  • Ship capsize accidents are common in coastal waters, particularly involving small fishing boats. To prevent there overturing accidents in small fishing boats, their stabilities must be assessed at the initial design step. However, the available information during the initial design step is limited, posing challenges in performing a reliable stability evaluation. Therefore, this study presents a plan to estimate the transverse metacenter (GM) of small fishing boats using parameters such as KM, KG, and TRIM that can be determined at the initial design step. Stability was evaluated by comparing GM with the minimum transverse metacenter (GMmin) specified in the standard safety evaluation criteria for fishing boats. To calculate the required trim value for hydrostatic characteristics using K-SHIP, a stability assessment program provided by the Korea Maritime Safety and Transportation Corporation, the initial trim state is estimated based on the ship lines using the commercial CFD program STAR-CCM+. GM is then calculated by assessing the hydrostatic characteristics in relation to the boat lines using K-SHIP. Furthermore, the stability of the fully loaded state is compared by subtrcating GM from GMmin. One constructed ship is designated as the standard ship, and the stability assessment method proposed in this study is applied to evaluate stability and validate its effectiveness. Consequently, the representative line of a 4.99-ton fishing boat and nine modular lines models derived from it were evaluated, ultimately identifying a relatively superior stability.

  • It is said that anchovy of 6 to 7 em in body length is the most suitable for the live bait in skipjack pole and line fishing, and it must be held in a creel for more than 7 days so as to be transported from the holding ground to the fishing ground, kept in the small bait hold in a fishing boat. To hold the live bait anchovy, holding creel should be settled in calm waters, and then it is necessary to investigate the appearance of the available resource in the south-eastern coastal waters of Korea where the creel can be settled. The authors investigated the app~arance of the available resource in the waters, and the following results are found. 1. The available resource appears more and the fishing season is longer than in the offshore, rather than in the inshore. 2. The available resource arc caught in the offshore with the passing of time into winter, and they are caught merely in the offshore side in December. 3. The available resource could be secured from July to December, somewhere in the south-eastern coastal waiers of Korea, if the holding ground were removed appropriately.

  • Experimental fishing was carried out to compare fishing status according to the codend mesh size (raschel, 15mm, 25mm, 35mm, 45mm) of stow net on anchor in the coastal waters of Seocheon after manufacturing five kinds of fishing gears and commercial fishing boat (7.93 tons) was used for it. Total catches of raschel, 15mm, 25mm, 35mm, 45mm codend were 816,949g, 203,994g, 1,405g, 51,576g, 194g in September and 40,545g, 66,974g, 14,692g, 12,647g, 12,655g in October. Dominance species were anchovy (Engraulis japonicus) in raschel codend, largehead hairtail (Trichiurus lepturus) in 15mm and 35mm in September, and the amount of catches was very small in 25mm and 45mm codend due to the fishing gear damage. In October, dominance species were anchovy and beka squid (Loligo beka) in raschel, 15mm, 25mm codend, and cuttlefish (Sepia esculenta) and beka squid were mainly caught in 35mm and 45mm codend. In addition, total length of anchovy and cardinal fish (Apogon lineatus) were increased according to the increase of codend mesh size but there was no difference in the mantle length of cuttlefish and loligo beka.

  • According to the Korea Coast Guard's maritime disaster statistics (Korea Coast Guard 2017, Korean Statistical information Service 2018), an average of 2,140 marine accidents occurred every year for the past 6 years and the number of accidents is increasing every year. Among them, maritime accidents of fishing vessels are the most frequent, and recently accidents involving fishing boat and leisure vessels are rapidly increasing as well. In particular, the number of accidents involving leisure vessels increased to about one-third of the accidents of fishing vessels, and emergency rescue requests are increasing every year accordingly. However, the number of crash accidents involving users of small vessels and marine leisure activities are increasing because of the difficulties of installing navigation equipment and electronic navigation charts. Recently, the demand for precise positioning using mobile devices is increasing in the fields of maritime safety, piloting support, and coastal survey. Although various applications of smart devices provide location-based services for users, the measurement results are discontinuous when using the position coordinates of the National Marine Electronics Association (NMEA) calculated by smartphone. Recently, Google announced that they will provide GPS raw data to developers from Android 7.0 Nougat. As a result, developers have an opportunity to receive precise carrier phase and code measurements to make more accurate positioning according to the performance of Android devices. This study analyzed GPS positioning performance using Android devices, and compared and analyzed the positioning performance at sea with high-performance GPS receivers.

  • In the coastal area, many kind of vessels are operating and exposed to the various marine accidents. In particular, small-size vessels, which are not equipped with the safety equipment, are in the defenceless state to the marine accidents such as the accident according to vessel's own state caused by the diverse reasons and the collision with the neighborhood vessels and objectives. So it is necessary to resolve these situations through the inexpensive equipment. This paper implements the function that can detect vessel's own motion using Smart Phone. if the motion is over the threshold value assigned, this function decides that the current situation is dangerous for this vessel. So this function informs Smart Phone's ower in the vessel and the control center of this situation. This function can be applied to small-size vessels, such as fishing boating, passenger ship, and leasure boat, which have few the safety equipments, and then improve vessel's safety navigation.

  • Many Countries have made efforts to assist ships navigate accurately , safely and expeditiously for the safety control against increasing marine traffic , in their coastal waters. However, they are exposed in spite of these efforts,to risks of casulaties and marine polluation caused by traffic congestion when ships are navigating through waterways approaches to ports or harbors and in narrow fairways. Therefore, efficient control of VTS in Port is necessary nowadays to provide ships with necessary service , which interacts with shipping and organize the flow of traffic so as to maximize the efficiency of the port or harbor while minimizing the risk of accident and environmental pollution. Even though the navigation condition of ships is very inferior compared to other ports in Korea, such as the big difference between the ebb and flood tide, the frequent fog, the narrow fairway , the density of navigation traffic in Inchon Port is high and transportation quantity of dangerous cargoe increases gradually. In cosideration of the characteristics of natural circumstance and traffic circumstance the VTS established newly in Inchon port have to operate efficiently. The purpose of this study is to help efficient operation of VTS in Inchon port by accomplishing both the literature research and questionnaire survey. Questionnaire survey was read to the VTS personnel in Inchon Port and customer familiar to Inchon Port such as ship navigators, pilots, shipping companies and so on. Most of ship navigators who occupy half of the respondents are Korean Officer who had responded while they were calling at Inchon port. The conclusions and recommendations includes ; First, the service area should be extended over Designated area to provide the vessel with navigational assistance service regarding the information of traffic congestion area, fishing boat and small ship's activities. Second, the types of information service to be offered are ship's movement and weather condition inthe vicinity of the port and state of fairway in the approaching channel to thte fairway. Third, VTS personnel should be upgraded by the on-the-job training and continuous simulation training as well as supplement of the qualified personnel for VTS operation. Fourth , the Harbor Master System to be introduced for safe navigation and efficient port operation.
