최근 세계 각국은 교통난, 주택난, 에너지 부족 등 많은 도시 문제를 해결하고 삶의 질을 높이기 위해 스마트시티 프로젝트를 적극적으로 추진하고 있다. 이는 사물인터넷의 발달로 인해 도시 자원의 효율적 통제 및 재사용을 통한 지속가능성, 편리성 및 친환경성을 갖춘 스마트시티의 구축이 가능해졌기 때문이다. 본 연구의 목적은 사물인터넷 기술 동향을 분석하고 사물인터넷 활용분야 가운데 하나인 스마트시티 구축을 위한 방안을 제시하는 데 있다. 이를 위해 비정형 데이터 분석의 하나인 텍스트마이닝 기법을 활용하여 2013년부터 2015년까지 전자신문 기사를 분석하였고 외국의 스마트시티 구축 사례를 조사하였다. 분석결과 빅데이터, 클라우드, 플랫폼, 센서 등이 스마트시티와 밀접한 관계가 있었다. 스마트시티의 성공적 구축을 위해서는 첫째, 도시내 이해관계자들이 모두 협력하여 가치사슬 전 과정에서 새로운 가치를 창출해내야 한다. 둘째, 빅데이터를 적극 활용하여야 하고 공공분야 데이터를 지금보다 더 적극적으로 개방하여야 한다. 본 연구는 빅데이터 분석 방법을 제시하여 후속 연구를 유발하였다는 학문적 기여도가 있다. 또한 실제 지방정부 및 행정기관에서 스마트시티 구축을 위한 정책 수립의 자료로 활용될 수 있는 실무적인 기여도가 있다. 본 연구에서는 사물인터넷 기술 동향을 분석하기 위해 '전자신문' 기사만을 선정하여 분석하였기 때문에 전체 동향을 반영하는 데 제한이 있을 수 있다.

For the smooth implementation and success of smart city projects, it is necessary to recognize that there is a difference in the perception of value judgments or strategic goals among major stakeholders in the planning process. And it is necessary to aim the values and goals of smart cities through reconciliation of these differences. The two major stakeholders in the smart city development project are citizens group and government officials group. Government officials are in charge of establishing and implementing policies for smart city projects, and their value judgments and perceptions influence the policy direction. In these respects, government officials can be an important stakeholder group. Citizens are a group that includes ordinary residents and business owners who live in smart cities and are the ultimate users of infrastructure and facilities. This study investigated the importance perceptions of citizens and government officials, who are the major stakeholders, about the core values and strategic goals that the smart city project aims. Responses were collected using a structured questionnaire to which the AHP methodology was applied. And the priority of perceptions for constituent items was compared for each stakeholder group. Through the comparative analysis results, it was empirically confirmed that there is a difference in the values and goals pursued by the smart city project between stakeholder groups. As an empirical study on the stakeholders of the smart city project, this study is meaningful in contributing to the theoretical development in that it suggests that the conceptual structural model of the smart city strategy system presented in previous studies can be applied in practice.

As urbanization and its consequences become the issue of modern cities, the concept of Smart City comes as the solution. Though a lot of researches on the topic is done, still no clear definition is given for both: Smart City itself and the factors of a successful Smart City. While most of the literature centers the role of ICT it is not a sufficient condition for a city to become Smart; the role of intellectual capital is underestimated. Using a collection of Smart City definitions across the time and providing concrete cases, this research seeks to bridge definition gaps and creates a tool for understanding Smart Cities. Drawing on the findings of several case studies, this research derives several explanatory factors. The citizen's engagement and governance are identified as the two key success factors of Smart City Projects along with ICT and other factors as enablers. The research has purpose as follows: 1) To bridge definition gaps of the "Smart City" by defining the term "Smart City," based on existing concepts and characteristic mechanisms across times.; 2) To develop an analytical tool for Smart City success factors through Explanatory Variables.; and 3) To identify major challenges and barriers of Smart City Projects implementations and to provide recommendations and solutions, based on existing governmental initiatives and pilot projects. The research contributes to the knowledge of smart cities and ICT integration for urbanization issues solution. By applying the findings of this research at the managerial level stakeholders may benefit by getting higher efficiency of the Smart City Projects and by utilizing knowledge and values of a Smart City Projects in a prioritized way.

