In the recent rapidly changing technology environment the computerization of administration business using GIS is driven or will be driven to give improved information services for the people by local government or central government with huge budget. Development of GIS for local governments is investigated with huge budge. Development of GIS for local governments is investigated to prevent local government from investing redundant money and to reuse the existing investment at this time. The purpose of this study is finding the development method of Land Management Information System (LMIS) to give service and share data in various computing environment of local governments. To do this, we have to develop LMIS as open system with interoperability and we explain it with a focus to framework of Open LMIS. According to recent trend of technology we developed Open LMIS for convenient maintenance with nationwide LMIS expansion at hand. This system was developed at the $\ulcorner$Land Management Information System Development$\lrcorner$project which was managed by Ministry of Construction and Transportation (MOCT). GIS application was based on OpenGIS CORBA specification for development of standard interface and RUP(Rational Unified Process) for development method and LML(Unified Modeling Language) for system design. Developed systems were land administration system for local government, spatial planning support system for regional government, and land policy support system for MOCT.
The purpose of this research is to develop system and to establish methodology for managing spatial Database in Land Management Information System(LMIS). Spatial Database which is used by a various public department such as parcel survey and registry, land use planning and Land value appraisal in local government, is composed of parcel map, topographic map and zoning map. Spatial data has been constructed and managed by various department and then hard to maintain accuracy and coinsistency. So, it is important to establish the basic data management concept that source data(ex : parcel map, topographic map, zoning map, etc.) should be managed by responsible department. at the same time, application data for bussiness (ex : individual parcel price map) must be recomposed from base map by it's own objects. This is, Spatial data management system (SDMS) should be designed, developed according to this concept for managing consistency among data, reducing construction and management cost of database. Our SDMS was developed based on Open LMIS middleware architecture using OpenGIS CORBA specification for standard interface, RUP(Rational Unified Process) for development methodology, UML(Unified Modeling Language) for system design and VisiBroker, C++, CAD system for system implementation.
Web GIS, based on the latest web-technology, has evolved to provide efficient and accurate spatial information to users. Furthermore, Web GIS Server has improved the performance constantly to respond user web requests and to offer spatial information service. This research aims to create a designed and implemented Web GIS Server that is named as Nodemap which uses the emergent technology, Node.js, which has been issued for an event-oriented, non-blocking I/O model framework for coding JavaScript on the server development. Basically, NodeMap is Web GIS Server that supports OGC implementation specification. It is designed to process GIS data by using DBMS, which supports spatial index and standard spatial query function. And NodeMap uses Node-Canvas module supported HTML5 canvas to render spatial information on tile map. Lastly, NodeMap uses Express module based connect module framework. NodaMap performance demonstration confirmed a possibility of applying Node.js as a (next/future) Web GIS Server development technology through the benchmarking. Having completed its quality test of NodeMap, this study has shown the compatibility and potential for Node.js as a Web GIS server development technology, and has shown the bright future of internet GIS service.

To perform the engagement level simulation between the underwater vehicle model and the surface model those are constituted with various systems/ sub-systems, we implemented four different federates as a federation according to the IEEE 1516 HLA (High Level Architecture) protocol that is the international standard in the distributed simulation. Those are CFCS (Command and Fire Control System) federate, motion federate, external entities (torpedos, countermeasure and surfaceship) federate, and visualization federate that interacts with OSG (Open Scene Graph)-based visualization rendering module. In this paper, we present the detailed method about the model constitution for discrete event simulation in the distributed environment. For the sake of this purpose, we introduce the DEVS (Discrete Event System Specification)-HLA-based modeling method of the CFCS federate that reflects not only the interations between models, but also commands from user and tactics manager that is separated from the model. The CFCS federate makes decisions in various missions such as the normal diving, the barrier misision, the target motion analysis, the torpedo launch, and the torpedo evasion. In the perspective of DEVS modeling, the CFCS federate is the coupled model that has the tactical data process model, command model and fire control model as an atomic model. The message passing and time synchronization with other three federates are settled by the $m\ddot{a}k$ RTI (Runtime Infrastructure) that supports IEEE 1516. In this paper, we provides the detailed modeling method of the complicated model that has hierarchical relationship such as the CFCS system in the submarine and that satisfies both of DEVS modeling method for the discrete event simulation and HLA modeling method for the distributed simulation.

