특수경비원의 직무만족 영향요인에 관한 연구 (A Study on the Effects for the Job Satisfaction in the Special Duty of the Private Security)

  • This paper is concerned with the influence in the job satisfaction by the organization, the job specialty and the self-devotion in the special duty of private security. Today's society is required more intensive security in the diversity, the complexity and the uncertainty, but the public security service could not supply enough for what the society requires. In this circumstance more specialized and special trained security services are demanded from private security industry. With the concerns, this study is based on actual survey. The study is telling us that there is much relationship in job satisfaction between each element. Which means that 1) there is some different from personality, 2) there is much influence in self-devotion by job specialty, 3) there some effectiveness in job satisfaction by job specialty, 4) there is some influence in job satisfaction by self-devotion, and 5) job satisfaction is affected by job specialty and self-devotion.

  • 경찰공무원은 공직의 체계상 특정직으로 분류된다. 대부분의 특정직은 별도의 인사법규에 근거하여 개별적 인사행정이 이루어지고 있다. 조직과 임무가 특수한 만큼 일반직에 대한 인사행정을 적용햐는데 한계가 있기 때문이다. 경찰 근무성적평정도 이러한 논리로 타 공직과는 상이한 형태로 실시되고 있다. 본 연구에서는 경찰 근무성적평정 제도의 보다 바람직한 운영을 도모하기 위해서 평정결과에 대한 검증절차를 도입할 것을 제안하였다. 다만, 제도시행 초기에는 검증대상을 최종 평정권자의 결과만으로 한정하는 것이 바람직할 것이다.

공공병원 공공보건의료사업 담당자를 위한 교육프로그램이 학습목표 성취도와 교육반응도에 미치는 효과 (Evaluation of an Education Program for Public Health Service Workers in Public Hospitals: Learning Achievement and Satisfaction Levels)

  • Objectives: This study aims to evaluate the outcomes of an education program for public health service workers in public hospitals, utilizing the Kirkpatrick model. Methods: The study participants were 118 staff in 48 public hospitals. Of the stages in the Kirkpatrick model(reaction, learning, behavior, and result), reaction and learning stages were analyzed in this study. A 10-item self-evaluation questionnaire was used to measure satisfaction level for the reaction, and achievement of learning purposes for the learning. The education program consisted of general courses and special two tract courses(Tract A: chronic diseases, Tract B: health promotion). Results: The highest score for reaction was for Tract A(score=4.4), whilst the lowest score for reaction was for lecture(score=3.0). Learning achievement was significantly different between pre-education and post-education(p<0.01), except for health technicians. Conclusions: The results of this study could be utilized to develop effective systematic education programs for public health service workers in public hospitals.

보건소의 환경, 조직구조와 조직유효성과의 관계 (A Study on Relationships Between Environment, Organizational Structure, and Organizational Effectiveness of Public Health Centers in Korea)

  • The objective of the study are two-fold: one is to explore the relationship between environment, organizational structure, and organizational effectiveness of public health centers in Korea, and the other is to examine the validity of contingency theory for improving the organizational structure of public health care agencies, with special emphasis on public health nursing administration. Accordingly, the conceptual model of the study consisted of three different concepts: environment, organizational structure, and organizational effectiveness, which were built up from the contingency theory. Data were collected during the period from 1st of May through 30th of June, 1990. From the total of 249 health centers in the country, one hundred and five centers were sampled non proportionally, according to the geopolitical distribution. Out of 105, 73 health centers responded to mailed questionnaire. The health centers were the unit of the study, and a various statistical analysis techniques were used: Reliability analysis(Cronbach's Alpha) for 4 measurement tools; Shapiro-Wilk statistic for normality test of measured scores of 6 variables: ANOVA, Pearson Correlaion analysis, regressional analysis, and canonical correlation analysis for the test of the relationships and differences between the variables. The results were. as follows : 1. No significant differences between forma lization, decision-making authority and environmental complexity were found(F=1.383, P=.24 ; F=.801, P=.37). 2. Negative relationships between formalization and decision-making authority for both urban and rural health centers were found(r=-.470, P=.002 ; r=-.348, P=.46). 3. No significant relationship between formalization and job satisfaction for both urban and rural health centers were found (r=-.242, P=.132, r=-.060, P=.739). 4. Significant positive relationship between decision - making authority and job satisfaction were found in urban health centers (r=.504, P=.0009), but no such relationship was observed in rural health centers. Regression coefficient between them was statistically significant($\beta=1.535$, P=.0002), and accuracy of regression line was accepted (W=.975, P= .420). 5. No significant relationships among formalization and family planning services, maternal health services, and tuberculosis control services for both urban and rural health centers were found. 6. Among decision-making authority and family planning services, maternal health services, and tuberculosis control services, significant positive relationship was found between de cision-making authority and family planning services(r=.286, P=.73). 7. A significant difference was found in maternal health services by the type of health centers (F=5.13, P=.026) but no difference was found in tuberculosis control services by the type of health centers, formalization, and decision-making authority. 8. A significant positive relationships were found between family planning services and maternal health services and tuberculosis control services, and between maternal health services and tuberculosis control services (r=-.499, P=.001 ; r=.457, P=.004 ; r=.495, P=.002) in case of urban health centers. In case of rural health centers, relationships between family planning services and tuberculosis control services, and between maternal health services and tuberculosis control services were statistically significant (r=.534, P=.002 ; r=.389, P=.027). No significant relationship was found between family planning and maternal health services. 9. A significant positive canonical correlation was found between the group of independent variables consisted of formalization and de cision-making authority and the group of dependent variables consisted of family planning services, maternal health services and tuberculosis control services(Rc=.455, P=.02). In case of urban health centers, no significant canonical correlation was found between them, but significant canoncial correlation was found in rural health centers(Rc=.578, P=.069), 10. Relationships between job satisfaction and health care productivity was not found significant. Through these results, the assumed relationship between environment and organizational structure was not supported in health centers. Therefore, the relationship between the organizational effectiveness and the congruence between environment and organizational structure that contingency theory proposes to exist was not able to be tested. However decision-making authority was found as an important variable of organizational structure affecting family planning services and job satisfaction in urban health centers. Thus it was suggested that decentralized decision making among health professionals would be a valuable strategy for improvement of organizational effectiveness in public health centers. It is also recommended that further studies to test contingency theory would use variability and uncertainty to define environment of public health centers instead of complexity.

