The objective of this study is securement of upland irrigation water using storage level management of small dams. However, it is not new development of water resources but securement of water using storage level management of existing dam. This study has enhanced the water utilization coefficient of dam, after extra available water had been calculated by application of periodical management storage level and this water is used to other water like the upland irrigation water demand. As the result of application, it can secure extra available water except the water requirement. Minimum extra available water except flood is about $20,000,000\;m^3$ and crop irrigation water demand of 10yr frequency is about $2,033,000\;m^3$ in Seongju. The utilization of crop irrigation water can be possible. And extra available water is about $3,102,000\;m^3$ in 2000, $1,959,000\;m^3$ in 2001 except flood period and crop irrigation water demand of 10yr frequency is about $2,272,000\;m^3$ in Donghwa. It is judged that extra available water cannot be used to crop irrigation water during the dry season in Dongwha. Consequently, when management storage level is determined and more efficient use of water is gotten like this study, water utilization coefficient will be enhanced.

Large dams are managed with operation standard and flood forecasting systems, while small dams do not have management method generally. Shortage of water resources and natural disasters due to drought and flood raised public concerns for management of small dams. Most of small dams are irrigation dams, which need diversified water uses. However, the lack of systematic management of small dams have caused serious water wastage and increased natural disasters. Storage management method and system were developed to solve these problems in small dams. The system was applied to Seongju dam for effective management. The storage management method was established considering hydrology simulation and statistical analysis using the system. This method can bring additional available water, even in the same conditions of the water demand and the supply conditions of watershed. It can improve the flood control capacity and water utilization efficiency by' the flexible operation of storage space.

A system for estimating daily paddy irrigation water requirements was developed to simulate daily stream flows that reflect various upstream and downstream return flows from river basin. Evapotranspiration in paddy fields was estimated using the modified Penman equation. Daily irrigation water requirements of paddy fields were calculated by multiplying the paddy area and the daily decrease in ponding depth. The system was constructed almost completely using images, grids, etc. in Visual Basic 6.0. The developed model was verified in the Damyang dam, and was used to estimate daily paddy irrigation water requirements at 12 small watersheds in Geum river basin for 20 years, from 1983 to 2002, covering paddy field areas of $3,332\~26,422$ ha. The results on the runoff analysis on the inflow to the Daecheong multi-purpose dam with various return flows were satisfactory. They were reasonable compared to the scenario where return flows were not considered.

As a fundamental research to establish a safety operation plan for irrigation dams, this study presents hydrologic analysis conducted in Sungju Dam watershed based on various rainfall data. Especially those reservoirs without flood control feature are widely exposed to the risk of flooding, a safe and optimized operation program need to be improved against arbitrary flooding. In this study, reservoir routing program was developed and simulated for reservoir runoff estimation using WMS hydrology model. The model simulated the variations of reservoir elevation under the condition of open or closed emergency gate. In case of closed emergency gate, water surface elevation was given as 193.15 m, and this value exceeds the dam crest height by 1.65 m. When the emergency gate is open, the increment of water surface elevation is given as 192.01 m, and this value exceeds dam crest height by 0.57 m. As an alternative plan, dam height increase can be considered for flood control under the PMP (Probable Maximum Precipitation) condition. Since the dam size is relatively small compare to the watershed area, sound protection can be expected from the latter option rather than emergency gate installation.

Ninety tow percent of over 1,800 gate controlled dams in Korea are classified as small dams. The primary purpose of these small dams is to supply irrigation water. Therefore, while large dams can store as much as 80 percent of precipitation and thus are efficient to control flood, small dams are often lack of flood control function resulting in increased susceptibility drought and flood events. The purpose of this study is to develope a storage management model for irrigation dams occupying the largest portion of small dams. The proposed Storage Management Model (STMM) can be applied to the Seongju dam for efficient management. Besides, the operation standard is capable of analyzing additional available water, considering water demand and supply conditions of watershed realistically. And the model can improve the flood control capacity and water utilization efficiency by the flexible operation of storage space. Consequently, if the small dams are managed by the proposed Storage management model, it is possible to maximize water resources securance and minimize drought and flood damages.

