A Study on the Site Calibration of Network RTK Surveying (네트워크 RTK 측량의 사이트 캘리브레이션 방안에 관한 연구)

  • With the expansion of the development and use of surveying equipment recently, by the establishment of infrastructure for network RTK surveying of the NGII, network RTK surveying has been widely used in surveying industry. Currently, in public surveying regulations, site calibration with minimum 5 evenly spaced bench marks is needed for using network RTK surveying results as leveling. But the range between and the number of bench marks for site calibration can be varied according to the geoid undulation. In this study, in order to verify this, Incheon area having regular geoid undulation and Taebaek area having irregular geoid undulation are selected as study area and network RTK surveying have been done. Then the accuracy of site calibration by range between and the number of bench marks have been compared. As a result of this study, in order to meet a tolerance of vertical precision (0.1m) that has been set in public surveying regulations, there is a necessity for improving the regulations so that the range and number of bench marks, to be used for site calibration of network RTK surveying, can be applied complementarily.

Study on the Site Classification and Site Coefficients for the Seismic Design Regulations of KBC (KBC 내진설계기준을 위한 지반분류와 지반계수에 대한 연구)

  • Site classification of IBC and KBC is based on the ft-kips unit system and is not friendly for the linear interpolation of the site coefficients due to the implicit relationship between a site class and site coefficients, defining a site class by the range of the soil properties, not by a single soil property. Also, the site class definition of KBC has too wide range of soil properties for each soil class. making the structural engineers difficult to estimate the site coefficients for the diverse soil layers. In this study, a new site classification in SI unit system was proposed for the seismic design codes of KBC etc., and the comparison of the site coefficients of $F_{a}\;and\;F_{v}$ was also performed to investigate the possibility of the linear interpolation of the site coefficients with the proposed new site classification. According to the study results, it was more reasonable for the linear interpolation of the site coefficients to utilize the proposed new site classification considered the Sl unit system and the soil characteristics of the 30m soil layer beneath the shallow embedded foundation, and the linear interpolation of the acceleration coefficients for the design spectrum can be performed more reasonably defining the site coefficients for the representative shear wave velocities of each site class. With the study results, a new site classification, and the linear interpolation permitted acceleration coefficients fer the design spectrum were proposed for the modification of the seismic design regulations of KBC.

  • This research traces the history of legislative matters regarding the enactment and revision of laws and regulations related to the outdoor landscape in apartment complex. The years before 1976 can be classified as 'a period of darkness' for the landscape in apartment complex due to absence of landscape legislation. From the year of 1977 when the landscape planting and mere necessities were carried out according to the local administration's building standard to the year of 1990 can be classified as 'a period of quickening'. The year of after 1991 when the enactment of the code#32 called "the green space in site" in the "Korea Building Code" and the "Korea Housing Standard & Regulation" was made, and various construction regulations and provisions were revised in order to improve the scantiness of the apartment complex and its environment should be called 'a period of development'.

  • This paper investigates and analyzes related systems, policies, and research trends that are used to prepare the operating regulations for drone-based fine dust monitoring and water fog injection systems in small-sized construction site. As a result of the study, we have drawn a total of six major items to consider when drafting the drone related operational regulations. It will also be used as a basis for future development system operation regulations.

On-Site Transport and Storage of Spent Nuclear Fuel at Kori NPP by KN-12 Transport Cask (KN-12 운반용기를 이용한 고리 사용후핵연료 소내수송.저장)

  • Since 2002, more than 400 PWR spent nuclear fuel assemblies have been transported and stored on-site using transport casks in order to secure the storage capacity of PWR spent nuclear fuel of Kori nuclear power plant. The complete on-site transport system, which includes KN-12 transport casks, the related equipment and transport vehicles, had been developed and provided. KN-12 transport casks were designed, fabricated and licensed in accordance with Korean and IAEA's transport regulations, and the related equipment was also provided in accordance with the related regulations. The on-site transport and storage operation using two KN-12 casks and the related equipment has been conducted, and the strict Quality Control and Radiation Safety Management through the whole process has been carried out so as to achieve the required safety and reliability of the on-site transport of spent nuclear fuel.

