Economic Assessment of Climate Change Adaptation Technologies in Infrastructure Sector (사회기반시설물 기후변화 적응기술의 경제성분석)

  • The frequency and severity of damage caused by extreme climate events are increasing due to climate change. If the infrastructure is not prepared for the risks of climate change, property loss may occur in the facility itself and its surrounding areas. Therefore, climate change adaptation technology should be introduced to reduce future losses. Policy makers need to understand the economic impacts of each technology in order to select an appropriate option. Both the primary damage, which is the direct damage to the facility, and the secondary damage, which is the damage to the surrounding area due to climate change, should all be identified for understanding the economic impact from adaptation. This paper presents a procedure for deriving primary and secondary damage reductions from introducing adaptation technologies and suggests a methodology for evaluating adaptation technology specific to each infrastructure.

Experiencing Coercive Control in Female Victims of Dating Violence (데이트 폭력 여성피해자의 강압적 통제 경험)

  • Background: Dating violence refers to violence occurring between people in an intimate relationship. Forms of dating violence are often categorized into physical, psychological, and sexual violence, and most existing literature has followed this frame. However, few studies have focused on the phenomenon of living under the perpetrator's coercive control in victims of dating violence, although those experiences are known to be signs of severe forms of violence later on. Purpose: The purpose of this study was to explore the experiences of being coercively controlled in female victims who had experienced dating violence. Method: For this study, in-depth interviews were conducted with a total of 14 female victims, and all interviews were audio-recorded and transcribed. The data were analyzed using the phenomenological analysis method suggested by Colaizzi. Results: Three themes were derived in chronological order: idealizing the relationship (period of potential control), facing severer tyranny (period of coercive control), and escaping from the unending trap (period of post-control). The results showed that the victims experienced perpetrators' control with specific patterns. The perpetrators' controlling behaviors were invisible, literally benevolent, at the beginning; however, severe forms of violence seemed to appear as their relationship deepened and the perpetrators failed to control the victims. Conclusion: Findings from this study presented vivid experiences of female victims who needed help and care. Hopefully, the results can benefit in terms of developing evidence-based prevention strategies for victims as well as assessing the risks of severe forms of dating violence, such as physical attack or murder.

Production Regimes, Family Policy and Gender Wage Gap (생산레짐과 일가정양립정책이 성별 임금격차에 미치는 영향연구)

  • Female plays an important role in new welfare policies as emerging new social risks including care needs resulted from increasing female employment participation and changes in family structures. Whereas the effects of work and life reconciliation policies on female employment are well established, less is known for the role of production regime as an important institution on gender wage gap. This study examines the questions in what way and to what extent production regimes and work and family reconciliation policies influence gender wage gap in advanced capitalism countries using the Luxembourg Income Study (LIS). The coordinated market economies (CMEs), presented as higher firm-specific skills, are associated with lower income rank for female workers than male workers, hence larger degree of gender wage gap. Longer parental leave weeks and higher childcare expenditures are associated with less degree of gender wage gap. This research highlights the importance of production regimes in understanding gender wage gap and potential interaction between production regimes and work and life reconciliation policies on gender wage gap.

A Study on the Legal Issues of Inter-Korean Investment Disputes Settlement System (남북 투자분쟁해결의 법적쟁점에 관한 고찰)

  • The resumption of economic cooperation between South and the North Korea will be a new growth engine for our economy. Many Korean companies are preparing to invest in North Korea in accordance with the progress of inter-Korean relations. However, there are many risks inherent in inter-Korean economic cooperation, as experienced in previous cases. Specifically, one should be prepared for unfair measures such as the expropriation of investment assets of South Korean enterprises by North Korea authorities. Therefore, it is essential to review the protection measures of investment in North Korea and to review the investment dispute settlement system. The South and the North have an agreement to establish the inter-Korean Commercial Arbitration Committee to resolve the disputes that may arise if one party's investments are lost due to inappropriate or unfair measures due to the other party's authority. However, the Investment Agreement, which governs the Inter-Korean Commercial Arbitration Committee, contains a number of declarative statements that are somewhat ineffective. Even today, nearly 20 years after the adoption of the Agreement, the specific detailed procedures have shown no real progress, such as in the enactment of arbitration rules. Therefore, at present, it is difficult to expect a system that can effectively address the damage of our corporations which have invested in North Korea. When the assets freeze after the suspension of Kumgang tourism and the closure of the Kaeseung Industrial Complex by North Korea, the activation of the inter-Korean Commercial Arbitration Committee is the most important prerequisite for economic cooperation with North Korea. For this purpose, the resolution of disputes through the Inter-Korean Commercial Arbitration Committee has to be made more concrete, with the effectiveness of the dispute settlement system enhanced by means of various efforts.