In this study, the fatigue behavior and fatigue life characteristics of PA2200 specimens fabricated by SLS 3D printer were studied. Fatigue tests were performed according to the standard specification (ASTM E468) and fatigue life curves were obtained. In order to perform the fatigue test, mechanical properties were measured according to the test speed of the simple tensile test, and the self-heating temperature of the specimen according to the test speed was measured using an infrared temperature measuring camera in consideration of heat generation due to plastic deformation. There was no significant difference within the set test speed range and the average self-heating temperature was measured at 38.5 ℃. The mechanical strength at the measured temperature showed a relatively small difference from the mechanical strength at room temperature. Fatigue test conditions were established through the preceding experiments, and the loading conditions below the tensile strength at room temperature 23 ℃ were set as the cyclic load. The maximum number of replicates was less than 100,000 cycles, and the fracture behavior of the specimens with the repeated loads showed the characteristics of Racheting. It was confirmed that SLS 3D printing PA2200 material could be applied to the Basquin's S-N diagram for the fatigue life curve of metal materials. SEM images of the fracture surface was obtained to analyze the relationship between the characteristics of the fracture surface and the number of repetitions until failure. Brittle fracture, crazing fracture, grain melting, and porous fracture surface were observed. It was shown that the larger the area of crazing damage, the longer the number of repetitions until fracture.
This study encompasses the performance of static and fatigue test for the 8 large scale test specimens to clarify the fatigue behavior of coped stringer and the effect of the repair and strengthening on the damaged stringer of the floor system in steel railway bridges. For the purpose of the research, the actual stress wave for the existing bridge was measured, the basic stress range frequency histogram was made and the equivalent stress range was calculated. Using the result from the equivalent stress range made by adjusting the stress range, the static and fatigue test was carried out by identifying the previous rehabilitation and after. As the result of the static tests, it was revealed that the level of local stress under the S1 specimen test of the real equivalent stress range was similar to tensile strength of the test material, and it was consistent with the requirement of the initiation condition of the fatigue crack. Through the various rehabilitation methods to the damaged specimens, the effects of the repair and reinforcement were analyzed. According to the results of the repair of effect, bolting the high tension bolt over the stop hole was confirmed to be more adequate method than drilling only stop hole to delay the fatigue crack growth. Futhermore, in case of the stringer subjected by bending moment, the reinforcement over the upper flange side was determined to be a useful strengthening method, and the reinforcement to the web of the stringer was not appropriate to accomodate as a adequate strengthening method. Also it was confirmed that the category of the fatigue design for the coped stringer met with the category E specified on the fatigue design criteria of the Highway Standard Specification in Korea.

In this paper, the transceiver for RFID reader using 13.56MHz as a carrier frequency and meeting International Standard ISO 14443 type A, 14443 type B and 15693 is presented. The receiver is composed of envelope detector, VGA(Variable Gain Amplifier), filter, comparator to recovery the received signal. The proposed automatic reference voltage generator, positive peak detector, negative peak detector, and data slicer circuit can adjust the decision level of reference voltage over the received signal amplitudes. The transmitter is designed to drive high voltage and current to meet the 15693 specification. By using inductor loading circuit which can swing more than power supply and drive large current even under low impedance condition, it can control modulation rate from 30 percent to 5 percent, 100 perccnt and drive the output currents from 5 mA to 240 mA depending on standards. The 13.56 MHZ RFID reader is implemented in $0.18\;{\mu}m$ CM08 technology at 3.3V single supply. The chip area excluding pads is $1.5mm\;{\times}\;1.5mm$.