공공 디지털 사이니지 서비스 개발 연구 (A Study on the Development of Public Digital Signage Services)

  • 본 연구는 행정안전부의 시범사업 중 하나인 '세종특별시 디지털 사이니지 국가시범사업'을 위한 기초연구를 기반으로 하고 있다. 본 연구에서는 첨단 기술이 결합된 스마트 플랫폼인 '디지털 사이니지'를 '공공 서비스 콘텐츠 플랫폼'으로 보고 콘텐츠의 배치를 계획하기 위한 전략이 기술우위 공급자 대신 해당 지역 커뮤니티 또는 사용자에 초점을 맞춰야 한다고 전제하였다. 이러한 맥락에서 첨단 기술 기반의 공공 서비스에 대한 수요 증가에 대응하여, '공공 디지털 사이니지 서비스' 개발 전략에 관해 연구하였다. 또한 동 전략을 쉽게 수립하거나 실행할 수 있도록 '디지털 사이니지 서비스 툴'들을 설계하였다. 결론적으로 본 연구는 '디지털 사이니지 기능'을 '디지털 광고 기능' 뿐만 아니라 '공공 및 문화 서비스 기능'으로 확대, 발전시키는 전략을 모색해 보고자 하였다. 연구의 최종 목표는 시민들의 적극적인 참여와 인터랙티브 미디어의 혁신적인 활용을 통해 '세종시 상권 활성화 프로젝트'가 창출하는 공공 가치를 추구하는 것이라고 할 수 있다.

스마트디지털 환경 기반 도서관 구축에 관한 사서 인식 연구 (A Study on Librarians' Awareness of Construction of Libraries Based on Smart-Digital Environment)

  • 본 연구에서는 스마트디지털 환경에서 공공도서관 이용편의성을 제고하고 이용자서비스를 개선하기 위해 디지털서비스 스마트화 추진방안을 모색하고자 하였다. 이에 디지털자료 업무 담당자 및 사서를 대상으로 디지털자료 활성화 방안과 스마트도서관에 대한 인식조사를 실시하였다. 연구 결과, 첫째, 스마트 도서관 도입은 정보 기술에 대한 관심이 높은 중소도시를 중심으로 우선 시행하고, 시간·장소에 구애받지 않는 서비스 제공에 대한 인식이 높은 광역시 및 특별자치시 지역 공공도서관으로 확산하는 방식으로 진행하는 것이 효과적으로 나타났다. 둘째, 스마트 도서관 도입의 핵심 성공요인은 단말기로부터 자유로운 콘텐츠와 이러한 서비스 이용이 가능한 사용자 전산 장비의 업그레이드인 것으로 분석되었다. 단말기는 스마트폰 등 이용자가 개인적으로 활용하지만 개방형 와이파이 등 이용자의 이동성을 보장하는 업그레이드와 5G의 도입은 필요한 것으로 조사되었다. 셋째, 스마트 도서관 도입 시 적용이 용이할 것으로 예상되는 정보기술로는 이미 일반화된 전자태그(RFID)와 더불어 빅데이터 기술인 것으로 나타났다. 그 외 광역시 및 특별자치시 지역 공공도서관 관계자들의 관심이 높은 사물인터넷(IoT) 기술 도입을 우선적으로 고려해야 할 것이다.