Development of MSDS Map for Visual Safety Management of Hazardous and Chemical Materials (유해화학물질의 시각적 안전관리를 위한 MSDS 지도 개발)

  • For preventing the accidents generated from the chemical materials, thus far, MSDS (Material Safety Data Sheet) data have been made to notify how to use and manage the hazardous and chemical materials in safety. However, it is difficult for users who handle these materials to understand the MSDS data because they are only listed based on the alphabetical order, not based on the specific factors such as similarity of characteristics. It is limited in representing the types of chemical materials with respect to their characteristics. Thus, in this study, a lots of MSDS data are visualized based on relationships of the characteristics among the chemical materials for supporting safety managers. For this, we used the textmining algorithm which extracts text keywords contained in documents and the Self-Organizing Map (SOM) algorithm which visually addresses textual data information. In the case of Occupational Safety and Health Administration (OSHA) in the United States, the guide texts contained in MSDS documents, which include use information such as reactivity and potential risks of materials, are gathered as the target data. First, using the textmining algorithm, the information of chemicals is extracted from these guide texts. Next, the MSDS map is developed using SOM in terms of similarity of text information of chemical materials. The MSDS map is helpful for effectively classifying chemical materials by mapping prohibited and hazardous substances on the developed the SOM map. As a result, using the MSDS map, it is easy for safety managers to detect prohibited and hazardous substances with respect to the Industrial Safety and Health Act standards.

Dynamic quantitative risk assessment of accidents induced by leakage on offshore platforms using DEMATEL-BN

  • On offshore platforms, oil and gas leaks are apt to be the initial events of major accidents that may result in significant loss of life and property damage. To prevent accidents induced by leakage, it is vital to perform a case-specific and accurate risk assessment. This paper presents an integrated method of Ddynamic Qquantitative Rrisk Aassessment (DQRA)-using the Decision Making Trial and Evaluation Laboratory (DEMATEL)-Bayesian Network (BN)-for evaluation of the system vulnerabilities and prediction of the occurrence probabilities of accidents induced by leakage. In the method, three-level indicators are established to identify factors, events, and subsystems that may lead to leakage, fire, and explosion. The critical indicators that directly influence the evolution of risk are identified using DEMATEL. Then, a sequential model is developed to describe the escalation of initial events using an Event Tree (ET), which is converted into a BN to calculate the posterior probabilities of indicators. Using the newly introduced accident precursor data, the failure probabilities of safety barriers and basic factors, and the occurrence probabilities of different consequences can be updated using the BN. The proposed method overcomes the limitations of traditional methods that cannot effectively utilize the operational data of platforms. This work shows trends of accident risks over time and provides useful information for risk control of floating marine platforms.

Occupational Safety and Health Among Young Workers in the Nordic Countries: A Systematic Literature Review

  • This review aimed to identify risk factors for occupational accidents and illnesses among young workers in the Nordic countries and to attain knowledge on specific vulnerable groups within the young working force that may need special attention. We conducted a systematic review from 1994 to 2014 using five online databases. Of the 12,528 retrieved articles, 54 met the review criteria and were quality assessed, in which data were extracted focusing on identifying occupational safety, health risk factors, and vulnerable groups among the young workers. The review shows that mechanical factors such as heavy lifting, psychosocial factors such as low control over work pace, and organizational factors such as safety climate are all associated with increased injury risk for young Nordic workers. Results show that exposures to chemical substances were associated with skin reactions, e.g., hand eczema. Heavy lifting and awkward postures were risk factors for low back pain, and high job demands were risk factors for mental health outcomes. The review identified young unskilled workers including school drop-out workers as particularly vulnerable groups when it comes to occupational accidents. In addition, apprentices and young skilled workers were found to be vulnerable to work-related illnesses. It is essential to avoid stereotyping young Nordic workers into one group using only age as a factor, as young workers are a heterogeneous group and their vulnerabilities to occupational safety and health risks are contextual. Politicians, researchers, and practitioners should account for this complexity in the education, training and organization of work, and workplace health and safety culture.

