Although the demand and awareness of public regarding social-cultural functions of agriculture and rural areas would increase recently, the sustainability of them has continuously decreased. To derive policy directions for improvements of social-cultural functions of agriculture and rural areas, This study analyzed willingness to pay for social-cultural functions of agriculture and rural areas and its determinants by uisng contigent valuation method. The results show that the willingness to pay for social-cultural functions of agriculture and rural areas is positively affected by awareness of the importance of agriculture, interest in problems regarding agriculture in Korea, awareness of social functions of agriculture, and experience in rural life. These results would imply that policies for the improvement of public awareness and experiences increase the value of social-cultural functions of agriculture and rural areas. In addition, the results imply that more diverse education programs and activities are required in order to change awareness of future generations in response to decreases in population having experiences in agriculture and rural life due to urbanization. Lastly, the results show that the average willingness to pay for social-cultural functions of agriculture and rural areas is about 35,600 won, and total willingness to pay for social-cultural functions of agriculture and rural areas is about 998.3 billion won. This is much larger than the government budget on enhancement of social-cultural functions of agriculture and rural areas in 2019. This difference between government budget and the total willingness to pay implies that Korean government would be required more positive policies to maintain and enhance social-cultural functions of agriculture and rural areas.

Despite the unfamiliar term "multifunctionality of agriculture" and the tremendous number of debates made over the past 10 years, multiple benefits from paddy rice farming in the Asian monsoon region are very significance due to the various inherent characteristics of paddy rice in this lesion. They were identified as rural vitalization, social security, nature and environmental preservations, and social and cultural functions. As studies estimating the monetary value of nature and environmental functions in Korea and Japan revealed, the economic value of multifunctionality from paddy rice farming reached to 70∼150% of total annual rice production cost of each country, and would have been even higher, had other functions been included. Therefore, interdisciplinary and international researches within the monsoon Asian countries are necessary to develop counter-measure logics against the Western dry land farming countries, emphasizing the efforts to disseminate worldwide the significance and recognition of the multifunctionality of paddy rice farming under the Asian monsoon climate.

본 연구는 제주 초지의 경제적 가치를 평가하여 보전의 타당성 및 정책지원 방안을 제시하기 위해 수행하였다. 경제적 가치를 추정함에 있어 환경적 가치, 사회문화적 가치로 나누어 평가하였으며 환경적 가치는 대체법을 이용하였고 사회문화적 가치평가는 일반적으로 많이 이용되고 있는 CVM 평가법을 적용하였으며 각종 Bias(편의)를 해결하기 위해 가상 상황을 설정하여 질문하는 이단계 이선선택법을 적용하였다. 제주초지의 다원적 기능은 토양침식방지, 홍수방지, 축산분뇨처리, 대기정화 등과 같은 환경적 기능과 사료생산기능 그리고 보건, 휴양, 정서함양 등과 같은 사회문화적 기능이 있다. 이의 경제성을 분석한 결과 제주초지의 연간 다원적 기능가치는 총 $397,115{\sim}418,995$백만원으로 평가되었다. 첫째, 초지의 토양침식방지 효과의 가치평가는 초지의 질소 고정금액과 객토 유실비를 환산하여 평가하였으며 나지 대비 평가액은 $19425{\sim}20,038$백만원이었다. 둘째, 제주도내에서 발생한 축산분뇨 155만4,000톤(2005년) 중 초지에서 처리할 수 있는 총살포 가능량을 해양투기 등의 위탁처리비에 의해 추산하여 계산한 결과 $8,262{\sim}11,016$백만원으로 평가할 수 있다. 셋째, 초지의 대기정화 능력을 평가한 것으로 대기오염의 대표적 물질인 이산화탄소를 흡수하는 량과 산소를 방출하는 량을 산출하여 평가하였다. 대기정화 기능 평가액은 $24,803{\sim}28,586$백만원으로 추산되었다. 넷째, 제주도 초지의 강수량은 우리나라에서 제일 높으며 지구온난화의 영향 등으로 인한 집중호우, 태풍 등 풍수재해가 증가하고 있는 추세이다. 본 연구에서는 초지의 홍수방지 댐의 홍수조절 기능을 기준으로 하여 경제적 가치를 측정하였다. 홍수 조절능력은 ha당 791ton으로 환산하여 추산하였다. 홍수방지 기능의 평가액은 $1,691{\sim}10,723$백만원으로 추산되었다. 다섯째, 초지의 생산성 평가는 제주도 초지의 주초종인 오차드그라스, 페레니얼라이그라스, 톨페스큐 등의 혼파초지의 총생산량을 추정하고, 이의 건물생산량을 제주도에서 유통되는 가격으로 환산하여 평가하였다. 평가액은 $70,493{\sim}76,190$백만원으로 추산되었다. 마지막으로 제주도 초지가 지닌 사회문화적 공익기능, 즉 농촌경관제공기능, 교육 휴양처제공기능, 전서함양기능에 대한 제주 방문객들의 평가는 매우 높았으며 특히 존재가치 및 상속가치가 높아 지속적으로 보전해야만 한다는 의견이 지배적인 것으로 나타났다. 기부금 조성에 찬성하는 사람들에 대해 조사한 결과를 이용하여 제주 초지의 공익적 경제 가치를 계산한 결과에 의하면 '06년 2,724억원으로 '11년에는 3,220억원이 되어 제주 초지의 환경보전 및 사회문화적 공익적 경제 가치는 매년 증가할 것으로 전망되었다. 이와 같이 제주도에서 초지가 존재하므로서 갖는 여러 가지 다원적 기능의 가치는 우리가 평소에 쉽게 평가절하하고 간과하기 쉬운 환경적 요소를 다방면에서 검토하고 조사 분석한 결과로 초지의 중요성을 구체적으로 구명하였다. 정부는 초지의 규제완화를 추진하고 있다. 그러나 초지에 대한 무분별한 개발은 오히려 제주의 환경파괴, 소중한 관광자원의 소실, 수백 년간 가축방목지로 활용되어온 축산기반의 붕괴, 유기축산 실현과 청정 환경을 유지하는 생태자원보고 천혜의 조건을 파괴하늘 것으로 초지의 전용은 미래 세대를 위한 존재가치, 환경보존 및 축산업 유지 등 여러 관점에서 보면 초지를 유지 보전하는 것이 제주도의 관광 상품성을 제고할 수 있어 더 많은 부가가치를 창출할 수 있을 것으로 사료된다.

