본 연구의 목적은 우리나라 직업능력개발 훈련교사의 역량평가사로서 필요한 역량에 대한 훈련요구를 알아보는 것이다. Russ-Eft의 평가자 역량모델을 기초로 역량평가사로서의 역량에 대한 분석을 실시하였다. 전국의 직업능력개발 훈련교사 자격증을 가진 직업능력개발 훈련교사들을 대상으로 설문을 실시하였으며, 설문결과 본 설문에 최종적으로 응답한 인원은 총 234명이었고, 158명(67.5%)은 남성, 73명(31.2%)은 여성이었다. 분석 결과는 전문가 신뢰도(요구도 2.51), 평가관리계획 수립(요구도 2.11), 관리계획(요구도 2.08), 그리고 효과적 협업(요구도 2.07) 등의 순으로 개발의 요구가 파악되었다. 반면, 다양한 의도인식(요구도 1.01), 윤리기준 준수(요구도 1.24), 대인관계(요구도 1.76) 등은 상대적으로 개발의 요구가 높지 않은 것으로 나타났다.

이 연구는 호주와 스코틀랜드의 NCS기반 직무능력평가자의 양성제도를 비교 분석하고 시사점을 파악하는 데 목적이 있다. 이를 위하여 직무능력평가의 특징과 평가자의 역할을 살펴보고, 호주와 스코틀랜드의 직무능력평가자 자격과정 및 질관리시스템을 분석하였다. 또한 각국의 특징을 비교하고 시사점을 제시하였다. 호주와 스코틀랜드는 공통적으로 직무능력평가자 자격과정을 국가직무능력표준에 기반한 교육훈련과정을 통해 개발 시행하고 있다. 해당 교육훈련과정의 질 관리를 위해 해당 교육훈련과정을 운영할 수 있는 교육훈련기관 및 과정에 대한 사전평가인증을 실시한다. 또한 자격과정을 운영하는 교육훈련기관에서는 자격증을 소지한 전문평가자를 확보하고, 평가자의 계속경력개발 활동을 지원하고 있다. 우리나라는 국가직무능력표준에 기반한 교육훈련과정을 도입 운영하고 있으며, 직무능력평가자 자격제도의 도입을 검토하고 있다. 이러한 상황에서 호주와 스코틀랜드의 평가자 자격제도는 향후 우리나라에 직무능력평가자 자격제도의 설계 및 운영은 물론 국가직무능력표준 기반 교육훈련과정의 질 관리 및 성과 제고에 기여할 수 있는 유용한 정보 및 시사점을 제공한다.

In this study, we verify the relationship, which is presented by ISO/IEC 15504, between the assessor's competence and the efficiency of assessment. The ISO standard has been developed by many formal trial experiences for the software process assessment. The software process assessment determines the process capability, and makes the software process improvement possible in the development cycle. In the field assessment, third-party and team-based assessments are generally recommended. Therefore assessors' competences are essential to achieve the effectiveness and the efficiency of assessment. Survey data are collected from the third-party process assessment of a real IT industry, and the analysis is done by a causal modelling technique - PLS. Some findings are as follows. Depending on assessors' SE experiences, effects of the assessor's competence are existed, and their standard knowledge and assessment skill are effected each other. And the efficiency of assessment depends on the assessor's competence. In addition, the power analysis is presented and future research is suggested, because of many limitations of this study.

The study is intended to develop the measures to introduce the Environmental Impact Assessment (EIA) project manager (Environmental Assessor), who will be responsible for leading the EIA task. This role requires a quality standard of expertise in the area of natural science, social science, knowledge and technology on environment design mechanism, and the integrated approaches that combine the relevant policies and systems. To facilitate the system, the certificate will be given to the person who is well acquainted with the knowledge on EIA with relevant experiences, thereby authorizing them to coordinate the assessment task for reliable outcome. Hence, the need for introducing the system is very crucial. The EIA project manager, as a guide for an EIA project team, shall be the person who has a comprehensive understanding of the project, the knowledge about the principal for implementation of EIA and the expertise in structuring the management system, with a skill to maintain the good relationship with the people engaged in the project. To that end, it is highly recommended to set up such a certificate system to be incorporated in the college curriculum.