도시문제 해결과 함께 4차 산업혁명의 신(新)성장동력 창출을 위해 세계적으로 스마트시티의 전략적 가치가 증대하고 있다. 우리 정부는 2003년 '유비쿼터스 도시(U-City)'를 한국의 고유 스마트시티 브랜드로 도입하여 추진하였다. U-City의 한계 극복을 위해 2018년 백지상태 부지에 4차 산업혁명기술의 테스트베드로서 국가 시범도시(세종 5-1생(生), 부산 EDC; Eco Delta City) 조성을 포함한 「스마트시티 추진전략」이 수립 및 발표되었다. 이후 국내외 변화된 여건과 그간의 정책에 대한 평가를 바탕으로 도시성장단계별(신규-기존-노후) 맞춤형 스마트시티 조성·확산 정책을 제시하고 있다. 스마트시티 조성 및 확산은 혁신 생태계 구축 및 글로벌 이니셔티브 강화를 위한 중장기 로드맵으로 제3차 스마트도시 종합계획('19~'23)을 중점으로 추진되고 있다. 아울러, 정부는 스마트시티 정책을 추진하는 데에는 시민, 민간기업, 지자체 등 다양한 주체가 함께 참여하여 따뜻한 삶의 공간으로 열린 도시이자 포용 도시로서 스마트시티를 조성 및 추진하는 것이 중요할 것으로 판단된다.

Purpose This study aims to introduce a Smart-Platform for solving numerous problems in urban cities and improving citizens' convenience. This Smart-Platform is achieved by studying the City Data Hub technology to build and spread a Smart City Data Hub . Design/methodology/approach In this study, we analyzed the functions in detail and interlocking flows specific to the published City Data Hub module and designed a Smart-Platform with additional UI-based functions to improve users' convenience based on our previous experience. Findings The City Data Hub will provide a modular data hub platform functionality for application by different stakeholders. However, further research on detailed functionality and experience in interworking legacy systems will be required to apply the platform realistically. Therefore, we judged that this Smart-Platform, which supplements the City Data Hub with additional functions, would be useful for utilizing the City Data Hub in the future. Through the demonstration of the platform designed, it is also necessary to explore the direction of continuous development for the future.

스마트시티에 대한 관심이 증대되고 있다. 새로운 정보통신기술, 도시계획, 도시경제발전, 보건 등의 다양한 분야가 스마트시티 연구 혹은 실무에 적용된다. 그래서 스마트시티에 대한 정의는 다양하게 진화하고 있으며 때로는 혼란도 가지고 온다. 연구자들의 전공에 따라 개별적으로 연구되고 있는 스마트시티에 관한 전반적인 리뷰연구가 필요하다고 본다. 따라서, 이 논문에서 스마트시티라는 아이디어가 어떻게 발전해 왔으며, 주요 구성요소 그리고 실제적으로 집행되어 왔는지 정리해 보고자 한다. 특히 최근 2016년부터 지금까지 진행되어 온 학술적 연구들에 대해 중점적으로 살펴보았다. 이전 초기부터의 연구 정리는 Albino외 (2015), Cochia(2014)연구를 참조하면 된다. 이 리뷰논문에서는 먼저 스마트시티의 다양한 정의에 대해 소개하고 논의하였다. 두 번째로는 스마트 시티를 구성하는 여러 가지 관련 용어를 정리하였다. 세 번째로는 스마트 시티 발전정도를 측정하려는 시도인 인덱스에 관한 연구를 정리하였다. 네 번째로는 스마트 시티 연구의 건설적 비판(critique)으로 연구방향을 제시한 자료들을 분석하였다. 다섯 번째로는 스마트시티 연구를 어떻게 분류하고 구분할지에 대한 분류 체계(taxonomy)에 대한 제시가 있다. 여섯 번째로는 최근 가장 많이 언급되고 있는 여섯 가지의 분야- 스마트 경제, 스마트 거버넌스, 스마트 리빙, 스마트 피플, 스마트 환경, 스마트 모빌리티-에 대해 리뷰 하였다.

