Place-based Policy and Urban Poverty: An Analysis of Employment Mismatch and Placeness of Regional Labor Market (장소기반 정책과 도시빈곤: 일자리 미스매치와 지역노동시장의 장소성 분석)

  • This study investigates the employment and spatial mismatch as a significant acting factor of deepening urban poverty and analyses the placeness of regional labor market that the more efficient place-based labor market intervention needs to take into account. The change of unemployment rate as a regional labor market outcome in metropolitan cities is determined by the dynamic interaction between disequilibrium of labor supply and demand and employment mismatch according to various labor market conditions and its process is certainly differentiated across the metropolitan regional labor markets. In addition, it is analyzed that during the employment suburbanization the spatial mismatch puts differentiated impacts on different labor groups through human capital requirements and industry-selective job opportunities. As a result, because this whole process works with its unique process within individual regional labor markets, in order to link between urban poverty and employment mismatch and to promote problem-solving labor market intervention, we need to develop place-based policy based on the placeness of regional labor marekt.

Developing Scenario for Elderly Residents' Behaviors at Home Using Persona-based Scenario Method (퍼소나 기반 시나리오 방법론을 적용한 주택에서의 노인 행위 시나리오 개발)

  • An analysis of elderly behavior at home needs to be meticulously understood in order to build a spatial environment where the elderly can live safe and independent lives. To this end, the following study analyzed elderly behavior that occurs in the home, constructed personas, and developed persona-based scenarios of elderly behavior at home. Persona was composed of behavioral characteristics, spatial characteristics, and personal characteristics (gender, age, disease etc) that have a direct effect on living activities in the home, so it was intended to express a more real persona. The study developed six personas based on the behavioral and mobility characteristics of the elderly, and scenarios for each persona developed bsed on the following eight behaviors: toilet use, bating/Shower, washing and grooming, having meal, sleeping, dressing/undressing, laundering clothes, and getting out of home). Through this, the study determined the characteristics and difficulty level of various sub-behaviors and actions that occur in elderly behaviors at home. It also determined characteristics related to the use of physical elements such as equipment and furniture that are a part of those sub-behaviors. The behavior scenarios developed in this study can be utilized to understand the difficulties involved in elderly behavior, and to present a spatial plan and remodeling direction that alleviates such difficulties. This study is also significant that it investigates the applicability of persona-based scenario method on residential architecture.

A Dynamic Path Computation Database Model in Mobile LBS System (모바일 LBS 시스템에서 동적 경로 계산 데이터베이스 모델)

  • Recently, interest in location-based service (LBS) which utilizes a DBMS in mobile system environment has been increasing, and it is expected to overcome the existing file-based system's limitation in advanced in-vehicle system by utilizing DBMS's advantages such as efficient storage, transaction management, modelling and spatial queries etc. In particular, the road network data corresponds to the most essential domain in a route planning system, which needs efficient management and maintenance. Accordingly, this study aims to develop an efficient graph-based geodata model for topological network data and to support dynamic path computation algorithm based on heuristic approach in mobile LBS system. To achieve this goal, we design a data model for supporting the hierarchy of network, and implement a path planning system to evaluate its performance in mobile LBS system. Last but not least, we find out that the designed path computation algorithm with hierarchical graph model reduced the number of nodes used for finding and improved the efficiency of memory.

  • To solve the emerging geospatial problems, more creative and effective spatial information infrastructures are required. To solve the emerging geospatial problems at a national level, this study assumes that the current Korean NSDI considered descriptive needs to be more prescriptive. The future NSDI will require a more useful integration vehicle for matters and places of national importance such as national security and emergency prevention and management. The purpose of this study is to identify "What can be done for the Korean NSDI to be more prescriptive?" This study reviews previous researches and new SDI concepts, analyzes the Korean NSDI in terms of a descriptive NSDI, and proposes a prescriptive NSDI model for Korean geospatial problems. The model includes new aspects of an advanced NSDI and several tasks for the future prescriptive Korean NSDI.

  • This study is to suggests the vision and policy issues on National Geographic Information System in Korea. Firstly, this study is to describe the current situation and problems of national geographic information. ${\ulcorner}$The Second national geographic information plan${\lrcorner}$ consist of 47 projects include national level. For the purpose of third NGIS plan, diverse problems suggested on spatial information computierization, application, distribution. Secondly, we conducts an analysis of national geographic information demand. According to the analysis results 'cyber geospace' is the key issues in near future. In order to construct the ${\ulcorner}$Integrated Digital Territory${\lrcorner}$ in the 21st Century, the current promoted project for the national geographic information constuction needs to be more developed. In this regard, it is necessary to implement ${\ulcorner}$Integrated Digital Territory${\lrcorner}$, enhancing the usability of NGIS, creating the 'cyber geospace' and intelligent territory.

