Determinants of Regional Poverty in Korea (지역 빈곤의 격차와 요인에 관한 연구)

  • The main purpose of this paper is to examine the structural determinants of regional variations of poverty in Korea. Poverty rates and independent variables in Seoul, 6 other metropolitan areas, and 8 provinces except Jejudo from the year of 1998 through 2006 were pooled as unit of analysis. The pooled cross-sectional time-series regression(TSCSREG) using SAS program was adapted for the analysis. As a result of the analysis, absolute poverty and relative poverty of Gangwondo and Chungcheongnamdo were relatively higher, and that of Seoul and Ulsan metropolitan area were lower than other areas. And, the increase of financial self-reliance, social welfare expenditure, rate of standard workers, and rate of workers in manufacturing sector were associated with lower poverty rates. Therefore, place-based policies should be considered as another poverty-fighting tool in conjunction with people-based policies.

Estimating the Impacts of Investment in a National Open Repository on Funded Research Output in South Korea

  • Open access is a paradigm whereby the electronic versions of scholarly publications are made freely accessible without any restrictions. It is actively promoted globally and is also promoted domestically in accordance with this global trend. However, there is a growing need to evaluate existing activities and to seek policies for the steady spread of open access. This study examines the necessity of switching to a national repository from existing institutional repositories through policy direction analysis of open repositories. We examined domestic open access policies by analysing various overseas cases and the situation in South Korea. Finally, we determined the validity of investment in a national repository by analysing its social and economic impacts using the modified Solow-Swan model. The main parameters for applying the modified Solow-Swan model were estimated, and the domestic research and development expenditure was predicted via a regression method. Then, we applied a range of rate of returns to research and development (10% to 50%) to various scenarios and examined the effects of increasing accessibility and efficiency by 1% to 10%. We found that the implementation of a national open access repository in South Korea would have a substantial impact (to the tune of 147 billion won), without considering the potential costs of such a repository. Based on the estimates of the social and economic impact of a national repository, the implementation of a national open access repository in South Korea is economically viable. Besides having beneficial social and economic impacts, a national repository is expected to enhance awareness of open access among Korean researchers and institutions.

Perception of Food Labeling and Purchase of Food: The Moderating Effect of Food Risk Perception (식품표시에 대한 소비자 인식과 식품 구입: 식품위해 인식의 조절효과를 중심으로)

  • This study examined the influence of perceptions of food risk and food labeling on the purchase of labeled food items and the intention to pay higher prices for safe food. Data were obtained from the Korea Rural Economic Institute's Consumer Behavior Survey for Food 2020. The analysis focused on the responses of 6,355 consumers, all of whom were mainly responsible for food purchases. The analysis investigated the moderating effect of food risk perception on the relationship between food labeling perception and the purchase of labeled food. Regarding the purchase of labeled food, statistically significant effects were noted for gender, educational level, perception of food labeling, and perception of food risk; however, the interaction effect of perceptions of food labeling and food risk was not statistically significant. With regard to the intention to pay higher prices for safe food, except for age, statistically significant effects were observed for gender, educational level, food expenditure, perception of food labeling, and perception of food risk; moreover, the interaction effect of perceptions of food labeling and food risk was significant. The results indicate that consumers reporting low food labeling perception and low purchase of labeled food were most vulnerable regarding food safety; therefore, it is necessary to provide such consumers with food label provision methods and specified education programs.

Re-examining the Effects of Partisan Politics on Welfare Expenditures in Korean Local Governments (지방정부 복지지출에 미치는 정치요인의 영향 재고찰)

