사회복지시설은 역사적으로 다양하고도 심각한 문제를 표출시켜 왔는데, 지역복지를 상위분야로 한 각 대안들이 국내에서 사회복지시설을 지역복지실천의 영역에서 제외시키고 있다. 그러나 사회복지시설의 본연의 역할에 비추어 볼 때, 이러한 대안들은 논리적인 문제를 안고 있다고 할 수 있다. 이러한 문제인식 하에서 본고는 일본에서의 지역복지 중 지역복지의 구성내용, 지역복지에서의 사회복지시설에 대한 규정, 지역복지 범주에서 논의되고 있는 시설사회화론을 이론적으로 제시한다는 연구목적을 제시하였다. 연구결과에 의하면, 지역복지의 중요한 요소로서, 그리고 지역복지를 발전시키는 추진력으로서 사회복지시설이 규정되고 있다는 점과 시설사회화론 또한 지역복지를 발전시키기 위한 주요한 실천이론으로서 논의되고 있으며, 지역개방 측면만이 아니라 이를 포괄한 시설의 근본적인 개혁의 논리로서 제시되고 있다는 점이 밝혀졌다.

This study aims to identify the enactment factors of the National Basic Livelihood Institution in context of policy making process by using Kingdon's policy Stream Model. The findings of this study can be summarized as follows. First, an economic crisis has worsened social problems, and the president Kim Dae-jung recognized these problems as serious and worried about social confusion and polarization. Second, NGOs as like People's Solidarity for Participatory Democracy put efforts into enacting the Act. Also, the president Kim's government faced a series of political crisis and needed political solution including foundation of a new party, which considered social welfare most important. Third, the PSPD designed the Act. But the alternatives of related government ministries were not selected. In conclusion, the National Basic Livelihood Institution was enacted by the combination of these three factors stream. Especially the political stream was strongest.

Today, the principle of competition is being applied to Non-profit sector also. It is necessary for relevant persons in charge to learn the knowledge and technique about marketing technique endlessly in connection with the development of donor out of the development of social welfare resource which is being embossed as main pending problem at the point of time when the role of private sector about welfare service increased and the criterion of competition and evaluation among institutions was introduced. Especially, as for the application of marketing technique to utilize internet to have big marketing potential, the efforts for the realization and application of positive marketing to be suitable for the real situation of each institution is necessary in connection with the donor development of social welfare institution. In this study tried to examine the charge of method to develop donor which is based on the development of information technique and the popularization of internet from the viewpoint of internet marketing and suggest the basic data about the present situation of donor marketing to use the effective scheme for internet marketing.

이 연구의 목적은 1950-70년대 한국 아동복지의 전개 상황을 "동광"이라는 한국 최초의 아동복지전문지를 통해 사회사 관점으로 살펴보는 데 있다. 즉 기독교아동복리회 한국연합회가 1957년부터 1979년까지 발행한 "동광"으로부터 의미 있는 주제를 이끌어내어 사회사 관점으로 해석하였는데, 다음과 같은 결과를 얻었다. 첫째, 시설중심구호 시기(1957-61)에는 사회편견 속의 고아양육, 외원과 기독교에 치우친 사회사업, 신앙에 기반한 시설중심 케이스워크로 드러났다. 둘째, 가정중심보호 시기(1962-69)에는 사회복지 전반을 고민하며 제도화의 발돋움, 사회사업의 전문성 대두, 시설의 아동과 종사자를 위한 과제, 아동을 위한 실천의 통합화 기대로 나타났다. 셋째, 서비스확대 시기(1970-79)에는 아동의 교육 및 보건 강화, 탈시설화의 거론, 외원기관의 철수 대비, 정부의 소극적 대응으로 분석되었다.

이 연구는 사회성원들의 사회정책 선호와 그러한 선호 표출의 제도적 장치인 정치제도에 따라 사회정책이 결정됨을 이론모형으로 제시하려 했다. 우선, 직접 민주주의 정치체제에서는 중위투표자의 사회정책 선호가 집합적 선택의 결과가 된다. 따라서 사회성원들의 사회정책 선호가 사회정책의 결정을 설명하는 핵심적 변수이다. 하지만 현실에서 사회정책의 결정은 직접 민주주의 방식으로 이루어지지 않는다. 이 연구에서는 사회정책에 대한 집합적 선택의 기제인 정치제도를 선거경쟁의 제도화 여부와 선거규칙의 특성에 따라 세 가지로 유형화하였다. 그를 통해 사회성원들의 선호가 동일하다고 할지라도 사회정책에 대한 집합적 선택의 기제인 정치제도에 따라 집합적으로 결정되는 사회정책의 수준은 상이하다는 점을 보이고자 했다. 결론적으로 이 글에서 제시한 이론모형은 현실에 존재하는 다양한 복지체제들이 사회성원들의 선호를 제약하는 제도적 조건들, 그에 따라 나타나는 사회성원들의 사회정책 선호, 그리고 사회성원들의 사회정책 선호를 집합적으로 모으는 정치제도의 차이에 의해 만들어진다는 점을 강조한다.

