On the Hazard Identification Methods for the Realization of Functional Safety Standards (기능안전 표준들의 구현을 위한 기능 중심의 위험원 식별 방법)

  • To meet the growing needs from a variety of stakeholders, the development of modern systems is getting more complex and thus, the systems failure in the actual operations can potentially become more serious. This is why several international or military standards on systems safety have been published. In spite of the importance of meeting those standards such as IEC 61508 and ISO 26262 in the systems development, the associated practical methods seem deficient since those standards do not provide them. The objective of this paper is to present a method to identify potential hazards in fulfilling the requirements of the safety standards. In particular, the approach taken here is based on applying the functional analysis that covers several levels of the system under development. Note, however, that in the most of the conventional methods for hazards identification, the analysis has been focused on the failure at or underneath the component level of the system. The hazards identification method in this paper would cover the level up to the system by utilizing the functions-oriented approach. The case study of the safety enhancement for locomotive cabs is also discussed.

A Study on the Application of Korean Standards(KS) Networks to the Development of a Product Portfolio Strategy (제품 포트폴리오 전략 수립을 위한 표준연결망 활용방안 연구)

  • Purpose: The objective of this study is to provide a methodology that can facilitate efficient development of a product portfolio by utilizing Korean Standards(KS) networks. Methods: A case study on a steel manufacturing company is provided. Social network analysis h as been conducted on KS network and KS certification information of the company. Core test standards of a company have been identified. The core standards, then, used to construct a product-standard network of a corresponding industry. Results: As a result of analyzing product-standard networks, a product portfolio of a company has been developed. It has been shown that the candidate product portfolio is a cost-effective alternative in terms of standard maintenance cost. Conclusion: By using social network analysis, standards information can be used to support new product development process.

A Study on Legal Limits of Occupational Safety & Health Law and Application of Private Standards (산업안전보건법의 한계와 민간기준의 활용에 관한 연구)

  • Objectives: The present system of occupational safety and health law gives priority to traditional command and control regulations. However, this may give rise to problems such as the delay of standard-setting and shortages of human resources. The aim of this study is to examine the usability of private standards in occupational safety and health systems. Materials: After the limits of occupational safety and health law were examined, an application plan for private norms (EN, as enforced in the EU) and occupational safety and health management systems (OSHMS) was investigated. Results: The utilization of private norms and OSHMS may address the limits of the current legal system. In particular, OSHMS is known internationally as a measure for achieving improvements in overall occupational safety and health performance. As a result, occupational safety and health law and private norms/OSHMS are complementary to one another. Conclusions: Even though the utilization of private standards may give rise to legal questions, such standards as complementary measures to traditional command and control regulations need to be utilized progressively in occupational safety and health systems.

Framework for Deriving Water Quality Criteria of Toxic Substances (수질유해물질에 대한 수질환경기준 설정체계)

  • In these days, water environment is getting threatened by a variety of toxic pollutants discharged from industries. However, environmental standards and regulations in Korea may be in straitened circumstances to protect the water environment from it. Therefore, the purpose of this review is to compare the management state of the toxic substances in water environment and to present the framework for deriving water quality criteria in USA and Japan. To conserve the water environment from the toxic pollutants more efficiently, the following considerations could be suggested in standards and regulation in Korea. Firstly, there should be consistency of regulated pollutants in drinking water quality standard, water quality standards and permissible wastewater discharge standards. Secondly, in case of deriving the water quality standards, it is required to consider the conservation of the aquatic ecosystem as well as the protection of human health. Finally, it is indispensable to make risk-based approach in management of toxic pollutants in water environment.

Machine Reading Comprehension-based Question and Answering System for Search and Analysis of Safety Standards (안전기준의 검색과 분석을 위한 기계독해 기반 질의응답 시스템)

  • If various unreasonable safety standards are preemptively and effectively readjusted, the risk of accidents can be reduced. In this paper, we proposed a machine reading comprehension-based safety standard Q&A system to secure supporting technology for effective search and analysis of safety standards for integrated and systematic management of safety standards. The proposed model finds documents related to safety standard questions in the various laws and regulations, and then divides these documents into provisions. Only those provisions that are likely to contain the answer to the question are selected, and then the BERT-based machine reading comprehension model is used to find answers to questions related to safety standards. When the proposed safety standard Q&A system is applied to KorQuAD dataset, the performance of EM 40.42% and F1 55.34% are shown.