4차산업혁명 기술의 등장 및 발전과 함께 현대 도시는 스마트도시로 빠르게 변화하고 있다. 여러 4차산업혁명 기술 중 블록체인은 기술적 혁신성뿐 아니라 사회적 혁명성도 포함한다는 독특한 특성이 있다. 이 때문에 블록체인은 스마트도시가 종합적으로 발전하는 데 있어서 중요한 역할을 할 것으로 예상된다. 그러나 현재 우리나라에서 스마트도시와 관련된 블록체인 연구나 정책은 주로 기술적인 측면에 머물고 있으며 그 이상의 잠재력은 간과하고 있다. 본 연구는 스마트도시와 블록체인에 대한 종합적인 검토를 통해 블록체인 기술이 사회, 경제, 제도, 거버넌스 등 다양한 영역에서 스마트도시의 발전에 어떻게 이바지할 수 있는지 밝히는 것을 목표로 한다. 또한, 현재 각 영역에서 시범적으로 추진되고 있는 프로젝트들을 살펴볼 것이다. 연구 결과 국내에서는 신원인증, 물류, 지역화폐 등 다양한 영역에서 스마트도시에 블록체인을 적용하는 시도가 활발하게 일어나고 있지만 아직 이들 블록체인 프로젝트들은 개별로 추진되고 있을 뿐 스마트도시라는 공통된 영역에서 종합적으로 발전하는 단계까지 도달하지 못한 것으로 판단된다. 앞으로 블록체인이 스마트도시에 더욱 효과적으로 기여하기 위해 기업, 정부, 시민이 함께 블록체인의 지속가능성과 타 기술과의 융합에 대해 심도 있게 논의할 필요가 있다.

본 연구는 융 복합형 스마트시티 서비스 실현을 위해 필요한 사항이 무엇이고, 각각에 대한 중요도 및 우선순위는 무엇인지 분석하는데 목적이 있다. 이를 위하여 첫째 융 복합형 스마트시티 서비스에 대한 이론적 고찰을 통해 그 개념을 정립한다. 둘째, 스마트시티 관련 전문가를 대상으로 심층인터뷰를 수행하여 융 복합형 서비스를 구현하기 위해 필요한 요소를 도출한다. 셋째, 도출된 필요요소를 세분화하고 AHP기법을 활용하여 영역별 세부요소 간 우선순위 및 중요도를 도출한다. 본 연구의 결과는 향후 스마트시티 사업의 핵심으로 자리잡을 것으로 예상되는 융 복합형 스마트시티 서비스의 구현을 위해 무엇을 중점적으로 고려하여야 하는지에 대해 고민해 봄으로써 향후 융 복합형 스마트시티 서비스의 안정적 정착과 발전에 기여할 수 있을 것으로 기대된다.

The concept of smart city is understood as an indispensable component of urban regeneration projects in small cities in terms of providing a better urban environment and efficient living systems with a limited budget. Recently, the Korean government revised the law that related to the construction of the smart city and started to implement the smart city concept not only to new-large urban development but also to small-existed regeneration projects. However, it is difficult for small and medium-sized cities that are suffering from the insufficient professional workforce; knowledge supports for high-tech and lack of professional networks to proceed smart city planning and project that containing regional characteristics. This paper aims to examine the effective way of urban regeneration for small and medium-sized cities through smart city planning and strategy. As an important case, this paper looks at the 'Smart City Challenge' competition that was hosted by the US Department of Transportation in 2015. It examines the background and operation process of the smart city challenge competition, and then analyses each city's strategy and characteristics of seven finalists. This paper highlights the several key lessons to Korean cities: 1) the importance of national government's support in financial and professional resources; 2) the cooperation with local governments and IT corporations which provides realistic and detailed technical solutions; 3) the holistic and integrated approach to urban regeneration starting from transportation issues; 4) the necessity of the government's clear visions and guidelines toward the smart city.

Purpose: The purpose of this study is to investigate the essential factors contributing to the growth and success of smart cities, providing a comprehensive analysis of key elements that are crucial in fostering the development of smart cities. This study explored the impacts of technology-driven applications, corporate involvement, the role of experts, citizen co-creation, city-led strategy governance, and sustainable urban practices on overall attitudes towards smart cities. Additionally, the study examined the impact of overall attitude on the growth trajectory of the smart cities and satisfaction. Research design, data and methodology: To collect data, this study employed an online survey conducted by a reputable research organization. Data analysis involved the use of factor analysis, ANOVA, and regression analysis. Results: This study unveiled significant impacts of technology-driven applications, corporate involvement, the role of experts, citizen co-creation, city-led strategy governance, and sustainable urban practices on the overall attitudes. Furthermore, it demonstrated that the overall attitude significantly influences the growth trajectory of smart cities. Conclusions: This study identified key driving factors for smart city development, suggesting that the consideration of sustainable urban practices emerges as the most significant factor influencing the growth of the smart cities.
