Occupational Injury Statistics in Korea

  • Objectives: The occupational accident rate was officially reported to be 0.77 per 100 workers in 2001 and 0.70 in 2009. The stagnant decrease in accident rate raises a question about the effectiveness of prevention activity because there have been active prevention efforts in the past 10 years. It is also necessary to know the exact status of occupational injuries to direct a prevention strategy. Methods: The author re-analyzed occupational injury statistics to find the reason for stagnant decreases in occupational injuries. Compensated occupational injuries cases were used to calculate fatal and non-fatal injury rates. Injuries from commuting accidents and sports activities were excluded as well as occupational diseases. The number of workers was adjusted to that of full time equivalent employees. Results: The fatal injury rate excluding injuries associated with commuting accidents, sports activities, and occupational diseases decreased from 12.59 in 2001 to 8.20 in 2009. In 2007, 67.5% of accidents that involved being caught in objects, which are mostly caused by machines and equipment, occurred in the manufacturing industry; this type of incident has decreased since 2001. The fatal and non-fatal injury rates in the manufacturing industry have continuously decreased while the rates in the service industry have not changed from 2001 to 2009. Non-fatal injuries might not be reported in many cases. The number of insured workers was underestimated as long working hours were not adjusted for in the reporting system. Conclusion: The occupational fatal injury rate has decreased and the non-fatal injury rate might have decreased during the last 10 years, although the statistics show stagnancy. The decrease of the injury rate was countervailed by various factors. Hence, the current accident rate does not reflect the actual situation of accidents in Korea. Korea needs to develop an improved system to more accurately calculate occupational fatal and non-fatal injury rates.

Convergence Study of Motorsports and Technology : Strength Analysis for the Design of CFRP Bucket Seat (모터스포츠와 기술 융합 연구 : CFRP 버킷 시트 설계를 위한 구조강도 해석)

  • Engineering and Technology have been influencing a lot in the field of sports. Competitiveness, attributes of sports, have forced not only sports players but sports goods to enhance those performance. Particularly in the field of motorsports, the convergence of sports and technology has long been done to satisfy between performance and safety. In this study, strength analysis was carried with FEM to develop CFRP Laminate(Carbon Fiber Reinforced Plastic Laminate) bucket seat targeted to motorsports and car tuning industries and FIA($F\acute{e}d\acute{e}ration$ Internationale de l'Automobile) regulation was applied to design the racing seat and evaluate its strength. FEM modeling considered the attributes of composites was followed by strength evaluation based on Tsai-Wu failure index were done according to Lay-up sequence and layer numbers. The result showed that the lay-up sequence with stacking angle such as $[0^{\circ}/30^{\circ}/60^{\circ}/90^{\circ}/-30^{\circ}/-60^{\circ}]_4$ with 3mm form core was optimal selection in the field of weight and strength evaluation.

A Study on Changes in Future Sports According to the Introduction of Baseball Robot Umpire (야구 로봇 심판 도입에 따른 미래 스포츠 변화에 관한 연구)

  • The purpose of this study is to explore changes in future sports by introducing baseball robot umpire. The study was conducted using qualitative research methods, and participants selected five baseball fans who were interested in baseball. The results of the study are as follows. First, baseball fans expressed displeasure with the frequent misjudgment in Korean Professional Baseball game, and doubted the fairness of the umpire's judgment. And repeated misjudgment of professional baseball has contributed to the decline in viewing and viewing of baseball. Second, baseball fans were positive about the introduction of robot umpire as a way to reduce bad calls in baseball games, and considered the accuracy, consistency, and recordability of robot umpire to complement their limitations. Third, the application of baseball robot umpire will serve as a basis for strengthening the fairness and efficiency of baseball games, which will positively change the image of sports. As a result, the introduction of robot umpire in baseball games could exert desirable influence on people and contribute to restoring the ethics of sports and strengthening fairness.

  • The interest in the marine leisure sports is rapidly growing, due to the increases of the leisure time in the five working day per week and the increases of GNP. The regional governments are trying to attract massive investments into the marine leisure industry through international exhibitions and yacht rallies: However, the domestic demand patterns don't increase in contrast to those advanced countries. Up to now, few studies have been made on the industrial factors for the promotions of the marine leisure sports. In this study, variables affecting the marine leisure sports were analyzed into economical, social factors and so on. The correlations between the environmental variables and the number of the leisure boats per 1,000 persons were analyzed. Lastly, prospective suggestions were made for the developments of the marine leisure sport industries through comparisons of the domestic environmental factors with those of the advanced countries.

Analysis of the Causes of Casualties of Jecheon Sports Center Fire - Focus on an Initial Response and Management - (제천 스포츠센터 화재의 다수 사상자 발생원인 분석 -초기대응과 관리적인 측면을 중심으로-)

  • A sports center fire in Jecheon that caused 29 deaths and 40 injuries was analyzed based on initial response and management in order to investigate the causes of the casualties. The aspects of initial response included delay of reporting 119, not being guided to the exit for the body scrubber on the $2^{nd}$ floor for escape, opening the fire doors of the exits on the $1^{st}$ floor and $3^{rd}$ floor, not closing the fire door of the main stairs on the $3^{rd}$ floor, and not doing an emergency broadcast. The management aspects included closing the alarm valve of the sprinkler system on the $1^{st}$ floor, starting-stop of the fire pump controller, neglecting leakage of water and electricity between the false ceiling and ceiling in the parking lot, hiding the exit light in the ladies bathroom lounge on the $2^{nd}$ floor and piling up things in the exit, neglecting the button of an automatic door on the $2^{nd}$ floor, conventional fire safety management, insufficient inspection of fire equipment, and not working fire shutters and smoke exhaust windows.