This paper is intended to study actual condition and problems of Social Welfare, and to institute the plan of social welfare administ ration. Recently, Social welfare agendas, public and private, in our country adhere to traditionary and temporary relief of the clients. The improvement of social work is neglected among some pravile social welfare organization in this society are as follows : Firstly, Big enterprises should undertaken the non-earnest social welfare foundation, this plan, however, can be eastablished by policy making of the proper authorities. Secondly, improvement of public institution and personnel administration should be stressed and innovated. Thirdly, We should not rely on the other social welfare organization and perform our own way of duty. Lastly, The government, community and private social work organization should accomplish cooper ation system among them.

본 연구는 서울특별시 북부병원 301 네트워크 사업에 참여한 이용자들의 경험을 통해, '보건-의료-복지' 네트워크를 통한 통합적 지원의 의미와 운영의 구체적인 맥락을 탐색한 연구이다. 이를 위해 일반적 질적연구 방법을 적용하여, 총 10명의 연구 참여자와의 심층면접을 통해 얻어진 자료를 주제분석하였다. 분석 결과, 이용자들은 301 네트워크 서비스 참여 이전 가난과 질병의 악순환으로 삶의 의지를 상실하였으나, 서비스 참여를 통해 '치료-케어-생활안정'의 통합적인 지원을 받을 수 있었고 이를 통해 종국에 그들의 삶의 의지가 재생성되는 경험을 하였다. 이러한 경험의 기저에는 다전문직의 팀의 구성, 병원 내외의 연계 체계의 구축, 치료 지원금 확보를 통한 치료연계 체계 구축, 조정 수준의 자원연계 등의 운영전략과 조건이 작동되고 있었다. 연계의 전략과 조건이 잘 갖추어진 '보건의료복지'의 통합 지원의 시도는 우리나라 보건복지 지원 체계의 한계를 보완할 수 있다는 가능성을 보여주었기에 관련 사업의 확장을 주장하였으며, 이를 위해 연계체계의 더욱 공고한 안정화와 제도적 측면의 개선을 제언하였다.

This paper attempts to assess the impact and implication of globalization on social welfare in Korea. It is no easy task to give an exact definition of globalization and the concept has been used in many different senses, that is, economic, social, cultural, political globalization. In particular, the meaning of globalization is connected to the rise and expansion of neo-liberalism. Globalization tends to undermine national welfare systems by the social dumping, race to the bottom, privatization of social services, labor market flexibility. On the other hand, in many studies the negative impact of globalization on social welfare has been questioned. Instead of end or erosion of the welfare systems, it is emphasized that competitiveness and welfare may go hand in hand. We investigate the question what and how the social welfare system in Korea has been changed in globalization process. In order to answer, this paper examines the changes in welfare ideology, welfare programs, social stratification level after economic crisis. The result of analysis is that in contrast to globalist expectations which is to retrench social welfare, paradoxically, the welfare system in Korea has been reinforced in globalization process. Therefore, the alleged impact of globalization on social welfare will be independent on the structure of domestic institution, political legacies, and on the socialization of global politics such as IMF, World Bank, ILO, UNDP, etc., on the welfare politics of stakeholders in national state.

본 연구는 COVID-19 상황에서 사회복지현장실습에 참여한 사회복지전공 재학생들의 실습 경험에 관한 질적 연구이다. 연구의 의의는 사회복지를 전공하는 재학생들의 실습 전후 사회복지현장실습에 대한 생각의 변화를 탐색하여 위기 상황 속에서 효과적인 사회복지현장실습 매뉴얼을 마련하는데 기초자료를 제시하였다는 것이다. 연구의 결과는 다음과 같다. 첫째, COVID-19 상황에서 사회복지현장실습의 어려움으로는 일 학습 병행에 따른 시간조정의 어려움, 감염 우려로 실습 기관의 원활치 않은 실습상황, 제한된 실습 경험과 낮은 질의 수퍼비전, 실습기관의 선정에 대한 어려움, COVID-19 확산으로 인한 실습 중단의 두려움으로 나타났다. 둘째, 사회복지현장실습 후 학생들이 인식한 실습의 긍정적인 경험으로는 사회복지에 대한 전공 본연의 의미를 이해하였고, 사회복지현장실습교육의 필요성에 대한 인식이 높아졌으며, 사회복지현장에서의 인권의 중요성을 깨달았다. 또한 사회복지실천현장은 사회복지사와 클라이언트의 라포형성이 중요하다는 것을 인식하게 되었다.
