Because of stopping of the tourism of Diamond Mountain, the Cheonan ship accidents and the ** bombardment of Yeonpyung island, the situation of confrontation of South and North is enlarged. After the death of Kim Jong-il, on 17 Dec. 2011, the new situations are opened in North Korea(NK). On the basis of economic cooperation between South and North, various logistical cooperation of South and North has been progressed. On November of 2002, the 1st Shipping Cooperation Meeting of South and North, which may be a basis of Shipping Agreement has been discussed. And the railway between South and North has been connected. • On June 29th, 2010, a cross-straits "Economic and Cooperation Framework Agreement" (ECFA) is signed between China and Taiwan. This pact seems to be the greatest step forward on cooperation between the two sides, reflecting China-Taiwan thaw. As these countries are especially economically interdependent, great economic incomes and security benefits are expected for both sides after cooperation. this development of enlightened cooperation between China and Taiwan, gives many implications for Korea, the two divided countries. Recently, relation between north and south Korea is developing in an entirely different situation compared to the former Kim Dae-Jung or Roh Moo-hyun administrations. But exchange between north and south Korea has not been stopped, though reduced. This reflects the necessity of exchange of the north and the south, and this means that making preparation for the efficient conduct of exchange is needed. So in this study, we consider the China-Taiwan exchange and cooperation development carefully as a model for exchange and cooperation of the north and south Korea, and sought realizable ways to exchange and cooperate between the north and south Korea, which is also a win-win strategy for northeast Asia.

  • The Panmunjom Declaration adopted by the leaders of South and North Korea on April 27, 2018, has created an environment conducive for peace and cooperation in the Korean Peninsula. In the June of last year, South Korea has joined the Organization for Cooperation between Railways (OSJD). The membership of OSJD has established a solid foundation for restoring a multimodal logistics system that connects the Korean peninsula to Eurasia countries, including China and Russia. In this paper, a questionnaire survey targeting working-level experts was conducted to find the barriers in constructing multimodal logistics that efficiently connect the port-continental railways of the Korean peninsula and the Eurasian nations. Survey items were divided into five categories-border crossing procedures, technology, facilities, operation, and government support. As a result, among the most important problems of international multimodal logistics in Eurasia that need to be solved on priority include improving transshipment facilities, eliminating inspection carried out at every country for transit, simplifying documents for customs clearance, and minimizing the changes in freight rates. In conclusion, for vitalizing the connection between the Korean peninsula and the continental railways, it is necessary to develop a transshipment system to facilitate the changes in tracks at the borders by making a joint effort with the international community. Second, railway and operational systems in South Korea, North Korea, China, and Russia should be standardized. Third, international cooperation among South Korea, North Korea, China, and Russia is essential for simplifying customs clearance at borders, priority departure of domestic cargo, sharing information about the changes in freight rates, and so on. Finally, the government should come up with measures to secure the quantity of cargo required to form block trains, while developing new business models.

  • It is essential to connect the railroads between South and North Korea in order to the implementation of the Eurasia initiatives and prepare for the normalization of the economic cooperation between south and north Korea as well as the unification. This study provides the strategy to establish the rail logistics network for the normalized trades between south and north Korea, and the accommodation of the logistics demands to China and Russia. The alternative routes were designated and the costs for the rehabilitation were estimated, and suggested the priority for the investment. The Trans-China Rail is prior to the Trans-Siberia Rail in terms of the utility for the logistics and the political value. In connection to the TSR, it is desirable to pass the Seoul-Gyeonggi area where the demand is greater than the other area. This route is limited by the restriction in the capacity, then the Gyeonggi Ring Rail route may be necessary.

  • It remains that South and North Korea are the most conflict ridden region of the world and at high risk of military collision despite the appropriateness and necessity of unification between South and North Korea. Meanwhile, our government has pushed ahead with exchange between the two countries in many different fields to defuse this conflict and tension. But, these efforts have made it less meaningful as South-North relations are strained again. This can be because temporary recovery of political relation didn't proceed to system improvement and economic cooperation. This study on exchange cooperation of circulation · distribution between South and North Korea begins with expectation that this study will be based on realizing free circulation · distribution for the unification and making an economic bloc through exchange cooperation of circulation · distribution. To expand economy exchange and cooperation between the two nations, the field of circulation · distribution should be developed. On the basis of this discussion, this study suggests that cooperation relation and the mood of reconciliation created by political declaration are institutionalized in the national consensus and exchange should be expanded in the economic field as well as political field.

  • When the Trans-Korea Railway (Gyeong-eui Line and Dong-hae Line) initiative is completed, Korea will become one of the major trading partners of Russia through the Trans-Siberian Railway (TSR). This will be an opportunity for Korea to take-off to a 'Traffic and Logistics Center in 21st Century. The opening of the Eurasia Continental Railway will provideKorea with the opportunity to develop into the logistics center of Asia-Pacific area and the benefit of reduced cost of unification by improving the correlation between South and North Korea through the cooperation in railway business. However, there exist the uncertainties for its demand and innovative reduction in transportation time and cost, due to the practical problems including economic efficiency and transportation technology. In this paper, the practical problems of TSR are discussed in the economic and social perspectives to develop the methodology for the Korea-Russia railway cooperation and for the improvement of the competitive power of TSR.

  • This study is based on the assumption of surface transport linkages between Korea and China. Active economic cooperation between South Korea and North Korea are expected within the near future and Russia and China have interested in the land transport linkages in Korean peninsula. How much freight demands between the two countries that has been mainly dependent on air and sea transportation so far may convert the transport mode to surface transportation are estimated. Particularly, freight demands between South Korea and China's three northeast provinces are focused. The sensitivity analysis depends on transport time and transport cost changes is included. The modal shifts is estimated to be more sensitive to the changes in transport costs than those in transport time, suggesting the importance of transport costs of rail and road. Despite the dearth of data on the surface transport operation in North Korea, the attempts made in this study to estimate the demand conversion are hope to provide reference points for potential effects of the rail and road transport connections between China and the Korea peninsula before our discussions expand to the establishment of freight transport network of the northest Asia and, moreover, the Eurasian continent.
