A Study on Safe Operation Standards of Piers based on Mooring Safety Evaluation to Increase Efficiency of Local Management Trade Ports (지방관리 무역항의 효율성 증대를 위한 계류안전성 평가 기반의 부두 안전운용기준에 관한 연구)

  • Local management trade ports are small-sized trade ports, which require active operation to strengthen the local cities' economic power and enhance the local industries' added value. In addition, local management trade ports should berth ships larger than the existing ships to increase efficiency and keep up with the international trend where ships are becoming larger. Furthermore, they should also prepare operating standards. This study selected Okgye Port among local management trade ports. We performed a mooring safety simulation evaluation according to the scenario where a 50,000 DWT vessel is moored at the current 20,000 DWT class pier. The emergency departure criteria were 27kts at 3.2s of wave period and 22kts at 5.0s of wave period at the existing pier. Results showed that mooring limit condition increased by about 50% to 41kts at 3.2s of wave period and 36kts at 5.0s of wave period. This study can be used for strengthening mooring facilities and setting operational standards for safe port operation when large ships are berthing.

Estimation of Seismic Fragility for Busan and Incheon Harbor Quay Walls (부산 및 인천항만 안벽구조물의 지진취약도 예측)

  • Nowadays, small and medium-sized earthquakes occur frequently in the west coast of Korea. The earthquake induced damages on the harbor structure such as quay wall possibly make a severe impact on national economy. Therefore, not only a seismic design for the structures but warning system for seismic damage right after the occurrence of earthquake should be developed. In this study, seismic fragility analysis was performed to be given to earthquake damage prediction system for quay wall structures in Busan and Incheon harbor. Four types of structures such as pier-type, caisson type, counterfort type, block-type were analyzed and fragility curves of functional performance level and collapse prevention level based on displacement criteria were found. Regression analyses by using the results of the two ports were done for possible use in other port structures.

  • This paper resents a novel cargo system adapted for a sea port subjected to severe time-varying tide. The proposed system can perform loading or unloading by using a sort of hydraulic elevator associated with real-tim position control. As a preliminary phase, a small-sized model of the cargo system is designed and constructed. The model consists of three principal components ; container palette transfer(CPT) car, platform with lifting columns and cargo ship. The platform activated by the electro-rheological(ER) valve-cylinder is actively controlled to track the position of the cargo ship subjected to be varied due to the time-varying tide and wave motion. Following the derivation of the dynamic model for the platform and cargo ship motions, an appropriate control scheme incorporating time sequence and PID(proportional-integral-derivative) controller is formulated and implemented. Both the simulated and the measured control results are presented to demonstrate the effectiveness of the proposed cargo system.

Imabari Maritime Cluster: A Case Analysis of Japan Maritime Cluster (이마바리해사클러스터의 사례분석)

  • Following the collapse of Hanjin Shipping, building a strong maritime cluster is one of the policy measures for the re-construction of the Korean shipping and shipbuilding industries. Thus, the purpose of this study is to develop a policy alternative for building a maritime cluster. Using Porter's diamond models, we analyzed the Imabari maritime cluster of Japan, which is characterized by cooperation between key industries, such as shipping, shipbuilding, shipbuilding equipment, and finance. The Imabari Maritime Cluster is equipped with complete domestic demand conditions and related supporting industry conditions. Although the strengths of the production conditions include excellent family-based management and strong support from regional administration and banks which develops independency among cluster members, the weak points include the absense of robust port services and difficulty in recruiting young talent in small and medium-sized cities. We can confirm that the company's strategy is focused on stable management, rather than a short-term view.