Task-based Exposure Assessment among Laboratory workers in Organic Synthesis Laboratories (유기합성실험실 연구자의 단위작업별 노출 평가)

  • Objective: Significant concerns have been raised over chemical exposure and potential health risks such as increased cancer mortality among laboratory workers. The aim of this study was to investigate the overall exposure and unit task exposure levels of researchers in organic synthesis laboratories at universities. Methods: Seventy-seven personal Time-weighted average(TWA) samples and 139 task-based samples from four organic synthesis laboratories at two universities were collected over three days. The concentrations of acetone, chloroform, dichloromethane(DCM), diethyl ether, ethyl acetate, n-hexane, tetrahydrofuran(THF), benzene, toluene, and xylene were determined using the GC-FID. Results: The most frequently used chemicals in the laboratories were acetone, DCM, n-hexane, methanol, and THF. Carcinogens such as benzene, chloroform, and DCM were used in one or more laboratories. The TWA full-shift exposures of researchers to acetone was the highest(ND-59.3 ppm). Benzene was observed above the occupational exposure limit in 18-40% of the samples. The levels of exposure to organic solvents were statistically different by task(p<0.05), while washing task was the highest. Washing was not perceived as a part of the real lab tasks. Rather it was considered as simple dish-washing or experimental preparation and performed in an open sink where exposure to organic solvents was unavoidable. TWAs and task-based concentrations were compared by substance, which suggests that TWA-based assessment could not reflect short-term and high concentration exposures. Conclusions: Laboratory workers may be exposed to various organic solvents at levels of concern. TWA-based measurement alone cannot guarantee holistic exposure assessment among lab workers as their exposures are very dependent on their tasks. Further investigation and characterization for specific tasks and overall chronic exposures will help protect lab workers from unnecessary exposure to chemicals while they perform research.

Possibility of Information Leakage through Analysis of Chinese Antivirus Software (중국 안티바이러스 제품 분석을 통한 정보유출 가능성 연구)

  • Recently, controversy has been raised over the security and safety of Chinese-made network equipment (Huawei 5G), apps (TikTok, etc.). In particular, according to the results of the Ministry of Defense investigation in 2020, malicious codes were found in CCTVs made in China that were delivered as military surveillance equipment used as a coast guard system, and specific information was remotely transmitted to a Chinese server. The safety issues of these Chinese security products can be questioned as being systematically led by the state rather than by companies or individuals. In this paper, we perform network and process level analysis of 360 Total Security(360 TS), a Chinese antivirus software. In addition, it compares and analyzes the domestic cloud-based vaccine V3 Lite product. Through this, the safety of Chinese security solutions is checked and information leakage and risks are suggested.

Classifying Severity of Senior Driver Accidents In Capital Regions Based on Machine Learning Algorithms (머신러닝 기반의 수도권 지역 고령운전자 차대사람 사고심각도 분류 연구)

  • Moving toward an aged society, traffic accidents involving elderly drivers have also attracted broader public attention. A rapid increase of senior involvement in crashes calls for developing appropriate crash-severity prediction models specific to senior drivers. In that regard, this study leverages machine learning (ML) algorithms so as to predict the severity of vehicle-pedestrian collisions induced by elderly drivers. Specifically, four ML algorithms (i.e., Logistic model, K-nearest Neighbor (KNN), Random Forest (RF), and Support Vector Machine (SVM)) have been developed and compared. Our results show that Logistic model and SVM have outperformed their rivals in terms of the overall prediction accuracy, while precision measure exhibits in favor of RF. We also clarify that driver education and technology development would be effective countermeasures against severity risks of senior driver-induced collisions. These allow us to support informed decision making for policymakers to enhance public safety.