  • The Brazos River is one of the longest rivers contained entirely in the state of Texas, flowing over 700 miles from northwest Texas to the Gulf of Mexico. Today, the Brazos River Authority and Texas Commission on Environmental Quality interest in drought protection plan, waterpower project, and allowing the appropriation of water system-wide and water right within the Brazos River Basin to meet water needs of customers like farmers and local civilians in the future. Especially, this purpose of this paper primarily intended to provide the data for the engineering guidelines and make easily geological mapping tool. In the Brazos River basin, many stream-flow gage station sites are not working, and they can not provide stream-flow data sets enough for development of the Probable Maximum Flood (PMF) for use in the evaluation of proposed and existing dams and other impounding structures. Integrated GIS-Spatial Interpolation (GIS-SI) tool are composed of two parts; (1) extended GIS technique (new making interface for hydrological regionalization parameters plus classical GIS mapping skills), (2) Spatial Interpolation technique using weighting factors from kriging method. They are obtained from the relationship among location and elevation of geological watershed and existing stream-flow datasets. GIS-SI technique is easily used to compute parameters which get drainage areas, mean daily/monthly/annual precipitation, and weighted values. Also, they are independent variables of multiple linear regressions for simulation at un gaged stream-flow sites. In this study, GIS-SI technique is applied to the Brazos river basin in Texas. By assuming the ungaged flow at the sites of Palo Pinto, Bryan and Needville, the simulated daily/monthly/annual time series are compared with observed time series. The simulated daily/monthly/annual time series are highly correlated with and well fitted to the observed times series.

  • A geographic information system (GIS) generally has a great deal of geographic data and has a singular storage structure individually. It is very hard to exchange geographic data between geographic information systems which store their geographic data with incompatible formats. Moreover, since it needs large amount of storage space to store geographic data and expensive cost to input them. In this paper, we designed and implemented a SDTS (Spatial Data Transfer Standard) Data Conversion System for Gothic which is an existing geographic information system. In order to convert geographic data without loss of information, we first carefully define a mapping between SDTS data and Gothic data. Especially, since SDTS data are in the format of ISO8211, the FIPS123 library is used to access them. Because the internal data format of Gothic is not open to the public, we also use the Gothic library to access Gothic data. The SDTS data conversion system developed in this paper uses an intermediate file to convert geographic data efficiently. In addition, we use UIL (User Interface Language) to implement a graphic user interface (GUI) of our system.

A Study on the Regional Factors Affecting the Death Rates of Cardio-Cerebrovascular Disease Using the Spatial Analysis (공간분석을 이용한 심뇌혈관질환 사망률에 영향을 미치는 지역요인 분석)

  • Background: The purpose of this study was to analyze the relationship between the regional characteristics and the age-adjusted cardio-cerebrovascular disease mortality rates (SCDMR) in 229 si·gun·gu administrative regions. Methods: SCDMR of man and woman was used as a dependent variable using the statistical data of death cause in 2017. As a representative index of regional characteristics, health behavior factors, socio-demographic and economic factors, physical environment factors, and health care factors were selected as independent variables. Ordinary least square (OLS) regression and geographically weighted regression (GWR) were performed to identify their relationship. Results: OLS analysis showed significant factors affecting the mortality rates of cardio-cerebrovascular disease as follows: high-risk drinking rates, the ratio of elderly living alone, financial independence, and walking practice rates. GWR analysis showed that the regression coefficients were varied by regions and the influence directions of the independent variables on the dependent variable were mixed. GWR showed higher adjusted R2 and Akaike information criterion values than those of OLS. Conclusion: If there is a spatial heterogeneity problem as Korea, it is appropriate to use the GWR model to estimate the influence of regional characteristics. Therefore, results using the GWR model suggest that it needs to establish customized health policies and projects for each region considering the socio-economic characteristics of each region.

Hybrid Detection Algorithm for Spatial Multiplexing MIMO-OFDM System (공간 다중화 MIMO-OFDM 시스템을 위한 Hybrid 검출 기법)

  • In next generation wireless communication systems based on OFDM, multiple-input multiple-output (MIMO) technique is adopted in order to achieve high data throughput with limited bandwidth. As one of MIMO techniques, spatial multiplexing scheme needs high performance data detection algorithm that can be performed with low computational complexity. In this paper, we propose an algorithm that can compute QRM-MLD with reduced complexity. Also, hybrid detection technique is proposed, which can reduce the complexity by selecting between MMSE and QRM-MLD according to the channel condition. The proposed algorithm provides the trade-off between performance and complexity. The computer simulations for downlink transmission in 3GPP LTE system show that less than 0.1dB performance degradation can be achieved at 0.1% BER with 59% reduction on computational complexity compared with the conventional QRM-MLD algorithm.

Automatic Extraction Method of the Building using High-Resolution Satellite Image (고해상도 위성영상을 이용한 건물의 자동추출기법)

  • The High-resolution satellite images are able to get the latest information of wide range area and to shorten updating cycle of digital map better than the aerial images. Especially, as high-resolution satellite images are opened to public recently and able to be used commercially, the studies that make ortho-images using them and apply to the digital mapping and the database of geo-spatial information system are having been progressed actively. Therefore, the purposes of this study are to establish the auto-extraction methods and to develop algorithms for automatically extracting buildings which are distributed very much in urban areas and which updating cycle needs to shorten, out of man-made structures in the IKONOS ortho-image with 1m spatial resolution. The result of this study, we can extract automatically extract 72% out of the whole buildings. And we could know that the methods and algorithms proposed in this study are good relatively analyzing the error trend by means of the comparison with ortho-image, digital map and hawing result.
