지속가능발전목표를 이행하는 사회기반시설 사업기회에 대한 탐색적 연구 - 3D 프린팅 프로젝트 사례 조사를 기반으로 - (Exploring Business Opportunities for Building Social Overhad Infrastructure by Achieving Sustainable Development Goals)

  • 지속가능발전목표(SDGs)는 2030년까지 인류 사회 발전을 지속할 방안으로 제시한 17가지 목표로, 지속 가능한 경제발전 및 고용과 양질의 일자리 창출 등을 강조하는 도전과제를 추구하며 혁신적인 솔루션과 함께 변화하는 기업에게 새로운 시장과 비지니스 기회를 제공한다. 세계적으로 빈부격차, 고용불안, 고령화 등 구조적 문제에 직면하면서 사회적 가치와 경제적 성과의 중요성이 부각되며, SDGs를 이행하기 위한 국가적 차원의 디지털 전환 전략 수립을 통해 미래사회를 위한 사회기반시설을 건설하고 있다. 2019년 우리 정부는 저성장으로 인한 다양한 사회 구조적 문제 해결을 위해 생활 SOC에 대한 투자계획을 발표하였다. 본 연구의 목적은 사회기반시설의 구현 시 미래사회의 요구 반영의 중요성을 제기하며, 건설 3D 프린팅 사례를 통해 SDGs 이행이 생활 SOC 구축에 제공하는 비즈니스 기회를 도출하였다. 상상을 현실화한 이매지네이션을 통해 사회기반시설이 구현될 수 있다면 디지털 전환을 통한 새로운 비즈니스와 일자리 창출뿐만 아니라 지역사회 구성원에게 미래에 대한 자부심과 긍지를 고취 시켜 궁극적으로 경제적·사회적 가치를 동시에 창출할 수있을 것이다.

The Infrastructure of Public Opinion Research in Japan

  • This article introduces the infrastructure of public opinion research in Japan by reviewing the development of polling organizations and the current situation of social surveys. In Japan, the polling infrastructure developed through the direction and encouragement of the U.S. occupation authorities. In the early 1969s, however, survey researchers began to conduct their own original polls in not only domestic but also cross-national contexts. An exploration of recent survey trends reveals that polling organizations tended to conduct more surveys during summer, in the mid-range of sample size (1,000-2,999), based on random sampling (response rates of 40-50%), and through the mail between April 2011 and March 2012. The media was the most active polling sector.

  • As the application of NPM in waste administration branch this paper proposes a new waste management method in order to increase the efficiency of resources and reduce the quantity of waste. First the matrix method is suggested which comprehensively consider and integrate the proposals of different government departments. Moreover the inhabitant's attitude toward the new waste management measures was investigated. Based on the investigation the evaluation function was made, which include three elements: necessary budget, the effect of cost decrease and the environmental burden decrease. The optimal method of budget allocation to maximize social welfare is proposed under the condition of limited budget by the evaluation function. By applying this system further local governments will be able to determine their adequate service level and budget size.

  • Administrative works of local governments in Japan always have been led by central government. Local government organizations have gotten used to control of central government, whose organization is divided vertically into divisions. Such organizations as lack of cooperation of each administrative division could not define strategic goal appropriate for their district independently and could not give an efficient and optimized solution to their strategic goal. Under existing management system, it will be difficult for local governments to rapidly adapt to changing society. Under these circumstances, it is necessary for local governments to structure new management system independent on central government's instructions in order to manage appropriately.

  • 코로나19 사태는 정보통신의 기초가 되는 바탕 또는 토대인 정보통신기반의 필요성을 재인식하는 계기가 된다는 문제의식에 바탕을 두고 주로 법학적 관점의 문헌 조사와 규범적 고찰을 통하여 코로나19 사태에서 정보통신기반의 중요성을 확인하고 정보통신기반 구축·보호에서 국가의 책임을 구현하는 제도적 방안이 무엇인지를 총론적 관점에서 살펴보았다. 정보통신기반은 코로나19 대응에서 중요한 역할을 하였으며 포스트 코로나 시대의 디지털 전환의 주요 관건이다. 이에 따라 국가는 정보통신기반의 구축과 보호에 대한 책임이 있다. 국가의 정보통신기반 구축·보호 책임에서 제도적 방안은 중요한 의미를 지니며 법률적 차원의 대응뿐만 아니라 정보통신기반 구축·보호에 관한 국가목표규정을 형성하는 헌법적 차원의 대응도 필요할 수 있다. 이러한 연구결과는 관련 개별 법령에 대한 세부적인 연구의 기본 전제와 방향성을 제시한다.

농촌 복지·문화 서비스 및 인프라 진단체계 개발 (Development of Diagnosis System about Services and Infrastructure for Rural Welfare and Culture)

  • This study developed diagnostic system to understand the level of welfare cultural service and infrastructure in rural areas. The applicability was reviewed through the Delphi survey and the sample survey of 60 villages. The diagnostic indicators consist of three areas: the demand area, supply area, and delivery area. The demand area consists of 8 indicators, 25 indicators for welfare services and infrastructure (healthcare, social welfare) and 32 indicators for cultural services and infrastructure (culture, education, leisure sports). The service delivery area was divided into service supply area access and traffic accessibility (public transport use status and rural transport model status) by each indicator. A diagnostic system was applied to 60 villages. Services and infrastructure for rural welfare and culture were supplied more in the Si area than Gun area. The delivery area was easier to access the Gun area than Si area. In the case of traffic access, public transportation was more frequently used in the Si area than Gun area, and the rural transportation model was found to have a relatively large amount in the Gun area compared to Si area. The diagnosis system about services and infrastructure for rural welfare and culture will provide information necessary for establishment and decision making of regional development policy taking into account characteristics of rural areas in the future.

