This paper describes the design of monolithic optical transceiver circuitry being used as a part of the fiber optic modules. It has been designed in 0.6 ${\mu}{\textrm}{m}$ 2-poly 3 metal silicon CMOS analog technology and operates at 155.52 Mbps(STM-1) data rates. It drives laser diode to transmit intensity modulated optical signal according to 155.52 Mbps electrical data from system. Also, it receives 155.52 Mbps optical data that transmitted from other systems and converts it to electrical data using photo diode and amplifier. To avoid noise and interference between transmitter and receiver on one chip, layout techniques such as special placement, power supply separation, guard ring, and protection wall were used in the design. The die area is 4 ${\times}$ 4 $\textrm{mm}^2$ and the estimated power dissipation is less than 900 ㎽ with a single 5 V supply.

FTA is acting as a central axis to accomplish the worldwide trade liberalization as FTA has been globally spreading with competition. As the global economic depression and the trend of new protectionism are getting grave, and the trade liberalization of GATT and WTO is getting delayed, FTA is spread as an alternative. FTA is often called as RTA: Regional Trade Agreement(regional free trade agreement) which takes place mainly around the neighbor nations or regular districts, and these days, it is tending towards agreements between long distant nations, so, it's not limited to the regular districts. Among the FTA agreement items, in addition to the customs abolition, the opening and investment liberalization of service market like finance, communication etc., intellectual property rights are included in the government's target range. Korea also is actively proceeding FTA conclusion. Korean government has concluded the agreements with Singapore, european nations beginning from Chile concluded in 2003, and is proceeding more the negotiations with Japan, Canada, Mexico, India etc. Now in 2009, FTA of Korea-United States is actually waiting for just the passage of assembly ratification. But, if FTA becomes effective, because our domestic market should be entirely opened, it is expected that the blow against our domestic agricultural field which is weak, compared with that of the United States, a nation of worldwide agricultural products, is not an ordinary one. According to it, we need a whole plan to cope with, so, the purpose of this study is to suggest the strategy by comparing and analysing the Korean agricultural competitive power, and to find the other development stratagem.

The purpose in having a control surface on ships is to control the motion of the ship. The control surface may be composed entirely of a single movable surface or of a combination of fixed and movable portions. A control surface has one sole function to perform in meeting its purpose, and that is to develop a control force in consequence of its orientation and movement relative to the water. The forces and moments generated as a result of this rotation and angle of attack then determine the manoeuvring characteristics of the ship. In this paper, two-dimensional flow characteristics of a flapped rudder and a water-blowing control rudder were accomplished respectively by PIV method in a circulating water channel. Model test has been carried out with different angles of attack of main foil (NACA 0012) and flap's deflection angles to predict the performance of the flapped rudder and the water-blowing control rudder. The 2-frame particle tracking method has been used to obtain the velocity distribution in the flow field. $Re{\fallingdotseq}3.0{\times}10^4$ has been used during the whole experiments and measured results have been compared with each other.

The Coastal VTS will be continuously constructed to prevent marine traffic accidents in the coastal waters of the Republic of Korea. In order to provide the best traffic information service to the ship operator, it is important to understand the navigation risk factor. In this study, we analyzed the navigational hazards of Gunsan coastal area where the coastal VTS will be constructed until 2020. For this purpose, major traffic flows of merchant ships and density of vessels engaged in fishing were analyzed. This study was conducted by Automatic Identification System (AIS) and Vessel Pass (V-PASS) data. The grid intervals are 10 minute ${\times}$ 10 minute (latitude ${\times}$ longitude) based on the section of the sea. A total of 30 sections were analyzed by constructing a grid. As a result of the analysis, the major traffic flows of the merchant vessels in the coastal area of Gunsan were surveyed from north to south toward Incheon, Pyeongtaek, Daesan, Yeosu, Pusan and Ulsan, and from east to west in the port of Gunsan Port, 173-3, 173-6, 173-8, 183-2, 183-5, 183-8, 183-3, 184-1 and 184-2. As a result of the study, the fishing boats in Gunsan coastal area mainly operated in spring and autumn. On the other hand, the main traffic flow of merchant ships and the distribution of fishing vessels continue to overlap from March to June, so special attention should be paid to the control during this period.
As an alternative to environmental pollution generated from fossil fuels currently in use, research is being actively conducted to use hydrogen that does not cause air pollution. As fire and explosion accidents caused by hydrogen leakage have occurred until recently, research on safety is needed to commercialize hydrogen on ships, which are special environments. In this study, a seasonal alternative scenario for each season and the worst scenario were assumed in the event of a leakage accident while a hydrogen fuel cell propulsion ship equipped with a hydrogen storage tank was navigating at JangSaengPo port in Ulsan. In order to consider environmental variables, the damage impact range was derived through ALOHA and probit analysis based on the annual average weather data for 2021 by the Korea Meteorological Administration and on geographic information data from the National Statistical Office. Radiation showed a wider damage range than that of Overpressure and Flame in both the alternative and worst-case scenarios, and as a result of probit analysis, a fatality rate of 99% was confirmed in all areas.