  • Responsible government can be achieved when social cleavages are institutionalized via political competition and social interests are represented by responsible parties. This paper aims to investigate the factors that determine welfare expenditures in Korean local governments by analyzing partisanship and political competition factors simultaneously in the same model. This paper also argues that the relationship between the political factors and welfare expenditures in local governments is not linearly increasing as the previous studies claim. This paper examines the welfare expenditures in Korean municipality-level local governments in 2007, 2011, and 2015. The primary findings are: 1) the partisanship of the head of local government and the party distribution of local assembly members have meaningful effect on the welfare expenditures and the divided governments do not show significantly different effect on welfare expenditures from unified governments, which is contrary to the extant studies, 2) the partisan effects of the head and the local assembly vary according to the levels of municipalities (Gu, Gun, and city), mainly due to the difference in types of revenues and expenditures and 3) the relationship between seats shares of progressive parties in local assembly and the welfare expenditure is not linearly increasing one. The effect of seats shares of progressive parties dramatically begins to increase when the seats shares are in 40%-60%. With these findings, this paper highlights the conservative nature of head of local governments with Hannara party (or Saenuri Party), the conservative leaning of independent candidates, and the conservative orientation of local assemblies in the regions dominated by Democratic Party (and its equivalents).

A Comparative Study on the Paid Work Time and Work-Leisure Balance by Household Income (가구소득별 유급노동 시간과 일-여가 균형에 관한 국가비교)

  • This study examines whether the widening gap between income groups is worsening in the distribution of time use, similar to the worsening of income distribution after the IMF. To do this, we conducted multilevel analysis (HLM) on six countries including France, the Netherlands, Spain, the United Kingdom, the United States and Korea. The results of the analysis are as follows. First, in all countries, low income groups have a longer paid working time and shorter leisure time. Second, the low income groups in Korea have the longest paid work time and the shortest leisure time, the lowest level of work-leisure balance, and this aspect has not recovered since the IMF. Third, as the result of multilevel analysis, the lower the household income, the more time paid labor increased and the work-leisure balance decreased. Fourth, while average annual working hours increase paid working time, the expansion of family policy expenditure, redistribution policy and income maintenance policy has reduced it. Fifth, the annual average working hours decreased the work-leisure balance, but the family policy expenditure, the redistribution policy and the income guarantee policy increased the work-leisure balance. The significance of this study is that after the IMF, not only the income distribution but also the inequality among the income class in time use has deepened. Based on the results of the research this study suggests the reinforcement of labor time regulation, the activation of parental leave system, the realization of the income replacement rate, the expansion of the policy related to income redistribution, and the complementary development of the income guarantee and the time guarantee policy as the policy intervention strategy that restructures time.

A Study of Trade-Off Relationship Between Income Maintenance Programs and Social Services (소득보장과 사회서비스의 교환관계(trade-off) 연구)

  • It is widely accepted that one of the main challenges of the 21st century welfare state is how to harmonize 'Old Welfare, Old Risks' which mostly consists of income maintenance programs with 'New Welfare, New Risks' which actively advances social services. It is in this regard that this paper attempts to define the relationship between the income maintenance programs and social services. For this purpose, it analyses social expenditure of 18 OECD countries during 1980-2006, and subsequently attests, if there is a trade-off relationship between the two, using correlation and Granger panel analysis. It duly concludes that the trade-off relationship between the two is not valid in that the two are better understood as a complementary relationship, not substitute relationship.

A Comparative Study on Welfare Regimes and Welfare Attitudes : Focusing on Satisfaction and Needs of the Role of Government for Inequality Reduction (복지체제와 복지태도의 국제비교 연구 : 불평등 완화에 대한 국가역할 만족도와 요구도를 중심으로)

  • The purpose of this study is to verify whether the types of welfare attitudes are classified according to the welfare regimes. Specifically, this study tried to confirm whether the satisfaction and needs of the role of government for inequality reduction are divided into welfare regimes. For the purpose, this study conducted a comparative analysis of 24 European countries using the 6th European Social Survey (2012) and the Eurostat data. The main results of the analysis are summarized as follows. First, there is a difference in the satisfaction and needs of the role of government for the inequality reduction among the welfare regimes. Generally, the satisfaction is high in the Nordic countries, while the needs is high in the southern and eastern European countries. Second, there is a correlation that the country where the per capita welfare expenditure level is high and the redistribution effect is strong have high level of the satisfaction. Third, the types of welfare attitudes are classified according to the welfare regimes. In particular, the Nordic countries are converging into a cluster with low needs and high satisfaction. These countries have high level of social spending and strong redistributive effects. This study suggested policy implications based on the above results.