The purpose of this study was to investigate the sole of local newspaper for community development in Korea. Specific objectives of the study were : 1) to identify the role of local newspaper in community development, 2) to analyze problems and situations on local newspapers in Korea, and 3) to suggest desirable roles of local newspaper for the community development. To attain the above objectives, this study was carried out through literature review, contest analysis of selected local newspapers, and the questionnaire survey of selected readers of local newspaper. The data were collected from 267 readers of local newspaper who participated in the farmers` training session in the Rural Development Administration, by using questionnaires developed by the researcher, and total of 263 questionnaires were analyzed. The statistical techniques used for the study were frequence, percentile, standard deviation utilizing the $SPSS/PC^+$. The major findings of the study were as follows : 1. The major roles of functions of local newspapers identified in this study were summarized as to reinforce the community consciousness, to form community opinion, to watch and to monitor community environment, to provide education and entertainment, and to contribute to the conveyance and promotion of community culture. 2. The general characteristic of local newspaper readers surveyed were; a) average distance from town to their village was 9.3 Km, b) average age was 29 years, c) about 75% of them were senior high school graduates, and d) about 96% of them participated in group activities. 3. About 45% of the respondents used television or radio for their moor sources of local news were TV or radio, while about 31% respondents used immunity newspaper for their moor sources of local news. About 67% of the respondents kept their readership over two years, and about 40% of them read community newspaper regularly at their home. 4. The results of content analysis showed drat the local newspapers were dealing with articles on cultural affairs, community consciousness, administrative and civic affairs, however, there were not enough educational news, and various kinds of general news in the community. 5. Survey also showed the most needed news were ; 1) political news including administrative and civic affairs, 2) economic news including sales and distribution, 3) social news including social problems on environmental pollution and community development works, 4) educational news including technology and information, 5) cultural news including guide to cultural and historical sites and local brief news. 6. In the evaluation of local newspaper, the readers were generally positive in valued roles of local newspaper in community relations, community development, promoting community cohesion and understanding of community members, and about 40% of the respondents were positive in predicting the bright future perspectives of local newspapers. 7. In the readers` evaluation of local newspaper, readers responded that local newspapers were very closely related to the community and residents, reflecting the current concerns of local population and recognizing the value of community media, and the contents of local newspaper were positively related to daily lives of community residents and opinions of overall community.

본 연구는 도시농업의 지속가능한 실현과 도시농업과 도시공원이 융합된 도시농업공원 조성을 목적으로 대구광역시 고산골 마을을 대상으로 계획을 적용하였다. 연구의 내용은 두 가지 관점에서 의미를 가지는데, 주제공원으로서 도시농업 공원 조성 시 고려하여야 할 개발전략을 제안하는 것과 실제 적용을 위한 공간프로그램 및 도입시설에 대한 가이드라인의 제시가 이에 해당하며, 그 결과는 다음과 같다. 첫째, 도시농업공원의 조성은 도시공원의 수요적 진화로부터 유도된 지역 커뮤니티 공간으로서 역할을 담당하며, 이의 실현을 위한 농업 행위가 주제로 결합하여야 한다. 따라서 조성전략으로 '지속가능성에 중점을 둔 도시농업의 장마련', '농업 경관 중심의 녹지체계 구축', 그리고 '지역소통을 위한 여가 공간 조성' 등을 제시하였다. 둘째, 도시농업공원이 갖추어야 할 주요 기능은 '생산적 측면'의 농산물 생산과 거래, 농지임대, '환경적 측면'의 토양보존, 자원순환, 녹지제공 등, '사회문화적 측면'의 여가 및 체험, 공동체 활성화, 교육, 사회복지 등이 해당되며, 아울러 도시공원이 요구하는 위락적 기능, 생태적 기능, 보호적 기능 등이 병행되어야 한다. 셋째, 도시농업공원 조성 시 요구되는 주요 시설로는 공원관리시설을 제외한 도시농업시설, 조경시설, 휴양시설, 운동시설, 교양시설, 편익시설 등을 포함하여야 하며, 도시농업시설의 중심시설인 텃밭의 경우, 다양한 이용목적과 행태를 고려한 다양한 유형과 규모의 도입이 요구되므로, 본 계획에 반영하였다. 본 연구는 계획대상지가 특정 지역에 국한된 한계를 지니나, 공원형 도시농업 공간 조성을 위한 계획모형을 제시하였다는 데 그 의의를 가진다.
