  • During the last two decades, impact factor has been widely used as a journal evaluation metric that differentiates the influence of a specific journal compared with other journals. However, impact factor does not provide a reliable metric between journals in different subject categories. For example, higher impact factors are given to biology and general sciences than those assigned to other traditional engineering and social sciences. This study initially analyzes the trend of the time series of the impact factors of the journals listed in Journal Citation Reports during the last decade. This study then proposes new journal evaluation metrics that adjust the impact factors across different subject categories. The proposed metrics possibly provides a consistent measure to mitigate the differences in impact factors among subject categories. On the basis of experimental results, we recommend the most reliable and appropriate metric to evaluate journals that are less dependent on the characteristics of subject categories.

  • In ubiquitous computing, shared environments adjust themselves so that all users in the environments are satisfied as possible. Inevitably, some of users sacrifice their satisfactions while the shared environments maximize the sum of all users' satisfactions. In our previous work, we have proposed social welfare functions to avoid a situation which some users in the system face the worst setting of environments. In this work, we consider a more direct approach which is a preference based clustering to handle this issue. In this approach, first, we categorize all users into several subgroups in which users have similar tastes to environmental parameters based on their preference information. Second, we assign the subgroups into different time or space of the shared environments. Finally, each shared environments can be adjusted to maximize satisfactions of each subgroup and consequently the optimal of overall system can be achieved. We demonstrate the effectiveness of our approach with a numerical analysis.

  • This study is conducted to determine whether Chinese students currently attending Korean universities are satisfied with their university life and to identify the problems they are experiencing. A survey was conducted with the graduate students attending K University and 202 students participated in the study. According to the study, most students are very satisfied with Korean universities and would recommend them to their friends. Regardless of gender, degree program, or major, the most difficult aspect of school life is understanding and communicating in class due to language problems. Even students with high TOPIK scores experience difficulties in communication and comprehension during class. One of the most significant problems that Chinese students have is a lack of interaction with Korean students. They want to interact with Korean students through club and team activities at the university. They requested that the university provide international students with opportunities to participate in various programs, such as sports activities, to help overcome feelings of alienation and isolation. Based on the study results, suggestions to support Chinese students to adjust educational environments in Korea were presented.

  • Southeast Asian detective stories and their scholarships have shown new understandings of justice and identity in this region. This study on Vietnamese detective stories in the early twenty-first century contributes to post-colonial discourses to reflect how colonial structures were constructed and reconstructed from the past until now. Starting with transnational characters and contexts, we demonstrate the subversion revealed in the way the perpetrator-victim are transposed and their motivations for the crimes. The Vietnamese detective novelists adjust the conventions of detective stories to address these issues of law, ethics, and truth that arise in the post-colonial context. These multidimensional narratives of crime and justice also serve as resistance to the grand narratives of power that have dominated Vietnam for years.

  • The purpose of this research is to suggest some measures to improve policy issues by analyzing policy related to a child care service program in the community. Gilbert and Terrell's social policy analysis framework is used to analyze an after-school care service program for elementary school children. Furthermore, the Elementary Care Class(including the After-school Program), Youth After-school Academy, and Community Child Center, referred to as public care services, are employed to analyze community care service programs for children. The Elementary Care Class, Youth After-school Academy and Community Child Center are very similar in terms of the contents and application of the care service program for children, and mainly serve children in low-income groups. In addition, although user overlapping is an inevitable problem because the operating time of the Elementary Care Class and After-school Program coincides with that of the Youth After-school Academy and Community Child Center, it is structurally very hard to adjust the content of service, operating time, and so on because of differences in the delivery system for each program. Therefore, it is necessary to generate a unified delivery system to manage after-school care service programs for children and create a new special control tower to solve these problems. Furthermore, it is needed to extend the services to children from general double-income family, which is a blind spot of the care service.

The mean score of social support was 57.2, emotional support 21.0, informational support 21.2 and instrumental support 15.2. The mean of depression for psychosocial factors is 37.5. Threre were significant differences in total perceived social support; age, job status, handicaped degree in IACI, post-traumatic complication and use of instrument. Emotional support was significant differences; age, number of dependent family, job status, handicaped degree in IACI, use of instrument and depression. Informational support was significant differences; job status, posttraumatic complication, use of instrument and depression. Instrumental support was significant differences; sex, job status, handicaped degree in IACI, use of instrument, and depression. The current system of the Labor Welfare institute is not appropriate for solving health problems of the handicaped in IACI. Therefore, it is necessary to develop the plan which can provide the handicaped in IACI high-quality rehabilitation services, so that they must use those services in the community without being dependent on hospitals. This study proposes home visit nursing services as the way to provide various health services within community for the handicaped in IACI.

  • The present study is to identify personal factors of defecting North Korean residents that obstruct their settlement in South Korean communities. It will provide information about what perception, attitude and behaviors of defecting North Korean residents should be changed and what social skills should be improved in order to successfully adjust to South Korea. Personal obstacles were measured by police officers who are providing special protection for defecting North Korean residents, who are in a good position to observe behaviors of defecting North Korean residents because they are spending a great deal of time with them. They can even identify the personal obstacles not perceived by defecting North Korean residents themselves. Twenty-item scale was developed to measure the personal obstacles and was found to comprise 4 obstructing factors: self-supporting ability related factor, life style related factor, social and cultural adaptation related factor, and attitude toward police officer's support related factor. Among them, self-supporting ability related factor had the highest negative score. The study further revealed that self-support ability and life style related factors had a significant effect on the job burden of police officers. The findings suggested the necessity of ethical and moral education for the defecting North Korean residents.

  • From the field survey of the main ethnic minority areas in the south China, it is found that political, economic, cultural and natural environmental changes are the main reasons leading to the change of customary law. The power mechanism of the customary law change include the three aspects, such as the promotion of country elite, the dominance of grassroots government, and the daily demands of the villagers, which promote the change of customary law alone or together. Through the application of customary law, the country elites can adjust and refine the rules of customary law in order to make out the new customary law and promote its development. In the current pattern of rural governance, grassroots self-government is actually the "official supervision of people's autonomy". The executive power of the grassroots government often intervene the practice of customary law and other informal rules. This is another mechanism of customary law change. Customary law arises from the practice of the daily life of the villagers. If the villagers think that the norms of customary law cannot meet the actual needs of daily life practice, the customary law will be promoted in the form of collective consultation. This is the most important dynamic practice mechanism of customary law change. Transformation and abandonment are the two ways to change customary law. No matter what kind of change does not lead to the demise of the customary law system, the demise of the customary law is only an outdated result, which is made by the universality, nature and objectivity of customary law. The procedure of customary law change is the process of continuation and rebirth about customary law. The result of the change is to produce the new customary law of keeping pace with the times, and the customary law will be presented with new content and form after the change. The continuation of customary law means the inheritance of traditional customary law, but it is based on the transformation of traditional customary law. The rebirth of customary law means that the traditional customary law is completely discarded. But it will produce new customary law rules and be based on the needs of social life practice. Customary law occupies a pivotal position in the normative system and the national law cannot be replaced. The purpose of customary law change will let the customary rules better adapt to the development of modern society, adjust the social relations more reasonably and better meet people's needs of production and life, which is decided by the character of customary law.