Recycled plastic containers, so-called 'Tarai' in Korea which are often used as food containers, were collected from 23 domestic manufacturers. Then, their components were analyzed to find out whether they are safe for the use of food-contact material, to meet the standards and specifications of Korean hygienic regulations, the 'Food Code.' The components of the material were analyzed by using Fourier Transform-Infrared (FT-IR), Differential Scanning Calorimeter (DSC), and Elementary Analyzer (EA). The analysis of the FT-IR and the DSC showed that the main component of the samples was polyethylene. Furthermore, the analysis of the EA for 'Tarai' sample revealed the same ratio of C and H elements as in the case of polyethylene which was 1 to 2. Phenol and formaldehyde were not detected in all the samples. As for the antioxidant tests, Irganox 1010, Irganox 1076 and Irganox 1330 were detected in various samples. With regard to the material test for heavy metals, 7 out of 23 samples exceeded the limit value of 100 mg/kg in lead contents. No standard and specification is yet prescribed in the 'Food Code' for the material of 'Tarai' as plastic containers for food. This study suggests that the use of 'Tarai' as a food container should be strictly controlled.

Recently, structural health monitoring system(SHMS) has been appled cable bridges as the effective maintenance tool and the management threshold is considered to assess the status of the bridge in SHMS. The threshold is generally determined by the allowable limit based on design specification because there is no method and standard for threshold calculation. In case of the conventional thresholds, it is difficult to recognize the event, abnormal behavior and gradual damage within the threshold. Therefore, this study reviewed the problem of previous methods and proposed the advanced methodologies based on probabilistic approach for threshold calculation which can be applied to practice work. Gumbel distribution is adopted in order to calculate the threshold for caution and warning states considering the expectations for return periods of 50 and 100 years. The thresholds were individually determined for measurement data and data variation to detect the various abnormal behaviors within allowable range. Finally, it has confirmed that the thresholds by the proposed method is detectable the abnormal behavior of real-time measuring data from SHMS.
PURPOSES : The purpose of this study is to evaluate the mechanical properties of a cold-recycling asphalt mixture used as a base layer and to determine the optimum emulsified-asphalt content for ensuring the mixture's performance. METHODS : The physical properties (storage stability, mixability, and workability) of three types of asphalt emulsion (CMS-1h, CSS-1h, and CSS-1hp) were evaluated using the rotational viscosity test. Asphalt emulsion residues, prepared according to the ASTM D 7497-09 standard, were evaluated for their rheological properties, including the $G*/sin{\delta}$and the dynamic shear modulus (${\mid}G*{\mid}$). In addition, the Marshall stability, indirect tensile strength, and tensile-strength ratio (TSR) were evaluated for the cold-recycling asphalt mixtures fabricated according to the type and contents of the emulsified asphalt. RESULTS : The CSS-1hp was found to be superior to the other two types in terms of storage stability, mixability, and workability, and its $G*/sin{\delta}$ value at high temperatures was higher than that of the other two types. From the dynamic shear modulus test, the CSS-1hp was also found to be superior to the other two types, with respect to low-temperature cracking and rutting resistance. The mixture test indicated that the indirect tensile strength and TSR increased with the increasing emulsified-asphalt content. However, the mixtures with one-percent emulsified-asphalt content did not meet the national specification in terms of the aggregate coverage (over 50%) and the indirect tensile strength (more than 0.4 MPa). CONCLUSIONS : The emulsified-asphalt performance varied greatly, depending on the type of base material and modifying additives; therefore, it is considered that this will have a great effect on the performance of the cold-recycling asphalt pavement. As the emulsified-asphalt content increased, the strength change was significant. Therefore, it is desirable to apply the strength properties as a factor for determining the optimum emulsified-asphalt content in the mix design. The 1% emulsified-asphalt content did not satisfy the strength and aggregate coverage criteria suggested by national standards. Therefore, the minimum emulsified-asphalt content should be specified to secure the performance.