The Waimea Basin is located on the northern tip of the South Island of New Zealand. It is a highly productive area with intense water use with multi-stakeholder interest in water. Irrigation from the underground aquifers here makes up the largest portion of used water; however the same aquifers are also the key urban and industrial sources of water. The Waimea/Wairoa Rivers are the main sources of recharge to the underlying aquifers and also feed the costal springs that highly valued by the community and iwi. Due to the location of the main rivers and springs close to the urban centre the water resource system here has high community and aesthetic values. Recent enhanced hydrological modelling work has shown the water resources in this area to be over allocated by 22% for a 1:10 year drought security for maintaining a minimalistic flow of 250 l/s in the lower Waimea River. The current irrigated land area is about 3700 hectares with an additional potential for irrigation of 1500 hectares. Further pressures are also coming on-line with significant population growth in the region. Recent droughts have resulted in significant water use cutbacks and the threat of seawater intrusion in the coastal margins. The Waimea Water Augmentation Committee (WWAC) initiated a three year stage 1 feasibility study in 2004/2005 into the viability of water storage in the upper parts of the catchment for enhancing water availability and its security of supply for consumptive, environmental, community and aesthetic benefits downstream. The project also sought to future proof water supply needs for the Waimea Plains and the surrounding areas for a 50 - 100 year planning horizon. The broad range stage 1 investigation programme has identified the Upper Lee Catchment as being suitable for a storage structure to provide the needs identified and also a possibility for some small scale hydro electricity generation as well. The stage 2 detailed feasibility investigations that are underway now (2007/2008), and to be completed in two years is to provide all details for progressing with the next stage of obtaining necessary permits for construction and commissioning a suitable dam.

Fourteenes rervoirs maintained by the local land improvement associations in the province of Chullabuk-Do and 20 reservoir maintained by thos in the province of Chullanam-Do, were surveyed in connection with a correction between storage capacity and sediment deposit. In addition to this survey, 3,347 of small reservoir, that lie scattered around in the above-mentioned two provinces were investigated by using existing two provinces were investigated by using existing records pertaining to storage capacity in the office of City and country, respectively. According to this investigation the following comclusions are derived. 1. A sediment deposition rate is high, being about $10.63m^3/ha$ of drainage area, and resulting in the average decreasc of storage capaity by 27.5%. This high rate of deposition coule be mainly attributed to the serve denudation of forests due to disorderly cuttings of trees. Easpecially, in small reservoir, an original average design storage depth of 197mm in irrigation water depth is decreased to about 140mm. 2. An average unit storage depth of 325.6mm as the time of initial construction is decreased to 226mm at present. This phenomena causes a greater shortage irrigation water, since it was assumed that original storage quantity was already in short. 3. Generally speaking, seepage rates through dam abutment intakepipe, etc, are high due to insufficient maintenance and management of reservoir. 4. It is recommended that sediment deposit should be dredged when a reservoir is dry in drought. 5. Farmers usually waste excessive irrigation water. 6. Water saving methods should be practiced by applying only necessary water for growing stage of rice. 7. In are as where water defficiency for irrigation is severe, a soil moisture content should be kept at about 70% by applying water once in several days. 8. Tube wells should be provided so as to exploit ground water and subsurface current below stream bed as much as possible. 9. If an intake weir was constructed, a water collection well should be built for the use in drought. 10. Water conservation should be forced by converting devastated forests contained in the drainage area of reservoir to protected forests so as to take priority of yrefor estation, gully control, the prohibition of disorderly cutting of trees, etc. 11. Collective rice nurseries should be adopted, and it should be recommended that irrigation water for rice nurseries is supplied by farmer themselves. 12. Sediment desposit in reservoir should be thoroughly dreged so as to secure a original design storage capacity. 13. The structure of overflow weir should be automatic so as to freely control flood level and not to increase dam height.

Most of the intake facilities of small agricultural reservoirs are conduits and they are regarded as serious defects due to the structural weakness that penetrates the body of the dam, and countermeasures are needed. This study suggests the application method of siphon type water intake facility by hydraulic model test and physical scale model test of siphon type water intake facility which has high safety and easy maintenance. Experimental results show that sufficient flow rate can be secured for the purpose of intaking water according to the differential head between the reservoir and the discharge part, and the flow rate can be controlled by the valve. The negative pressure was -31.5 kPa, and vibration and noise did not occur during the operation of the siphon. The maximum flow velocity in the discharge outlet was 1.11 m/s which meets the criterion for irrigation canals. Therefore, scour risk would be very low. As a result of the inflow distribution experiment, even if the inflow part is separated by only about 0.8 m, the flow velocity is remarkably decreased, so that the clogging by debris would not appear. When the pump was operated only once for the first time and the inside of the siphon was filled with water, continuous operation was possible by only valve operation. The results of this study are expected to be used for the design guidelines of the water intake facilities and improve safety and maintenance convenience of agricultural reservoirs.