해안재해 대응 그린 인프라스트럭쳐의 국제 연구동향 분석 (An Analysis of International Research Trends in Green Infrastructure for Coastal Disaster)

  • Disasters in coastal regions are a constant source of damage due to their uncertainty and complexity, leading to the proposal of green infrastructure as a nature-based solution that incorporates the concept of resilience to address the limitations of traditional grey infrastructure. This study analyzed trends in research related to coastal disasters and green infrastructure by conducting a co-occurrence keyword analysis of 2,183 articles collected from the Web of Science (WoS). The analysis resulted in the classification of the literature into four clusters. Cluster 1 is related to coastal disasters and tsunamis, as well as predictive simulation techniques, and includes keywords such as surge, wave, tide, and modeling. Cluster 2 focuses on the social system damage caused by coastal disasters and theoretical concepts, with keywords such as population, community, and green infrastructure elements like habitat, wetland, salt marsh, coral reef, and mangrove. Cluster 3 deals with coastal disaster-related sea level rise and international issues, and includes keywords such as sea level rise (or change), floodplain, and DEM. Finally, cluster 4 covers coastal erosion and vulnerability, and GIS, with the theme of 'coastal vulnerability and spatial technique'. Keywords related to green infrastructure in cluster 2 have been continuously appearing since 2016, but their focus has been on the function and effect of each element. Based on this analysis, implications for planning and management processes using green infrastructure in response to coastal disasters have been derived. This study can serve as a valuable resource for future research and policy in responding to and managing various disasters in coastal regions.

옵션기반모형을 활용한 민간 사회기반시설 프로젝트 평가 사례: 인천공항철도 민간투자사업 (An option pricing-based model for evaluating privatized infrastructure projects)

  • 민간 주도형 사회간접자본(social overhead capital: SOC) 사업은 프로젝트의 규모와 장기에 걸친 공사의 불확실성 때문에 프로젝트의 경제성 분석을 하는 것은 복잡하다. 일반적으로 사용하고 있는 현금흐름 할인모형(discount cash flow model; DCF)은 미래의 불확실성 변수들을 적절히 반영하지 못한다는 한계점을 가지고 있지만 현실적으로 많이 쓰이고 있는 방식이다. 본 논문은 옵션기반모형에 근거한, BOT-옵션가치평가(BOT-OV)모형을 국내 민간 SOC 사업의 경제성 분석을 위해 적용한다. BOT-OV모형을 적용하는 것이 기존 순현재가치(net present value; NPV)방식을 통하여 프로젝트 가치 평가 할 때보다 더 정밀한 경제적 타당성 평가를 할 수 있다는 것을 확인하여 기존의 NPV 평가방식의 방법을 대체할 수 있는 가능성을 확인하는데 의의가 있다고 할 수 있다.

델파이 기법을 활용한 토석류 피해조사 항목 개발 (Development of the Damage Investigation Item to Debris Flow using the Delphi Method)

  • Recently, the frequency and intensity of localized heavy rain and typhoon due to the abnormal climate has increased, and especially the damage by an avalanche of earth and rocks similar to the landslide of Umyeon Mountain has become a social issue. However, the standardized damage investigation method doesn't yet exist, so the systematic analysis of the data has not been carried out. In this regard, this study developed assessment items to conduct standardized damage investigation of debris flow. To achieve this, preliminary assessment items were derived from analysis of literature review and the Delphi technique of 12 experts who are engaged in research facility, academia and industry was conducted. As a result, 29 assessment items which can be classified into 6 groups were determined. Surveying the relevant hand-on workers, details assessment items in each group were determined by exploratory factor analysis and reliability analysis.

일제강점기 도시기반시설의 설치를 통해 본 강경의 도시화 과정 (Modern Urbanization Process of Ganggyeong during the Japanese Colonial Period, focused on Installation of Urban Infrastructure)

  • Ganggyeong, a city which is located at riverside of Geum River, played a role to connect the inland cities and the coastal cities through the Geum river waterway. In Chosun dynasty, Ganggyeong was one of the three major markets in Korea, and at the same time, it was one of the two river docks in Korea. However, after the railway was installed in Korea, railroad was more important than waterway in transporting logistics and in 1911 Honam railroad and Ganggyeong railway station was installed. Thus it was necessary to reorganize urban structure of Ganggyeong city from the traditional river-dock city to modern railroad city. In addition, urban infrastructure to prevent flood damage was needed because Ganggyeong suffered from floods and water shortages every year. Therefore, between 1910s and 1930s large-scale social infrastructures including road, water and sewage system, river bank, floodgate was constructed not only to revitalize the declining city but also to prevent flood damage and water shortages that hinder urban development. The installation of urban infrastructure has enabled the urban expansion and development of Ganggyeong city, and it is still served as a basic urban structure.
