 따르기 때문이다. 따라서 이 논문은 '관계' 국무위원의 부서제도를 헌법 취지에 맞게 내실화하기 위하여, 국무위원이 맡지 않는 중앙행정기관 사무와 관련된 부서(副署)의 경우 행정자치부장관이 획일적으로 대신할 것이 아니라 업무 내용과 가장 밀접한 국무위원이 부서를 하도록 '관계' 국무위원의 결정 기준, 절차, 권한과 책임, 부서의 효력 등을 "법령 등 공포에 관한 법률 시행령"으로 만드는 방안을 제안하였다.

Reciprocal Control of the Circadian Clock and Cellular Redox State - a Critical Appraisal

  • Redox signalling comprises the biology of molecular signal transduction mediated by reactive oxygen (or nitrogen) species. By specific and reversible oxidation of redoxsensitive cysteines, many biological processes sense and respond to signals from the intracellular redox environment. Redox signals are therefore important regulators of cellular homeostasis. Recently, it has become apparent that the cellular redox state oscillates in vivo and in vitro, with a period of about one day (circadian). Circadian timekeeping allows cells and organisms to adapt their biology to resonate with the 24-hour cycle of day/night. The importance of this innate biological timekeeping is illustrated by the association of clock disruption with the early onset of several diseases (e.g. type II diabetes, stroke and several forms of cancer). Circadian regulation of cellular redox balance suggests potentially two distinct roles for redox signalling in relation to the cellular clock: one where it is regulated by the clock, and one where it regulates the clock. Here, we introduce the concepts of redox signalling and cellular timekeeping, and then critically appraise the evidence for the reciprocal regulation between cellular redox state and the circadian clock. We conclude there is a substantial body of evidence supporting circadian regulation of cellular redox state, but that it would be premature to conclude that the converse is also true. We therefore propose some approaches that might yield more insight into redox control of cellular timekeeping.

Egypt's Science and Technology Parks Outlook : A Focus on SRTACity (City for Scientific Research and Technology Applications)

  • Egypt has been known as the light house of science and innovation not only in the Middle East but to the world across ages. Recently, there have been many ups and downs that positioned Egypt in a lower rank that it actually deserves according to its long history. This review entitles the current condition of science, technology and innovation in Egypt and the consequent setting up of best practices of science and technology parks (STPs) experiences. Egypt's science, technology and innovation (STI) system is highly centralized and dominated by the public sector, with R&D happening mostly in state-run universities and research centers supervised by the Ministry of Higher Education and Ministry of Scientific Research. R&D indicators state that Egypt ranking is 40th worldwide for the published articles (around 10,000 papers in 2011), while the numbers of issued patents (350 local and 50 international in 2011) is still far beyond expected. STPs in Egypt are addressed in this review by three examples; smart village in Cairo, Investment zone in Borg El-Arab City and Technology Valley in Ismailia. The three models are discussed in details and a suggested road map for developing more STPs is estimated.

ENVIRONMENTAL NOISE POLICIES AND NOISE CONTROL PRACTICE IN CHINA

  • In China, environmental noise policies are composed of correlated laws adopted by the Standing Committee of the National People's Congress and promulgated by the President of the country, regulations promulgated by the State Council and/or local government, standards issued by the Standardization Administration Committee (SAC) under the State Council. The laws mainly include the 'Environmental Protection Law' and the 'Law on Prevention and Control of Pollution From Environmental Noise' Regulations are often applied to a special noise pollution phenomenon of wide influence. They are generally only effective in a given area and/or a specific period. Tens of correlated standards specify the noise level limits of different functional zones of land use and of different equipment, machines, devices, appliances etc., and the measurement methods. In this presentation, a brief introduction to these policies and their operations is given and discussed. The conclusion is that the policies supply an effective legislative basis for environmental noise prevention and control in China, but still a lot of work should be conducted and completed to strive for a quiet society.