'장애인 등에 대한 특수교육법' 시행에 따른 치료지원서비스 활성화 방안 : 물리.작업치료를 중심으로 (The Research for the Activation of Treatment Related Service According to the 'Special Education Law': Focusing on Physical.Occupational Therapy)

  • Background: This thesis aims at suggesting the direction for the introduction of public free treatment support system according to the establishment of [Special Education Law] and the right settlement of therapeutic support service. Method: It introduced the characteristics and the contents of school based PT & OT, diagnosis and evaluation, and operation method. It set up question items and presented intervention plan, and substantial intervention, beginning from the request of whole process. The diagnostic evaluation was described from 4 aspects, which are consideration matters in the time of document drawing and diagnostic evaluation, chiefly centering around SOAP. The flow of overall treatment support service, the allocation of 16 handicapped children for 1 therapist, and the weekly treatment frequency according to the treatment support location and environment were suggested in the concrete operation method. Result: The concrete method should be explored in order to provide handicapped students with requisite services, which are offered by various experts in the amended 'Special Education Law'. In addition, work condition and social welfare, which are equal to school teachers, should be provided for all experts. Conclusion: Along with these things, special education support center should establish the road-map for the education rehabilitation of the handicapped children from the evaluation of early diagnosis of the handicapped children to treatment support and lifelong education.

공공도서관 어린이서비스 마케팅 전략 - 미국 공공도서관의 '가족장소도서관'을 중심으로 - (A Study on Children Service Marketing Strategies of Public Libraries: With Special Reference to 'Family Place Library' at the Public Libraries in USA)

  • 21 세기 지식기반사회에서 공공도서관은 다양한 변화와 도전에 직면하고 있다. 이에 따라 공공도서관 경영에서 마케팅 개념을 도입할 필요성은 점차 커지고 있다. 이 연구는 미국 공공도서관이 지역사회에 제공하는 어린이서비스 중 '가족장소도서관' 프로그램에 초점을 맞추었다. '가족장소도서관'은 영 유아와 그 가족을 위한 프로그램으로 2011년 2월 현재 미국 공공도서관 중 300여개 관이 참여하고 있다. 이 연구는 미국 뉴욕주를 중심으로 이러한 프로그램을 시행하는 주요 사례 도서관을 대상으로 참여관찰 및 인터뷰 조사를 수행하여 이 프로그램의 내용을 분석하고 미국 여러 주의 도서관 내외 전문가들과의 심층인터뷰를 진행하였다. 이러한 조사결과를 바탕으로 공공도서관 경영을 위한 마케팅 전략을 제시하였다.

개인정보관리자의 책임과 벌칙의 형평성 (The Legal Justice of Conferring Criminal Negligence on Chief Privacy Officers(CPO))

  • The recently revised "Telecommunications Business Promotion and Personal Data Protection Act" is an important legal milestone in promoting the Korean telecommunications infrastructure and industry as well as protecting individuals' personal data and individuals' rights to privacy. Special characteristics of information security and privacy protection services including public goods' feature, adaptiveness, relativity, multi-dimensionality, and incompleteness, are reviewed. The responsibility of chief security/privacy officers in the IT industry, and the fairness and effectiveness of the criminal negligence in the Telecommunications Act are analyzed. An assessment of the rationale behind the act as well as a survey of related laws and cases in different countries, offers the following recommendations : i) revise the act and develop new systems for data protection, ii) grant a stay of execution or reduce the sentence given extenuating circumstances, or iii) use technical and managerial measures in data protection for exemption from criminal negligence.

대구광역시 공공도서관 겨울방학 프로그램 참여 초등학생 이용자의 이용행태 분석 (Analysis on the User Behaviors of Elementary School Students of Winter Vacation Programs of Public Libraries at Daegu Metropolitan City)

  • 이 연구는 대구광역시 공공도서관의 겨울방학 프로그램 이용자를 대상으로 하여 그 이용행태를 분석하고, 프로그램의 서비스품질에 대한 지각, 이용자 만족도, 충성도에 관련된 영향관계를 실증적으로 분석하였다. 이를 위해 대구광역시의 8개 공공도서관에서 실시하고 있는 겨울방학 프로그램에 참여한 초등학생을 대상으로 배포하여 회수한 444부의 설문지 중 300명의 설문조사 결과를 바탕으로 분석하였다. 겨울방학 프로그램 참여자는 도서관을 방문할 때 가족과 방문하는 경우가 상당히 많고, 겨울방학 프로그램에 참여하게 된 경로도 부모님을 통해 참여하게 된 경우가 많았다. 겨울방학 프로그램의 이용자들은 어린이도서관의 다른 서비스이용자는 물론 공공도서관의 일반 성인이용자들에 비해 서비스품질에 대한 지각과 만족도, 충성도의 거의 모든 측면에서 그 값이 높은 것으로 나타났다. 서비스품질과 만족도, 충성도에 대한 구조방정식모형의 분석에서는, 서비스품질의 3개요인인 프로그램 내용/강사, 지원/서비스, 프로그램 시설 요인은 전반적 만족도에 유의한 영향을 미치는 것으로 나타났고, 만족도와, 서비스품질 요인 중 지원/서비스 요인이 충성도에 직접적인 유의한 영향을 미치는 것으로 나타났다.