A Study on the Statistical Production Control of Energy Efficiency in Electric Product (전기제품 에너지 소비효율의 통계적 양산 관리 방법에 대한 연구)

  • Most electric products produced during the manufacturing process are produced after design and mass production under a given control standard. In particular, the development phase should present the criteria for the production process by setting appropriate limits based on the performance being targeted. Even if the standard of performance is set considering the performance of the process, measuring the performance of the product after actual production results will cause nonconformities with the expected results. Among the performance of electrical products, Energy standards represented by energy consumption efficiency continue to be of importance, and are mandatory standards that correspond to national standards in most countries. Therefore, statistical quality control of these standards shall basically have a large number of test equipment for each product, ensure sufficient test time and continuous sampling of product samples. In the end, companies that produce and sell electric appliances are striving to control mass production at a great cost, but this is not acceptable. This study presents basic characteristics of the energy efficiency of electrical products and proposes and conducts a case study on statistical production control methods for performance variation across products under the standards about domestic and international regulations.

Evaluation of the maneuverability of the fisheries training ship Baek-Kyung (실습선 백경호의 조종성능 평가)

  • The model ship of this study, the Baek-Kyung fisheries training ship of Pukyong National University, has a length between perpendiculars of 85 meters, making it not subject to the IMO maneuverability standards. However, understanding the maneuvering characteristics of the vessel is essential for safe navigation. In this regard, this study was conducted to analyze the results from the sea trials of the model ship conducted in accordance with the IMO maneuverability standards. The results of the turning tests met the standards well while in the zig-zag tests, the first overshoot angle exceeded the standard in the 10°/10° test; however, such results met with a difference of 1.8° in the 20°/20° test. Additionally, using the course-stability discrimination formula, the calculated value was -0.0051, indicating unstable course-stability. The results of the stopping tests met the standards well. It is hoped that the analyzed maneuvering characteristics of the model ship from the study results will contribute to the safety of ship navigation.

A Study on Perception of Adoption of ISO 30301 Management System for Records Standard Certification (ISO 30301 기록경영시스템 표준 인증제도 도입에 관한 인식조사)

  • The ISO 30301 MSR Standards support successful management of organization while providing strategic plans to the issue of records management. In Korea, these standards are established as the national standard (KS) in May 2013, and also, there are actions being taken to adopt the certification of the ISO 30301 Standards. However, to adopt such certification, it is required that the certification operation system needs to be organized, as well as that the society in general should understand about records management. Accordingly, it is even more required an review on the adoption of the system. This study has the purpose in surveying a variety of stakeholders' perception for the adoption of ISO 30301 certification given the circumstance that the ISO 30301 certification is not yet adopted in Korea. For this purpose, the research is implemented through literature review and in-depth interviews. Firstly, the literature review looks at ISO 30301 standards and the concept of certification that is being carried out with the ISO 30301 Standards, and it discusses the necessity of the adoption of the relevant standards' certification. Secondly, there are in-depth interviews carried out to study for the adoption plan for the ISO 30301 certification. The participants to the interviews include five records and certification related experts and five records managers at public institutions whose records management is supervised by National Archives of Korea. Interview data was analyzed based on grounded theory methodology. This study will be able to provide significant implication to build a successful plan for the adoption of ISO 30301 certification by reviewing perception of professional and problem, strategy of this certification.

  • The production, processing, sale and service of food materials are not subject to attainment via a single country. In accordance with internationalization of the world, issues related to food safety have emerged as critical international concerns and they are closely associated with the health and interest of domestic consumers, producers, manufacturers, and distributors. As a third party certification standards, ISO 22000 is in progress International Organization for Standardization(ISO) and the Draft International Standard(DIS) has already been presented on December 2004. The purpose of this study is to analyze the international standards, guidelines and legislation in regard of Food Safety Management System(FSMS) including ISO 9001, Hazard Analysis Critical Control Point(HACCP) and Product Liability(PL) so as to present Korean-model Food Safety Management System requirements and system establishment model.

Measures of Reliability, Maintainability and Availability in Information Technology Service Management (IT 서비스 관리에서 신뢰성, 보전성 및 가용성 척도)

  • This paper proposes various measures of reliability, maintainability and availability in information technology service management(ISTM). Global ITSM standards such as ITIL(IT Infrastructure Library) and ISO/IEC 20000 are introduced. Especially availability management of De-facto and De-juire standards is concerned with users and customers of IT service. The study presents seven reliability measures, six maintainability measures and two availability measures. These results can be effectively used with a appropriate IT availability management tools such as CFIA(Component Failure Impact Analysis) and SOA(Service Outage Analysis), etc.