Estimating Cumulative Distribution Functions with Maximum Likelihood to Sample Data Sets of a Sea Floater Model (해상 부유체 모델의 표본 데이터에 대해서 최대우도를 갖는 누적분포함수 추정)

  • This paper describes evaluation procedures and experimental results for the estimation of Cumulative Distribution Functions (CDF) giving best-fit to the sample data in the Probability based risk Evaluation Techniques (PET) which is to assess the risks of a small-sized sea floater. The CDF in the PET is to provide the reference values of risk acceptance criteria which are to evaluate the risk level of the floater and, it can be estimated from sample data sets of motion response functions such as Roll, Pitch and Heave in the floater model. Using Maximum Likelihood Estimates and with the eight kinds of regulated distribution functions, the evaluation tests for the CDF having maximum likelihood to the sample data are carried out in this work. Throughout goodness-of-fit tests to the distribution functions, it is shown that the Beta distribution is best-fit to the Roll and Pitch sample data with smallest averaged probability errors $\bar{\delta}(0{\leq}\bar{\delta}{\leq}1.0)$ of 0.024 and 0.022, respectively and, Gamma distribution is best-fit to the Heave sample data with smallest $\bar{\delta}$ of 0.027. The proposed method in this paper can be expected to adopt in various application areas estimating best-fit distributions to the sample data.

  • Along with the increase in global volume of goods, logistics companies are trying to reduce costs by increasing the size of ships carrying cargo, increasing the efficiency of quantitative equipment at ports, and unmanned electric vehicles on land. Korean naval ports are also facing the same situation as the global trend. In the past, small and medium-sized ships such as FF, PCC, and beheaded eagles are being retired for their longevity, and their positions are being replaced by large ships such as KDX, FFG, and LST-II. In particular, large ships such as Dokdo and the next light aircraft carriers are also being prepared. Unlike general merchant ships, naval ships require periodic inspections and preventive maintenance, so repair piers such as maintenance depots are in operation. The naval maintenance depot mainly uses trailers, trucks, and truck-type cranes to carry out loading and unloading of heavy ships, and the application or development of automation and unmanned equipment performed by the private sector is inadequate, and self-improvement cases are also very weak. This study aims to improve the efficiency of the military logistics system through research on the logistics system such as transport, storage and unloading of heavy goods and maintenance products of naval ships.

A study on Perception and Response Strategy of Korean Ship Owners on Global Sulphur Cap 2020 (황산화물(SOx) 배출 저감 규제에 대한 국적선사의 인식과 대응 전략에 관한 연구)

  • In this paper, to analyze the perception and response strategy of Korean ship owners on Global Sulphur Cap 2020, examined the IMO environmental regulation status focusing on MARPOL Annex VI regulation about air pollution prevention, technological measures to reduce SOx emission, shipping industry and management status of Korean ship owners. First of all, the questionnaire was conducted for Korean ship owners after selecting the evaluation factors. The purpose of this study was to investigate the difference of the perception and response strategy of Korean ship owners by corporation size and main vessel type using frequency and cross analysis. It is confirmed that various researches on SOx emission reduction have been carried out from various points of view at home and abroad. In this study, existing studies related to technical factors for regulatory response and economics analysis were examined and evaluation factors were selected. As a result of analysis, it is found that large-sized shipping companies are more prepared for regulatory response than small and medium-sized bulk carrier owners. There were similar perception and the direction of response strategy about the impacts by corporation size and main vessel type. In about two years to be implemented in 2020, It is necessary to find an appropriate response strategy based on the support policy of the government and related organizations and the systematic analysis of the ship owners. Through this study, although the difference between the perception and response strategy of the ship owners by corporation size and main vessel type was understood, it was found that there were limitations on specific response strategy and corporate data collection. In future research, we should overcome the limitations of this study and conduct an in-depth study.

  • Fishing villages have rich potential on account of serving as a base of fishing activities with various maritime ecosystem, culture and maritime resources as well. The object of the study is ports located in Gijang, Busan and it presents the overall development direction in ports within this area. Through systematic and well-planned developing small-sized ports, this research analyzes regional economic implications by improving settlement conditions for fishing villagers scattered around this area taking the ports' natural traits into consideration. The research correlates regional input output analysis by fishing port arrangement project with connection between inter-industries and inter-regions according to the model of input-output analysis and attempts to systematically analyze regional economic structure with the economic implication divided into production, employment and income, influenced upon by the change of political exogenous variable.

