The purposes of this study is to identify the perception of students' use of university libraries' public relations activities using Instagram and propose ways to improve the operation of university libraries' Instagram. To this end, the status of Instagram operations of domestic and foreign university libraries was investigated, and a survey was conducted on 292 students who used the library Instagram of their universities. Based on the research results, first, it is necessary to promote the use of libraries by using 'Library Events' information closely related to the use of Instagram by students, but planning ways to participate that can lead to practical use of libraries. Second, it is necessary to promote the role of librarians through Instagram and utilize daily communication information in order to positively affect library image recognition. Third, it is necessary to guide users on how to inquire on library Instagram and actively respond to communication with users through periodic post uploads and monitoring.

As the needs of library users change diversely along with the rapid developments and changes in society, libraries have gone beyond the traditional role of providing, gathering, organizing and preserving materials and information to provide various program services in culture, interests, and practicality that accommodate cultural and educational needs. Public libraries, in particular, are reflecting their role as the representative educational and cultural institutions of the community and following social changes to expand the role of libraries and manage various programs. This study aims to vitalize adult-targeted programs in representative Seoul libraries by understanding the current situation of the aforementioned programs through the past five years, and ran a survey on the satisfaction levels of those who are in charge of the programs and those who utilize the programs. The purpose of the study is to comprehensively analyze the improvements needed for running the programs and the demands of users in order to propose ways to activate library programs for adults.

The Necessity of extending the local library become inevitable because of the swift increasing the volume of information and enlarging the accessibility and increasing the requirements approached to the latest information, caused by continuous development of communication techniques. The expectation and the role for the university are rising due to the national competitiveness and change of environment in higher education in the knowledge based society, and the role to realize the effective lifelong study is also underlined in lifelong study society. And the social awareness is also diffused that the university should share the specialized substantial information resource with the community, and ensure the access right to knowledge and information to local inhabitant. Like this, the roll as an information center that the university can develop the local society as the component of the community according to the diffusion of lifelong study and the change of civic awareness. To check the open state of university libraries to community, this study surveyed and analyzed the open state of 4-year-course university libraries in Seoul and Gyoenggi region. On this base, this study emphasized that the university should open its libraries and positively offer the abundant specialized data of university libraries to the local residents. And this study suggested the way that the university libraries can cooperate connecting with the local public libraries and the school libraries as a positive service way of university libraries. Also this study accentuated that the university libraries should establish an open-door policy of its libraries and enlarge the service for the local residents by using the university conditions to maximum with the positive support of the university libraries of government and the university's bureaucracy.

In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.

Small libraries have continued to be extended since 2013 enactment of regulations requiring establishment of small libraries in multi family housing complex not less than 500 households and the 'Living SOC Project' of national government. Gwangmyeong city designated the year of 2020 as the 'year of citizen autonomy' sharing the authority with citizens and publicly announced its plan to rapidly extend the living and cultural spaces as a part of that extension. Likewise, as the social environment and the need of users are expected to change, it seems that the small libraries in Gyangmyeong City must prepare a plan for practicing a long and mid term practices in responding to that change. Thus, this Study tries to make a suggestion for a plan for the policy for revitalization of small libraries in order to handle those changing social environment and the need of users. For this, a survey and in-depth group interview were conducted for the operators of the small libraries in Gyangmyeong City. As a result of this Study, the following policies are suggested: first, improvement of support system for improving operational system, strengthening of cooperative system of public libraries, and strengthening of role of public small libraries, strengthening of public characters of private small libraties and differentiated support through evaluation based on abilities; and second, it is necessary for utilization of circulating librarians and professional volunteers, sharing of materials through mutual lending of books, associate librarians having term of office and revitalization of small library conference by regions.

