MPEG-21 is an open standard framework for creation, delivery and consumption of digital content in interoperable and rights-managed and protected way. Focusing on DRM technologies, this paper covers with concept and ongoing activities of MPEG-21's parts - Digital Item Declaration which is the base unit of trade and delivery, Digital Item Identification, Intellectual Property Management & Protection, Rights Data Dictionary, Rights Expression Language, Persistent Association Technology, Event Reporting, and so on.

Research and development projects in Research and development projects in Korea are ineffectively conducted due to the lack of a system for effectively planning, conducting and disseminating the result of the research projects. In this study, we have designed a framework for system that can be used in the planning and managing stage of National R & D information to guarantee standardization and extendability of the information. A national R & D technology information portal system for managing the distributed national R & D information on a single database is suggested based on this framework for the construction of a more effective information support system and the dissemination of national R & D information between researchers.

Cloud service has the characteristic that it must be always available and that it must be able to respond immediately to user requests. This study suggests a method for constructing a proactive and autonomous quality and performance management system to meet these characteristics of cloud services. To this end, we identify quantitative measurement factors for cloud service quality and performance management, define a structure for applying a time series framework to cloud service application quality and performance management for proactive management, and then use big data and artificial intelligence for autonomous management. The flow of data processing and the configuration and flow of big data and artificial intelligence platforms were defined to combine intelligent technologies. In addition, the effectiveness was confirmed by applying it to the cloud service quality and performance management system through a case study. Using the methodology presented in this study, it is possible to improve the service management system that has been managed artificially and retrospectively through various convergence. However, since it requires the collection, processing, and processing of various types of data, it also has limitations in that data standardization must be prioritized in each technology and industry.

Mobile web applications are being used and changed rapidly due to the growth of mobile device performance. But, cost of development environment and standards make the high development cost and low productivity. It is main reason that the design and implementation of the applications are more time consuming than general computing environments. In this paper, we propose MWeb(MobileWeb)-Framework based on the agile methodology and Ruby on Rails that is a kind of framework for supporting mobile web application development using mobile web standards. This work consists of the mobile web development architecture and agile process model. MWeb-Framework will support the same user experience to the different devices. We validates the framework by implementing the case studies through suggested mobile web development framework. As a result, we can develop the mobile web applications with productivity and quality. In the future, we will suggest how to make the MWeb-Framework standardization and practically apply the frameworks the various case studies to improve framework potentially problems.

With mobile-epoch and emerging of Fin-tech, Bio-recognition technology utilizing bio-information in secure method has spread. Specially, In order to change convenient payment services and transportation cards, the combination of biometrics and mobile services are being expanded. The basic concept of authentication such as access control, IA&A, OpenID, OAuth 1.0a, SSO, and Biometrics techniques are investigated, and the protocol stack for security API platform, FIDO, SCIM, OAuth 2.0, JSON Identity Suite, Keystone of OpenStack, Cloud-based SSO, and AIM Agent are described detailed in aspect of application of AIM. The authentication technology in domestic and foreign will accelerate technology development and research of standardization centered in the federated FIDO Universal Authentication Framework(UAF) and Universal 2 Factor Framework(U2F). To accommodate the changing needs of the social computing paradigm recently in this paper, the trends of various authentication technology, and design and function of AIM framework was defined.

In an era of very rapid technological change, standardization organizations have been confronted with the problem that they should develop more new and more complex standards as strategic tools for enforcement of competitive power in shorter time according to the reduction of Life Cycle of products and the increase in the number of standards and their complexity. To cope with this challenge, we introduce the functionalities and development directions for implementing standardization information system. Also this paper describes the architecture of the next generation system for standard information that enabling information sharing and exchanging using XML. Finally, we suggest implementation framework of Standardization Vortal Site for the One-stop service of integrated standards information which provide users with standards development roadmap and give brief introduction to SOL(Standards On-Line) site which is operated by ETRI/PEC.

The aim of this article is to propose a framework for standardization of knowledge based on a case study of clinical operation to guide initial hospital knowledge management projects. Both quantitative and qualitative data for the project from 2009 through 2012 were collected for analysis. In a study of knowledge management project of a lab in S Hospital's Eye Center, this research examines the standardization of operational knowledge for competence enhancement of the lab. The lab defined and standardized the knowledge concern of the lab operation and the in-group from 2008. Organizations are often unaware of the potential value of tacit knowledge in both clinical and administrative area. The main finding from the case study is that analysis of such tacit knowledge of a lab in a hospital can be transformed into explicit knowledge for organizational capabilities such as improved quality, responsiveness and competitive advantage. Concepts from Nonaka's theory are used to investigate processes of knowledge standardization, examining the strategic value of tacit knowledge and the need to rely primarily on internal documentation processes. Since there has been limited research on hospital knowledge management. it may also be useful to researchers in generating propositions for further study.

Scientific documentation is one of the three preconditions for scientific research and its technical application in the industrialization process. To solve the documentation problems on an international level, UNESCO promotes abstracting, standardization of terminology and of scientifc publications, automatic information processing and translating. Moreover, UNESCO has helped to establish since 1950, on the request of interested national governments, 12 documentation centers within the framework of United Nations Technical Assistance Programme by providing experts, fellowships and equipment. Some data on these documentation centers and a comparison of their features should be of interest for all those who wish to set up new documentation centers or to improve already existing ones.