Fisheries Surveillance System (FSS) is to protect fishing farms a thief. To implement the FSS a speacial test system which can be operate at any natural environments in the practical farm fields is needed. This paper describes some up coming results for the implementation of Radar Car as the special test system which consists of small van-type car, commercial Radar system, Radar Scan Converter(RSC) and, computer system. This Radar Car is designed to test the influences of sea clutter according to the height of Radar Scanner and to verify some effects of side-lobe suppression by special materials attached at each side of the Radar scanner. The post digital signal processing of digital radar signal comes from Radar Scan Converter(RSC) is also discussed, then designed and developed a new RSC in this study.

This research paper examines the history and present of 'temporary passengers' prescribed in Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations and suggests improvement plans referring to the examples of legislation of other countries. In 2015, Ministry of Ocean and Fisheries made authoritative interpretation that Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations, which prescribes special cargo drivers such as agricultural, marine or livestock vehicles as temporary passengers, is applied only to passenger ships and not to cargo ships such including Ro-Ro cargo ships. As the authoritative interpretation of the Ministry does not agree with not only the traditional interpretational methodology but also the interpretational methodology that are commonly used today, it lacks logical basis and looks unpersuasive. Paragraph 9 of Article 5 of the Ships Safety Act Enforcement Regulations can be applied not only on passenger ships but also on cargo ships. Also in case of Ro-Ro cargo ships, it is logically contradictory and against fairness not to acknowledge special cargo vehicle drivers as temporary passengers when there is no problem with safe navigation and safety of passengers on board even when the sailor, the sailor's family and the ship owner may be acknowledged as temporary passengers. To avoid unnecessary disputes and lawsuits, improvement plans using theory of legislation through statutory reform is more desirable. Therefore, the P aragraph should be amended to "Supercargo who deals with cargo that requires special care due to the characteristics of the cargo, such as transportation vehicles for agricultural products, marine products, livestock, explosives or flammable materials (drivers can serve as supercargos)" to reflect the distinct characteristics of cargo and ship navigation in Korea including the current distribution system, while setting an objective standard based on common sense of ordinary people and not on arbitrary interpretation.

This paper is about the conception of "Hwangjoin(皇朝人)" during the reign of King Youngjo in the Joseon Dynasity. Originally, Hwangjoin meant the Chinese people till the mid-term of the Joseon Dynasty but the meaning was changed to the immigrants from the Ming(明) dynasty in reign of King Youngjo. They were Han Chinese(漢族) and moved to the Joseon between the Japanese Invasion in 1592 and the Manchu war in 1636. The Joseon government gave a warm welcome to them. Two wars made the Joseon government pay attention to the national restoration and served the entrance of 'Sallim(山林)' on the central government as a momentum. Song, Siyeol(宋時烈) was the leader of Sallim, who made an issue of 'Daecheong-boksu Discourse(對淸復讐論;to revenge on Ching(淸) Dynasty)' like a way of 'Bukbeol(北伐;to attack Ching Dynasty)'. His plan came to fail because of the death of King Hyojong and was replaced with Jonju Discourse(尊周論;respect for Zhou Dynasty). Daebodan(大報壇) was built in the reign of King Sukjong, which meant Joseon got the justness that they inherited from the Ming Dynasty. Later Daebodan expanded and it led to works in honor of loyal subjects and patriots, victims of two wars and a policy of a warm reception for Hwangjoin. King Youngjo did his best to theorize Daemyeong Euiri Discourse(對明義理論) and Jonju Discourse for himself. His efforts came out as a spread of conception on Pungcheon(風泉;fengquan), publication and education of Eoje-seo (御製書) and making literary works(英祖御製). King Youngjo employed many policies for Hwangjoin. First, operation of Chungnyanggwa(忠良科) opened a door for them to go into politics. Second, descendants of Hwangjoin had charge of Hwangdan's guard(皇壇 守直) posts. and joined in the sacrificial rites of Ming Emperors. Third, they could have government jobs and honorary posts for ancestors' merits. Fourth, a list of Hwangjoin, "Hwainlok(華人錄)" was published and they got preferential treatment unlike Hyanhwain(向化人). King Young's Pungcheon(風泉) had an effect on literature such as Lee, Gyusang(李奎象)'s "Beong-sejaeunlok(幷世才彦錄)" and Song, Gyubin(宋奎斌)'s Pungcheon-yuhyang(風泉遺響)". The general people of Joseon were jealous and envious of them because of special treatment polices for Hwangjoin. So people wanted to be included in Hwangjoin as far as possible and there were cases of pretending to be a Hwangjoin. The conception of "Hwangjoin(皇朝人)" during the reign of King Youngjo was realized as the policy for Hwangjoin based on Daemyeong Euiri Discourse (對明義理論) and Jonju Discourse(尊周論). It was a way of becoming clear about Joseon's position in political principle.