A Study on the Considerations Relating to the Regulations for Prospecting and Exploration for Hydrothermal Polymetallic Sulphides and Cobalt-rich Ferromanganese Crusts in the Area (해저 열수광상 및 망간각 자원 개발을 위한 국제적 논의에 대한 고찰)

  • In August 1998, during the resumed fourth session of the Authority, the delegation of the Russian Federation reminded the Assembly that, in addition to polymetallic nodules, other mineral resources existed in the Area, including polymetallic sulphides and cobalt crusts, and requested the Authority to adopt rules, regulations and procedures for exploration for such resources. Pursuant to article 162, para. 2(o)(ii), of the 1982 UNCLOS, such rules, regulations and procedures are to be adopted within three years of the date of such a request. This article reviewed the 'Draft Rules and Regulations for the Exploration and Exploitation of Sea-Floor Massive Sulphides and Cobat-rich Ferromanganese Crusts in the Area' by ISA in 2001, and the 'Madang Guideline for Offshore Mineral Policy' written in 1999 in respect of the international trends of polymetallic sulphides and cobalt crusts. Issues for size of mining area and relinquishment, application of the site-banking system, procedure for dealing with overlapping claims and precautionary approach etc. for the establishment of the norm of polymetallic sulphides and cobalt crusts are reviewed as consideration factors.

Regulatory Factors in Shaping New Towns of Malaysia (말레이시아 신도시 주거단지 계획에 영향을 미치는 법률적 요소)

  • The post-war period has witnessed the emergence of new towns in a number of countries in Southeast Asia. New town development started in Malaysia with Petaling Jaya as a satellite town in 1953 to accommodate the rapid growing population of Kuala Lumpur. New towns have been designed in accordance with the British town planning principles, based on the modern ideal city. Nonetheless, they have constituted a regional character as they have incorporated local factors such as local technologies as well as site and climatic conditions. In the shaping of the new towns in modern cities, regulatory aspects have played important roles. The regulations decide the basic framework for planning of new town, block plan and unit plan. The ultimate goal of this study is to understand the identity of the new town planning of Malaysia. As a first step, we reviewed the local regulations, standards, and design guidelines which are applicable to the new town planning from the national land use to local plans. As a result, we categorized the guidelines into four areas: urban space, site plan, street system, block plan and unit plan. We expect this study to provide the framework of the Malaysia's new town planning from the perspective of the local regulations.

Improvement Plan of Fugitive Dust Regulations in Construction Site (건설현장 비산먼지 규정 개선방안)

  • A recent issue of fine dust is particulate matter with a diameter of less than $10{\mu}g/m^3$. It's classified as a pollutant that has a fatal effect on the human body when inhaled. The fugitive dust must be well controlled, since the adverse effects of dust on the surroundings are increased when the dust is blown away by the wind. Since the construction site is the place where the most fugitive dust is discharged in Korea, managing the fugitive dust discharged from the construction site can be an important issue to solve the problem of domestic fine dust. However, since the construction industry in Korea is the largest in Korea, it is difficult to control the emission of fugitive dust in the domestic construction site. In this paper, we compare and analyze the fugitive dust regulations applied to construction sites in major cities and propose the improvement plans to help control the fugitive dust generated in domestic construction sites.

Selection Guide to Wearing Respirators According to Work Situations and On-site Applicability

  • Background: This study aims to introduce the formulation of the regulation for the selection of respirators for accident preparedness chemicals (APCs) according to chemical workplace situations and to determine on-site applicability. Methods: Workplaces were grouped into seven work categories, and APCs were classified into six groups to select adequate respirators. A survey was conducted to enhance the understanding of work situations and adequate respirators. The total number of subjects surveyed in 2018 was 201 managers and handlers, and that in 2019 was 91 handlers and 204 managers. Results: Adequate respirators were allocated to each cell using the matrix method. The study observed an overall lack of understanding of work situations, especially in the operation of open devices, which was the highest at 32.7%. Despite its implementation in 2015, 17.6% and 25.0% of the managers and APCs handlers, respectively, were unaware of the regulations for selecting respirators. Only 70.4% of the APCs handler wore respirators in compliance with regulations. Conclusion: The method for selecting respirators according to work situations using the matrix method is considered reasonable. Thus, this study suggests that the development of educational contents and reinforcing education should be essential steps to increasing awareness of regulations.

An Analysis of the On-site Improvement Area of Residential Environment Improvement Project in Daegu (대구시 주거환경개선사업 현지개량지구의 실태에 관한 연구)

  • This study aims to analyze the on-site improvement area of residential environment improvement project based on research results derived from the on-site and questionnaire survey in case of Daegu. The main findings are as follows. First, residents complain about delay of project completion because a long time has been passed after on-site improvement area was designated. Experts and government officials agree that a new method of development is required. Second, future development should discriminate on-site improvement area according to its level of project completion. The area should be classified into project completion areas and on-going area, and new methods, such as redevelopment, apartment-housing construction method, should be allowed. Third, for better management of on-site improvement area, laws and regulations must be ready and government's will for improvement is crucial.