An Analysis of Employment Policy for the Disabled of Schroder-Government (슈뢰더 정부의 중증장애인 고용정책 분석)

  • Traditionally, the Sozialdemokratitische Partei Deutschlands(SPD) guards strictly radical welfare conception and intends to support the disabled with universal welfare-political instruments. After the oil-shock in 1973, European welfare states including Germany had experienced stark financial crisis because of economic unstability and increasing social expenditure. The political direction of SPD has been gradually changed. This transformation has been reflected automatically on the welfare policy for the disabled. In Germany, Gerhard Schroeder who leads the SPD governs since 1998. The Schroeder's new conception of welfare policy is known as the Third Way("neue Mitte") that the social economic structure intends to neo-liberalistic trend. The concern on the employment policy for the disabled has grown recently in neo-liberalistic age, but research on German employment policy for the disabled is very limited in quantity and depth. The main purpose of this study is to examine how the employment policy for the disabled of Schroeder-government has been developing in Germany. And this paper evaluates the effect of transforming policy. Based on this evaluation, this paper attempts to manifest the problem of Korean employment policy for the disabled and to find the implications of German model.

A Study on Pursuing Benefit and Satisfaction at Casual and Official Wear of Fashion Outlet Users (패션아울렛 소비자의 캐주얼 및 정장 의류제품 추구혜택과 만족도 연구)

  • This study was to examine the factor structure of pursuing benefit and satisfaction at casual and official wear, to analyze the differences of pursuing benefit, satisfaction, and clothing purchase behavior among the consumer groups segmented by store pursuing benefits, and to provide useful information for establishment of marketing strategies. The subjects were 500 female consumers experienced in purchasing clothes at fashion outlet stores. A total of 500 questionnaires were analyzed with $X^2$-test, ANOVA, factor analysis and Duncan's multiple range test. The results were as follows: 1. Pursuing benefit and satisfaction at casual wear and official wear were composed of 5 factors. 2. Pursuing benefit and satisfaction at casual and offcial wear, and clothing purchasing behavior variables such as informants, frequency of purchase, shopping time, and average monthly expenditure on clothes were significantly different among the 3 segmented groups. Product pursuing group was shown to seek higher level of esthetic feeling, suitability for self image and body, fsshion and symbolic meaning of brand than other groups in casual and official wear and to be most satisfied at symbolic meaning of brand, social recognition, and practicality in casual wear of outlet and at suitability and social recognition in official wear of outlet. Store convenience pursuing group was shown to seek higher level of suitability for self image and body, quality, and practicality than other groups in casual and official wear and to be most satisfied at quality and practicality in casual wear of outlet and at practicality and suitability in of cial wear of outlet. Price pursuing group was shown to seek and to be most satisfied at practicality in casual and official wear of outlet.

Changing Trends of Income Packaging and Income Distribution : 1996-2002 (도시 근로자가구의 소득원 구성과 분배구조의 변화 : 1996-2002)

  • The purpose of this study was to offer a comprehensive analysis of the changing trends of the Korean income packaging, poverty rate, and level of income inequality from 1996 to 2002. In order to do that, this study used the micro-data of "Income and Expenditure Survey of Urban Households" by the National Statistical Office(NSO). Major results were as follows: (1) A ratio of public transfer in family income packaging increased at the DJ administration. (2) Poverty rate and Gini coefficient, which were 7.8% and 0.29 in 1996, rose to $8.8{\sim}10.4%$ and $0.30{\sim}0.34$ respectively during the year of 1998-2002. (3) However, poverty reduction effect and income inequality reduction effect of public income transfer increased preferably at the DJ administration. Those effects increased more since the enactment of National Basic Livelihood Security in 2000. Therefore, government should provide more national welfare programs to reduce the poverty rate and to improve better structure of income distribution.