A Wearable Safety Device for the Body Protection of Motorcyclists (모터사이클 운전자 신체보호용 안전장치 개발 프로세스)

  • This paper presents the development process for airbag safety devices fitted in motorcyclists' garments. Motorcycle riders often sustain multiple injuries in crashes since rider post-impact kinematics depend on several variables. This study proposes a newly inflatable safety system connected to the motorcycle by a cable. An airbag device with a mechanical triggering system is deployed when the cable detaches from its mounting clip. Airbag filling tests are performed to determine the mixing ratio of compressed gases with the severance of temperature. To estimate the airbag effectiveness to reduce riders' injuries, numerical analysis is performed using the finite element method. A comparative analysis (i.e., with and without the chosen device) was conducted to evaluate its protective efficacy. Prototype garments based on the proposed design have been created and have undergone sled tests. The proposed safety device could also be beneficial in accidents during other sports activities.

Improvement Plan for Safety Management System related to Kids Cafe

  • As the number of kids cafes, one of the children's playgrounds, is increasing rapidly, safety accidents in the kids cafe are also increasing rapidly. The facility is also increasing as the need increases, but it is spreading without ensuring safety. In particular, the Ministry of Public Administration and Security for children's play facilities in the kids cafe, and the Ministry of Culture, Sports and Tourism for organic organizations are divided into different departments, so it is not easy for local governments to manage and supervise the actual business, and there are safety blind spots. Kids cafes have changed rapidly according to needs of children and guardians who are users, and there are many problems associated with them. Therefore, we identified problems that may arise due to insufficient safety management systems for kids cafes, investigated the safety management related to kids cafes in advanced countries, and compared and analysed them with domestic systems. As a result of the research, we proposed a safety management reinforcement system, and we hope to contribute to the reduction and prevention of kids café safety accidents.

Concept Car Development using Personal Digital Design Process based on Engineering Technology (공학 기술 기반 개인 디지털 디자인 프로세스를 적용한 컨셉카 개발)

  • Every car manufacturer desires to reduce the new car development time spent in improving the safety, NVH, lightweight, reliability and environment friendly features of the car. Other considerations such as planning, exterior and interior styling, packaging, color, and material selection increase the complexity of the car design process. This paper proposes a personal DDP (Digital Design Process) to utilize the engineering analysis and design/styling software for car design. DDP can be efficiently used by a team of car research center or a studio with small number of engineers, helping ordinary engineers becoming ambidextrous in design as well as engineering applications. The concept model starts from idea sketch, rendering, and 3D surface model with CAS (Computer Aided Styling) to the final safety estimation by using proposed DDP based on engineering technology (CAD, CAE). The concept model proposed a hydrogen fuel cell sports coupe which could be available within next 10 years. The proposed DDP can not only reduce the new car development time but also be adapted into designing of varied products such as aircraft, yacht, electrical equipment and sports gear.

A Study on Appropriate Breadth for U-turn Setup (U-turn 설치를 위한 적정 폭원에 관한 연구)

  • Currently, the minimum breadth as a point available for U-turn setup is designated as "over 9m for one way" in the traffic safety facilities practical manuals, and vehicles allowed to make a U-turn are limited to passenger cars. However, as passenger cars have recently become larger and SUVs (Sports Utility Vehicles) are being popularized, they fail to make a U-turn in one attempt. This causes a traffic jam and a problem with traffic safety. This study proposed, compared, and tested the measured values of actual differences in the turning radius of U-turn by actual cars with estimated values by using PC-Crash, a car accident simulation program. Then, the study forecasted the turning radius of U-turns of Korean passenger cars by using PC-Crash, and proposed appropriate breadth for U-turn setup.

Status Analysis of Children's Swimming Pool in Korea

  • Purpose: This study sought to explore current status of children's swimming pool in Korea and to generate insights regarding safety management of children's swimming pool. Research design, data, and methodology: The study reviewed literatures including documents of Ministry of Culture, Sports and Tourism and sport facility-related articles. Furthermore, the study collected additional statistics via search engines. Results: First, numbers of swimming pools have been dramatically increased since 2016 and Korea experienced an increase of 37% from 2010 to 2019. Of the 611 indoor swimming pools, most swimming pools are located in Gyeonggi province with 27.7% (n=169). Seoul and Gyeonggi-do have the highest proportion of swimming pools in Korea. Second, in types of swimming pools, 47.6%(n=291) was children's swimming pool which is the highest proportion in the nation. Children's swimming pools are also mostly located in Seoul and Gyeonggi province with 57%. Third, of 372 profit swimming pools, children's pools show the highest number with 78%(n=291). Conclusions: Children's swimming pools are picking up faster than the other types of swimming pool. Yet, safety-related studies are still lack. This provides motivations to produce managerial insights from academia and business sectors. Moreover, more studies of legal issues should be conducted. Implications were discussed.