A Study on the Application Plan of the Basic Safety and Health Education for Service Industries (서비스업 기초안전보건교육의 실시방안에 관한 연구)

  • Recently, as Korean industrial structure is moving to the service job, the number of workers engaged in the service job is increasing slowly. According to the statistics by Ministry of Employment and Labor announced in June, 2013, the number of service job workers in Korea was 7,477,135 which accounted for 48.4% of total workers. The trend of this service job is expected to increase continuously in the future. According to the 2013 statistics by Ministry of Employment and Labor, the number of industrial accidents victims of industrial accidents in the service job was 30,526 which was the biggest number among the entire businesses. The victims in the service job accounted for 33.2% among the total number of industrial accidents and represented more than those in the manufacture and construction industry. The service job had various works and employment patterns and most service jobs are petty and are small-sized establishments and it is difficult to try voluntarily to prevent the industrial accidents. However, Korean occupational safety and health act was enacted in accordance with the construction and manufacture in which industrial accidents occurred frequently in the past. The support of the government for the industrial accident prevention is focused on the construction and manufacture. Therefore, the current service job is placed on the blind spot of the safety management. Raising the safety awareness of workers through the safety education is the most important in order to prevent the industrial accidents of the service job with many conventional/repeated disasters such as the conduction by a simple mistake. Accordingly, this study analyzed the features and accidents of the domestic service jobs through the literature survey and analyzed the institutional devices for the safety management of the domestic service job, and the safety management cases of foreign service jobs and compared with domestic systems. Considering demands for the basic safety education for service job workers, a questionnaire was conducted targeting the service job workers and the execution plan of the basic safety & health education targeting the service job workers was carried out through the brainstorming of trainers of worker in the service job.

The Economic-Geographical Consideration of Fisheries of the West Coast Area, Chungnam in the 1910s in "Hangooksusanji" ("한국수산지" 를 통해 본 1910년경 충남 서해안 지역 수산업에 관한 경제지리학적 고찰)

  • In this study, we analysed the state of the fisheries in Chungnam around 1910 from Hangook Susanji. As a result, there were about 30 ports in the west coast area in Chungnam, and we can classify their locations into 5 types Type I is located in small and mid sized rivers. Type II is located in a costal port. Type III is ports facing the open sea, and type IV is ports in a bay. Type V is ports on islands of coast. Species of fish are porges, mackerels, sting rays, croakers, hairtails, shrimps, etc. The base of fishing porge was Jukdo and Yeondo. The fishing banks of croakers are formed from Chilsantan, Jeonlado to the area of seashore, Chungnam. Hairtails were caught near all the areas of seashore. Salt manufacturing is done near all coasts of Chungnam, Seocheon-bay, Ungcheon-bay, Ocheon-bay, Anmyeon island, Taean, Dangjin area, etc represent this work. Especially, the salt which was produced in Taeangun was so famous that it was called ' Taeansalt'. In the Kum-river area there were 32 fishing villages. Freshwater fish were caught in the upper stream area and the mouth of Geumgang, down stream, was the center for producing Baengeo. There were 23 fishing villages, and the species consisted of croaker, hairtail, Forge, gray mullet, sting ray, sharks, anchovy, shrimps, etc in Biin-bay. The coast of Boryeong had about 33 fishing villages, but their fishing industry was not developed more than their good salt manufacturing. Though there are records that Chunsu-bay had 28 fishing villages, Taean peninsula and Garolim-bay had about 70 fishing villages, and Asan-bay area had about 55 fishing villages, they were developed a little, but not more than Weir fisheries or salt manufacture on the base of salt area and the tideland because these areas were just for farming. South of Anmyeon island of West coast island areas is the biggest area of Stow nets on stakes fishing and the island areas down mouth of Kum river were centers for producing porge.