The purpose of this study is to verify effects between the place attachment and the place value in public libraries; and also to identify whether frequency and purpose of usage, length of residence, and website use play a moderating role in the influential relationship between users' place attachment and the perception of place value for public libraries. Users' place dependence affected the library's value positively(+) due to moderating effect of usage frequency of the library and the users' length of residence. In order to estimate the moderating effect by purpose of use, the groups were divided by purpose of library use and the relationship between place attachment and place value by groups were analyzed. However, website usage bore no effect on users' place attachment or perception of place value to their local library. This study showed that place attachment as an affective indicator on users is very useful variable to explain the value of libraries as a social and cultural place.

Recently, the volume of knowledge information in the form of electronic media is quickly increasing in the library field along with the advancement of electronic communication technology. Libraries have both printed data and electronic data and are faced with the issue of corresponding with the access and use of knowledge information in terms of the space. This study is for building the layout of a sustainable knowledge information space based on the view that the library is the official infrastructure of the knowledge information based society. It is intended to analyze the meaning of knowledge information in the modern society, characteristics in the spatial organization and the transmission of knowledge information. The goal of this study is to understand and forecast the spatial structure where users access knowledge information and exchange with one another and developing the direction and guidelines for the spatial plan that today's libraries prefer through this analysis. For this, this study firstly prepared the base for the research on library space which can be considered as the physical realization of such concepts, through the theoretical review about the knowledge information and social concepts as well as characteristics of modern society. Also, it seized the characteristics in the transmission of knowledge information by conducting a structural analysis of the information service such as knowledge information and space, space and information media, space and space through the cases of 10 public libraries. The analysis resulted in basic data including the system of organizing knowledge information, system of knowledge information transferring elements and structure, and layout pattern of each library. These results are deemed meaningful for the promotion of communication with the user through the exchange, creation, and experience of knowledge information, the social role of today's public library.

This study intended to discover the communicative characteristics of libraries, such as locality, communality, interactivity, and organic vitality, and measure as to whether the components constituting them were appropriate, and based on the research results, it was intended to establish the role of public libraries based on communicative characteristics. As a result of the study, it finally turned out that the libraries had the four communicative characteristics of 'locality', 'communality', 'interactivity', and 'organic vitality'. The four communicative characteristics may be classified into 16 factors and 63 detailed factors accordingly. Examining the characteristics of library communication, first, locality means that local residents create and maintain the identity of a social, historical, and cultural locality while sharing the space of a library. In the library, the users can receive local life information or create a cultural identity of the locality through communication between the users. Second, communality is a fundamental factor in forming a community of local residents and represents the characteristics of a group formed based on place and geographical characteristics, culture and belief system, and interests. Third, interactivity refers to a kind of behavior in which users interact with other users, information providers, and books and information in the library to give and receive influence. The actions in which two or more objects share knowledge, thoughts, emotions, and opinions may be seen as being accomplished through interaction. Lastly, organic vitality means seeking the continuous maintenance and development of the community, and creating a lasting characteristic even in the changing environment of the library.

In the vibrant environment, documentation and managing systems are maintained autonomously through education foundations, book materials and libraries at the same time as information are not voluntarily accessible in a centralized location. At the moment Libraries are providing online resources and services for education activities. Moreover, libraries are applying outlets of social media such as Facebook as well as Instagrams to preview their services and procedures. Librarians with the assistance of promising tools and technology like analytics software are capable to accumulate more online information, analyse them for incorporating worth to their services. Thus Libraries can employ big data to construct enhanced decisions concerning collection developments, updating public spaces and tracking the purpose of library book materials. Big data is being produced due to library digitations and this has forced restrictions to academicians, researchers and policy creator's efforts in enhancing the quality and effectiveness. Accordingly, helping the library clients with research articles and book materials that are in line with the users interest is a big challenge and dispute based on Taibah university in Saudi Arabia. The issues of this domain brings the numerous sources of data from various institutions and sources into single place in real time which can be time consuming. The most important aim is to reduce the time that lapses among the authentic book reading and searching the specific study material.
